I am submitting our letter of intent to your good office for the budgeting and
implementation of the Proposal Project of Construction of Farm to Market Road
Starting Brgy. Dimayon Proper towards Brgy. North with a total length of 7
kilometers Bubong 1st District, Province of Lanao del Sur.

WHEREAS; the 5IB (Infantry Battalion), 1ID, Philippine Army (PA) to help
maintain peace and order and to evaluate monitor immediate needs
and desire of its constituents;
WHEREAS; the construction of the proposal road starting from Brgy. Dimayon
Proper towards Brgy. North in the Municipality of Bubong is under
the 1st District, Province of Lanao del Sur of which a great help and
opportunity to all commuters especially both farmers and fisher folks as
well as to serve as flood control;

WHEREAS; the Municipal Government Office of Bubong has and authority to

implement the proposed new concrete road starting from Barangay
Dimayon Proper towards Brgy. North in the Municipality of
Bubong project pursuant to RA 7160, otherwise known as the Local
Government Code.

NOW THEREFORE; AFTER FULL DELIBERATION AND PROPER DISCUSSION

of the subject matters, on motion of all, duly seconded by the by the
Honorable Members of the Sangguniang, it has-

RESOLVED; as it is hereby resolve to request the 5IB (Infantry Battalion), 1ID,

Philippine Army (PA) to cause to allocate funds in the amount of Two
Hundred Million Pesos (P200,000,000.00) to fund the Construction
of Farm to Market Road Starting Brgy. District, Province of Lanao
del Sur.

RESOLVED FINALLY; as it is hereby finally resolved to forward copy of this

resolution to the Office of the Presidential Adviser on Peace,
Reconciliation & Unity (OPAPTU) 5/F Agustin l Building, F. Ortigas
Jr. Road, Ortigas Center, Pasig, Philippine, Department of Public
Works and Highways (DPWH) and other concern National Agencies
for information favorable consideration and appropriate action.

 II. PROJECT DESCRIPTION:

1. Brief Summary of the Project

The target areas for roads concerning serves now as a major route of
farmers going to mountain areas of Picong, Lanao del Sur. The ease that the
project will give to constituent’s farmers will encourage them to increase their
production.

The situated near the foot of the mountain where there is an abundant supply
of water, growth of other agriculture-based business such as livestock is
expected emerged. The target ares are also located boundaries in other
provinces of Mindanao such as City of Marawi Lanao del Sur, Tagoloan II,
Mismais Orinetal, Kapai Lanao del Sur, Buadiposo-Buntong Lanao del Sur,
Maguing Lanao del Sur and Talakag Province of Bukidnon Areas.

Aside from that, when our 5IB (Infantry Battalion), 1ID, Philippine Army
(PA) conducting patrol with the particular areas of Picong, Lanao del Sur, they
experienced; hard to access the area due to there is no concerning road
infrastructure. Our 5IB (Infantry Battalion), 1ID, Philippine Army (PA) really
needs this proposed new road project. These area is one of the blind forest in
boarder in Talakang, Bukidnon Province, our constituents fear sometimes
from the NPA due to the it is possible that these particular area is one their
(NPA) possible route going to Misamis Oriental Province.

Our ultimate objective here is to immediate preventing terrorism attack by the

lawless enforcers or terrorist such as NPA, Maute Group, etc. Furthermore: the
Municipality of Picong, Lanao del Sur and its portion site project such as; New Road
for Farm to Market Road which from Picong towards Provincial Road of Marawi City,
the constituents of Picong needs the proposed new farm to market road because it
has 3 decades the situation of our particular area is very crucial or hard to
experience from our constituents in the Municipality of Picong, Lanao del Sur and its
length for proposed road is 7 kilometers, the Construction of Farm to Market Road
Starting Brgy. Dimayon Proper to Brgy. North with a Total Length of 7 kilometers
Bubong 1st District Province of Lanao del Sur and distance to neighbor barangays in
the municipality covers adjacent barangays and is largely planted with upland rice
field and corn field and some other high-valued commercial crops produce, etc. in its
upland which hardly bring to marketing due to lack of any road.

