Narrative Report On Seminar
MRS. CHERIE MARIE B. TARNATE (MSWDO) and MS. MARIA CRISTINA L. TAWALI
(CDT) attended the training on Early Childhood Care and development Information System (ECCD-IS) held
at Venus Parkview Hotel, Baguio City last May 22-24, 2019.
The seminar was started by a prayer lead by Ms. Iryn Cubangbang, Eccd Focal Person, after that Ms.
Blanch acknowledged all the participants from Ilocos Norte and Pangasinan. The opening message was
given by the organizer of the seminar. Mr. David Rabellas from Policy Development and Planning Section
presented the Goals and Objectives of the activity and Ms. Anna Barbara presented the House Rules in order
for us to be inform what are the things we should do and not to do inside the training center. She discussed
also the updates of ECCD Programs and Services that includes the Supplemental Feeding Program.
After Nutri-Break, Mr. Paul Guray an Information Technology II, RICTMU introduced the website
and guided us in recreating our email for online registration.
Second day of the training was the demonstration workshop in online accomplishment of the facility
profile, service provider profile, child profile, nutritional status and ratio monitoring taught by Mr. Paul
Guray. He also taught us how to encode information if connection is weak through offline. We performed
that demonstration step by step with the guidance of Sir Paul.
Last day of training, Ms. Susanna Catungal, SWO II and Ms. Eliza Aromin, SWA discussed the
Standards & Guidelines in Registration, Granting Permit, Recognition to CDCs and LCs and the New
Accreditation tool. Ms. Eliza discussed each work areas that are added in the new accreditation tool.
The organizer of the seminar gave the closing remark to officially end the program. And the
certificates were distributed immediately.
Knowledge/Learning Acquired
This seminar helped us to be updated on the new accreditation tools and its differences from the old
standards. The content was extremely informative and incredibly useful.
It helped us also to enhance our knowledge and skills in utilizing the Early Childhood Care and
Development-Information System (ECCD-IS).
Some of our issues and concerns about the utilization of the system and the Supplemental Feeding
Program were resolved.

NARRATIVE REPORT
The federation of day care workers and service providers in the Philippines, Region 1 chapter, In
partnership with the Department of Social Welfare and Development Field Office invited the Child
Development Teachers/Workers in conducting the 8th regional convention of CDTs and CDWs from June 5-
7, 2019 held at Crown Legacy Hotel, Baguio City and 5 participants from our municipality attended the said
activity.
On the first Day of the convention the participants from different municipalities in Region 1 have
arrived. We started the registration and billeting at exactly 1 pm. After that one of our participants get our
conventional kits with our snack. Ms Blanchelyn also told us our respective rooms where we will stay.
On the second Day of the convention we started it by a Doxology lead by the Bayambang Child
Development Workers, followed by a National Anthem. Ms. Blanch also introduced Mr. Darwin Chan as
the host for the event. Mr Darwin immediately acknowledged all the participants from Region 1, then Ms.
Blanchelyn, President of RFDCW gave her welcome address.
Dir. Marcelo Nicomedes J. Castillo, regl. Director, DSWD FO1 introduced the guest and keynote
speaker. In the absence of Hon. Rolando Joselito D. Bautista, Secretary of the Department of Social Welfare
and Dev’t, Mr Danilo Pabunan Undersecretary delivered his message. And he said that CDTs and CDWs are
not only providing care but they deserve also to be cared and love. He idolizes them so much because of
their dedication to their work and also by treating the young children with special treatment and treating
them us their own child.
When the guest speaker was done on her speech and motivations they gave awards to the Child
Development Workers as appreciation for their dedication on teaching and persistence to their service. They
also gave the opportunity to the Child Development Worker/Teachers from different provinces to have their
picture taking with the guest speaker and keynote speaker.
After our lunch break, Ms. Perla Sotelo the Head, Administrative Services of Don Mariano Marcos
State University discussed about Personality Enhancement. She delivered her topic clearly. After her
discussion some of the participants asked questions about their concerns that related to the topic and then
Ms. Perla answered their questions well.
Our next speaker was Dr. Estrella “Yangsky” Agustin, Professor of College of Family Life and Child
Development, University of the Philippines Diliman, Quezon City. She discussed about the techniques and
methods in Early Childhood Development that will help us CDTs and CDWs in choosing what techniques
and method to be use for the children that are appropriate to their age, stage and context. After discussion
was an open forum.
When all the speakers are done they gave us the time to rest and eat our dinner. We also prepare
ourselves for the search of “Gandang CDWs at 7;30 to 11:00 PM.
On the third day of the convention, it was started by an energizer lead by the CDWs from
Pangasinan. The first speaker of the day was Ms. Iryne Cubangbang, DSWD-Focal Person on Children and
Youth wherein she discussed about ECCD emergencies and ECCD Updates. The Second Speaker was Ms.
Lourdes Rosal Aurello, RSW Program coordinator, Union Christian College, she discussed about Preventing
bullying with the topic “Start Right in Early Childhood”. We were greatly informed about bullying and help
us to prevent this to happen in our centers.
Knowledge/Learning Acquired
This seminar greatly helped us be informed about Bullying and how to handle children that undergo
bullying and how to prevent this to happen. Some of our concern about bullying that happens in the center
were answered clearly by the speaker and some MSWDO.
It also helped us to socialize and interact with other Child Development Teachers/Workers and gave
us our self-confidence and to overcome our stage fright in showcasing our talents.
We learned some songs taught by the speaker and the differences between romanticism, cultural
transmission and progressivism that will help us in our day to day session and its impact in the development
of the child if we used those methods.
We learned that being dedicated and committed to teaching will always be the best. These might not
give us the immediate pay off but by time, we will feel the result not only by the awards but the best feeling
as a true teacher. Just be patient and love your profession.

NARRATIVE REPORT
Education is the greatest treasure of all and the greatest weapon a person can use to attain success in
all walks of life. For this mere reason, The Provincial Federation of Day Care Worker President in the
Province of Ilocos Norte in partnership with the Provincial Social Welfare and Development Office
(PSWDO) conducted benchmarking last September 2-3, 2022 at Luna and Santa Marcela, Apayao. 21 Child
Development Workers from different Municipality in Ilocos Norte participated in the said activity.
On our first day, we visited Apayao Day Care Center in Luna managed by Teacher Tin. The
PSWDO of Apayao headed by Mrs Jocelyn Loyon and the Child Welfare Program Focal Ms. Iris Venus
Sana welcomed us and prepared a program. They shared to us the secret why Apayao tops in the 1 st Gawad
Edukampyon Awards for Early Childhood Care and Development- Province category with a total of 95
points, besting 66 nominees nationwide. The Governor said upon receiving the award “Sustain our status
and improve further if possible not because we are eyeing for the award but more so because this is indeed
necessary for people.’’ He also Congratulated the PSWDO staff for painstakingly complying and improving
further the services on childhood care in the province.
Mrs loyon also mentioned that all the instructional materials, tables and chairs, modules, mats, are
funded by the province.
The CDWs, Parents and children are very lucky because they are being cared and loved in the
province of apayao.
