Summary:
Currently, most methamphetamine in the United States is produced by transnational
criminal organizations (TCOs) in Mexico.44 This methamphetamine is highly pure, potent,
and low in price. The drug can be easily made in small clandestine laboratories, with
relatively inexpensive over-the-counter ingredients such as pseudoephedrine, a common
ingredient in cold medications.
To curb production of methamphetamine, Congress passed the Combat Methamphetamine
Epidemic Act in 2005, which requires that pharmacies and other retail stores keep logs of
purchases of products containing pseudoephedrine and limits the amount of those products
an individual can purchase per day. Restrictions on the chemicals used to make
methamphetamine in the United States have dramatically reduced domestic production of
the drug. In 2010, there were 15,256 domestic methamphetamine laboratory incidents—a
figure that has fallen over 80 percent to 3,036 in 2017.44 Data on drug seizures indicate
that most domestic production of methamphetamine is now conducted in small laboratories
that make two ounces or less of the drug using common household items.44
Mexico has also tightened its restrictions on pseudoephedrine and other methamphetamine
precursor chemicals. But manufacturers adapt to these restrictions via small- or large-scale
"smurfing" operations: obtaining pseudoephedrine from multiple sources, below the legal
thresholds, using multiple false identifications. Manufacturers in Mexico are also
increasingly using a different production process (called P2P which stands for
pseudoephedrine’s precursor chemical, phenyl-2-propanone) to make methamphetamine
that does not require pseudoephedrine.
When methamphetamine is smuggled into the United States in powder or liquid form,
domestic conversion laboratories transform it into crystal methamphetamine. These
laboratories do not require a significant amount of equipment, so they can be small in size
and thus easily concealed, which presents challenges to law enforcement agencies.44
Methamphetamine pressed into a pill form intended to resemble ecstasy has also recently
emerged, potentially in an effort to make methamphetamine more appealing to people who
haven’t tried it before.44 As with other illicit drugs like heroin and cocaine,
methamphetamine is also sometimes laced with fentanyl.44
Methamphetamine production is also an environmental concern; it involves many easily
obtained chemicals that are hazardous, such as acetone, anhydrous ammonia (fertilizer),
ether, red phosphorus, and lithium. Toxicity from these chemicals can remain in the
environment around a methamphetamine production lab long after the lab has been shut
down, causing a wide range of damaging effects to health. Because of these dangers, the U.S.
Environmental Protection Agency has provided guidance on cleanup and remediation of
methamphetamine labs.

How Is Meth Made in the U.S. and Who Is Making It? As mentioned, large-scale production of

Instead, the chemicals used to create meth are the sources of highly toxic additives or waste
products being "Left in" the final meth product.
Meth mouth - using meth decreases the amount of protective saliva in the mouth, and meth
users often grind their teeth, clench their jaw, and teeth begin to rot and fall out of the
mouth.

Treatment for meth use disorder must include learning coping skills through therapy with
skilled professionals.

countries throughout the world; however, only methamphetamine produced in the United
States, Mexico and, to a lesser extent, Southeast Asia is available in any significant quantity
in the United States.

There are no conclusive worldwide methamphetamine production estimates, nor are there
conclusive production estimates for the three principal methamphetamine source areas
that supply U.S. drug markets.

On February 7, 2004, agents from the Stanislaus Drug Enforcement Agency, California
Multijurisdictional Methamphetamine Enforcement Team, and Central Valley HIDTA
arrested five Mexican nationals and seized an operational methamphetamine laboratory
located in a residence in Modesto.

Foreign Production Law enforcement reporting and seizure data show that
methamphetamine produced in Mexico and Southeast Asia, as well as in Canada, is available
to varying degrees in U.S. drug markets; however, only Mexican methamphetamine is
smuggled into the United States in quantities adequate for national-level distribution.

Methamphetamine tablet production also has been reported in Malaysia and Fiji; however,
there are no estimates as to the amount of methamphetamine tablets produced in those
countries nor are there specific reports of methamphetamine tablets produced in Malaysia
or Fiji available in the United States.

Summary: BMK has limited legitimate uses; in Europe it is mostly used to produce
amphetamine, and increasingly, for the production of methamphetamine.

The manufacture of methamphetamine requires additional production steps, the chemicals


required for which can provide more information on the trends and scale of
methamphetamine production in Europe.

These data confirm what has been found in illicit laboratories: that large quantities of
methamphetamine are being produced in Europe in industrial-scale laboratories, using
methods associated with Mexican methamphetamine producers.

As well as indicating the level of sophistication involved, bearing in mind that these
reagents are required in small amounts, the quantities seized provide further evidence of
the scale of methamphetamine production using BMK methods in Europe.

Until the advent of methamphetamine production based on BMK in the Netherlands and
Belgium, European production of methamphetamine was mostly based on ephedrine or
pseudoephedrine precursors; this is still the method typically found in small- to medium-
sized laboratories in Czechia and neighbouring countries and also involves the use of iodine
and red phosphorous.

heavily influenced by urinary pH. When taken orally, 30-54% of the dose is excreted in
urine as methamphetamine and 10-23% as amphetamine.
