BERNARDO Vice Chairman and Executive Officer National Police Commission Dear Chairman Afio: This pertains to the proposed revision of the Philippine National Police Memorandum Circular (MC) No. 2021-031 dated March 21, 2021 entitled, “Revised Rules and Regulations in the Conferment of Authorized Awards, Decorations, Service Medals, Ribbons, and Badges of the Philippine National Police.” The revision aims to provide prompt issuance of awards and recognition to deserving PNP personnel, The draft revised MC underwent series of Technical Working Group meetings to make it more responsive and suitable to the requirements of police work Likewise, the National Headquarters Special Promotion, Awards, and Decorations Board (NHQ SPADB) ensured its conformity to the specified standard and custom of the PNP. The salient provisions under this proposed revision are the following: a. Arrangement of the outline of the MC according to the standard format; b. Organization of Area Police Command SPADB and Internal Affairs Service SPADB; c. Designation of alternate members to the principal members of the SPADBs to ensure the regular conduct of meeting and deliberation in the absences of the latter; d. Creation of Minor Awards and Decorations Boards (MADBs) in the NHQ and District Offices of National Capital Region Police Office that shall evaluate the recommendation for Minor Awards; @. Provision of specific schedule of deliberation for SPADBs and MADBs to eliminate the backlogs in the deliberation for issuance of awards; f. Provision of the manner of the conduct of deliberation; Use of clarificatory statements before enumerating the established criteria for conferment of awards; h. Revision of some criteria for certain awards; i. Inclusion of “Medalya ng Paglilingkod Laban sa Kriminalidad” under NAPOLCOM Resolution No. 2016-249; Inclusion of Medalya ng Kapayapaan under PNP MC 2019-048; Establishing timetable for the processing of awards within a specific period from the originating unit to the decorations board concerned and approving authority; |. Inclusion of the Parliamentary Procedures in deliberating recommendations for awards; and m. Inclusion of a Penalty Clause In this regard, respectfully request confirmation of the aforementioned MC. Approved Memorandum dated July 15, 2015 with subject: “Proposed Composition of the NHQ Special Promotions, Awards and Decorations Board (SPADB)"; and n. PNP Manual PNPM-DHRDD-D-0-3-8-14 (DHRDD) “Human Resource and Doctrine Development Manual” September 2014. 2. RATIONALE: The National Police Commission (NAPOLCOM) and the Philippine National Police (PNP) are mandated to provide policies that prescribe the minimum standards of awards and medals to honor the personnel of the PNP pursuant to Section 14 (m), and Section 69 of RA No. 6975. Hence, the PNP adopted a policy that prescribes the rules and regulations in the conferment of authorized awards, decorations, service medals, ribbons, and badges to the personnel of the PNP, friendly forces, and force multipliers. This MC aims to: a. Establish guidelines and procedures in the submission, processing, and deliberation of recommendation for awards and institutionalize prompt recognition of PNP personnel, friendly forces, and force multipliers; b. Enable the PNP National Headquarters (NHQ) Special Promotion, Awards, and Decorations Board (SPADB) to properly and objectively evaluate recommendations for special promotions and major awards; c. Create a Minor Awards and Decorations Board (MADB) that shall evaluate the recommendations for minor awards; d. Inspire and promote the spirit of heroism, dedication, hardwork, devotion to duty, instill morale and welfare, and commitment to public service among the PNP personnel; and e. Ensure fairness and consistency in the conferment of appropriate awards to deserving PNP personnel, friendly forces, force multipliers, and civilians and institutionalize the spirit of prompt recognition. 3. SITUATION: The conferment of awards is a significant undertaking of the PNP leadership to recognize the accomplishments and performances of the members of the PNP. Page 2 of 41 The PNP needs to amend the existing PNP MC in pursuit of a responsive policy for a more systematic and timely conferment of authorized awards, decoration, service medals, ribbons, and badges 4, PURPOSE: This MC prescribes the rules, regulations, standards, guidelines, and procedures in the conferment of appropriate awards for outstanding achievement and/or performance of any member of the PNP, friendly forces, and force multipliers. 