2 About the Project

M/s Shree Bhageshwari Papers Pvt. Ltd., Unit I is located at 9th K.M. stone, Bhopa Road
Muzaffarnagar, U.P. The Industry is manufacturing around 300 TPD Kraft Paper from waste paper
only. Earlier Industry was using around 20 TPD chemical agro pulp along with waste paper. Now
Industry has stopped pulping of agro residues and now using only mixed waste paper (imported
and indigenous).

Currently, the plant has applied for NOC from UP Ground Water Department to withdraw 2227
KL/day of water from existing 1 (one) tube well available in the plant.

This Impact Assessment Report has been prepared by Y.B. Kaushik, Former Regional
Director, Central Ground Water Board and accredited Ground Water Professional by Central
Ground Water Authority vide certificate number CGWA/RGI/004 dated 07.07.2021.

Location Details

M/s Shree Bhageswari Papers Pvt Ltd Unit-I is situated in Makhyali Village, 9 K.M. Bhopa
Road, District Muzaffarnagar, Uttar Pradesh. The coordinates of the industry are Latitude 29.47178
N & Longitude 77.79136 E and logistically well connected by roadways and highways. The total area
of the plant is 52,000 sq metre. The Location Map & Layout plan of Industry is given in fig 2-1 & 2-
2.

2.1 Climate and Rainfall

The average annual rainfall is 803 mm (Source IndiaWRIS website:2000-2020). The climate is
sub humid and it is characterised by general dryness except in the brief monsoon season, a hot
summer and pleasant cold season. About 80% of rainfall takes places from June to September.
During monsoon surplus water is available for deep percolation to ground water. May is the hottest
month. The mean daily maximum temperature is about 40°C, mean daily minimum temperature is
about 24°C and maximum temperature some time rises to 44°C. With the onset of southern
monsoon by the end of June, there is appreciable drop in temperature. January is the coldest
month with mean daily temperature at about 20°C and mean daily minimum at 7°C. The air is dry
during the year. In south-west monsoon season, the air is very humid and April and May are usually
driest months. The mean monthly relative humidity is 67%. The mean wind velocity is 6.70 Km.p.h.
The potential evapotranspiration is 1545.90 mm

2.2 Land Use and Land Cover (LULC)

Land Use / Land Cover data analysis has been done within 5.0 km radius of project site. Total
area analysed is 79 sq km. Following LULC classes are available in the selected area. The
approximate area distribution of each class is given in table 2-1 & Land use and land cover map is
on figure 2-3.

2.3 DEM/ Topography

The study area has almost a monotonous plain land topography with no distinct feature
except some sandy structures present in the area. It has general elevation variation from of ~248
to ~254 meter from above mean sea level with relative relief of 6 meter. The prominent slope is
towards SW. The digital elevation map of the area is given in fig. 2-4.

2.4 Geomorphology and Drainage

The area lies in the central part of Muzaffarnagar district and lies in the Ganga-Hindon
Doab between the river Ganga in the east and the river Hindon in the west. The area almost has a
monotonous plain with no distinct features except some sandy ridges, and drains. No major river
passes through the study area. Drainage is in the form of gullies, due to gentle slope of the area.
Major drains in the area are Dhandera-Datiana drain and Jat Mujhera drain. All the small and
medium sized drainage originate in the upper part and drains flow towards south towards river
Ganga. Localized drainage is conforming to local relief of the area and follows slope of the area.
Flow lines are following local relief changes and are in dendritic pattern. The area is crisscrossed
by various distributaries of Ganga Canal. A drainage map of study area showing all the drains and
tributaries is given as figure 2-5.

2.5 Wetlands/ Ramsar sites/ NLCP lakes / other important wetlands

Protected wetlands / Ramsar sites / NLCP lakes or other important wetlands are absent in the
study area. Besides that, no other feature is also present allied to wetland in the area.

3 Hydrogeology

3.1 Geological Set up

The study area is part of Middle Ganga plain and is underlain by alluvial sediments of
Quaternary period deposited by drainage system of river Ganga, Yamuna and their tributaries.
The area is underlain by alluvial deposits of Quaternary age, deposited over Precambrian
basement. Thickness of alluvium increases from west to east i.e from Yamuna River side towards
Ganga River. General geological succesion based on various earlier studies by exploratory drilling
by CGWB and other available literature is given in Table 3-1 and geological map of the area is
given in figure 3-1.

