FTP

There are three types of schemes:

1. Central schemes / Central Sector Schemes:

These schemes are funded and implemented by the union government.

Usually they are schemes related to the subjects over which union government has jurisdiction as per Schedule
VII

2. Centrally Sponsored Schemes:

These schemes are funded by the Union Government or Union as well as State government but
implemented by State governments.

Funding pattern may be 50:50,75:25 etc.

North Eastern and Hilly states generally have patter of 90:10

3. State schemes: These schemes are funded and implemented by the state governments.

Reforms in Govt Schemes
Announced in 2016 Budget : Each scheme will have a sunset date i.e. in the beginning it will be decided till when the
scheme will run. Midterm reviews will further decide whether the scheme is to be extended or not.

Earlier there were too many schemes, which did not yielded desired result because of:
1. Bureaucratic mindset (Budget maximisation tendency)
2. Duplication of efforts (No coordination among various schemes)

Number of schemes were reduced :


1. UPA : There were 147 Centrally Sponsored Schemes (CSS)
2. In 2013, UPA reduced CSS to 66(In 2014, the UPA-2 government approved Planning Commission’s proposal to merge
the 147 Centrally Sponsored Schemes (CSS) and bring it down to 66 across various sectors for effective
implementation and monitoring of the 12th Five Year Plan. The merger proposal was in line with the
recommendations of the Chaturvedi committee, which had suggested bringing down CSS to avoid overlap)
3. In 2014, NDA added 6 more CSS leading to total 72 CSS In 2015, NITI Ayog constituted a Panel under Chairmanship
of Shiv Raj Singh Chauhan, which recommended to reduce CSS to 27 only.
Based on the recommendation of Shiv Raj Singh Chauhan Panel, government is restructuring CSSs.
Government has reduced the number of centrally sponsored schemes (CSS) from 66 to 28 umbrella schemes, effective
from the financial year 2016-17

Schemes are now classified into three types :
1. Core of the Core (Total 6 schemes)
2. Core (Total 20 schemes)
3. Optional (Total 2 schemes)
Special Category states are : 11 total ( 8 North Eastern states + 3 Himalayan states (Uttarakhand, HP & JK)

Funding pattern for these type of schemes would be:


1. For Core of the Core
For General Category states : Existing pattern
For Special Category states : Existing pattern

For General Category states : 60 : 40 (i.e. 60% by centre, 40% by state)
For Special Category states : 90 : 10 (i.e. 90% by centre, 10% by state)

FTP 7th Schedule
The seventh schedule under Article 246 of the constitution deals with
the division of powers between the union and the states. It contains
three lists- Union List, State List and Concurrent List.
The union list details the subjects on which Parliament may make laws
while the state list details those under the purview of state legislatures.
The concurrent list on the other hand has subjects in which both
Parliament and state legislatures have jurisdiction. However the
Constitution provides federal supremacy to Parliament on concurrent list
items in case of a conflict.
42nd amendment Act 1976 shifted below mentioned five subjects from
State list to Concurrent List:

3. Protection of wild animals and birds
4. Weights and measures and
5. Administration of justice, constitution and organisation of all courts
except the Supreme Court and the High Courts
Article 249 gives Parliament the power to legislate concerning a subject
enumerated in the State List in the national interest.

3. Chief Minister's Samagra Gramya Unnayan Yojana (CMSGUY): A 5-year mega-mission called Chief Minister Samagra Gramya Unnayan Yojana
(CMSGUY) was launched in the Financial Year(FY) 2016-17, which is scheduled to culminate in the FY 2021-22, coinciding with 75 years of India's
Independence. The main objective of the mission is to double the farm income.
4. Lead EAPs(Externally Aided Projects): LEAP would handhold the departments in developing the projects, facilitate interaction with external aid
agencies including new sources such as BRICS Bank, Asian Infrastructure Investment Bank (AIIB) in addition to the existing ones like World Bank,
ADB, JICA, etc.
5. Restructuring Systems and Technology for Augmentation of Resources for Transformed Assam (ReSTART): An ambitious programme by the
Government of Assam to mop up maximum possible State's Own Resources through a coordinated and concerted mission mode programme
6. Assam State Public Finance Institutional Reforms (ASPIRe): An Assam State Public finance Institutional Reforms Project, funded by World Bank, as an
externally aided project for improving the systems in public finance management and focusing investments in critical sectors inducing growth,
development and employment in a post-Planning Commission scenario.
7. Assam Infrastructure Financing Authority: constituted in 2009 under Society Registration Act 1860. It is headed by 2 apex bodies; 13 members
governing body headed by CM and 9 members executive committee headed by Finance Minister.

