NATIONAL SERVICE TRAINING PROGRAM 1


(NSTP 1)

MODULE 1
NSTP PROGRAM (R.A. 9163)
OBJECTIVES:
NSTP PROGRAM (R.A 9163) NSTP aims to inculcate, to impress, instill, infuse civic consciousness and
defense preparedness in the Filipino youth. It helps develop in them the ethics of serving and patriotism, love
of country, while they undergo training in any of the program’s three (3) components which are specially
designed to enhance (to make greater, increased) the student s participation in nation-building.

Republic Act n0. 9163 --- Also known as An Act Establishing the NSTP for Tertiary-level
Students
--- signed by Pres. Aroyo into law non January 23, 2002
--- has made ROTC optional school year 2002-2003 and has allowed
students to choose from Reserved Officers Training Corps (ROTC),
Literacy Training Services (LTS) and Civic Welfare Training Service
(CWTS)
3 Components of NSTP :
1 ROTC – designed to provide military training to motivate equip organize and mobilize the youth for national
Defense preparedness,
-- Instill patriotism, moral values, respect for rights of civilians and adherence (observance, follow)
To the constitution.
2 LTS - designed to train students to teach literacy and numeracy skills to schoolchildren, out-of-school youth
(OSY)
3 CWTS – designed to involve students activity in activities contributory to the general welfare and betterment
of life in the community

Leading Govt. agencies who acts as implementors/monitor’s of NSTP:
1. Department of National Defense ( DND )
2. Commission On Higher Education ( CHED )
3. Technical Education and Skills Development Authority ( TESDA )
R. A. NO. 7077 ---- ROTC Law
Coverage of the NSTP Law:

 All students male and female enro0lled in any Baccalaureate degree ( 4-5 years course) or 2-years
technical courses
 Any public or private schools
 Must complete one NSTP component of their choice for 2 semesters as a graduation requirement.
 All tertiary and technical – vocational institutions private or public must offer at least one NSTP
component
 State Universities and Colleges (SUC) must offer ROTC and at least one NSTP component, either LTS or
CWTS

Not Covered (exempted) by NSTP Law:

 Philippine Military Academy ( PMA )


 Philippine Merchant Marine Academy ( PMAA )
 Philippine National Police Academy ( PNPA )

350 student cadets → required number in order that private higher institutions and tech-vocational
educational institutions may offer ROTC and consequently establish/maintain
Department of Military Science and Tactics subject to AFP rules.

NSTP – CWTS Vision:

 To train students to become innovators (a person who introduce something new) of social change
with excellence
 To became leaders with integrity, competence , and commitment to render public service to the
community
 To develop in the youth the value of patriotism and national pride discipline and work and
volunteerism

NSTP – CWTS Mission:

Aims to promote and integrate (to unite complete) values education transformational leadership, and
sustainable social mobilization for youth development, community building by:

 Providing relevant activities that will contribute to the physical intellectual, spiritual, and social
development of students
 Inculcating in students the values of leadership, patriotism and social responsibility

 Training students to become project planners, designers and managers of innovative and sustainable
community service oriented projects
 Conducting capability enhancement for civic welfare services geared toward preparing the youth to
become social entrepreneurs, volunteers that serves the community for progress
 Closely working with a network of organizations within and outside the higher education institution
 Creating opportunities where students can render direct service to the community

NSTP – CWTS Core Values

NSTP – CWTS Minimum Standards

1) NSTP-CWTS is a 3 unit, non-academic course for students


2) The minimum standard for NSTP is the development of the common and specific modules set forth in the
Implementing Rules and Regulations
3) Span a total of 83 training hours for 2 semesters and include seven topics and a scope of instructions as
follows :
a) Self – awareness and values development deal with the nature of self, personal development roots of
Filipino character, nationalism and patriotism and good Filipino citizen values
b) Leadership training, concepts of leadership human behavior, communication, motivation team work,
time management and decision making
c) Dimension of development clover global, national and socials issues on health, education
entrepreneurship (business) recreation morals of the citizenry and other social welfare concerns such
as voter’s education and poverty alleviation
4) Community exposure (tourism, parks) and community building
5) Community needs assessment (lack of roads, schools, bridges, etc)
6) Community Services on drugs, health, environmental education

Patriotism → one’s love of country

Nationalism → devotion/advocacy to national interest

→ Zealous adherence to one’s nation’s policy

Mental Exercise Activity

I. Identification
1. The President that signed R. A. 9163 into Law.
2. The Law that governs the compulsory implementation of ROTC in tertiary education.
