PROCEDURES IN THE SELECTION OF GENERAL MANAGER

VACANCY PUBLICATION
 Upon approval of the Board of Directors, publication of vacancy within the
EC shall be made through Office Memorandum.
 Interested applicant must submit letter of intent and accomplished
application form (FORM 001) to the ISD- HRAD within the deadline
indicated in the publication.
 HRAD will then post the information submitted using the Comparative
Data (FORM-002)

 QUALIFICATION STANDARDS

I. Educational Background

a. A bachelor's degree in any of the following fields:


● Engineering

● Business Administration/Finance Management

● Accountancy

● Behavioural Sciences
b. Completion of post graduate degree or its equivalent, or
with
Master’s degree /s is preferable

II. Trainings and seminars in any or all of the following areas:

 Electric Cooperative Principles Supervision and/or
Management
 Strategic Planning/Organization and Operation of Business
Enterprises
 Values Enhancement and Leadership Trainings
 Resource Utilization, Development and Management
 Corporate Governance
 Energy Management

 Technology Management

III. Skills

 Communication Proficiency (Oral and Written)


 Computer Literacy

 Networking Ability

 Effective Public Relations

IV. Experience

 At least five (5) years of supervisory experience in the Coop


 Must have held two (2) or more senior management
positions involving business leadership, or management
functions

SCREENING OF APPLICANTS

1. All applicants must pass through a written qualifying examination as a measure
to applicant’s knowledge and capability relevant to the operation of power
industry.
2. Only applicants who have passed the qualifying examination and qualification
standard shall be allowed to undergo screening and evaluation to determine their
fitness as General Manager.
3. Applicants shall then be gauged through the following parameters using the
Screening and Evaluation Matrix (Form -003)

I. Management Function (20%)

 Planning
 Organizing
 Leading
 Controlling

II. Management Skills (20%)

 Conceptual
 Interpersonal
 Technical

3. Personal Traits (15%)

 Attitude
 Demeanour
 Initiative

III. Core Skills (20%)

 Analytical/Logical Thinking (30 points)


 Oral Communication (20 pints)
 Teamwork (20 points)

 Client Service (15 points)


 Persuading (15 points)

The Selection Committee for General Manager shall be composed of the


following:
Chairperson BOD President
Members All Members of the Board
Department Heads (3)
Division Managers (2)
Section Heads (2)
Rank and File (2)

4. The pre-qualified candidates will be invited to appear for a personal interview


before the selection committee on a designated date.
5. The Selection Committee shall then choose the best qualified applicants on basis
of scores obtained and recommend the same to NEA following the guidelines set
forth under NEA Memo No. 2017-035.
