MOTION FOR LEAVE TO INTERVENE

AND TO ADMIT COMMENT-IN-INTERVENTION

Intervenors, Dr. Esperanza I. Cabral, Dr. Jamie Galvez-Tan, and

Dr. Alberto G. Romualdez, Jr. (collectively referred to hereinafter as
“Intervenors”), through the undersigned counsel and unto the
Honorable Court respectfully ask for leave to intervene, and allege
that:

1. Intervenors are former Secretaries of the Department of Health

(hereinafter “DOH”), medical professionals, citizens and
taxpayers have a clear legal interest in the implementation of
the Responsible Parenthood and Reproductive Health Act of
2012.

2. The issuance of the status quo ante order, temporarily stopping

the government from implementing the above-mentioned law
has jeopardized the interest of the Intervenors.

3. The rights of the Intervenors will not be fully protected in a

separate proceeding and allowing herein Intervenors to
intervene will not unduly delay the adjudication of the case. On
the contrary, it will prevent multiplicity of suits.

4. In view thereof, Intervenors respectfully move for leave to

intervene in the instant cases and for admission of the attached
Comment-in- Intervention.

PRAYER

WHEREFORE, premises considered, Intervenors respectfully pray for

leave of this Honorable Court to intervene in the instant cases and for
admission of the attached Comment-in-Intervention.

Intervenors respectfully pray for other just and equitable relief under
the premises.
