FOREWORD
PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplemented by national and international
standards where appropriate. The key objective of PTS is to ensure standard technical practice
across the PETRONAS group.
Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.
Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.
In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.
PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording
or otherwise) or be disclosed by users to any company or person whomsoever, without the prior
written consent of PETRONAS.
The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information
to PETRONAS that this requirement is met.

ANNOUNCEMENT
Please be informed that the entire PTS inventory is currently undergoing transformation exercise
from 2013 - 2015 which includes revision to numbering system, format and content. As part of this
change, the PTS numbering system has been revised to 6-digit numbers and drawings, forms and
requisition to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and
where required make reference to other PTS in its revised numbering to ensure consistency. Users
are requested to refer to PTS 00.01.01 (PTS Index) for mapping between old and revised PTS

1.0 INTRODUCTION
This PETRONAS Technical Standard (PTS) serves as a standard manual for the development
of PTS. All PTS developers and reviewers must fully understand this PTS and apply its
guidelines when developing new or reviewing current PTS
1.1 SCOPE
This PTS stipulates policies and specifies rules and standards for writing and maintenance of
PTS. It is applicable to all PTS created or revised after the issue date of this manual.

The PTS documentation process from initiation, preparation, verification, review, approval
until endorsement must be followed to meet the requirements of ISO 9001: 2008. The
descriptions of these requirements are detailed out in PETRONAS Technical Standards
Management Procedure. In addition, the document functions as an instrument to ensure
that work processes are followed and understood by all staff involved in the PTS Document
Management Process within the organization.
The Index to PTS 00.01.01 shall be issued at least annually. It shall identify the latest edition
of the indexed PTSs and update the current status of the PTS.

PTS documents are exclusively classified as Technical Specification and are meant for
internal and authorised external distribution.
Note: Technical Specifications aim mainly at a basis for understanding between the Owner, Contractor and Supplier providing
detailed requirements to be satisfied by a product, a material or a process and indicating the criteria to judge compliance.

Other documents such as Requisitions (R), Standard Forms (F) and Standard Drawings (D) are
identified by the respective codes in PTS 00.01.01 and PTS 00.11.01
i. REQUISITION (R)
Requisitions provide the engineering information required for the procurement of
equipment and materials.
Every PTS layout and basic content structure is standardized and further explained in
(Appendix 1). The basic requirements for the editorial and typographical requirements are
given in (Appendix 2). Word processor settings are described in (Appendix 3).

5.1.1 Requirements shall be clearly specified in a concise and logical manner in order to avoid any
possible misinterpretation to ensure that requirements specified meets the minimum
standards while minimising the needs for variations The basis for a requirement should not
be stated unless considered essential to understand the requirement. There shall not be
inconsistencies between one section of text and another or between one PTS and another.
Inclusion of information that is expected to be known by the intended user should not be
included
5.1.2 PTSs shall not be ambiguous where requirements and specifications could vary according to
situation unless the variations and its differing applications are clearly defined. In such cases
if a decision is required in selecting a requirement or specification the Action Item approach
should be used as described in Appendix 1 Section 3.7 where the decision is made by the
respective discipline Technical Authority
5.1.2 Where possible it is recommended to tabulate and illustrate requirements for better clarity.
However the use of photographs are not allowed as the quality of the image may vary and
affect the overall quality of the illustration.
5.1.3 The use of the terms “shall” or “must” indicates a requirement and “should” or “may”
indicates a recommendation and these terms to be used by the authors to differentiate
between a requirement and recommendation.
Any specific reference to Process Safety Requirements (PSR) shall be given emphasis and not
allowed to be deviated. When such process safety requirement term is used in any phrase /
sentence/ paragraph, it shall be indicated as bold shall with bracket symbol in bold (PSR) in
superscript as per example below:
“Valves controlled by Safety Instrumented System (SIS) and used either for isolating or for
depressurizing the plant under emergency conditions shall (PSR) be sized and selected fully
based on the process requirement with considerations of safety factors”.
5.4.1 Copying of sections from external standards shall be avoided. However when an external
standard is adopted and amendments or supplements are required, the author shall rewrite
the required amendments or supplements without making any reference to specific clauses
of the external standards. It would serve as a “stand alone” document that indicates the
additional technical requirement over and above the adopted standard.
5.4.2 Copying of sections from other PTSs or from PETRONAS internal guidelines and manual
should be avoided. Making references to PETRONAS internal guidelines and manuals shall be
avoided as these documents are not made available to external parties.