5. DEFINITION OF TERMS: a. Above and Beyond the Call of Duty — is the voluntary, conscientious, civic, and legal undertaking that is beyond a police officer's basic tasks. It is characterized by the necessity to save life and property by one's sense of righteousness involving a high risk of life. At times, this undertaking may be complementary to an existing activity performed by another person, group, or agency. Nonetheless, its value does not diminish in any way. b. Armed Confrontation — refers to a hostile confrontation between the police and enemy forces or lawless elements. c. Award — refers to a medal or ribbon with a corresponding General Order conferred to an individual in recognition of acts of gallantry or heroism, meritorious service, or skill proficiency. d. Board — is a group of persons who have the power to deliberate and recommend to the approving authority for the granting of awards. e. Civilian Volunteer — a member of a communitylcivic organization who assists the PNP in the enforcement of the law, prevention of crime, and maintenance of peace and order. Likewise, any person who renders voluntary service to the PNP for a period of time or during a specific police action to suppress or prevent crime. f. Conspicuous — clearly distinguished above others in the performance of one's duty. g. Course — shall be defined as a type of training which aims to develop the knowledge, attitude, values, and skills among the participants. The program contains several modules which deal with the different areas of the skills to be taught. A regular course usually contains at least 80 training hours or equivalent to 10 days. A particular training, in order to qualify as a course, must have an assessment test or evaluation as part of the course requirement h. Eminently - is high in merit characterized by a high degree of performance of one's duty. i. Enemy Forces ~ refer to the members of terrorist groups such as the Communist Party of the Philippines, New People's Army, National Page 3 of 41 Democratic Front, Abu Sayaff Group, Islamic State of Iraq and Syria, and Bangsamoro Islamic Freedom Fighters, and members of the armed forces of the enemy state. Force Multipliers — are members of civil security forces such as licensed private security guards, company guards, barangay tanods, Barangay Peacekeeping Action Team, Pulis sa Barangay, other civilian volunteer/groups, to include other Government Security Personnel such as airport security, port security, security in economic zones and the like. . Foreign Security Forces — refer to uniformed personnel of friendly foreign nations. Friendly Forces — refer to the members of the Armed Forces of the Philippines (AFP), Bureau of Jail Management and Penology, Bureau of Fire Protection, Philippine Coast Guard, National Bureau of Investigation, Philippine Drug Enforcement Agency, and personnel of other government agencies with law enforcement functions. Good Deeds - refer to an act, or any activities connected in the performance of one’s duty or accomplishment of one's mandate which is conducted extra-ordinarily, accomplished with out-of-the-box techniques beyond and above the normal duty, which includes a seffless act of doing something good for another involving compassion, kindness, unconditional love, understanding, volunteerism, help, and consideration for the welfare and well-being of others. Heroism — refers to specific acts of bravery or outstanding courage or a closely related series of heroic acts performed within a short period of time. Humanitarian Aids/Missions — refer to any civil-military operationicivic actions of friendly foreign nations conducted jointly with the PNP such as medical and dental missions and other similar undertakings other than disaster response Immediate Medical Attention/Surgical Treatment — refers to the medical intervention given to the PNP personnel in a critical or emergency situation after police operations that needs urgent medical management or interventions in accordance with universally accepted health standards Interim Awards — awards that can be initially issued to PNP personnel while awaiting the appropriate higher award to be signed by the approving authority; a lesser PNP medal given to PNP personnel pending final action on a recommendation for a major award Light Weapons - are: Class A Light Weapons which refer to self- loading pistols, rifles and carbines, submachine guns, assault rifles, and light machine guns not exceeding caliber 7.62mm which have fully automatic mode; and Class B Light Weapons which refer to weapons Page 4 0f 41 designed for the use of two (2) or more persons serving as a crew, or rifles and machine guns exceeding caliber 7.62mm such as heavy machine guns, handheld under barrel, and mounted grenade launchers, portable anti-tank guns, recoilless rifles, portable anti-aircraft missile systems, and mortars of caliber of less than 100mm. Line of duty — refers to the involvement of the PNP personnel in actual police operations in accordance with PNP Operational Procedures. This shall also include the circumstances when a PNP personnel is going to and coming back from his/her office or place of abode Major Awards — awards ranging from Medalya ng Katapangan to Medalya ng Kagitingan for operational awards, and awards ranging from Medalya ng Pambihirang Paglilingkod to Medalya ng Katapatan sa Paglilingkod for administrative awards Operational Awards Administrative Awards Medalya ng Kagitingan Medalya ng Katapatan sa Paglilingkod Medalya ng Kabayanihan Medalya ng Katangitanging Gawa Medalya ng Katapangan _—_—‘ Medalya ng Pambihirang Paglilingkod Major Projects — involve operational and administrative undertakings that will contribute to the improvement of capabilities and the quality of police services. Major Responsibility — duty of such character that is an exceptionally meritorious service that contributes to a high degree to the success of the PNP organization as a whole. Medal - refers to the distinctive piece of metal and ribbon that constitutes