Hoover vs. FDR Political Cartoon Analysis

1. Who/what is this cartoon about and


what is the message? It’s about Hoover and how he was struggling against the democrats ideas
to have the government help the unemployed.

2. What symbols are used in this cartoon to bring attention to the message? It shows him having
trouble with “drought damage,” “tariffs,” and “business depression.” The democrats wanted to
return to a better or “old” time.
3. Who/what is this cartoon about and what is the message? This is about FDR. He said that
“We have nothing to fear but fear itself.” He wants to protect economic security so he made the
social security law.

4. Why would the message of the cartoon be concerning to American in the 1930s? Huge
deficits affect unemployment, people’s future, and their retirement plans.
5. Who/what is this cartoon about and what is the message? This shows hoover’s trouble during
the great depression and how he is handing it over to FDR.

6. Who is the screaming baby and why is this used as a symbol? It is a symbol of the great
depression and like babies, it was very hard to deal with from all of its problems.

7. What specific events or situations are these words referencing? They reference war debt from
WW1, bank failures, the stock market crash, and farm problems due to unemployment and
more.
8. Who/what is this cartoon about and what is the message? This is about FDR trying to fix the
economy with the new deal but it is ineffective.

9. Is this cartoon showing a positive or negative opinion? Why? It shows a negative opinion
because the new deal is “leaking” or failing which caused deficits instead of prosperity.

10. Is this cartoon effective in causing doubt? Why or why not? Yes because it shows how their
leader, the one defining their wealth, cannot help the economy.

11. Who/what is this cartoon about and what is the message? It shows how the democrats are
worried about the small but important amount of people unemployed vs. the Republicans who
don’t say it’s a significant amount.
12. Do you think this cartoon is pro-government economic policies? Why or why not? Although it
says “it’s nothing to bray about,” the republicans are also scared too so it is not pro-government.
The legislation helpful to industry is in the authors eyes, a negative.

13. Who/what is this cartoon about and what is the message? It is about FDR’s New Deal and
how he is trying to change something that was already established.

14. In what way does this cartoon show a change from America’s typical economic policy
(Laissez-Faire)? Write 2-3 sentences. The old tree was the Laissez-Fare system. It shows that it
made luxuries, comforts, and the American standard of living. The new tree made by the new
deal would have government interfere in economic systems.
7. After looking at these cartoons, write 4-6 sentences, responding to the prompt: What can you
infer about the Great Depression policy differences/similarities between Hoover and FDR? What
was the reaction of the American people to those policies? Based on the cartoons, do you
believe there were any long-terms effects of the policies?

People didn’t like Hoover’s laissez-fare system because they needed help through
unemployment. However, the New Deal didn’t seem too promising either because it was
changing established customs and didn’t seem like it would bring prosperity. Both their policies
played a part in worsening the depression. Hoover gave no reliefs and left people to create
shanty-towns called Hoovervilles. The New Deal made farmers situation worse, however, it also
made the long-lasting application of social security.