Integrated Child Development Services (ICDS)
: The Integrated Child Development Services (ICDS) Scheme is one of the flagship programmes of the Government of India and
represents one of the world’s largest and unique programmes for early childhood care and development. The beneficiaries
under the Scheme are children in the age group of 0-6 years, pregnant women and lactating mothers.
POSHAN Abhiyaan:
Union Cabinet chaired by the Hon. Prime Minister Shri Narendra Modi has approved setting up of Poshan Abhiyaan,
(National Nutrition Mission -NNM) with the objective to reduce stunting, under-nutrition, anemia (among young children,
adolescent girls and women) and reduce low birth weights across all the districts of the country in a phase manner. The special
feature of the POSHAN Abhiyaan is that, this aims at creating synergy, and linking the schemes with each other in order to
arrive at the common goal of reducing malnutrition in India.The goal is to reduce stunting by 2%, under-nutrition by 2%,
anaemia by 3%, and low birth weight by 2% per year.
PRADHAN MANTRI MATRU VANDANA YOJANA (PMMVY): Pradhan Mantri Matru Vandana Yojana (PMMVY), implemented in
the year 01-01-2017 previously known as Indira Gandhi Matritva Sahyog Yojana (IGMSY), is a maternity benefit program run by
the government of India. It is implemented by the Ministry of Women and Child Development . It is a conditional cash
transfer scheme for Pregnant Women and Lactating Mother (PW&LM) for first live birth only.
BETI BACHAO BETI PADHAO: Beti Bachao, Beti Padhao (BBBP) is a social campaign of the Government of India that aims to
generate awareness and improve the efficiency of welfare services intended for girls. The scheme was launched with an initial
funding of Rs.100 crore.

More than 80% of rural women are engaged in agriculture activities for their livelihoods.
About 20 percent of farm livelihoods are female headed due to widowhood and desertion or male migration.

“Million SoUL Program”

The “Million SoUL Program” has been developed by the Ministry of New and Renewable Energy (MNRE) in partnership with
Indian Institute of Technology Bombay (IITB). Under this program rural students will be provided with high quality, affordable
clean light in the form of solar study lamp in the state of Assam. The program also focuses on ‘Localization of Solar Energy’,
wherein the local people will be engaged in assembling, distribution repair and maintenance of the solar study lamp.

The "Vistarita Kanaklata Mahila Sabalikaran Yojana” is strengthening


the rural economy of Assam by bolstering women's SHGs through
financial inclusion and credit linkage.

AIM:
i. The Scheme will rely on three major principles for poverty reduction:
Self help, Mutual Benefit and Self Reliance.
ii. The Scheme will encourage members of SHGs to take up Livelihood
activities for economic upliftment lor a better Iife,
iii. The Scheme will also encourage investment in income generating
activities by the members of women Self Help Groups (SHCs) as well as
by their family members.
iv. The Scheme will enhance mobilization of credit from bank to women

Government of Assam is implementing a flagship Scheme “SWANIRBHAR NAARI” through the Directorate of Handloom &

SWAMI VIVEKANANDA ASSAM YOUTH EMPOWERMENT (SVAYEM) YOJANA


Swami Vivekananda Assam Youth Empowerment (SVAYEM) Yojana announced by the Hon’ble Finance Minister of
Assam in his budget speech on 7th February, 2017, is a flagship program to provide financial support to the youths of
Assam to take up income generating activities in the manufacturing, trading and service sector.
a. To generate employment opportunities in rural as well as urban areas through setting up of new ventures as well
as growing existing ventures.
b. To provide financial assistance to micro and small business entities engaged in the manufacturing, trading and
services sector.
c. To provide financial assistance for enhancement of income level of traditional artisans ensuring sustainable growth.

