Corrosion processes are internal and hard to fully assess without destructive

testing.

In summary, the limited information and testing in this report introduces too much
uncertainty and residual long-term performance risk compared to replacing the
foundation to reliably meet needs over its expected functional lifespan. A new
design is recommended.

Dear

Please find attached the (CRL) and summary report for the NDT assessment conducted
on the existing EDG foundation at the Ar-Razi plant in Al Jubail.

As requested, I have reviewed the test results and documentation provided . Based
on my review, the reported compressive strengths of the in-situ concrete through
UPV and rebound hammer testing do indicate medium to good quality concrete.

However, upon closer examination of the reinforcement corrosion survey results from
the half-cell testing, I have some questions and concerns that are documented in
the attached CRL for your review. The half-cell readings suggest active corrosion
is present to some degree, which was not fully addressed in the conclusions and
recommendations of the original report in my opinion.

I would appreciate if we could discuss the reinforcement corrosion findings and

implications in more detail. Depending on our discussion, I may have some
additional testing or investigative recommendations to provide more clarity before
determining the suitable refurbishment or replacement approach.

Please let me know your availability for a discussion. I'm happy to explain my
perspective in more detail or clarify any part of the attached documents. Thank you
in advance for your time and consideration on this matter.

The concrete's strength appears to be suitable for the current requirements;

however, there have been unforeseen issues detected in the reinforcement, which
warrant further investigation and detailed questioning in the CRL.