Geologically the area is underlain by thick fluvial Quaternary sediments, deposited by


Ganga River and its tributaries. Sediments comprise sand, silt, clay and kankars (calcareous
concretions) in varying proportions and show quick alteration from finer to coarser at places. The
alluvium is subdivided into Older Alluvial and Younger Alluvial Plain. Older alluvium occupies
higher elevation whereas younger alluvium is of recent origin and is restricted to river/Nala
courses.

3.2 Hydrogeological Set up

3.2.1 Aquifer Description

The area where industry is situated lies in the Alluvium which is water bearing formation in the
area. The alluvium comprises sand, silt, clay & its admixture. Kankar is occasionally associated with
clay. The interstices pore space between different grains is occupied by ground water. The
interstices act as ground water conduit. Typically, they are characterized by their size, shape
irregularity and their distribution. The ground water occurs under water table condition in shallow
aquifer whereas the ground water in deeper aquifer occurs under semi-confined to confined
condition.
As already described, the area is underlain by Quaternary alluvium deposited by Ganga and Yamuna
River system. Lithologically the alluvial sediments comprise of sand, silt, clay and kankars in varying
proportions.
Study of all available lithological logs of tubewells in the area reveal the complex configuration of
alluvium showing alteration from finer to coarser sediments in quick succession. By and large there
are three distinct groups of aquifers occurring in the area down to 463.00 mbgl. The entire area is
underlain by top sandy clay bed ranging in thickness from 5 to 35 and followed by first aquifer with
varying in thickness at different places and continues down to 162 mbgl (Bottom between 128 and
162 mbgl). Lithologically, the aquifer comprises medium to coarse sand but gravels and kankars are
also encountered sometimes. This aquifer at places can also be sub divided into two sub groups due
to the presence of either clay lenses or sub regional clay layers.
The second aquifer occurring at varying depths between 145 mbgl (Top between 145 and 185 mbgl)
and 327 mbgl (Bottom between 276 and 327 mbgl) is separated by 10-15 m thick clay layer from
the first aquifer. The second group of aquifer consists of finer sedimentsthan that of first one and
at places kankar and clay lenses are also found. The separating clay layer at places pinches out
merging the first and second aquifer groups.
The third aquifer is separated by second aquifer with thick clay layer. The fine grained third aquifer
lies between the depths from 288 (Top between 288 and 327 mbgl) to 463 mbgl (Bottom between
445 and 463 mbgl).

Shallow Aquifer
Ground water in shallow aquifer occurs under unconfined condition and is tapped by dug
wells and shallow borewells. Tubewells drilled by State Government generally tap 30-40 m
thickness of aquifer material in this aquifer in the depth range of 70-130m, with can give discharge
of 2400 to 3600 lpm.

Deeper Aquifer
In deeper aquifers, ground water occurs under semi-confined to confined conditions.
Exploratory wells drilled by CGWB tapping shallow or collectively shallow and deep aquifers have
yields ranging from 1960-2220 lpm.

3.2.2 Ground Water Flow and aquifer interaction with surface water

Ground water movement is derivative of various function of slope, topography and micro-
geomorphology of the area. Usually, it follows the topographic slope of the area. In the area close
to the Project site, ground water movement has been deciphered on the basis of water table

elevation. Gridding of the water table elevation gives the movement direction. Movement can be
categorized as short-term movement and generalized long term movement.
Short term movement of Ground Water has been observed to follow local variation in
topographic elevation which are the derivatives of topography and has been shown in the figure
2-4. Whereas, long term water movements are in North of Northeast to South of South West
direction. Water table elevation map has been given in Fig. 3-7.
Monitoring data of GWD indicates that depth to water level in the entire block ranges from
8.14 to 17.09 m.bgl in pre monsoon period whereas it ranges from 7.71 to 16.59 m.bgl in post
monsoon period of year 2020. However, in the study area it ranges between 7-9 m. in pre-
monsoon and 6-12 m. in post-monsoon season.

3.2.3 Ground Water Flow and aquifer interaction with surface water

Field investigation around Bhageshwari Papers Private Limited Unit I were carried out in
the radius of 5 km in the month of February 2022. A total of 6 (Six) wells were monitored. M/s
Bhageshwari Papers Private Limited has also constructed one piezometer of 150 mm. diameter
and 180 m. depth, installed digital water level recorder with telemetry on piezometer. The
location of monitoring wells is shown in Fig 3-5. The details of wells monitored are given in table
3-2 and depth to water level map is given in figure 3-6. The general water level in the study area
varies from 8.40 m. below ground level at Baruki and 10.15 m.bgl at Mustafabad. Depth of water
level map also reveals that water levels are generally shallower than 10 m. in the area. The water
table elevation map has been prepared based on the inventoried data and is given in figure 3-7.
In general, ground water flow direction is from East to western side of the study area. The
hydraulic gradient is moderate in the entire area and is in the order of ~1 m/km. The
hydrogeological map of the area is given in figure 3-8.