5.4.3 When making reference to an external standard, the following hierarchy of preference shall
be adhered to:
i. International standards;
ii. Regional standards;
iii. Local statutory & regulatory requirements;
iv. Industry standards.
Referenced standards shall only be identified by the specific number of the standard and
shall not include the title of the standard. Following are examples of making references in
text for International Standards and PTS
International Standards:
PTS:
“The overall design of the Antisurge Control System shall comply with PTS 14.10.03. The
scope of supply of the Vendor shall be consistent with Option F as per Section 3.1 of PTS
14.10.03”.
All referenced standards and other relevant references shall be cited in the Bibliography
section under its own heading. It shall begin with internal standards e.g. PTS and standard
drawings, requisitions and forms. This is followed by external standards arranged in
alphabetical order e.g. American, British, European, German, International etc. External
standards shall be followed by the address where the standards can be obtained. Lastly
other references shall be included e.g. Books, websites etc. .
5.4.7 When making references to other relevant material such as books websites etc. ISO 690 shall
be used as guide for referencing other materials.
References to external standards for execution should not be mixed within the PTS unless
the intent is not to override. For example if design codes are ASME, the welding detail or
material of construction shall not be as per BS standards. However some component design
is not indicated in ASME it may be considered from other codes/standards if
PTS shall only specify technical requirements and refrain to making any references to
commercial arrangements such price, warranties, guarantees etc.

PTS shall not include any specific material that may infringe on any party’s copyright. If prior
written permission is obtained from the copyright holder the specific materials can be
included into the PTS
PTS that are meant for external distribution i.e. Technical Specifications shall not contain any
PETRONAS propriety information
5.10.1 PTS distribution is restricted to PETRONAS Group of Companies and for joint ventures where
PETRONAS has more than 50% shareholding and/or operational control, unless otherwise
authorised by PETRONAS.
5.10.2 The Contractor shall determine as acceptable for use, the more stringent of requirements be
it of PTS or of existing national and/or local regulations or a combination of requirements
with regards to safety, environmental, economic and legal aspects. In order to comply with
national and/or local regulations, the Contractor shall inform the Owner of any exception
from the requirements in PTS. In order to follow PTS as closely as possible, the Owner may,
in turn, negotiate with the Authorities concerned.
Where cross-references to other parts of a PTS are made, the referenced section number
should be shown in brackets.
Values specified shall be made clear whether they are nominal, maximum or minimum
values or are subject to tolerances.
The International System of Units (SI) and PTS 00.01.04 shall be applied in PTS
For PTS that are classified as Technical Specification, it is required to tabulate a key design
mapping of specific design parameters/requirements that serves as technical basis to meet
the specified design performance. The key design mapping shall be recorded in APPENDIX 7
in accordance with the PTS Management Procedure and submitted to PTS Administrator as
part of the submission process. The key design mapping shall be made available in PTS site
on AXIS in a separate file for user reference.

The title page indicates the PTS title, PTS number and PTS date. The title page also includes a
standard copyright statement.