Re-Svayem: Creation of entrepreneurial support groups of youth on the lines of NRLM SHGs
● Each member of the group to receive a grant of Rs. 50,000
● To encourage youth to engage in economically productive activities
● To cover 2,00,000 youths of the State
“SAROTHI”– THE START-UP ASSAM

The entrepreneurs of the State, more particularly the 1st generation entrepreneurs are facing
problem to convert their ideas into reality due to lack of adequate resources in the form of equity,
loan, etc. Getting loan or financial assistance from Bank/Financial Institutions for any new venture
is a major problem in the State as Banks/Financial Institutions are very reluctant to provide loan
considering it as a risk for them. To remove this hurdle of equity /fund crunch, the State
Government has proposed to launch a new scheme called Chief Minister's Start-up fund “Sarothi”
with an initial amount of Rs.10 Cr during 2016-17. The fund shall be managed by the Industries &
Commerce Department as per its operational guidelines.
The scheme shall be operational from the financial year 2016-17 and shall be valid for a period of
five years.
2. Objective of the scheme:
The basic objective of the scheme is to provide financial assistance in the form of loan with
Interest subvention through a designated Bank covering whole of Assam. The loan so availed by
the beneficiaries will be supported by the State Govt. through Interest Subvention @ 5% P.A.
3. Designated Bank:
The financial assistance has been proposed to be provided in the form of Interest Subvention on
loan (Term Loan +Cash Credit) @ 5% P.A. initially through Assam GraminVikash Bank (AGVB) to
applicant industries. Later on Government may bring in more bank/s under the purview of the
scheme.

BIPONI: The objective of the scheme is to support to the Micro & Small enterprises to participate
in different trade fairs and events within the State, in the Country and abroad for marketing of
their products and also getting the exposure

"Boneej" a special scheme to assist the rural industries of the state and it was announced by the Hon'ble
Finance Minister's in his Budget speech on 26th July, 2016.
The basic objective of the scheme is to provide special grant for rural industrial enterprises in traditional
and micro sector in Assam.

The main objective behind introducing this scheme is to provide financial help to those who have been
engaged in the development of industrial activities based on the local resources and market demand like
traditional artisans, weavers, blacksmiths, potters etc. and SGH (Self Help Group).

Skill employment and entrepreneurship


DAKSHA (Digital Access to Knowledge and Skilled Human Resource of Assam)
ASDM has created the mobile application named DAKSHA which stands for Digital Access to Knowledge and
Skilled Human Resource of Assam. DAKSHA is envisioned as a multi-faceted app which will bring all the
stakeholders to a single platform. It will work like a service calling app and is designed to offer services at
your doorstep like Electricians, Beauticians and so on

The Assam Skill University is being setup under External Aid Project (EAP) funded by Asian Development
Bank. The Department of Economics Affairs, GoI has approved the financial assistance of $112 Million to
ADB on 14th November 2019. The value of Project will be $140 Million (approx. Rs. 1,000 Cr) including the
state share of 20%. In September 2020, the Assam Legislative Assembly passed the Assam Skill University
Act to establish Assam Skill University (ASU) in accordance with the regulations of the Government of India’s
University Grants Commission

- It is a quality enhancement initiative of the State for bringing about improvement in learning levels of students at
Elementary level.
- It aims to evaluate schools and students of schools in order to assess their performance and design strategies to
bring about quality improvement in levels of learning as well as in the school environment.
- Assessment is done on four core areas viz
1. Academic achievement of children of Class-2 to 8 ,
2. Co-scholastic activities,
3. Availability and Utilization of School Infrastructure and other facilities
4. Community Participation.