the tangible evidence of an award. Meritorious Achievement — is a praiseworthy accomplishment, with easily discernible beginning and end and carried through to completion The length of time involved is not a consideration but speed and impact of accomplishment may be a factor in determining the worth of the undertaking Meritorious Service — praiseworthy execution of duties over a period of time. Service differs from achievement in that service concems a period of time while achievement concems an enterprise having a definite beginning and end but not necessarily connected with a specific period of time. Minor Awards — awards ranging from Medalya ng Katangitanging Asal to Medalya ng Kadakilaan for operational awards, and awards ranging from Medalya ng Pagkilala to Medalya ng Kasanayan for administrative awards, Operational Awards Administrative Awards Medalya ng Kadakilaan ‘Medalya ng Kasanayan Page 5 of 41 Medalya ng Kagalingan Medalya ng Pagkilala Medalya ng Papuri Medalya ng Sugatang Magiting Medalya ng Ugnayang Pampulisya Medalya ng Katangitanging Asal aa.Overwhelming — extremely great in number, effect, or force. bb.PNP Decoration — refers to the awards, badges and other accoutrements worn by uniformed personnel when in proper PNP attire or uniform authorized under PNP and NAPOLCON issuances. cc. Qualification Badges — refer to badges issued by course owners given for specialized fields such as water surface operations, underwater operations, airborne, navigation, marksmanship, surveillance, electronics and technical expertise, special weapons, ordnance, explosives, chemical weapons, operations such as patrol, traffic, investigation, vice control, juvenile delinquency control; as well as administrative and auxiliary functions. dd.Risk of Life — is a life-threatening situation in an actual armed confrontation with armed enemies or lawless elements, during a fortuitous event, force majeure, or any other situation that may endanger the life of the victim and the PNP personnel involved. ee.Service Medal — is an award given to an individual who rendered service in a campaign operation in the PNP under certain conditions within a definite period of time. It is awarded generally in recognition of the honorable performance of duty during the campaign operation or service. ff. Service Ribbon — is a ribbon in color with the suspension ribbon of the service medal it represents, attached to a bar equipped with a suitable attaching device. A service ribbon is issued with each service medal. 99. Superior — refers to a greater number of manpower, advanced capability in firepower and equipment, and occupying an advantage position in the battleground. 6. GUIDELINES: a. General Guidelines 1) No award shall be given to PNP personnel for the mere performance of his/her usual duty. Medals may be given only if the performance of the said usual duty is exceptionally outstanding as compared to other personnel with the same duty, or it is extraordinarily difficult given the situation when and where it was performed; 2) When two or more PNP offices/units conducted joint operation or activity, the head of the lead unit may give an award to participants from the other units provided the head of the said supporting units has not given their respective personnel any award for the same activity/operation; Page 6 of 41 3) Regional Director, Police Regional Offices (RD, PROs) may give an award to members of the National Support Units (NSU) assigned within the region for any activity involving the said NSU personnel provided the Director, NSU concerned has not given them any award for the same activity; 4) Except in certain cases, Commander, Area Police Command (APC); RD, PROs; and Director, NSUs; District Directors; and Inspector General of the Internal Affairs Service (IG, IAS) shall avoid issuing medals without the corresponding resolution of the local Awards and Decorations Board; 5) Recommendations for the conferment of award can only be made by the Director/Head of Office with respect to the personnel under him. In no case shall a subordinate officer sign the recommendation on behaif of his/her superior officer; 6) An award for a Commander or an officer holding a key position for his stint or tenure to such designation or position shall be given only upon termination or relinquishment of such designation/position; 7) Should a person departing from an organization or installation desire to initiate a recommendation for an award in recognition of meritorious service of an individual who remains in the same organization or installation, he/she should have the recommendation in writing addressed to the Chief of Office/Unit or his/her own successor for that action when the individual recommended becomes eligible for consideration; 8) The issuance of minor awards for personnel who participated in the activities initiated by the National Headquarters shall be deliberated and recommended by the NHQ MADB; 9) The issuance of minor awards for personnel who participated in the activities initiated by the APCs shall be deliberated and recommended by the APC SPADB; and 10) In no case shall the Commander, APCs; RD, PROs; and Director, NSUs; District Directors; and IG, IAS issue awards to themselves. All awards intended to them shall be requested to the higher