The Electrical Load Management System (ELMS) uses a substation automation system to prevent generator overloading. The system includes intelligent electronic devices, a communication network, and a SCADA master station to control the substation. At the site, the main automation component is a Siemens SICAM AK 1703 ACP unit which processes field data, communicates via fiber optic networks, and supports redundant configurations to manage electrical loads.

Requirement of ELMS

• ELMS is used to prevent overloading of generators in

operation and to run plant at optimum load.

• ELMS philosophy is power based and load shedding is

done by comparison of power capacities of running
generators and running power load.
Substation Automation System
• The ELMS at FFC MM is a Substation Automation System.
• Substation Automation System is defined as a system
managing, controlling and protecting an electrical power
system.
• Substation Automation System consist of following main
components:
– Electrical Protection
– Control
– Measurement
– Monitoring
– Data Communications
Substation Automation System
• Architecture:

– Different architectures exist today to implement components of

power system automation.
– Modern Automation System consist of three main divisions:
• Object Division
• Communication Network
• SCADA Master
Substation Automation System
• Architecture:
- Object Division
• It consists of intelligent electronic devices (IEDs), microprocessor
based relays and/or Remote terminal units(RTU)
• They receive analog inputs from current transformers, voltage
transformers, transducers, digital inputs from auxiliary contacts or other
field devices.
• They perform logical or mathematical calculations on inputs and
provide an output either to the SCADA master, other field instruments
or IEDs or to switchgear such as command for opening a circuit
breaker.
Substation Automation System
• Architecture:
– The Communication Network
• Communication Network is nervous system of automation.

• It ensures that raw data, processed information and commands are

relayed quickly, effectively and error free among the various field
instruments, IEDs and SCADA system.

• In modern system the physical medium is predominantly fiber optic

cables.
Substation Automation System
• Architecture:
– SCADA Master
• The SCADA (supervisory control and data acquisition) master station is
brain of the substation automation system which controls complete
system.
• The SCADA master receives data and information from the field,
decides what to do with it, stores it (directly or after some form of
processing) and issues requests and/or commands to remote devices.
• SCADA master consists simply of an advanced, reliable PC or
workstation and a SCADA software.

Basic Architecture of Power System Automation

ELMS Hardware
• ELMS is based on Siemens SICAM 1703 Automation Units.
• Central Processing Unit is SICAM AK 1703 ACP automation
unit.
• TM-1703-MIC are used for Process Level data or field data
i.e. voltage and current signals from PTs and CTs, digital
inputs and outputs.
– Digital inputs are used for breaker on/off and rack-in/rack-out status.
– Digital outputs are used for tripping and interlocking feeders.
– Analog inputs are used for currents and voltage inputs.
ELMS Hardware
• There are two fiber optic rings in the system:
– Consisting of TM-MIC-1703 modules installed in Substation #
1, 2, 3 and 4.
– Consisting of Siprotec and SEPAM protection relays installed
on MV Feeders in Substation # 1.

• Two SCADA stations are installed:

– SCADA Server Workstation in CCR
– SCADA Client Workstation in Substation # 1