- The distribution of scores for these areas are :


1. scholastic- 60%,
2. co-scholastic areas-20%,
3. availability and utilization of infrastructure and other facilities- 10%,
4. community participation-10%.

- Assessment of children from class II to V will be in respect of Skills viz. Reading, Writing and Numeracy.
- For children of classes VI to VIII, assessment will be done in respect of subject areas in addition to Skills of reading,
writing and numeracy.

- The exercise will indicate the gaps in learning levels of students of classes-II to VIII.

'AAROHAN', for mentoring and monitoring of talented students from the remote, rural and
poor families:
Government has initiated a series of ambitious programmes to improve the quality of Secondary
Education segment. 'AAROHAN', is one such initiative, for the identification of talented students from the
remote, rural and poor families for the mentoring and monitoring of their academic career. A web portal
on 'Aarohan' has already been launched.

SAPTADHARA' under RMSA:


This is a unique scheme for imparting education specially in extracurricular activities and for providing an
opportunity to every young child to explore Global knowledge on skill based innovative teaching learning
tactics.
The programme :-
Under the auspices of mission for excellence SAPTADHARA, all schools , school to colleges and at a later
stage in the Uniiversities across Assam will have to focus various areas of Education, art and
kowledge for the manifold progress of the youth. These areas of focus are known as
Band/Cluster/Spectrum/Continuum/ Symphony of activities (Dharas).

Assam Abhinandan Scheme
• A subsidy of Rs 50,000 will be provided to students by the Government of Assam on education loans up
to Rs 1 lakh.
• In this scheme, all the applicant students can apply for the subsidy by paying 25% of their loans.
• Under this scheme, the subsidy can be obtained only on loans taken from commercial banks like Federal
Bank and HDFC and regional rural banks like Assam Rural Regional Bank.
• In this scheme, all students have to get financial help by encouraging students on education loans.

SHIKSHA KHETRA SCHEME


• Under the Shiksha Khetra Scheme, education department has initiated the merger of elementary
schools to improve outcomes in terms of school management, attendance and presence of teachers at school.
• Free textbooks are provided to more than 40 lakh learners of Government and provincialized schools in
the state.
• Special interventions have been taken up to mainstream the ‘out of school’ children by providing bridge
courses and establishing training centers for their integration to the formal schools.
• To reduce drop-out rates and equal access to quality education at secondary level govt has set up
Adarsha Vidyalayas and constituted Adarsha Vidyalaya Sangathan.

NIPUN AXOM MISSION


• Nipun Axom Mission was launched with an objective of creating an enabling environment by focusing
on foundational literacy and numeracy. This mission is in line with Nipon Bharat Mission of GOI. It has been
launched by the education ministry.

In this scheme, govt. will provide admission fee waiver, free textbooks, uniforms, ₹10,000 mobility grant to girls in govt. schools. Along with

loan subsidy would also be provided. Students securing first division in higher secondary examination will be provided with free scooty

TEJASVI NAVADHITAMASTU EDU-INFRA FUNDS (TNEIF)


• Under this scheme Rs 50 crore each will be provided to six universities, Rabindranath Tagore University, Bhattadev University,
Majuli University, Madhabdev University, Birangana Sati Sadhini State University and Aniruddhadev Sports University, under NIDA funding
scheme.
o This scheme was launched in the 2017-18 budget to re-imagine and re-structure higher education in the state.
• Sibsagar College, Kokrajhar Government College, Bongaigaon College, Jagannath Barooah College, North Lakhimpur College,
Handique Girls’ College & Nagaon college to be elevated into universities. ₹10 cr to each college as grants-in-aid for capital expenditure.

• The Government of Assam and Tata Technologies Limited is entering into an agreement this month to upgrade the Industrial
Training Institutes (ITIs) and Polytechnics in the State.

KALYANI SUMANGALA ASONI


• Under Kalyani Sumangala Asoni Education Department, in close coordination with Tea Tribe Welfare Department and Social
Welfare Department will identify and map vulnerable girl children so that it can prepare customized plans to provide child-specific
interventions to ensure ensure quality education to every girl child and that zero drop-out is achieved. There will be conditional cash transfer
in case of achievement of certain milestone.

