In as much as you are now in the power of handling the Office of the Presidential
Adviser on Peace, Reconciliation and Unity (OPAPRU) for the development and
progress of our country in peace, stability it is needed our great opportunity.
I am submitting our letter of intent to your good office for the budgeting and
implementation of the Proposal Project of Construction of Farm to Market Road
Starting Brgy. Dimayon Proper towards Brgy. North with a total length of 7
kilometers Bubong 1st District, Province of Lanao del Sur.

maintain peace and order and to evaluate monitor immediate needs
and desire of its constituents;
WHEREAS; the construction of the proposal road starting from Brgy. Dimayon
Proper towards Brgy. North in the Municipality of Bubong is under
the 1st District, Province of Lanao del Sur of which a great help and
opportunity to all commuters especially both farmers and fisher folks as
well as to serve as flood control;

I. BASIC INFORMATION
The target areas for roads concerning serves now as a major route of
farmers going to mountain areas of Picong, Lanao del Sur. The ease that the
project will give to constituent’s farmers will encourage them to increase their
production.
The situated near the foot of the mountain where there is an abundant supply
of water, growth of other agriculture-based business such as livestock is
expected emerged. The target ares are also located boundaries in other
provinces of Mindanao such as City of Marawi Lanao del Sur, Tagoloan II,
Mismais Orinetal, Kapai Lanao del Sur, Buadiposo-Buntong Lanao del Sur,
Maguing Lanao del Sur and Talakag Province of Bukidnon Areas.
Aside from that, when our 5IB (Infantry Battalion), 1ID, Philippine Army
(PA) conducting patrol with the particular areas of Picong, Lanao del Sur, they
experienced; hard to access the area due to there is no concerning road
infrastructure. Our 5IB (Infantry Battalion), 1ID, Philippine Army (PA) really
needs this proposed new road project. These area is one of the blind forest in
boarder in Talakang, Bukidnon Province, our constituents fear sometimes
from the NPA due to the it is possible that these particular area is one their
(NPA) possible route going to Misamis Oriental Province.
The place which is close at the foot of the Bubong, Lanao del Sur mountain
ranges is a suitable area for agro-industrial activities like tropical growing abaca,
durian, mango, jackfruit, atis, manggostine, banana, rubber and etc. It is also an
ideal site for Agro-Industrial complex as the Municipality of Bubong, Lanao del Sur,
Mindanao, Southern Philippines. The place also has rich natural resources and has
high level of soil fertility. It has plentiful of water resources spring’s creeks and rivers
and this be also a source of mineral waters for refine and for commercial.
But, ironically, in spite of its being lavishly endowed which rich natural
resources, the town for a several decades up to the present times, is still far from
being a modern town given today’s technological environment.

The proposed site of the Construction of Farm to Market Road Starting Brgy.
Dimayon Proper to Brgy. North with a Total Length of 7 Kilometers Bunong 1 st
District, Province of Lanao del Sur. Located in the Municipality of Bubong, Lanao del
Sur or right the center of vast tract of rice & corn upland which would enable most if
not practically all the household in the nearby barangays to use the same proposed
farm road as there was no existing road in the area except the municipal depressed
rough road which is not connected to the proposed farm to market road which about
20 kilometers away.
The proposed farm to market road will not hinder in any manner the following
project location development factors such as (1) existing zoning ordinances and land
use plans of the Local Government Unit of Bubong; (2) National Land Use and
Conversion Policies and (3) Environmental Protection Guidelines/Clearnaces.

The proposed farm to market road will cover a stretch of some 20 kilometers
from one end to the other end leading to the dead end of the municipal road with
component of Construction of Farm to Market Road Starting Brgy. Dimayon Proper
to Brgy. North with a Total Length of 7 Kilometers Bubong 1 st District, Porvince of
Lanao del Sue.
As soon as, the project is given the “Green Light” to start, that is, it gets the
assurance that fund will be made available to it, the barangays folks will be asked to
provide helping hand in its implementation of the proposed farm to market road and
outlining its stretch and distance. If this phase of the work project be done
aggressively it would take some years’ time.

9. Project Strategies:
The prospects of development in the rural area hinges on the lack of government
assistance to sincerely serve the interest and welfare of their constituents they are sworn to
serve.
When there is challenging inter-play of serious dedication and commitment form the
government and the local leadership as well as the tripartite participation of PO’s, NGOS’s
and concerned agencies of the government, well can be certain and confident that
everything thought for growth and development will not long remain a stagnant dream but an
attainable goal.
1. To conduct dynamic education and training of farmer group on the positive values of
self-reliance, enrich their entrepreneurial skills and enhance their production
potentials.
2. To instill among the beneficiaries of the constructive attitude of the cooperation that
would redound to their common benefits.
The projects of Construction of Farm to Market Road Starting Brgy. Dimayon Proper
to Brgy. North with a Total Length of 7 Kilometers Bubong 1st District, Province of Lanao del
Sur. Once it will be realized, will have a favorable social and economic impact on the lives of
the farmers and the agricultural sectors and all other sectors as the project could bring about
the following concomitant results:
1. It will be quick to response the violence / any attack from the terrorist’s
organization such as NPA, Maute Group etc.
2. It could boast agricultural production by identifying other income
generating projects;
3. It would encourage keener constructive competition that will result in
the improvement of services;
4. Expectedly, the per capital income of the farmers will be increase by
200% or even better due to increase farm production, easy access to
market and competitive prices;
5. It will help facilitate the provision of more infrastructure and other
social support services;
6. It could have stabilized food security; and
7. It could help eliminate or reduce various social ills like cattle-rustling,
drug addiction, kidnapping, rape, killing and such other social
maladies.
Materials Costs =
For the sustainability of the project; The Municipal Local Government Unit Thru Municipal
Engineering Office shall ensure the Detailed Engineering Design and Specifications are
carefully followed. Maintenance of project after completion will be shouldered by the
municipal government through its Economic Development Fund.
