REBATE QUESTIONS
Q: Does the EA or SO receive the $200 Energy Advisor portion of the Energy Advisor Support
Rebate directly from the client, the builder, FortisBC, or other?
A: The EA or SO submitting the online application form will receive the $200 EA portion of the rebate
directly from FortisBC.
A: There is $1000 in rebates provided through this program to support market transformation:
• The $800 portion of theEA Support rebate goes to the builder to offset their cost of hiring and
working with a professional registered EnerGuide Rating System energy advisor.
• $200 portion of the EA Support rebate goes to the EA or SO to compensate the time involvement
in submitting applications and providing professional services as the liaison between the builder
and the rebate program.
Q: Are there rebates available to builders working in municipalities with existing (new home)
incentive programs?
A: Yes. The FortisBC New Home Program is designed to complement other incentive programs available
for new construction. The builder and EA/SO should confirm that the project meets all eligibility
requirements for each incentive program.
Q: For the City of Vancouver and other local governments that require Step 3 (or higher), what
rebates and incentives are available?
A: Projects in the City of Vancouver are eligible for Step 3, 4 and 5 rebates as well as the fireplace, DWHR,
connected thermostat, and gas dryer rebates. In municipalities where Step Code 3 or higher has been
mandated, projects are eligible for Step Code rebates for therequired step level or higher - plus fireplace,
DWHR, connected thermostat, and appliance rebates. For example, if a municipality has adopted Step 3,
projects are eligible for Step 3, 4 or 5 rebates. If a municipality has adopted Step 4, projects are eligible for
Step 4 or 5 rebates. Until December 31, 2022, the $800 builder portion and $200 energy portion of the EA
support rebate is also available.
Q: For attached homes that meet the program eligibility requirements and are modelled as
individual units (with Homeowner Information Sheets and ERS labels produced for each unit), how
will the incentives be paid out?
Q: How does an Energy Advisor apply for the High-Efficiency Water Heaters and Additional rebates
on behalf of the builder?
A: The online application form provides an option for the EA to apply for the High-Efficiency water
heaters (only when the project achieves Step 1 and utilizes a FortisBC energy source) and additional
rebates (fireplaces, dryers, washers, drain water heat recovery systems and connected thermostats).
A: Yes. A homeowner builder can access the rebates, as long as they are also a licensed residential builder.

Q: Where are the program terms and conditions and application forms accessed?
Q: How do EAs and SOs access the training webinar and quiz?
A: The training webinar and quiz will be sent directly to all registrants to the FortisBC New Home Program
Webinar or can be accessed by emailing [email protected].
A: Yes. The N file Homeowner Information Sheet is required to be submitted/uploaded for the FortisBC
Home Performance (Step Code) rebate and Water Heater rebate (if applied by the Energy Advisor). At the
N file stage, the HOT2000 file is required to be submitted to the SO and NRCan.
Q: Do EAs have to register individually for each SO they work for, or is one registration enough?
A: If EAs work with more than one SO, they should be registered with NRCan with each SO.
Q: What are the energy modelling requirements for attached homes (e.g. townhomes/row homes)?
A: The project requires a FortisBC energy source is used for the primary space heating and domestic water
heating. "Primary heat source" means the system supplies at least 70% of the space heating system load
(SHSL) for the property.
Refer to the New Home Program Bulletin 1 for further details on the modelling approach and submission
requirements.
A: EAs and SOs can select a FortisBC representative's name on the online application form. FortisBC
representatives consist of Energy Solutions Managers (gas) and Energy Efficiency Representatives
(electric). A list of ESMs can be found here. This optional field on the application form helps the New
Home Program team with internal reporting.
Q: Is there any liability to the EA's with the Applicant Declaration form?
A: All EAs and SOs should read and understand the meaning and intent of the Applicant Declaration form.
The Applicant Declaration grants legal permission for the EA or SO to act as the Applicant's agent in all
matters related to the New Home Program including:
• Signing applications and program-related documents
• Providing information to FortisBC
EAs and SOs should ensure that they have appropriate general liability and errors and omissions insurance
and take care and due diligence in the provision of information on behalf of builders.