3.2.4 Long term ground water level data analysis

Ground Water Department of Govt. of Uttar Pradesh has 1 (One) well as ground water
observation well at Jatmujhera village in the study area for which data of 7 years (2011 – 2017) is
available. The ground water levels in the study area are monitored by GWD regularly. On the basis
of availability of data from the GWD, hydrograph for this well have been prepared to study water
level behaviour in time series. Statistically, the hydrograph indicate that pre-monsoon and post-
monsoon trend are in coherence. This indicates that aquifer is quite responsive to either for
recharge as well as discharge from the aquifer.

This observation well at Jatmujhera shows declining trend, decline is of the order of 0.16
m/year in the pre-monsoon and 0.53 m/year in post-monsoon season for last 7 (Seven) years. It
may be seen that ground water level decline is insignificant in the pre-monsoon season and
significant in the post-monsoon season.

Details of ground water level trend are given in figure 3-9.

M/s Shree Bhageshwari Papers Pvt Ltd. Unit-I Muzaffarnagar has also constructed
piezometer in its premises in compliance of NOC condition. The preview of water level data indicates
only seasonal fluctuation in water levels and no decline as such in the area due to their ground water
withdrawal. In view of the above, no significant decline is expected in the plant premises and nearby
area due to their ground water withdrawal.

3.2.5 Ground Water quality

During the study, 5 (Five) water samples were collected from monitoring wells including 1
(one) water sample from tube well of Shree Bhageshwari Papers Private Limited. These samples
were got analysed through NABL accredited laboratory. Analysis report is presented in table 3-5 and
concentration range of various chemical constituents in ground water in table 3-6 & 3-7.

Contour maps of Electrical Conductivity and Chloride and point value map of Nitrate and
Fluoride of the water samples analysed are given in fig.3-10, fig.3-11, fig. 3-12 and fig. 3-13
respectively. Perusal of results indicates that all the parameters are within permissible limits as per
BIS drinking water standards IS 10500:2012.

3.2.6 Ground Water quality of Existing Tubewells located in the premises of M/s Shree
Bhageswari Papers Pvt Ltd, Muzaffarnagar

M/s Shree Bhageshwari Papers Pvt Ltd Muzaffarnagar has 1 (one) tube well to meet their
requirement of water of 2227 KLD.

The ground water quality of tubewell were got tested from NABL Lab (Newcon
Consultants & Laboratories) and result is given in table 3-5. The results indicate that all physical
and chemical parameters are well within permissible limits as per BIS drinking water standards
IS 10500:2012 and is suitable for domestic and Industrial use.

M/s Shree Bhageshwari Papers Pvt Ltd Muzaffarnagar, regularly monitors the ground
water quality as per conditions of NOC. The water quality report for the month of 2018 is also
enclosed as Annexure IV.

3.2.7 Ground Water quality of nearby water bodies

Since no major river/tributary passes near the industry, no water sample was collected.

4 Details of the tube wells/ borewells constructed

M/s Shree Bhageshwari Papers Pvt Ltd (Unit-1) Muzaffarnagar, is having one (1) tube well
in the manufacturing plant to meet their water supply requirements. The details of the tube well
is given below:

5 Impact Assessment

5.1 Ground Water Resources Assessment

Groundwater resource assessment of the Muzaffarnagar block as on 31.03.2020 has been


estimated by Central Ground Water Board and Govt. of Uttar Pradesh. The details are given
below:

It may be seen that stage of groundwater development in the Muzaffarnagar block is 84.38%
and falls under Semi Critical Category.

5.2 Impact on groundwater regime

As inferred from water level data of ground water observation well of GWD, there is a declining
trend 0.16 m/year during pre-monsoon and of 0.53 m/year during post-monsoon. The ground
water withdrawal by the industry is 2227 m3/day and is not likely to affect local ground water

regime of the area. The industry has also installed piezometer in its premises which shows only
seasonal fluctuation in ground water levels. It will also not affect discharge of shallow tube wells
or requiring deepening of wells. M/s Shree Bhageshwari Papers Pvt Ltd, is withdrawing ground
water through deeper tubewells which is not having any impact on adjoining shallower
tubewells. The industry has also adopted rainwater harvesting in its premises and is reusing the
water in its process and green belt. Therefore, it can be said that industry has taken all possible
measures for management of water and any decline in ground water level in the area cannot be
attributed to this industry.

