In case of erroneous DTR log(s), including the type work arrangement, the concerned
personnel must immediately submit an approved DTR Rectification Request to the HR
Unit not later than the third calendar day of the succeeding month.

11. The procedures for validating the DTR Rectification Requests are as follows:

a. Work Onsite. The HR Unit must validate the approved request using the security
records and DTR logbook as their primary bases. If necessary, the review of CCTV
footages may be authorized.

b. Work From Home. The Division Chief/Supervisor must validate/certify the


correctness of the DTR logs in their subordinates’ DTR Rectification Requests.

Since WFH arrangement is output-oriented, the following documents may be used


as basis of the validation: 1) weekly/daily individual accomplishment report; 2)
email communications; and 3) other individual/division outputs.

12. The HR Unit shall ensure that all valid DTR rectification requests are processed and
reflected in the DTRs every eighth calendar day of the succeeding month.

13. The viewing access of the Daily Time Records are as follows:

Access Description Authorized Personnel


Level 3 Access to all DTRs RD, ARD, CAO, and HRU
Level 2 Access to all Division DTRs only Division Chief and Supervising
Level 1 Access to own DTR only All personnel

14. All personnel must submit their signed and approved DTRs for the current month to the
HR Unit every tenth day of the succeeding month. All DTRs are deemed correct and final
after the deadline.

15. Late and non-submission of signed DTRs is subject to the applicable administrative
offense and corresponding penalty in Rules on Administrative Cases in the Civil Service
(RACCS).

VII. Prohibition

16. There shall be no off-setting of tardiness or absences by working for an equivalent number
of minutes or hours tardy beyond the flexi-time period under these guidelines, or days
absent.

IX. Exemptions

17. Job order/contract of service providers and other non-plantilla personnel are not covered
by these provisions.

18. Pursuant to CSC MC No. 01, S. 2017, NEDA 5 officials and presidential appointees such
as the Regional Director and Assistant Regional Director are excluded from the scheme
on Electronic Daily Time Record System but may opt to use it to record their attendance.
