Sequence of Operation – Fuel Distribution System

1. System Description

4 Nos 55,000Litre Underground bulk fuel storage tanks are configured in a 2N design (2 sets of
55,000Litres per N) to house fuel storage at 48 hours full load to be double walled fiberglass
reinforced plastic (FRP). This bulk fuel storage tanks are suitable for use for storage of flammable
and combustible liquids at atmospheric pressure.

There are 2 fuel pump rooms configured 2N, with each pump room have a 2 fuel transfer pump in
N+1 redundancy. Each N+1 fuel transfer pump group will run lead-lag by sequence (take turn).
Under normal condition, the Lead Pumps shall operate automatically by means of start/stop level
switches in the respective fuel Day Tanks (System ‘A’ and System ’B’). Selector switches are
included in the fuel Pump control panel for manual over-riding of the Pumps operation if
necessary. All the fuel distribution piping will be double contained (Pipe-in-pipe)

A fuel polishing system will be provided to remove water, microbiological growth and other
contaminants from diesel to maintain the fuel quality in all times.

2. System Operation

2.1 Fuel Distribution System (Auto Mode) Scenarios

Scenario 1: Fuel Distribution

• Settings

Day tank level setting for all generators


High: 1000L
Pump Stop: 900L
Pump Start: 600L
Low: 400L

a. All Duty Selector switches to be in AUTO Position.


b. When Fuel in Day Tank drops to Pump Start Level that level switch
initiates the signal to pump panel.

• For System A Fuel supply pipe


c. Fuel drain motorized valve (MV FD-A) - CLOSE
d. Fuel demanded day tank solenoid valve - OPEN

• For UG Tank A1

e. Fuel suction pipe motorized valve (MV FTS-A1) - OPEN

f. Return pipe motorized valve (MV FTR-A1) – OPEN.
g. Lead pump (FUELP A-1 or A-2) shall start.

h. Pump (FUELP A-1 or A-2) shall stop when level reaches pump Stop
Level.

• For System A Fuel supply pipe


i. Fuel drain motorized valve (MV FD-A) - OPEN
j. Fuel demanded day tank solenoid valve – CLOSE

• For UG Tank A1

k. Fuel suction pipe motorized valve (MV FTS-A1 - CLOSE


l. Return pipe motorized valve (MV FTR-A1) – CLOSE (Time delay 30 min
from Pump stop)
m. Fuel drain back to underground bulk fuel tank A1 through underground
bulk fuel tank A1 return pipe.

Scenario 2: Duty System ‘A’ – Backup System ‘B’ Start When Day Tank Reach Low Stage- 400L
Generator Load Test and mains failure.
a. When Low Level Alarm is initiated due to - pump Start level sensor faulty
or less flow

b. Low Level Alarm will be triggered and pump (FUELP A-1 or A-2) will start
(System ‘A’) and backup System ‘B’ pumps (FUELP B-1 or B-2) will start
when (System B) day tank level switch initiates the low alarm.

• For System A Fuel supply pipe


c. Fuel drain motorized valve (MV FD-A) - CLOSE
d. Fuel demanded day tank solenoid valve - OPEN

• For UG Tank A1
e. Fuel suction pipe motorized valve (MV FTS-A1) - OPEN
f. Return pipe motorized valve (MV FTR-A1) – OPEN.

• For System B Fuel supply pipe


g. Fuel drain motorized valve (MV FD-B) - CLOSE
h. Fuel demanded day tank solenoid valve - OPEN

• For UG Tank B1

i. Fuel suction pipe motorized valve (MV FTS-B1) – OPEN


j. At pump stop level both pumps “STOP”

• For System A Fuel supply pipe


k. Fuel drain motorized valve (MV FD-A) - OPEN
l. Fuel demanded day tank solenoid valve - CLOSE

• For UG Tank A1

m. Fuel suction pipe motorized valve (MV FTS-A1) - CLOSE


n. Return pipe motorized valve (MV FTR-A1) – CLOSE (Time delay 30 min
from Pump stop)

• For System B Fuel supply pipe

o. Fuel drain motorized valve (MV FD-B) - OPEN


p. Fuel demanded day tank solenoid valve - CLOSE

• For UG Tank B1
q. Fuel suction pipe motorized valve (MV FTS-B1) - CLOSE
r. Return pipe motorized valve (MV FTR-B1) – CLOSE (Time delay 30 min
from Pump stop)
Fuel drain back to underground bulk fuel tank A1 or B1 respectively through
return pipe.