office with a corresponding resolution of respective SPADBS for deliberation of the appropriate Awards and Decorations Board and recommendation to the CPNP for his approval and signature. Specific Guidelines 1) Announcement of Awards a) Awards and decorations conferred by the President, Chairperson of NAPOLCOM, and CPNP, shall be announced and published in the form of a General Order (GO); and b) All other awards and decorations granted by the Commander, APG; RD, PROs; Director, NSUs; District Directors, and IG, IAS Page 7 of 41 shall be announced and published by their respective Commands. Report of inventory of awards issued shall be submitted weekly to the CPNP through the DPRM. 2) Frequency of the award For each succeeding deed, act, or achievement sufficient to justify the same medal, the following shall be observed: a) For Operational Awards A Bronze Spearhead Device shall be awarded for the second, third, fourth, and fifth succeeding awards. Further, a Silver Spearhead Device shall be worn for every five Bronze Spearhead Devices, as the case may be. For example, a medal with two Bronze Spearhead Devices indicates three issuances of the same medal, while a medal with two Silver and three Bronze Spearhead Devices indicates 14 issuances. b) For Administrative Awards A Sampaguita Leaf shall be awarded for the second, third, fourth, and fifth succeeding awards. Further, a Silver Sampaguita Leaf shall be worn for every five Bronze Sampaguita Leaves, as the case may be. For example, a medal with two Bronze Sampaguita Leaves indicates three issuances of the same medal, while a medal with two Silver and three Bronze Sampaguita Leaves indicates 14 issuances ©) For Miscellaneous Awards ABronze Star shall be awarded for the second, third, fourth, and fifth succeeding awards. Further, a Silver Star shall be worn for every five Bronze Stars, as the case may be. For example, a medal with two Bronze Stars indicates three issuances of the same medal, while a medal with two Silver and three Bronze Stars indicates 14 issuances. 3) Incentives for Awards a) Aside from the PNP Medals, each award shall be given the corresponding number of leave credits as follows: Medalya ng Kagitingan (PNP Medal of Valor) - Five Days Medalya ng Kabayanihan (PNP Heroism Medal) — Four Days Medalya ng Katapangan (PNP Bravery Medal) — Four Days Page 8 of 41 b) Medalya ng Kadakilaan (PNP Distinguished Conduct Medal) — Three days Medalye ng Kagalingan (PNP Medal of Merit) - Three Days Medalya ng Papuri (PNP Commendation Medal) - Two Days Medalya ng Ugnayang Pampulisya (PNP Police Community Affairs and Development Medal) - Three days Medalya ng Sugatang Magiting — (PNP Wounded Personnel Medal) — Two Days Medalya ng Katapatan sa Paglilingkod (PNP Distinguished Loyalty Service Medal) — Five days Medalya ng Katangitanging Gawa (PNP Outstanding Achievement Award) — Four days Medalya ng Pambihirang Paglilingkod (PNP Special Service Medal) — Four days Medalya ng Kasanayan (PNP Efficiency Medal) ~ Three days Medalya ng Pagkilala (PNP Recognition Medal) - Two days Medalya ng Mabuting Asal (PNP Good Conduct Medal) — Four days Medalya ng Paglilingkod (PNP Service Medal) ~ Four days Medalya ng Paglaban sa Maniiligalig (Anti-Dissidence Medal) — Three days Medalya ng Paglilingkod Laban sa Kriminalidad (Anti-Criminality ‘Campaign Medal) - Three days Medalya ng Pagtulong sa Nasalanta (PNP Disaster Relief and Rehabilitation Medal) — Three days Medalya ng Kapayapaan (PNP Peace Medal) ~ Four days Awards must be confirmed/converted by the issuing unit upon request of the PNP personnel concerned from the date of the issuance of the award onwards but not later than the last day of the next calendar year. Otherwise, such awards shall no longer be confirmed/converted Page 9 of 41 4) Conversion of Letters of Commendations to awards Conversion of five letters or certificates of commendation into Medalya ng Pagkilala shall be awarded to personnel of the PNP and must be applied for conversion in his/her present office/unit within two years from issuance thereof. In case of reassignment and the commendation has not been used for conversion into Medalya ng Pagkilala, the personnel shall secure a certification from his/her previous unit/office that the said commendation has not been applied for conversion. 5) Posthumous Award Awards of a medal/s may be made following the death of the person being honored in the same manner they are made for a living person, except that the orders and citations will indicate that the award is being made posthumously. In case an individual who distinguished himself/herself dies before the granting of an award to which he may be entitled, the award may nevertheless be made and the medal and certificate/citation may be presented within three years from the date of the act justifying the award thereof, to such representative of the deceased as the CPNP may designate. The eligible class next of kin are in the order of precedence: widow or widower, the eldest son, eldest daughter, father, mother, eldest brother, the eldest sister, or the eldest grandchild. 