Emergency Response

What is a workplace Emergency?

❖ An unforeseen situation that threatens your employees,
customers, or the public, disrupts orshuts down your
operations, or causes physical or environmental damage.

Emergency Action Plan (EAP)
Introduction
❖OSHA requires you to be trained on how to respond
during an emergency.

❖This may include how to report an emergency, how to

handle safety and first aid, and how to evacuate safely.

Emergency Action Plan (EAP)
What is an Emergency Action Plan?
❖ The Emergency Action Plan (EAP) is an action plan to
organize
❖ employer and employee actions during workplace emergencies.
❖ Well developed emergency plans and proper employee training
will result in fewer injuries and less structural damage to the
facility during emergencies.
❖ Putting together an EAP that deals with those issues specific to
your worksite is not difficult.
❖ It involves taking what was learned from a work evaluation and
describing how employees will respond to different types of
emergencies.
❖ It takes into account your specific worksite layout, structural
features, and emergencies system.
6
Faculty of Engineering - I.U.T.T University
Fundamentals of EAP

❖ Protect yourself in an emergency.

❖ Identify your responsibilities.
❖ Report fires and other emergencies.
❖ Use floor plans and workplace maps that clearly
show the emergency escape routes.
❖ Evacuate safely.
❖ Know which workers may, if safe to do so, shut
down critical facility systems before evacuating.
❖ Identify who is responsible for performing any
rescue or medical duties.
❖ Gather at the designated employee “safe place”
so all employees may be counted.
❖ Know when it is safe to re-enter the building.

Workplace Emergency

Reporting and alerting emergencies

❖Employees must know how to report

emergencies.

❖"911" is a common method for reporting

emergencies if external emergency personnel
are used at your workplace

8
Faculty of Engineering - I.U.T.T University
Evacuation Procedure
❖ Companies are required to develop
emergency escape routes for their
facilities.
❖ Floor plans or work-area maps must
clearly define these routes and should be
posted in every area of the facility.
❖ Evacuation procedures may also provide
the best route to safe areas within the
facility, such as interior rooms.
❖ Employees may need to take shelter in
these areas during severe weather
conditions, such as a tornado or
thunderstorm.

9
Faculty of Engineering - I.U.T.T University
Evacuation Procedure
❖ Before evacuating, turn off any critical equipments if
you can do so WITHOUT PLACING YOURSELF
IN DANGER.
❖ Certain employees may be designated to shut down
critical facility systems, such as tank internal valves
and power sources, before evacuating the work area.

❖ These employees will be trained in their tasks and

designated in the EAP.

❖ It is important to ensure that everyone has been safely

evacuated. Your company is required to designate an
“assembly point” where all evacuated employees
should gather so an official employee count can be
taken. 10

Importance of EAP

Why Have an Emergency Action Plan?

❖There are many benefit from such a program, including increased
productivity, improved employee moral, reduced absenteeism & illness,
reduced workers compensation rate.

❖Unfortunately workplace accidents and illness still occur in spite of

effort to prevent them, and necessary planning to effectively respond to
emergencies.

❖Occupational Safety & Health Administration (OSHA) standards

explicitly require employers to have EAP for their workplaces.

❖EMERGENCY PREPAREDNESS is a well-known concept in

protecting workers safety & health.
11
Faculty of Engineering - I.U.T.T University
EAP Requirement
OSHA require EAP to include:

❖Means of reporting fire and other emergencies.

❖Procedures to be followed by employees who remain to

❖operate critical operation before they evacuate.

❖Procedure to account for all employees after emergency

evacuation has been completed.

❖Rescue and medical duties for those employees who are to

❖perform them.

❖Name or job titles of persons who can be contacted for further

information or explanation of duties under the plan.

Emergency Preparedness

Emergency Preparedness
Essential elements of emergency preparedness planning:

• Identify hazards and assess risk.

• Assess capabilities and resources.
• Develop an emergency plan and procedures.
• Integrate the plan with the community plan.
• Conduct training.
• Public relations.
• Conduct Drills and Exercises.
• Develop Plan Audit Procedures.

Phases of Emergency Management

❖ What is the Response Phase?

❖ Response is taking action to effectively contain and resolve an
emergency.

❖ The response phase is when emergency management plans are

operationalized.
❖ Steps taken during this phase include:
❖ Activating the plan
❖ Deploying resources
❖ Activating communication plans
❖ Working with community partners/first responders
❖ Accounting for staff after rescue
❖ Making informed decisions
❖ Accelerating the Recovery phase
❖ GOAL: Implement the emergency management plan Faculty of Engineering

Response Actions
❖ During an emergency,
there are three primary
responses:
❖Evacuation
❖Lock-down
❖Shelter-in-place

❖ Each response type

should be viewed along
a continuum

Emergency Rescue Procedure
EMERGENCY RESCUE
In an emergency,

1)First, go to safe place

2)Call for emergency services or call for help
3)Put on the proper rescue personal protective
equipment
4)4Locate victims and move to safe fresh air areas.
Always move upwind or crosswind to safe areas.
5)Administer rescue breathing or CPR if necessary.
6)CPR a lifesaving technique that's useful in many
emergencies, such as a heart attack
18
7) Seek medical attention immediately. Faculty of Engineering - I.U.T.T University
