Comprehensive Contingency Plan


For Opening of Face to Face classes
School Year 2022-2023
I. BACKGROUND
Langub National High School is Loacted at Langub Proper Barangay Langub, Escalante
City Province of Negros Occidental bounded North within Danao River. Barangay Langub
shares a common border with Barangay Alimango in the North, Barangay Buenavista in the East,
Barangay Japitan in the South, Barangay Mabini in the West, Barangay Rizal in the Southeast
and Barangay Udtongan in the Southwest.  Its population as determined by the 2020 Census was
2,895. This represented 3.01% of the total population of Escalante. The source of living in this
barangay lies mostly in Agriculture and Fishery.
Langub National High School categorizes as a small school in the Division of Escalante
City which consists of 16 teaching Personnel and is headed by School Head as Assistant School
Principal II. It has a total of 385 enrollees for the school year 2021- 2022. The National School
Building Inventory data is comprised of single-story buildings, the Logo Find Building
composed of three classrooms used as Academic Classroom, the VFR building which is utilized
as a computer room, and the DepEd Standard Building composed of two (2) classrooms
There is an ongoing construction of two classrooms funded by the Department of Local
and Interior Government through the Local government of Escalante City.
The challenge now is delivering quality education to the learners and providing a better
learning atmosphere for the students. The priority of the school is to ensure the resumption of
classes as soon as possible, the application of psychological first aid to those affected learners,
and the alternative delivery mode and other instructional needs to support the delivery of
education.

II. Objectives:
This Contingency Plan covers Langub National High School, Barangay Langub,
Escalante City, Division. It Focuses on the health protocol for COVID 19 where the school aims
to conduct limited face-to-face classes as per DepEd Memorandum no.71 series of 2021 on
Guidelines of Preparation for the Pilot Face to Face Expansion and transitioning to new normal.
This aims the following objectives:
1. To update the current status of the Covid 19 pandemic to the faculty, parents, and learners.
2. To prepare the Learners, Teachers, Parents, and Stakeholders on what to do in the opening of
face-to-face classes.
3. To ensure the Safety of Learners, Teachers, and Parents in the ongoing face-to-face class.
4. To give immediate response and advice during, before, and after the occurrence of an
emergency and develop preparation and precautionary measures for the adverse situation.
5. To address the teaching and learning gaps encountered in the distance learning modalities
5. To strengthen the partnership and cooperation with the stakeholders and the Local
Government amid to emergency.

Scenario 1.

If there is no recorded confirmed case of close contact
with students and teachers that undergo the Covid 19
test, the school may continue the face-to-face classes but
it must first undergo a 24 hours lockdown for
disinfection and sanitation of the school.

Scenario 3.

The contingency measures in this document align with the per DepEd Memorandum
no.71 series of 2021.
A. ACTIVATION
This includes the following:
a. Opening of Limited Face to face classes
b. Occurrence of Covid 19 suspected Learners and School Personnel
c. The existence of the DRRM Team to respond in case of an adverse situation during
limited face-to-face classes.
 Alert levels issued by the National and Local IATF
Alert Level 3 - refers to areas wherein case counts are high and/or increasing, with total
bed utilization rate and intensive care unit utilization rate at increasing utilization.
Alert Level 4 - refers to areas wherein case counts are high and/or increasing, with total
bed utilization rate and intensive care unit utilization rate at high utilization.
Alert Level 5 - refers to areas wherein case counts are alarming, with total bed utilization
rate and intensive care unit utilization rate at critical utilization.

