A.3 Sequence of Operation Fuel System
1. System Description
4 Nos 55,000Litre Underground bulk fuel storage tanks are configured in a 2N design (2 sets of
55,000Litres per N) to house fuel storage at 48 hours full load to be double walled fiberglass
reinforced plastic (FRP). This bulk fuel storage tanks are suitable for use for storage of flammable
and combustible liquids at atmospheric pressure.
There are 2 fuel pump rooms configured 2N, with each pump room have a 2 fuel transfer pump in
N+1 redundancy. Each N+1 fuel transfer pump group will run lead-lag by sequence (take turn).
Under normal condition, the Lead Pumps shall operate automatically by means of start/stop level
switches in the respective fuel Day Tanks (System ‘A’ and System ’B’). Selector switches are
included in the fuel Pump control panel for manual over-riding of the Pumps operation if
necessary. All the fuel distribution piping will be double contained (Pipe-in-pipe)
A fuel polishing system will be provided to remove water, microbiological growth and other
contaminants from diesel to maintain the fuel quality in all times.
2. System Operation

Scenario 2: Duty System ‘A’ – Backup System ‘B’ Start When Day Tank Reach Low Stage- 400L

b. Low Level Alarm will be triggered and pump (FUELP A-1 or A-2) will start
(System ‘A’) and backup System ‘B’ pumps (FUELP B-1 or B-2) will start
when (System B) day tank level switch initiates the low alarm.

e. Fuel suction pipe motorized valve (MV FTS-A1) - OPEN
f. Return pipe motorized valve (MV FTR-A1) – OPEN.

Fuel drain back to underground bulk fuel tank A1 or B1 respectively through
return pipe.
When Fuel in Day Tank drops to Pump Start Level that level switch initiates the signal to
pump panel.
• For UG Tank A1
c. Fuel suction pipe motorized valve (MV FTS-A1) - OPEN
d. Return pipe motorized valve (MV FTR-A1) – OPEN.
e. Lead pump (FUELP A-1 or A-2) shall start.
f. In the event of pump not stop due to Pump Stop level switch malfunction,
High level alarm shall be activated and Pump (FUELP A-1or A-2) should
stop.
• For UG Tank A1

t. Return pipe motorized valve (MV FTR-A1) – CLOSE (Time delay 30 min
from Pump stop)
Fuel drain back to underground bulk fuel tank A1 through return pipe.
In the event of Day Tank leak, fuel contained in interstitial space of the containment tank shall
activate leak sensor and send the alarm to EPMS. Fuel pump operation will not stop due to
the day tank leak.

In the event failure of lead pump (FUELP A-1) power loss, lag pump (FUELP A-2) will take
over and Pump power alarm to EPMS

a. System” A “Lead Pump (FUELP A-1) start but no fuel flow in fuel pipe
within 2 minute (time delay) the alarm sends to EPMS and lead pump
(FUELP A-1) will stop & lag pump (FUELP A-2) will start.
b. System” A “lag Pump (FUELP A-2) start but no fuel flow in fuel pipe within
2 minute (time delay) the alarm to EPMS and pump (FUELP A-2) will stop
c. Backup system ’B’ lead pump will start (FUELP B-1or B-2) when the fuel
reaches to Low level.

In the event of pump control panel (CP FUELP A) main incoming power loss and alarm to
EPMS, Backup system lead pump (CP FUELP B) will start when day tank level switch
initiates the low alarm.

a. When Fuel in Day Tank drops to Pump Start Level that level switch
initiates the signal to pump panel.

SCENARIO 11: Duty System PLC Failure Standby System Take Over
a. Fuel pump Control Panel A (CP FUEL P A) PLC Failure due to power loss
or interruption (System B will send the signal to EPMS)
b. Backup system ’B’ lead pump will start (FUELP B-1or B-2) when the fuel
reaches to Low level.
c. Back-up system lead pump status sent to the EPMS
d. Diesel reaches “Pump Stop” level in the Day Tank
e. Back-up System Lead pump stops. Signal sent to EPMS

SCENARIO 12: To Cut-In Next Fuel Storage Tank (Very Low Low)
a. During fuel transfer operation bulk fuel storage tank UG Tank A1 fuel
drops to very low low level (5% of bulk tank capacity)
b. Very low low alarm initiated and alarm to fuel pump control panel and lead

SCENARIO 13: One of Bulk Fuel Tank Contaminated or Under Maintenance During Fuel Transfer
Operation
Note that under this MODE; the Fuel system operation has to be supervised at all
times.

d. Fuel suction pipe motorized valve (MV FPS A1)- OPEN
e. Return pipe motorized valve MV FTR A1 - OPEN
f. The fuel polishing pump (FUELPP A) will start.
g. During the fuel polishing through the fuel water separator (oil Filter), this
filter separates contaminants and water from fuel.
h. When Fuel Transfer pumps starts, fuel polishing pumps shall cease
operations
i. If water detected, polishing pump will stop and alarm to EPMS
j. Polishing pump will start once remove the water and time not expired
k. Timer setting has expired and pump will stop.
