POLICE PLANNING
Police planning is the process of developing strategies and operational plans to address
the needs of law enforcement agencies. It involves the systematic analysis of crime patterns,
resource allocation, and the development of policies and procedures to ensure effective and
efficient police operations.
FUNDAMENTAL DOCTRINES- Constitutional policing: the rule of law. ensuring that police
actions are in accordance with the principles outlined in the Constitution.
OPERATIONAL DOCRTRINES- To serve and protect, to observe human rights and dignity of a
person.
FUNCTIONAL DOCTRINES- Investigative doctrine: This doctrine emphasizes the importance of
conducting thorough and objective investigations, using a variety of techniques and tools to
gather and analyze evidence in order to solve crimes.
ETHICAL DOCTRINES:
1. Accountability: This doctrine emphasizes the importance of taking responsibility for
one's actions and being transparent in all dealings with the public.
2. Fairness and impartiality: This doctrine emphasizes the importance of treating all
individuals with fairness and impartiality, regardless of their social status, race, ethnicity,
or any other factor.
3. Respect for human rights: This doctrine emphasizes the importance of respecting the
fundamental rights and freedoms of all individuals, as outlined in the Constitution and
other laws.
4. Honesty and integrity: This doctrine emphasizes the importance of maintaining
honesty and integrity in all dealings with the public, and avoiding any actions that could
undermine public trust in the police.
5. Confidentiality: This doctrine emphasizes the importance of maintaining confidentiality
and protecting sensitive information, particularly in relation to ongoing investigations and
criminal proceedings.
ARRANGING FOR THE EXECUTION OF THE PLAN - the execution of a plan requires the
issuance of orders and directives to units and personnel concerned, the establishment of a
schedule, and the provision of manpower and equipment for carrying out the plan. Briefings
shall be held with the assurance that all involved personnel understood when, how and what is
to be done.
9. EVALUATING THE EFFECTIVENESS OF THE PLAN - the result of the plan shall be
determined. This is necessary to know whether the correct alternative was chosen, whether the
plan was correct, which phase was poorly implemented, and whether additional planning may
be necessary. Also, the effects of the executed plan or other operations and on the total police
operations shall be determined. Follow-up is the control factor essential for effective command
management.
CRIME MAPPING
Crime mapping can be used by law enforcement agencies to help identify crime hotspots
and allocate resources more effectively. It can also be used by community groups and
individuals to better understand crime patterns in their neighborhoods and take steps to reduce
their risk of becoming a victim of crime.