6) Presentations Medalya ng Kagitingan — the recipient of the said award will be directed to proceed to Malacafian Palace for the presentation of the award. The presentation will be made by the President of the Philippines, Chairperson of NAPOLCOM, and CPNP. 7) Medals other than Medalya ng Kagitingan a) The presentation of the medal to the person to whom it is awarded will be made in a formal and impressive ceremony, including when practicable, the attendance of troops. b) In the absence of orders to the contrary, the arrangement therefore and the presentation will be made by the RD or its equivalent. (c) In the act of presentation, a medal may be pinned on the clothing of the awardee, whether in uniform or civilian clothing or on the next of kin following the recipient's death; however, this will not be construed as authority for any person other than the individual honored by the medal to wear it. As an alternative to pinning the medal, especially to the next of kin, it may be handed to the recipient in an open decorative container. Page 10 of 41 d) The presentation to an individual, who is no longer in the service or to the next of kin, will, as a rule, be made at the PROs, PPOs, or station nearest the home of the recipient. 8) Interim Awards and Awards of Lesser Decoration a) To ensure that an achievement or service receives recognition, the appropriate authority should promptly award a lesser PNP medal pending final action on a recommendation for a major award b) The awarding authority will take the following actions concerning each recommendation for award or medal: (1) Approve/Disapprove; (2) If disapproved, consider the award of a lesser but appropriate medal; (3) Retain the recommendation in the Headquarters; and (4) Notify the initiator of the final action. 9) Manner of Wearing of Decorations The manner of wearing the aforementioned medals, badges, service ribbons, and/or miniatures shall be in compliance with Sections 14, 15 and 17 of NMC 93-018. Such may be worn on the following coat or blouse of the service uniforms: a) GOA Type “A” Uniform (Bush Coat); b) GOA Type *B" Uniform; ©) Full Dress Blue (Ceremonial Blue Uniform); d) Full Dress White (White Duck); and e) Mess Jacket The wearing of such uniforms will be based on the policies and guidelines for different command activities, occasions, or daily office attire. c. Organization and Composition, Schedule of Deliberation, Manner of the Conduct of Deliberation, Jurisdiction and Functions of the PNP SPADB, Categories and Types of Authorized Awards, and Criteria in the Issuance of Authorized Awards; A SPADB and its Secretariat shall be organized at the NHQ, APC, PROs, NSUs, and IAS. Page 11 of 44 1) Organization and Composition a) NHQ SPADB (15) TDHRDD Deputy, DPRM Deputy, DI Deputy, DO Deputy, DL Deputy, DPCR Deputy, DC Deputy, DIDM Deputy, DRD Deputy, DPL Deputy, DICTM. In the event that the Board is not able to convene on the scheduled meeting, it shall make the necessary adjustments to address the backlogs depending on the number of pending requests/applications for the issuance of awards. The Chairperson, SPADB and Chairperson, MADB through their respective Secretariats, shall ensure that there is no backlog in the deliberation of requests/applications for the issuance of awards as stated in the preceding paragraph SPADBs of APCs/PROs/NSUS/IAS must submit to the NHQ SPADB all recommendations for awards that fall under the jurisdiction of higher authorities within the accumulative period of 25 working days (CPS/MPS/Company/PFU/PIAS — 10 working days, PPO/Battalion/RFU/RIAS — 5 working days, PROs/NSUS/IAS — 10 working days). All applications for major awards be deliberated and endorsed by the NHQ SPADB to the proper authorities within the specified period of 60 working days starting from the preparation of reports by the requesting unit as prescribed in the timetable for the processing of awards, 3) Manner of the Conduct of Deliberation The conduct of deliberation by the SPADBs or MADBs must be preferably done physically (face-to-face), however, in the event that the situation does not permit the conduct of the same, it shall be done virtually in order to meet the mandated timeline. 4) Jurisdiction and Functions a) NHQ SPADB The NHQ SPADB_ shall deliberate and __ study recommendations for operational awards ranging from Medalya ng Katapangan to Medalya ng Kagitingan and for administrative awards ranging from Medalya ng Pambihirang Paglilingkod to Medalya ng Katapatan sa Paglilingkod. Page 16 of 41 It shall also recommend to the CPNP the issuance of Certificate of No Objection to PNP personnel applying for awards from other government agencies and non-government organizations, provided that the Secretariat shall present to the Board the complete background investigation and DLOD clearances of the applicant. There shall also be designated Sub-Boards that will conduct initial deliberation and evaluation of the applications for awards and special promotions from different PNP offices/units. The authority to designate the Chairperson and members of the Sub- Boards lies within the power of the Chairperson, NHQ SPADB. b) APC, PRO and NSU SPADBs (1) The APC, PRO, and NSU SPADBs shall deliberate and study recommendations for operational awards ranging from Medalya ng Katangitanging Asal to Medalya ng Kadakilaan; for administrative awards, Medalya ng Pagkilala and Medalya ng Kasanayan; and all of miscellaneous awards. (2) Aforementioned awards shall be evaluated by