The place which is close at the foot of the Bubong, Lanao del Sur mountain
ranges is a suitable area for agro-industrial activities like tropical growing abaca,
durian, mango, jackfruit, atis, manggostine, banana, rubber and etc. It is also an
ideal site for Agro-Industrial complex as the Municipality of Bubong, Lanao del Sur,
Mindanao, Southern Philippines. The place also has rich natural resources and has
high level of soil fertility. It has plentiful of water resources spring’s creeks and rivers
and this be also a source of mineral waters for refine and for commercial.
 But, ironically, in spite of its being lavishly endowed which rich natural
resources, the town for a several decades up to the present times, is still far from
being a modern town given today’s technological environment.

The reasons for this primitive outlook could be the following factors:

1. Lack if u\immediate response for encountering violence/terrorism attack.

2. Absence of Passable Roads in remote comers of the town during prolonged rainy
days;
3. Absence, lack and inadequate physical infrastructure;
4. Absence and lack of farm to market road in the remote area corners or areas of
the town planted to agricultural crops;
5. Inadequate post-harvest facilities;
6. Lack of livelihood project to augment income of subsistence farm workers;
7. Limited market outlets;
8. Farm distance from trade and commercial centers Iligan City Philippines or
Cagayan de Oro City which about almost 200 kilometers away, the only viable trade
and commercial centers; while Marawi City Lanao del Sur, which is about 8
kilometers away, is the only viable trade and commercial centers of the province
before the Crisis of Corona Virus 19 (COVID 19)
9. Absence, lack or inadequate communication facilities;
10. Needs more persistent strengthening for prolonged sustainability;
11. Relatively low agricultural productivity; and
12. Forest denudation and soil erosion,

2. PROJECT OBJECTIVES:
a. Immediate Objectives:

1. To prevent terrorism / violence in the area of Bubong, Lanao del Sur;

2. To quickly response from our 5IB (Infantry Battalion), 1ID, Philippine Army
(PA);
3. To cause the construction of barangay farm-to-market road and opening
road from the neighbor’s municipalities;
4. To increase far, income in the area;
5.To generate employment opportunities in the area;
6. To develop our constituents entrepreneurial and management skills;
7. To increase agricultural production and stabilize food security; and
8. To prevent poverty in our entire constituents in our municipality.
 b. Development Objectives:

1. To help our Armed Forces of the Philippines (AFP) / law enforces

immediate response / preventing encountering attack by the lawless forces
such as; (New People’s Army (NPA), Maute Group, etc.).
2. To help government identify and earmark development projects for agro-
industrial development;
3. To develop the potentialities of the area for business ventures from
cottage industries;
4. To create more employment opportunities and job openings from agro-
industrial business endeavors;
5. To provide immediate access to the marketing of agricultural products and
farm produce;
6. To enable farm workers access to water and communication facilities;
7. To allow government see the necessity of providing health, social,
recreational and facilities as an effective measure to attain peace and
order throughout the country.

3. Target Beneficiaries:
a) Primary (Direct) Beneficiaries:

1. Almost farmer’s residents and constituents including their families and

dependents in the adjacent barangays are benefited as a direct and
indirect beneficiary;
2. Subsistence farmers in the Municipality of Bubong, Lanao del Sur, and its
immediate neighbor/adjacent barangays; and
3. The womenfolk and school children and transient farm hands.

b) Secondary (Indirect) Beneficiaries:

1. The entire townsfolk, farmers and local municipal government of the

Municipality of Bubong, Lanao del Sur, Philippines;
2. Roving rice and corn traders;
3. Cottage business entrepreneurs; and
4. Out-of-school youths, the womenfolk and local investors.

4. Project Location:

The proposed site of the Construction of Farm to Market Road Starting Brgy.
Dimayon Proper to Brgy. North with a Total Length of 7 Kilometers Bunong 1 st
District, Province of Lanao del Sur. Located in the Municipality of Bubong, Lanao del
Sur or right the center of vast tract of rice & corn upland which would enable most if
not practically all the household in the nearby barangays to use the same proposed
farm road as there was no existing road in the area except the municipal depressed
rough road which is not connected to the proposed farm to market road which about
20 kilometers away.

The proposed farm to market road will not hinder in any manner the following
project location development factors such as (1) existing zoning ordinances and land
use plans of the Local Government Unit of Bubong; (2) National Land Use and
Conversion Policies and (3) Environmental Protection Guidelines/Clearnaces.