5.3 Impact on Surface Water Sources

The ground water levels in the area are showing insignificant declining trend which can be
considered only seasonal, therefore no impact on ground water regime of the area is expected.
Further ground water levels in the area are shallow. Therefore, ground water extraction by the
industry will not affect nearby water bodies.

5.4 Impact on Water Quality

The ground water quality in the area is fresh. Since industry has installed ETP in the
premises, it is discharging treated water in the govt. drain as per UPPCB norms. No impact on
surface water quality or ground water quality is expected due to ground water withdrawal or
disposal of treated effluent water by the industry.

5.5 Mitigation Measures

The area is showing insignificant decline ground water levels in post monsoon and
significant decline trend in pre-monsoon in Jatmujhera observation well and also stable ground
water levels in the industrial area. Therefore, there is need to take up ground water
management measures in the area. M/s Shree Bhageshwari Papers Private Limited has taken
recharge measures to the tune of 8,46,742 Cubic meter in their premises. The industry has also
installed ETP to treat effluent water.

6 Water balance, recycle and reuse

M/s Shree Bhageshwari Papers Pvt Ltd Muzaffarnagar, is an environmentally


responsible corporate with top management focusing on sustainable development focusing
on equal growth in social; economical and environmental parallels. The company has well

defined environmental policy with a vision of water conservation. The copy of Consent to
Operate from Pollution Control Board is enclosed as Annexure V.

6.1 Water Balance

Fresh ground water requirement of the industry is 2227 KLD out of which industrial
requirement is 2220 KLD and domestic water requirement is 7 KLD. 1340 KLD effluent water is
generated in the industrial process. The industry has installed one Effluent Treatment Plant
(ETP) of 3000 KLD capacity. About 1287 KLD treated effluent is available from ETP. Which is
disposed in adjacent drain. The water balance diagram is given in figure 6-1.

6.2 Brief writes up along with capacity and flow chart of Effluent Treatment
Plants

The mill has full- fledged effluent treatment plant for treatment of mill effluent. The
combined waste water generated from different process is passed through save-all and excess
back water is collected in equalization tank. From equalization tank the waste water is passed
through primary clarifier and is further treated biologically using activated sludge process. The
aeration tank is provided with diffused aeration system to maintain the dissolved oxygen level
required to maintain the proper metabolic activity of microbial culture. In aeration tank the
essential nutrient in the form of Urea & DAP (BOD:N:P-100:5:1) is added for facilitating the
growth of microorganisms. The overflow of aeration tank is further treated through secondary
clarifier for removal of suspended active biomass. After secondary clarification the treated
effluent is passed through tertiary treatment and discharge to drain. The mill has also installed
online continuous monitoring of waste water discharge and their characteristic as per CPCB
charter requirement. The part secondary clarifier underflow is recycled to the aeration tank to
maintain desired level of active biomass. The underflow of primary clarifier along with excess
secondary clarifier underflow is pumped to sludge drying beds for further disposal to board
making units. The flow diagram of existing ETP is given in Fig 6-2 and the specifications of existing
ETP are given below:

6.3 Details of Water Conservation Measures to be adopted to Reduce/ Save


the Ground Water

Total water requirement of this unit is 2227 KLD and industry has capacity of 300TPD. The
industry is recycling and reusing water in its process and has reduced water consumption.

6.4 Rain Water Harvesting

M/s Bhageshwari Papers Private Limited Unit-I has been an environment friendly
industry and has taken all suitable measures for water management. It has implemented rain
water harvesting Plan in its premises, M/s Bhageshwari Papers Private Limited Unit-I has its own
plant in 52000 m² area for the Existing Industry where rain water harvesting from the roof top
area has been carried out through pipes into rainwater harvesting shafts. The computation of
runoff generated annually in the industry’s premises has been estimated to be 5696 m3/annum.

From the above computation, it is suggested that a total annual quantum of 5696 cum. of
rainwater is available for harvesting annually by recharge structures in the premises. In order to
design the recharge structures daily runoff of 20mm/hr has been taken into account and the

Firm has constructed 4 nos. of Recharge shafts in order to tap effectively the rainfall runoff of
142 m3/hr generated from rooftop. Layout Plan showing location of RWH Units area is shown
in Fig.2-2. The dimensions of recharge pits are 4 m X 4 m X 3 m along with one recharge well
each. The total capacity of one recharge pit is estimated to be 54 m3/hr. By constructing 4
recharge units, firm has constructed a capacity of 216 m3/hr which is more than required. M/s
Bhageshwari Papers Private Limited unit -I is maintaining these recharge units well.