Agriculture schemes
Arias: Government of Assam created the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society in November 1998, as an
autonomous body, headed by the Chief Secretary, Assam, as its President (Project Guidance Council) and the Agriculture Production
Commissioner, Assam as the Chairman (Governing Body). The Project Coordination Unit (PCU) is the head quarter of the Society, which is
headed by a State Project Director. The key mandate of the Society is to manage, coordinate, implement World Bank aided projects and
any other externally funded projects as authorized by the State Government, and to monitor the implementation performance of the line
departments of the projects.

Assam Agribusiness & Rural Transformation Project


Assam Agribusiness and Transformation Project (APART) is a word bank funded project implemented by the Government of Assam with a
project period of 7 years, which was signed on 30th Oct, 2017. Assam Rural Infrastructure and Agriculture Services (ARIAS) Society is the
co-ordinating agency for the project. The project is under process proposed to be implemented by eight line departments of the state.

Millet Promotion
•For promotion of Millets Assam govt will observe 2023 as the year of millets.
•Year 2023 has been declared as the International Year of Millets by United Nations.
•Millets have been an integral part of the food system among the Karbis in Assam and is widely grown in this part of the region.
•Govt has planned to now bring the traditional crop back into their food system which needs little water, grows well on poor soil, is fast-
growing and suffers from very few diseases.
•Millets can address the problem of malnutrition particularly in children and women.
•To ensure self sufficeincy in fooder production Assam Fodder Mission has been set up.
AFFORDABLE NUTRITION AND NOURISHMENT ASSISTANCE (ANNA) YOJANA.
Under this scheme, the state govt. will provide rice free of cost (earlier at just Rs. 1 Per kg). ANNA Scheme will strengthen food security and
will benefit around 59 lakh households in Assam.

Schemes during covid 19 schemes
Chief Minister’s Sishu Sewa Scheme was unveiled by the Assam Government
recently to provide relief for children who were orphaned due to the COVID-19
pandemic. This scheme will be implemented by the Education and Social
Welfare Department and monitored by the Child Protection Society.
Under this scheme, the state government will provide monthly scholarship of
Rs.3,500 to children who lost their parents or breadwinner to COVID-19. Those
children who do not have extended family will be provided with free residential
educational facilities. In addition, the scheme will provide girl beneficiaries with one
tola of gold and Rs.50,000 during their marriage. Free computer and vocational
training will also be provided.

Monthly financial assistance of Rs. 3500 which will be realised from the fixed
deposit will be given to the beneficiaries till they attain 24 years of age. On
completion of 24 years of age, the principal amount parked as a fixed deposit
against each beneficiary would be credited to their bank accounts.

Under the scheme:


• The State government would give Rs. 3500 per month per child including
Central government support of Rs. 2000.
• For children below 10 years and adolescent girls with no guardian, the State
government will take steps to house such children in one of the child care
institutions and provide adequate funding towards their upkeep including
educational expenditure.
• Orphaned adolescent girls will be given accommodation in suitable and reputed
institutions to ensure their sensitive care and proper protection. One such
institution is Kasturba Gandhi Balika Vidyalaya residential schools.

• 4 Schemes:

1. The state government will pay a tea garden


a subsidy of ₹7 per kilogram (kg) to grow
orthodox tea in a bid to promote production
and export of this variant of the hot
beverage. This incentive will be over and
above the ₹3 per kg of tea to be paid by the
Tea Board of India (TBI) [total 10 rupees].