the APC, PRO, and NSU SPADBs en banc and its findings and recommendations shall be submitted to the Director, APCsINSUs or RD, PROs for approval and implementation. If the award falls under the jurisdiction of higher authorities, it shall cause its transmittal to the concemed higher authority (3) For NCRPO SPADB, all minor awards shall be evaluated by the Board except for Medalya ng Papuri for operational awards and Medalya ng Pagkilala for administrative awards wherein the authority to evaluate is delegated to the District MADBs, provided that if the personnel/applicant is assigned to the Regional Headquarters, it shall be the NCRPO SPADB that will deliberate the award. If the award falls under the jurisdiction of higher authorities, it shall cause its transmittal to the concerned higher authority. c) IAS SPADB The IAS, SPADB shall deliberate and study recommendations of its subordinate units for administrative awards ranging from Medalya ng Pagkilala to Medalya ng Kasanayan, and all miscellaneous awards except for Medalya ng Paglaban sa Maniiligalig (refer to the criteria for the Medalya ng Paglaban sa Maniiligalig). \ssuance of other awards not stated herein may be referred by the Board to the appropriate Awards and Decorations Board in the NHQ Page 17 of 41 d) NHQ MADB There shall be an NHQ MADB consisting of two groups which shall be called NHQ MADB-Alpha and NHQ MADB-Bravo, respectively. The NHQ MADB-Alpha shall deliberate and study all applications for administrative awards, which are the Medalya ng Pagkilala and Medalya ng Kasanayan, while the NHQ MADB- Bravo shall deliberate and study all applications for operational awards ranging from Medalya ng Katangitanging Asal to Medalya ng Kadakilaan. The NHQ MADBs shall accept recommendations for minor awards coming from the Command Group, Directorial Staff (D-Staff), Personal Staff (P-Staff), Special Staff (S-Staff) and minor awards intended to APC Commanders; RD, PROs; and Director, NSUs. Both MADBs shall also deliberate and study applications for miscellaneous awards. e) District MADBs (NCRPO) The District MADBs of NCRPO shall evaluate applications only for the award of Medalya ng Papuri for operational awards and Medalya ng Pagkilala for administrative awards. To qualify for the award, one must satisfy the following: (a.1)Must perform a singular act or deed of personal bravery and self-sacrifice to distinguish oneself above others in the performance of more than ordinarily hazardous service; (a.2) Actual armed confrontation with the enemy force or lawless elements; and (a.3) The act, if not performed, will directly and significantly affect the result of the armed confrontation. The following must be considered in the conferment of this award: (a.1.a)The recovered armaments and other pieces of evidence vis-a-vis the extent of the collateral damage as a result of the hostile confrontation and the neutralized enemy or lawless element; and (a.1.b) The act of self-sacrifice must be evident on the part of PNP personnel apparently resulting in the saving of other's life or lives in a hostile situation. (3) Medalya ng Paglaban sa Manliligalig (Anti-Dissidence Medal) (a) Awarded to: PNP uniformed personnel who performed active service for a continuous period of six months while undertaking an operation, campaign, or movement against dissidence. Subsequent issuance of this award shall be determined by the Board upon the termination of a particular anti-insurgency or anti-terrorism campaign plan within a specific area of responsibility; and (b) Approving Authority: CPNP; Commander, APCs; D, SAF; and RD, PROs. (4) Medalya ng Paglilingkod Laban sa Kriminalidad (Anti Criminality Campaign Medal) (@) Awarded to: PNP uniformed personnel who are assigned to PROs, Provincials/Districts/Cities/Municipalities/PCPs that registered significant improvement in the peace and order situation and have contributed to the successful implementation of an anti-criminality campaign for at least six months; and (b) Approving Authority: CPNP; RD, PROs. (5) Medalya ng Pagtulong sa Nasalanta (PNP Disaster Relief and Rehabilitation Medal) (a) Awarded to: PNP personnel, members of friendly forces, and foreign security forces who performed rescue, relief, and rehabilitation operations relative to natural or human- induced disasters (typhoons, floods, earthquakes, Page 31 of 41 volcanic eruption, conflagration, hostage situation, armed conflict and the like); and (b) Approving Authority: CPNP; Commander, APCs; D, NSUs; RD, PROs; IG, IAS. (6) Tsapa ng Natatanging Yunit (PNP Unit Citation Badge) (a) Awarded to: PNP units and their personnel who exhibited or satisfied any of the following: (a.1) Acts and services or exceptional devotion and fidelity to be endorsed by the Directorates concerned from the NHQ; or (a.2) Being adjudged as the best performing unit of the year to be endorsed by the Directorate for Operations; (b) Approving Authority: CPNP (7) Medalya ng Pagiilingkod sa Luzon (Luzon Campaign Medal) (a) Awarded to: PNP uniformed personne! with administrative and operational involvement in the campaign against criminality or insurgency in Luzon for a continuous period of at least six months. Awarded only once to personnel who met the aforementioned requirement; and (b) Approving Authority: CPNP; Commander, APCs; D, NSUs; RD, PROs; IG, IAS. (8) Medalya ng Pagiilingkod sa Visayas (Visayas Campaign Medal) (a) Awarded to: PNP uniformed personnel with administrative and operational involvement in the campaign against criminality or insurgency in Visayas for a continuous period of at least six months. Awarded only once to personnel who met the aforementioned requirement; and (b) Approving Authority: CPNP; Commander, APCs; D, NSUs; RD, PROs; IG, IAS. (9) Medalya ng Paglilingkod sa Mindanao (Mindanao Campaign Medal) (a) Awarded to: PNP uniformed personnel with administrative and operational involvement in the campaign against criminality or insurgency in Mindanao for a continuous period of at least six months. Awarded only once to personnel who met the aforementioned requirement; and (b) Approving Authority: CPNP; Commander, APCs; D, NSUs; RD, PROs; IG, IAS. (10) Mga Tsapa ng Kwalipikasyon (PNP Qualification Badges) (a) Awarded to: PNP personnel, friendly forces, and force multipliers who completed and graduated from Page 32 of 41 ‘competency training or specialized training courses that will be useful in the field of assignment, which will serve as a qualification of the personnel to be assigned to such unit and to hold a position relevant to his/her expertise; and (b) Approving Authority: Respective course owners in accordance with the governing circulars. (11) Medalya ng Kapayapaan (PNP Peace Medal) (a) Awarded to: PNP personnel who exhibited or satisfied the following: (a.1)For outstanding achievements significant to accomplishments in resolving armed conflict, rido, family feud, and other similar conflicts through negotiation or mediation as a) facilitator, b) mediator, c) negotiator in the settlement of agreement to promote peace or preservation of cultural gender sensitivity; and (2.2)As PNP representative in the implementation of government initiatives pertaining to programs for Disarmament, Demobilization, and Reintegration (DDR) of rebel forces as well as programs for Justice, Peace, Reconciliation, and Reparation/Rehabilitation of the victims of armed conflicts advocated and promoted by the United Nations or in an. international/national peace negotiating body, council, or Task Force in the realization or signing of a peace agreement between parties in conflict. (b) Approving Authority: CPNP; Commander, APCs; D, NSUs; RD, PROs. 7. PROCEDURES: a. Requirements: The office/unit commander of PNP personnel concerned shall submit their recommendation for awards, which will be supported by the following documentary requirements: 1) Endorsement signed by Office/Unit Director, with attached documentary requirements; 2) Office/Unit SPADB Resolution (for Major Awards); 3) Affidavit of witnesses/disinterested parties (for Major Awards); 4) Individual Participation of personnel in the form of Affidavit of Undertaking/Letter Orders; Page 33 of 41 5) Pictures/Captured photos with brief descriptions each; and 6) Documentary Requirements: For Operational Awards: After Operation Report shall include the following, if applicabl a) Spot, Progress, and Final Report/Special Written Report; b) Investigation Report; c) COPLAN/OPLAN; d) Warrant of Arrest/Search Warrant if covered by WA/SW; €) Inventory of seized evidence; f) Affidavit of arrest/seizures; 9) Sketches of the operational area; h) Information/inquest Resolution/Cases filed if there is; and i) Other documents included in the accomplishments. For Administrative Awards: After Activity Report shall include the lowing, if applicable: a) Letter Orders/Memorandum Tasking/Designation Orders of the personnel involved; b) Program of Instructions/ Modules/ Policies approved by CPNP; ©) Certificate of Recognition; d) Final Results of Competition (for sports and other competitive events) and Completion (for schooling or other completed activities) duly signed by the Overall Office Primary Responsible; and e) Other documents included in the accomplishments. b. Process Flow: 4) District MADB (NCRPO) a) Recommendations for minor awards in the NCRPO Districts shall be submitted to the District MADB Secretariat that will be responsible for ensuring the completeness of the documentary requirements; and b) If the award falls within its jurisdiction, its findings and recommendations shall be submitted to the District Director for approval and implementation. If the award falls within the Page 34 of 41 jurisdiction of higher authorities, it shall cause its transmittal to the concerned higher authority 2) NHQ MADB a) Recommendation for minor awards in the NHQ shall be submitted to the NHQ MADB Secretariat that will be responsible for ensuring the completeness of the documentary requirements; and b) If the award falls within its jurisdiction, its findings and recommendations shall be submitted to the CPNP for approval and implementation 3) APC SPADB a) The recommendation for award in the APC shall be evaluated by the APC SPADB en banc. If the award falls within its jurisdiction, its findings and recommendations shall be submitted to the Director, APC for approval and implementation. If the award falls within the jurisdiction of higher authorities, it shall cause its transmittal to the concerned higher authority; and b) Directors of the different APCs may also issue minor awards in recognition of a