Porosity of the Filter Media (in percentage) = 50 %

Therefore, Capacity of Filled Material (cu.m.) = 12 Cubic meter

Intake Capacity of the Recharge Well = 5 lps = 5 lps X 3600 minute = 18 cubic meter per hour

Total Capacity of 1 (One) recharge shaft = 24 + 12 + 18.00 = 54 cubic meter per hour

Industry has created the capacity of 216 cubic meter by constructing Four (4) recharge
shafts for recharge for the availability of runoff of 142 cubic meter/hour.

Recharge Through Adopted Pond

Bhageshwari Papers Private Limited Unit-I, has adopted one village pond having a total
annual recharge of 8,46,600 cubic meter. The depth of the pond is 3 m. The details of total
recharge expected from this pond is given in Table 6-4.

Therefore, it may be seen that Bhageshwari Papers Private Limited Unit-II has taken
measures to recharge 8,46,742 cubic meter per annum in total. This pond is also shared with
the Bhageshwari Papers unit-II.

7 Saline Water Disposal Strategies (In case saline ground water abstraction)

M/s Shree Bhageshwari Papers Pvt Ltd Muzaffarnagar, is extracting fresh ground
water. Therefore, no measures for disposal of saline water are required.

8 Any Other Details Pertaining to the Project

8.1 Compliance of Conditions of No Objection Issued by Central Ground Water


Authority

8.1.1 Installation of flow meter on the tubewells

M/s Shree Bhageswhari Papers Pvt Ltd Muzaffarnagar has installed flowmeter on all its
tubewell and has complied with the condition of No Objection Certificate. The record of
withdrawal of ground water is given in table 4-2 and photographs are given in annexure II.

8.1.2 Installation of piezometer and Digital Water Level Recorder

M/s Shree Bhageshwari Papers Pvt Ltd Muzaffarnagar has one piezometer in its campus
and installed Digital Water Level Recorder and is maintaining proper record of water levels. The
record of ground water levels is given in table 3-4 and photographs are given in annexure II.

8.1.3 Rainwater Harvesting and Recharge to ground water

As already stated, M/s Shree Bhageshwari Papers Pvt Ltd Muzaffarnagar recharging rain
water to the tune of 8,46,742 Cubic meter per annum, has implemented rainwater harvesting
in its premises. Thus, the condition of recharge has been fully complied.

9 Summary and Conclusion

• M/s Bhageshwari Papers Private Limited, Muzaffarnagar plant is engaged in the


manufacturing of kraft paper from waste paper. Currently, the plant has applied for NOC
from UP Ground Water Department to withdraw 2227 KL/day of water from existing 1
tubewell available in the plant.

• The area where industry is situated lies in the Middle Ganga Plains and Alluvium is water
bearing formation in the area. The alluvium comprises sand, silt, clay & its admixture.
Kankar is occasionally associated with clay. The ground water occurs under water table
condition in shallow aquifer whereas the ground water in deeper aquifer occurs under
semi-confined to confined condition.

• A total of 6 (Six) wells were monitored. The depth to water level varies from 8.40 m.bgl
to 10.15 m. bgl. In general water level fall with in the range of 8-10 m. bgl. The ground
water flow is from east to west direction.

• Ground water Department, Govt. of Uttar Pradesh monitors observation well at


Jatmujhera in the study area and data for last 7 (seven) years is available and has been
analysed. The graph shows insignificant decline trend at a rate of 0.16 m/year in the
pre-monsoon and significant declining trend of 0.53 m/year in post-monsoon season.

• During the study, 6 (six) water samples were collected from monitoring wells including
1 (one) water sample from Bhageshwari Papers Private Limited. These samples were
got analysed through NABL accredited laboratory. Perusal of results indicates that all
the parameters are within permissible limits as per BIS drinking water standards IS
10500:2012.

• The stage of groundwater development in the muzaffarnagar block is 84.38% and it falls
in Semi Critical Category. Ground water levels in the area are still shallow and there is
ample scope for further ground water development if ground water management
measures are adopted.

• Purusal of data clearly indicate that there is no impact of ground water withdrawal by
the industry in terms of ground water levels and quality, surface water sources and
their quality or environment.

• Wastewater generated from plant send to ETP for treatment. The treated water is
discharged into drain.

• Bhageshwari Papers Private Limited recharging rain water to the tune of 8,46,742 Cubic
meter per annum. Thus, the condition of recharge has been fully complied.

• The firm has installed digital flow meter on the tubewell and has also installed
piezometer in their premises, implemented rain water harvesting and complied all the
conditions of NOC issued by Central Ground Water Authority.