The proposed farm to market road will cover a stretch of some 20 kilometers
from one end to the other end leading to the dead end of the municipal road with
component of Construction of Farm to Market Road Starting Brgy. Dimayon Proper
to Brgy. North with a Total Length of 7 Kilometers Bubong 1 st District, Porvince of
Lanao del Sue.
 As soon as, the project is given the “Green Light” to start, that is, it gets the
assurance that fund will be made available to it, the barangays folks will be asked to
provide helping hand in its implementation of the proposed farm to market road and
outlining its stretch and distance. If this phase of the work project be done
aggressively it would take some years’ time.

7. Project Components & Implementation Schedule:

As in any other road, Construction of Farm to Market Road Starting Brgy.

Dimayon Proper to Brgy. North with a Total Length of 7 Kilometers Bubong 1 st
District, Province of Lanao del Sur. So these proposed projects cited and its farm to
market road to make it permanent should be cemented because of the regular
frequency rains in the area. To this end, all the attendant necessary infrastructure
materials, including manpower could be utilized to let the project materialized to its
completion.

9. Project Strategies:
The prospects of development in the rural area hinges on the lack of government
assistance to sincerely serve the interest and welfare of their constituents they are sworn to
serve.

When there is challenging inter-play of serious dedication and commitment form the
government and the local leadership as well as the tripartite participation of PO’s, NGOS’s
and concerned agencies of the government, well can be certain and confident that
everything thought for growth and development will not long remain a stagnant dream but an
attainable goal.

Ultimately, no amount of development intervention solely from NOG and government

could affect the process of growth and development if and when the human resources are
detached from the cycle of progress.

In Sum, the following measures or strategies should be considered:

1. To conduct dynamic education and training of farmer group on the positive values of
self-reliance, enrich their entrepreneurial skills and enhance their production
potentials.
 2. To instill among the beneficiaries of the constructive attitude of the cooperation that
would redound to their common benefits.

10. Project Impact:

The projects of Construction of Farm to Market Road Starting Brgy. Dimayon Proper
to Brgy. North with a Total Length of 7 Kilometers Bubong 1st District, Province of Lanao del
Sur. Once it will be realized, will have a favorable social and economic impact on the lives of
the farmers and the agricultural sectors and all other sectors as the project could bring about
the following concomitant results:

1. It will be quick to response the violence / any attack from the terrorist’s
organization such as NPA, Maute Group etc.
2. It could boast agricultural production by identifying other income
generating projects;
3. It would encourage keener constructive competition that will result in
the improvement of services;
4. Expectedly, the per capital income of the farmers will be increase by
200% or even better due to increase farm production, easy access to
market and competitive prices;
5. It will help facilitate the provision of more infrastructure and other
social support services;
6. It could have stabilized food security; and
7. It could help eliminate or reduce various social ills like cattle-rustling,
drug addiction, kidnapping, rape, killing and such other social
maladies.

12. Project Management:

The Municipal Engineering Office shall be in-charge in implementation of the

Project, Safety and Health in the undertakings shall be ensured at all times during the
construction phase. The project Monitoring Committee of the Municipal Development
Council and the CSO project monitoring team shall be time-to-time monitor the project its
implementation phase up to its completion to ensure the appropriateness of construction and
evaluate for its standardization by experienced and expert civil engineers with
unquestionable performance and from the Department of Public Works and Highways
(DPWH); Provincial Engineering Office and 5IB (Infantry Battalion), 1ID, Philippine Army
(PA) to help and maintain peace and order to evaluate monitor immediate needs and desire
of its constituents;

13. Project Sustainability:

Achieving a sustainable rural infrastructure project is a key to poverty alleviation.

Furthermore, community organization and the active participation of beneficiaries and other
stakeholders in various activities during project planning and implementation can encourage
sustainability in the realization of the project.

For the sustainability of the project; The Municipal Local Government Unit Thru Municipal
Engineering Office shall ensure the Detailed Engineering Design and Specifications are
carefully followed. Maintenance of project after completion will be shouldered by the
municipal government through its Economic Development Fund.

14. Recommendation:

It is respectfully recommended that the proposed Constitution of Farm to Market

Road Starting Brgy. Dimayon Proper to Brgy. North with a Total Length of 7 Kilometers
Bubong 1st District, Province of Lanao del Sur. Shall be earnestly implements because
almost our constituent’s residents and the neighbor’s barangays are in needed to have road
and other cited projects will be also benefited as direct and indirect beneficiaries.