significant accomplishment or display of conspicuous act of devotion to duty by personnel under their respective area of responsibilities, provided, that similar award has not been issued by the immediate commanders (RD, PROs) for the said cognizable act. 4) PRO/NSU/IAS SPADB a) Recommendation for award shall be submitted to the PRO/NSU/IAS SPADB Secretariat that will be responsible in ensuring the completeness of the documentary requirements; and b) The recommendation for award shall be evaluated by the PRO/NSU/AS SPADB en banc. If the award falls within its jurisdiction, its findings and recommendations shall be submitted to the PRO/NSU Director/IG, 1AS for approval and implementation. If the award falls within the jurisdiction of higher +authorities, it shall cause its transmittal to the concerned higher authority. 5) NHQ SPADB a) Recommendation for award of the PNP personnel assigned with NHQ offices and those recommendations from the APCs, IAS, PROs, and NSUs shall be submitted to the NHQ SPADB Secretariat that will be responsible for ensuring the completeness of the documentary requirements. A duration of 25 working days (from CPS/MPS/Company/PFU/PIAS to PROs/NSUS/IAS) will be given to the requesting unit to complete the necessary Page 35 of 41 documents and be submitted to the SPS, MWD, DPRM for deliberation and evaluation of the Board; b) The Secretariat, NHQ SPADB, upon receipt of the applications for awards, shall immediately submit a request for validation signed by the concerned Sub-Board Chairperson to Intelligence Group (IG). The IG must submit the result of validation within 14 working days upon receipt of the requests from the respective Sub-Board Chairpersons. The Sub-Board may also conduct an ocular inspection within the given period. Upon receipt of the result of validation, the Sub-Board shall conduct deliberation within 3 working days and subsequently present to the NHQ SPADB en banc within 5 working days with the corresponding IG validation. (Please refer to the Timetable for the Processing of ‘Awards for NHQ SPADB); and c) The recommendations for award shall be evaluated by the NHQ SPADB en banc. If the award falls under its jurisdiction, its findings and recommendations shall be submitted to the CPNP for approval and implementation. If the award falls under the jurisdiction of major authorities, it shall cause its transmittal to the concerned major authority. Awards whose approving authority is the CPNP shall be resolved and be issued not exceeding 60 working days starting from the preparation of reports by the requesting party. Further, awards whose approving authority are the President of the Republic of the Philippines or the Secretary of the Interior and Local Government, shall be resolved and endorsed to NAPOLCOM not exceeding 60 working days starting from the preparation of reports by the requesting party. Furthermore, District MADBs shall submit an After Activity Report (AAR) to NCRPO SPADB while PRO and NSU SPADBs shall submit the same to NHQ SPADB not later than 3 working days after the conduct of deliberation for purposes of monitoring their activities and compliance with the existing provisions under this MC. Concerned MADB or SPADB shall be required by the proper authority to submit an explanation for any unreasonable delay in the processing of awards c. Parliamentary Procedures in the Conduct of Deliberation All Awards and Decorations Boards shall follow the procedures enumerated hereunder during the conduct of Board deliberations: 1) There shall be an invocation before the start of the meeting or deliberation; 2) The Head Secretariat shall check the attendance of the members to determine if there is a quorum before presentation to the Chairperson the number of attendees. There is a quorum when the number of members who are present is greater than the number of members who are absent; 3) If there is a quorum, the Chairperson shall call the meeting to order. No meeting or deliberation shall pursue without a quorum; 4) The Secretariat shall present the agenda for the approval of the Board. The agenda shall include the following: a) Approval of the minutes of the previous meeting; b) Matters arising from the previous meeting (If any); c) Deliberation proper; and 4) Other matters. 5) In case of disagreement among the members, the Chairperson shall divide the house and the members shall indulge in voting, thus, the majority rule will apply to resolve the issue; 6) All issues and concerns pertaining to approval, denial, or deferment of applications for awards and recognitions shall be resolved by the Board before proceeding to the next agenda; 7) After all the topics or agenda are presented and resolved, the Chairperson shall give his guidance; and 8) The deliberation shall be adjourned by the Chairperson through a motion from any member of the Board duly seconded by other members. 8. REPEALING CLAUSE: All PNP MCs andior issuances inconsistent with the provisions of this MC are deemed rescinded. Amendment or revision to this MC can only be done through an approved memorandum by the CPNP, copy furnished NAPOLCOM. Page 40 of 44 9. PENALTY CLAUSE: Any violation of this MC shall be dealt with in accordance with NAPOLCOM MC 2016-002, other applicable laws, and existing disciplinary policies. 10.