2. The state government will also provide a


25% subsidy to procure plants and
machineries to grow orthodox tea,

an agriculture income tax holiday to tea

The scheme was introduced in the year 2019-20 for improving key infrastructure in religious places. The whole scheme is divided into four components –

‘Aamaar Aalohi’ - Rural Homestay Scheme is framed by the Tourism Department, Govt. of Assam, with the objectives of giving a new dimension and
thrust to the Rural Homestay Facilities in the State of Assam and creation of self-employment opportunities for educated youths in rural and semi-urban
areas of tourism potential and importance

Punya Dham scheme:


‘Punya Dhan Yatra’ is framed by the Tourism Department, Govt. of Assam, with the objective to conduct pilgrimage tours in India for Senior Citizens of
Assam. In the financial year 2017-18, Tourism Department targets approx. 3000 Senior Citizen for 4 (four) destinations: - (1) Jannanath-Puri, (2) Mathura-
Vrindaban, (3) Ajmer Sarif Dargah (4) Vaishno Devi.

Axom Adarxo Gram Yojana:

The scheme was introduced in the year 2018-19 for holistic, all-round development of villages in the state and also to empower the villages towards self-
sustainable development. The prime objective of the scheme is to create model villages where good quality public services – in terms of sanitation
facilities, roads, drainage, electricity, drinking water, schools, healthcare institutions are provided to all the citizens.

“Snehasparsha” –a Health Care Initiative for Children whereby financial assistance shall be provided for specialized treatment of children below 14 years

CANCER CARE
• 10 cancer hospitals are under construction
o In the first phase cancer hospitals will be formed in the districts of Dibrugarh, Barpeta, Lakhimpur, Tezpur, Jorhat, Mangaldai Kokrajhar,
Silchar, Diphu, Guwahati (State Cancer Institute).
o In the second phase, 7 (seven) more cancer hospitals at Dibrugarh, Barpeta, Kokrajhar, Tezpur, Jorhat, Lakhimpur and Darrang as per MoU
with Tata Trusts.
• Introduction of Robotic Surgery unit in State Cancer Institute, GMCH.
• To improve access to healthcare govt has aimed to establish
o one medical college in every district of Assam.
o Three new medical colleges in the districts of Sivasagar, Karimganj and Goalpara.
o A high end super specialty hospital will be set up in the campus of IIT Guwahati for the people of the state.
to boost research and development in biomechanics, bioengineering and robotic surgery alongwith General medicines in the state.
This is the first time that a state has come together with an IIT and is set to form a company under the Companies Act, 2013.
o Two new Ayurveda colleges at Dudhnoi and Palashbari.

Assam Arogya Nidhi

The Assam Arogya Nidhi (AAN) Initiative provides nancial assistance up to Rs 1,50,000/- to BPL families and families having a monthly
income of less than Rs. 10,000/- for general and specialised treatment of i) life threatening diseases and ii) injuries caused by natural
and manmade disasters like industrial/farm/road/rail accidents, bomb blasts, etc.
Life threatening diseases include heart diseases and heart surgery, cancer, kidney and urinary diseases, orthopaedic, thalassemia,
bone marrow transplant, AIDS and chronic mental illness with surgical treatment. Beneciaries are selected by a Selection Committee
that has been notified by the Government of Assam. Under the AAN, Government of India contributes 50% of the funds sanctioned by
the State Government

Kayakalpa is to promote cleanliness , hygiene and infection Control Practices in Public Health Care Facilities. To recognize such HI that shows
exemplary performance in Adhering to standard protocols of cleanliness and infection control. It is inculcate a culture of ongoing assessment and
peer review of performance related to hygiene, cleanliness and infection control which create and share sustainable practices related to improved

The Assam Microfinance Incentive and Relief Scheme, 2021 was launched by the Assam Chief Minister
Himanta Biswa Sharma in November 2021. The scheme aims to benefit 24 lakh women in the state.

Under the scheme, around 24 lakh women in the State are to receive one – time incentive between Rs 16,000
and Rs 25,000 each.
In the first phase, the incentive was provided to borrowers who have been repaying their debt regularly.
In the second phase, the scheme will provide incentive to women whose payments are overdue by less than
90 days. It also includes women whose loan accounts are not classified as non – performing assets.
In the third phase, the scheme will cover borrowers whose loan accounts have become non – performing
assets. Partial or full relief will be provided based on evaluation.
