2023 Template

Temporalities or temporal goods are the secular properties and possessions of


the church. The term is most often used to describe those properties that were
used to support a bishop or other religious person or establishment.
The Administration of Goods
Excerpts from Canon 1273 - 1289

Can. 1282 All clerics or lay persons who take part in the
administration of ecclesiastical goods by a legitimate title are
bound to fulfill their functions in the name of the Church
according to the norm of law.

Can. 1283 Before administrators begin their function:

1/ they must take an oath before the ordinary or his delegate


that they will administer well and faithfully;

2/ they are to prepare and sign an accurate and clear inventory


of immovable property, movable objects, whether precious or
of some cultural value, or other goods, with their description
and appraisal; any inventory already done is to be reviewed;

3/ one copy of this inventory is to be preserved in the archive


of the administration and another in the archive of the curia;
any change which the patrimony happens to undergo is to be
noted in each copy.

Can. 1284 §1. All administrators are bound to fulfill their


function with the diligence of a good householder.

Temporalities

According to Canon Law, "The Catholic Church has the


inherent right, independently of any secular power, to acquire,
retain, administer and alienate temporal goods, in pursuit of its
proper objectives. These proper objectives are principally the
regulation of divine worship, the provision of fitting support for
the clergy and other ministers, and the carrying out of works of
the sacred apostolate and of charity, especially for the needy."

The Temporalities Ministry lives to this mandate of the Church. It is
responsible for assisting in the administration of temporal goods of
the parish. It shall assist the Parish Priest in the administration of the
physical properties of the parish and the conversation of other
temporal goods belonging to the parish.

ROLES:

1. Directly supervise all constructions, repair, and maintenance of


the parish church and diocesan owned chapels.
2. Maintain an exact inventory of all material possession of the
parish church, including all chapels (e.g. statues, sacred
vessels, vestments, linens, etc).
3. Conduct a periodic inventory of all material possession of
the parish church, including all chapels.
4. Monitor at regular periods the cleaning and maintenance of the
parish church.

FUNCTIONS:

1. To help the Parish Priest administer the temporal goods of the


parish
2. To assist the Parish Priest administer in the titling of all the real
estate properties of the parish
3. To assist in the support and maintenance of the Church and the
rectory facilities, funding of parish programs and other temporal
needs of the parish.
4. To help the Parish Priest conduct activities to generate local
resources for the parish
5. To assist the Parish Priest in the supervision and coordination of
parish construction projects and improvement
6. To assist the Parish Priest in maintaining an Inventory of all
Church properties in the parish. An inventory should be made
with every outgoing and incoming Parish Priest.
7. To coordinate with and assist the Archdiocesan Commission on
Temporalities regarding temporal matters of the parish.
8. To establish a management information system to include
specifically the directory of parishioners for pastoral purposes, in
consultation with the Archdiocesan Finance Council.
9. To require religious organization engaging in fund raising
activities to seek approval from the Parish Priest and to account
and submit reports to the Commission on Temporalities