Note: Low Level Alarms are auto reset.

Scenario 3: High Alarm (1000L)

When Fuel in Day Tank drops to Pump Start Level that level switch initiates the signal to
pump panel.

• For System A Fuel supply pipe


a. Fuel drain motorized valve (MV FD-A) - CLOSE
b. Fuel demanded day tank solenoid valve - OPEN

• For UG Tank A1
c. Fuel suction pipe motorized valve (MV FTS-A1) - OPEN
d. Return pipe motorized valve (MV FTR-A1) – OPEN.
e. Lead pump (FUELP A-1 or A-2) shall start.
f. In the event of pump not stop due to Pump Stop level switch malfunction,
High level alarm shall be activated and Pump (FUELP A-1or A-2) should
stop.

• For System A Fuel supply pipe

g. Fuel drain motorized valve (MV FD-A) - OPEN


h. Fuel demanded day tank solenoid valve - CLOSE

• For UG Tank A1
s. Fuel suction pipe motorized valve (MV FTS-A1) - CLOSE
t. Return pipe motorized valve (MV FTR-A1) – CLOSE (Time delay 30 min
from Pump stop)
Fuel drain back to underground bulk fuel tank A1 through return pipe.

Note: High Level Alarms are auto reset.

SCENARIO 4: Day Tank Leak

In the event of Day Tank leak, fuel contained in interstitial space of the containment tank shall
activate leak sensor and send the alarm to EPMS. Fuel pump operation will not stop due to
the day tank leak.

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 5: Lead Pump Trip

When lead pump (FUELP A-1) trips, alarm is initiated to EPMS and lag pump (FUELP A-1)
automatically takes over.

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 6: Lead Pump Power Loss Lag Pump Start

In the event failure of lead pump (FUELP A-1) power loss, lag pump (FUELP A-2) will take
over and Pump power alarm to EPMS

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 7: Lead Pump No Flow

a. System” A “Lead Pump (FUELP A-1) start but no fuel flow in fuel pipe
within 2 minute (time delay) the alarm sends to EPMS and lead pump
(FUELP A-1) will stop & lag pump (FUELP A-2) will start.
b. System” A “lag Pump (FUELP A-2) start but no fuel flow in fuel pipe within
2 minute (time delay) the alarm to EPMS and pump (FUELP A-2) will stop
c. Backup system ’B’ lead pump will start (FUELP B-1or B-2) when the fuel
reaches to Low level.

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 8: System (A) Power Loss Backup System (B) Start

In the event of pump control panel (CP FUELP A) main incoming power loss and alarm to
EPMS, Backup system lead pump (CP FUELP B) will start when day tank level switch
initiates the low alarm.
Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 9: Solenoid Valve Failure

a. When Fuel in Day Tank drops to Pump Start Level that level switch
initiates the signal to pump panel.

b. In the event of fail to open the day tank solenoid valve
c. Lead pump (FUELP A-1or A-2) shall start.
d. The supply pipe “A” will be pressurized then external relief valve will open
at 100PSI (Subjected to site condition, and to be confirmed by contractor)
e. Lead pump will continues running but fuel flow back to fuel storage tank
through the external relief valve
f. Backup system ’B’ lead pump will start (FUELP B-1or B-2) when the fuel
reaches to Low level.
g. At pump stop level both pumps “STOP”

Note: Operator to attend to fault

SCENARIO 10: Motorised Valve Failure


a. In the event of fail to open/ close within 2 minute the system A motorized
valves, to check the alarm of the valve on EPMS and system “A” pump no
start.
b. Backup system ’B’ lead pump will start (FUELP B-1or B-2) when the fuel
reaches to Low level.

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 11: Duty System PLC Failure Standby System Take Over

a. Fuel pump Control Panel A (CP FUEL P A) PLC Failure due to power loss
or interruption (System B will send the signal to EPMS)
b. Backup system ’B’ lead pump will start (FUELP B-1or B-2) when the fuel
reaches to Low level.
c. Back-up system lead pump status sent to the EPMS
d. Diesel reaches “Pump Stop” level in the Day Tank
e. Back-up System Lead pump stops. Signal sent to EPMS

