Case Analysis: Developing Professional Capacity

Summary

In my third year as principal of a large and diverse K-8 school, I have noticed a

downward trend in scores of a new teacher evaluation process that was developed by me, my

administrative team, and other staff members the year prior. The areas where scores are

decreasing in are the role of the teacher, instructional methods, monitoring and adjusting the

lesson, and student engagement. As the leader of the school, it’s my job to look at my staff and

make sure they are getting what they need in those areas to be successful.

Issues

The most important issue is that student scores are beginning to decline along with the

teacher evaluation scores. Another issue is that it’s clear that the teachers are not fully equipped

to teach the students in a way that helps them to grow their knowledge and achieve high test

scores.

Stakeholders Involved

The main stakeholders involved are the administrative team, the teachers, the students,

their families, and any district employees who will be tasked to help create and approve a new

evaluation tool.

Law and District Policy

According to the Tennessee State Board of Education, Chapter 0520-02-01, “Local

boards of education and charter schools shall implement annual evaluations for educators in

accordance with T.C.A. § 49-1-302, these rules, and the State Board Educator Evaluation Policy

5.201. The Department of Education may issue additional guidance” (0520 - Education, State

Board of Education, 2023), meaning that any school in the state of Tennessee should have a
system for evaluating teachers. It goes on to identify how teachers in the state of Tennessee will

be evaluated on a 5-point level of effectiveness rating scale.

According to the Williamson County Board of Education Policies and Procedures, all

employees are to be evaluated by a state certified observer, each year using a state approved

evaluation tool (Williamson County Board of Education Policy Manual, 2023).

Possible Solutions

One possible solution is to begin to schedule additional observations for teachers who are

scoring low on their initial evaluations to pinpoint exactly where the problems are. Another

solution would be to develop or bring someone in to train staff in the areas where the scores are

low.

Action Steps

The first thing I will do is meet with my administrative team to look at the data from the

students and teachers and compare them to data from the past. We will need to look at any

outlying information or circumstances that may have caused a dip in both student and teacher

scores. I will also immediately begin setting up professional development trainings in the areas

where teachers are struggling. Allowing my teachers to have access to quality instruction and

training is key to making sure they continue to use the most up-to-date and effective instructional

methods to show student growth.

Moral and Legal Consequences

Moral consequences of not properly training teachers can be detrimental to a school and

community. Without teachers showing effective teaching techniques, student growth will decline.

Legal consequences can also be based on teachers not being effectively trained and scoring low

on evaluations and not getting effective training to bring their scores up.
Rationale

Using data from both teacher evaluations and student data will help to come up with a

professional development plan that is both effective at training teachers in effective teaching

methods and helping them to collect data and make changes to their instruction that they will

need for student growth. According to Indeed, effective teaching strategies can help teachers

adjust when they need to and can help engage students in the learning process (Indeed Editorial

Team, 2022).

By analyzing the teacher evaluation tool and adjusting where it is falling short in the

category of teacher preparedness, we are automatically adjusting and increasing student data in

the areas that our students are struggling. Finding or creating effective professional development

to further teacher capacity is also increasing student growth. A well-trained teacher is more like

to send more students to college and can increase a person’s income by $250,000 (Terada, 2019).

I believe that increasing teaching capacity falls on not only the administration, but also

the teachers. Administration’s job is to allow teachers the opportunity to grow themselves, but

also offer the professional development opportunities. Teachers often just need a refresher to

keep up with changing educational standards in order to effectively reach the students they are

charged with teaching.
