CONDUCT OF ALTERNATIVE LEARNING SYSTEM (ALS) DIVISION-WIDE


COMMUNITY LITERACY MAPPING

1. In cognizance to Republic Act 11510, the Alternative Learning System Act,


which declared the policy of the State to promote the right of all citizens to
quality education at all levels and take the appropriate steps to make such
education accessible to all, this Office shall conduct a Division-wide Community
Literacy Mapping (CLM) from July 24 to August 25, 2023. This Division-initiated
activity aims to support the attainment of universalization of Basic Education
and the objectives of the Education For All (EFA) and will involve the
participation of barangay officials to assist in the conduct of the mapping.

2. Other objectives of the activity are:

a. to determine the number of Out-of-School Youths (OSYs) and Out-of-


School Adults (OSAs) who need basic education and literacy;
b. to guarantee equitable access to all learners, including those who reside
in the unreached and underserved communities to avail systematic,
flexible, and appropriate alternative basic education outside of the
formal school system; and
c. to promote lifelong learning opportunities and elevate socio-economic
status, raise the level of literacy, and contribute to an individual’s
sustainable future.

3. Participants to the activity are ALS Focal Person, Education Program


Specialists II, Education Program Supervisors (EPSs), Public Schools District
Supervisors (PSDSs), School Heads, ALS Teachers, and Community ALS
Implementers.

4. Moreover, it is expected that coordination with the barangay officials is
sought prior to the conduct of Community Literacy Mapping. Attachments
herein are the terms of reference and form to be utilized for mapping (see
Enclosures No. 1 and 2).

5. Timeline of the Community Literacy Mapping (CLM) are as follows:

6. Travel expenses incurred during the conduct of this activity shall be


charged against ALS Program Support Fund (ALS-PSF) subject to the usual
accounting and auditing rules and regulations.

7. As per Do 53, s. 2003 and CSC and DBM Joint Circular No.2, s. 2004,
teacher and personnel involved in the training shall be granted Service Credits
(SC)/Compensatory Overtime Credits (COG) for services rendered on Saturdays.

8. Immediate dissemination of this Memorandum is desired.

CID Chief  Oversee the conduct of CLM
ALS Focal Person  Monitor and spearhead the conduct of CLM
Education Program  Prepare schedule of CLM in their respective
Specialists II-ALS districts and barangays;
 Monitor and facilitate the conduct of CLM
together with the ALS Focal Person;
 Gather and submit consolidated data of mapped
learners;
 Coordinate with the PSDSs on the conduct of
CLM.
Education Program  Monitor and facilitate the conduct of CLM
Supervisors/Public Schools together with the ALS Focal Person;
District Supervisors  Participate in the conduct of literacy mapping to
identify potential learners.
School Heads  Prepare coordination letter with the barangay;
 Communicate with community leaders to seek for
assistance and collaboration in the conduct of
CLM;
 Participate in the conduct of literacy mapping to
identify potential learners.
ALS Teacher and Community  Participate in the conduct of literacy mapping to
ALS Implementer identify potential learners;
 Prepare cluster consolidated data of mapped
learners;
 Submit consolidated data of mapped learners to
EPS II;
 Prepare a master list of mapped learners using
ALS Form 1.