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 12: To Cut-In Next Fuel Storage Tank (Very Low Low)

a. During fuel transfer operation bulk fuel storage tank UG Tank A1 fuel
drops to very low low level (5% of bulk tank capacity)
b. Very low low alarm initiated and alarm to fuel pump control panel and lead

pump will stop.
c. Bulk fuel storage tank UG Tank A1 suction and return motorized valve will
close then bulk fuel storage tank UG Tank A2 suction and return motorized
valve will open
d. Bulk fuel storage tank UG Tank A1suction motorized (MV FTS-A1) and
return motorized valve (MV FTR-A1) will close.
e. Fuel transfer operation transferred to bulk fuel storage tank 2
f. Bulk fuel storage tank UG Tank A2 suction motorized (MV FTS-A2) and
return motorized valve (MV FTR-A2) will open.
g. Lead fuel pump will start again

Note: Operator to attend: - to acknowledge alarm and attend the fault & manually
reset

SCENARIO 13: One of Bulk Fuel Tank Contaminated or Under Maintenance During Fuel Transfer
Operation

a. One of the ug tank contaminated or under maintenance, bulk fuel storage


tank fuel transfer very low low-level switch need to manually shorted
(Close circuit) on the pump panels A&B
b. Very low low alarm initiated and alarm to both fuel pump control panels
and alarm to EPMS
c. Effected Bulk fuel storage tank suction motorized & return motorized valve
will close.
d. Fuel transfer operation transferred to next bulk fuel storage tank

2.2 Fuel Distribution System (Manual Mode)

Note that under this MODE; the Fuel system operation has to be supervised at all
times.

a. “MAN”/” OFF”/” AUTO” Switch to” Manual” position


b. Day tank solenoid valve selector switch position to selected day tank
c. underground bulk fuel tank Selector switches to be in underground bulk
fuel tank 1 Position (UG Tank A1)
 UG Tank A1
o suction pipe motorized valve (MV FTS-A1) – OPEN
o Return pipe motorized valve (MV FTR-A1) – OPEN

 Fuel supply pipe A,

o Fuel drain motorized valve (MV FD-A) – CLOSE

d. Select corresponding set of fuel transfer pump (FUELP A-1).
e. Start pump by push button of selected pump.
f. Stop pump automatically when level reaches Pump Stop Level. (The pump
stops level sensor wills cut-off the operation of the pump)
g. Switch back solenoid valve selector switch to auto.
h. underground bulk fuel tank Selector switches to be in AUTO Position

 Fuel supply pipe A,


o Fuel drain motorized valve (MV FD-A) – OPEN

 UG Tank A1
o Fuel suction pipe motorized valve (MV FTS-A1) – CLOSE
o Return pipe motorized valve (MV FTR FST-A 1) – CLOSE

2.3 Fuel Polishing System (Auto Mode)


a. All pump Selector switches to be in AUTO Position.
b. The timer will start the fuel polishing according to the time schedule
c. When the timer contacts close.

UG Tank A1
d. Fuel suction pipe motorized valve (MV FPS A1)- OPEN
e. Return pipe motorized valve MV FTR A1 - OPEN
f. The fuel polishing pump (FUELPP A) will start.
g. During the fuel polishing through the fuel water separator (oil Filter), this
filter separates contaminants and water from fuel.
h. When Fuel Transfer pumps starts, fuel polishing pumps shall cease
operations
i. If water detected, polishing pump will stop and alarm to EPMS
j. Polishing pump will start once remove the water and time not expired
k. Timer setting has expired and pump will stop.

UG Tank A1

a. Fuel suction pipe motorized valve (MV FPS A1)- CLOSE


b. Return pipe motorized valve MV FTR A1 – CLOSE

2.4 Fuel Polishing System (Manual Mode)

Take Note that under this MODE; the Fuel system operation has to be supervised
at all times.

a. Fuel polishing Pump Selector switches to be in MANUAL Position


b. Fuel transfer pump Selector switches to be in AUTO Position

e. Fuel suction pipe motorized valve (MV FPS A1)- OPEN

g. Push start button for Selected Fuel Polishing Pump (FUELPP A)


h. Fuel Polishing Pump (FUELPP A) will start.
i. During the fuel polishing through the fuel water separator
j. (oil Filter), this filter separates contaminants and water from fuel.
k. If water detected, polishing pump will stop and alarm to EPMS
l. Push stop button for Selected Fuel Polishing Pump (FUELPP A)
m. underground bulk fuel tank Selector switches to be in ÁUTO Position’

n. Fuel suction pipe motorized valve (MV FPS A1)- CLOSE