B. DEACTIVATION

Strategies to Transition back to Face-to-Face Learning Modality
During a school lockdown, it is important to continue engaging learners in meaningful
activities to ensure the continuity of learning. However, some learners or school personnel may
need additional support in transitioning back to distance learning and managing their emotions
after learning about the situation in the school or in the community. During this period, the
support from the family and other school personnel shall play a critical role in adapting to the
change in environment and coping with the resurgence of COVID-19 cases.
1. The school’s local hotline/help desk shall remain open for parents/guardians in need
of assistance in the distance learning of their child/ren. Teachers may utilize this
platform to encourage parents/ guardians in their role as learning facilitators at home
and to provide additional support to learners in their independent study.
2. The school shall establish a cleaning and maintenance routine to ensure that all
school facilities are organized and functional until the resumption of face-to-face
classes.
3. The school may perform critical administrative tasks on-site provided that they are
given permission by the LGU.
4. The school shall provide the required personal protective equipment to non-teaching
personnel who shall weekly conduct the cleaning and maintenance routine of the
school, and those who will need to perform administrative duties whenever
necessary. The school shall ensure that they will be properly compensated for
physically reporting to school during the school lockdown.
5. The guidance office shall remain operational to ensure that psychosocial support and
services shall be made available for all the members of the school community. In the
absence of a guidance office, affected learners and school personnel shall be
provided with Psychological First Aid (PFA) by trained teaching and non-teaching
personnel in schools. They shall also be assisted for referral to the counseling
services provided by the Schools Division Office if further interventions are needed.
6. The school shall provide the appropriate support needed by the non-teaching
personnel while they are unable to physically report to school on a daily basis.
7. After the school lockdown, the school shall seek the consent of parents/guardians
through a written form for the participation of their child/ren in the resumption of
face-to-face classes.
8. For the first five school days, the first hour shall be devoted to the
discussion/facilitation of modules related to mental health, facilitated by their
respective classroom advisers, or designated teachers.

V. COORDINATION, COMMAND, AND CONTROL
a. The Incident Command Team of Langub National High School Coordinated with
Schools Division Office Composite Team to conduct validation and monitoring towards
the preparation of the School for Limited face-to-face classes.
b. The School will also coordinate with LGUs and other health organizations to mobilize
resources in the preparation stage of the school for limited face-to-face classes.
c. The School will implement the safety health protocols and provides guidelines and
leadership in implementing the plan.

Adapting Section 15: Coordination During Emergencies (RA 10121)
The corresponding DepEd Offices based on the following conditions shall
activate and lead the EOC (Emergency Operations Center) in preparing for, responding
to, and recovering from the effects of any disasters or emergencies.
1. Two (2) or more schools are affected - (DepEd SDO)
2. Two (2) or more Divisions are affected - (DepEd RO)
3. Two (2) or more Regions are affected – DepEd CO direct intervention.
However, The Central Office may intervene in cases where the impact is beyond the
capacity of the corresponding office and/or as it sees fit, e.g. Direct threat to life
COMMAND AND CONTROL
During critical times, the school head, being the entrusted leader of the school, shall
always ensure command and control of the situation. Close coordination with the LGU,
School Division Office and stakeholders should be maintained and open.
Learning continuity plan should have been adhered and in order not to hamper the
education process, the alternative work arrangements should be followed
Creation of the School Composite Team that will be tasked to initially validate and
prepare the school for the face-to-face classes.
Pursuant to DepEd Memorandum No. 071 s. 2021 as amended by DepEd Memorandum
No. 030 s. 2022, and DepEd Order No. the school hereby creates the DRRM COVID-19
TEAM in preparation for the limited face-to-face classes:
Incident Command System. (ICS)
The ICS structure involved areas of focus during the implementation of limited
face-to-face. Each of these areas has its own set of roles and responsibilities.
VI. Preparedness Measures

In compliance to the DepEd Order No. 83, s. 2011 and other related Issuances

a. in case of occurrence of other hazards such as typhoons, ensure that the school building can
withstand heavy rain and strong winds. Single level schools built at ground level may be anchored by guy
wires to strengthen the stability of the structure. Store textbooks, teaching manuals, school records and
school equipment (fax machine, laptop, photocopier, TV, and science equipment, etc.) at a safe place,
preferably on an elevated room to

b. ensure protection from contamination of the virus, know the virus and their signs and symptoms, the
effects, and dangers and how to protect the school children, while keeping safe the records and school
properties.

c. educates school children on preparedness for Covid 19.

d. regularly conducts school disaster response drillsulations; and

e. observes strictly the DepEd policies on the suspension of classes or invokes school-based decisions in
coordination with the local IATF (LGUs).

Moreover, schools are encouraged to involve the students, their families, and their communities in
preparing for disasters, for this is an effective method of raising their awareness about risk reduction.
Request division offices as directed to monitor and provide technical support to the schools in
implementing their disaster mitigation activities.
Furthermore, reassess and evaluate this Contingency Plan to be worthy and ready for another
eventuality.
