Projects are given a rating score from 3 to -3 based on their contribution to each goal. Scores are calculated by multiplying ratings by goal weights. 4. Total scores are calculated and used to produce a ranked list of projects.

1. When all sectors have submitted their list of priority projects the
CPDC will assign a number to each project at random and enter the
project numbers at the head of the appropriate column in the GAM
form.
2. Invite various societal sectors or stakeholders to rate and rank the
projects. For best results, each stakeholder group should be
represented by not more than 3 persons. Alternatively, the members
of the TWGs shall group themselves into several small groups of not
more than 3 members. Assign each small group to play the role of a
particular societal sector or stakeholder group. Make sure that the
societal sectors represented are actually existent in the locality.

3. Each group will now assign weights to goals (vision
elements) to be used as evaluation criteria based on their
perceived importance of each goal to the interests of their
particular sector. Make sure that the sum of the weights is
equal to 1.0 or 100%.

4. After assigning weights to the goals, each group will rate
each project according to what they think each project
contributes to the realization of the goals. As a guide for
rating, use the following scale:

5.Multiply the project rating you gave by the corresponding


weight of the goal and enter the product (score) in the
appropriate cell. Add the scores for each project proposal.
PROJECT RATING SCALE
3 : Project contributes greatly to the fulfillment of goal
2 : Project contributes moderately to the fulfillment of goal
1 : Project contributes slightly to the fulfillment of goal
0 : Project does not contribute to the fulfillment of the goal
(1) : Project slightly inconsistent of the goal
(2) : Project moderately inconsistent of the goal
(3) : Project greatly contradicts the goal

6. Then enter all Stakeholder group scores in the Summary of
GAM Scores form and get the “Grand Total Score” of each
project.
7. Finally, arrange projects according to their total scores. The
project with the highest total score is ranked as number one,
the next number two, and so on. Make two columns for
estimated costs. One column shows the individual cost of
each project and the other reflects the cumulative or running
total.