3.2 FOREWORD
The foreword is standardized for all PTSs. It has been carefully worded and endorsed by GTS
Management. It shall not be changed unless agreed to by GTS Management and, if
necessary, endorsed by PETRONAS T&E Legal Unit.
The table of contents shall list sections and subsections only Appendices shall be listed in the
table of contents.
3.4 INTRODUCTION
This section provides a summary of the purpose of the PTS. It shall consist of up to three (03)
subsections namely, Scope, Glossary of Terms and Summary of Changes, depending on
applicability. These subsections shall be preceded with an introductory statement or
statements that state the purpose of the PTS. If a PTS is adopted from an external standard,
the introductory statement may read: “This PTS is adopted from XX Standards with
exceptions . . .” Otherwise, the introductory statement could read: “This statement was
initiated (state reason) . . . .”
3.5 SCOPE
Every PTS shall contain a scope that specifies the extent the subject matter covers and
specific exclusions it should be a statement and should not contain requirements. A typical
scope is as follows: This PTS specifies requirements and gives recommendations for .......
......... ......... ........ ........ ....................... ............ and is valid for operating pressures up to
.......… Applications in which the operating temperature can fall below minus 10 °C are
excluded from the scope of this PTS.
The following standard clause shall be used: “Refer to PTS Requirements, General Definition
of Terms & Reading Guide PTS 00.01.03 for General Definition of Terms”
Definitions of words (normally technical terms) that are used in the PTS that requires
defining shall be included here. Words that are only used in a limited part of the PTS should
be defined at the first place of use rather than here.
Abbreviations that are not commonly used shall be provided. These may be combined with
the specific definitions (3.6.2). If the abbreviations are only used in a limited part of the PTS,
it should be defined directly in the main text
If the PTS is constructed such that a list of Action Items is considered necessary, a
description of what these mean shall be provided.
In applying this PTS, items that require information to be provided or a decision to be made
are indicated in open and closed brackets with AI (Action Item) followed by a running
number starting with 1 in superscript placed at the end of the closed bracket. A summary
list of all such “Action Items” is given in APPENDIX.....
For PTS that are revised, it is required to only indicate the paragraph where the changes
have been made i.e. “The previous edition of this PTS 12.XX.XX (Month, Year) has been
revised and changes to the following paragraphs have been made: 1.2, 3.4, etc.”
If the PTS has undergone major changes to content and format, the following statement
shall be used i.e. “This PTS 12.XX.XX replaces PTS 12.XX.XX (Month, Year)”
For new PTS, the following statement shall be used i.e. “This is a new PTS”
Development of the main text shall adhere to specific rules as stated in section (5) of this
PTS. Editorial and typographical requirements that needs to be adhered to is stipulated in
(Appendix 2)

Appendices are meant to serve as additional reference which is not practical to be included
in the main text. List of Appendices shall be included in the table of contents.

1.0 GENERAL
This appendix describes the editorial and typographical requirements for PTS.
All PTSs are written using Microsoft Word 2010. Please refer to Appendix 3 for word
processor settings.
Section numbering and further divisions of the section shall be carried out in the following
way:
All paragraphs should be numbered, unless the subsequent paragraph refers to the same
point. Use of Roman Numerical (i., ii. iii. etc.) followed by alphabets (a), b), c) etc.) if
necessary shall be used with a single tab where appropriate to highlight sub points at the
author’s discretion.
Notes shall be used to provide additional information or reference to a subject or clause and
should immediately follow the respective subject or clause. Notes should be introduced by
the word "NOTE(S):" in capital letters, point size 8, not in bold type. If there is more than one
note to a subject, the notes shall be numbered in roman numerical
All tables, figures and illustrations shall be referenced in the text. Such references should be
made by use of the number with the description, e.g. "Figure/Table 1: “Description”.
The methods of numbering shall be based on the section that the table, figure and
illustration appear i.e. Table 2.1, 2.2 etc. If content of tables/figures is copied from other
standards/codes/practices, please quote source. In quoting source, permission would have
been sought from the respective standards/codes publisher.
The table header is to use this colour as shade (Olive Green, Accent 3, Lighter 60%)
It is not recommended to use chemical symbols directly in the text instead it should be
written out in full except when used in a formulae.

Standard Drawings are to be referenced instead of it being directly used in the PTS. When
referencing to drawings it shall be indicated in the bibliography (title & number)

The use of capitalisation is to be avoided accept when used for proper nouns and where
