INTRODUCTION

The Scheme of Central Schools was approved in November 1962 by the Govt.

of India on the recommendations of the Second Central Pay Commissio in

which it was recommended that the Government should develop a scheme to

the Ministry of Education (Now Ministry of Human Resource Developmen of ·

the Govt. of India.

Initially, 20 Regimental schools were adopted, which were functioning at

places having large concentration of defence personnel as Central Schools du ling

the academic year l 96~

The Kendriya Vi-dyalaya-Sangathan (KVS) was registcyerl-as ~ societj'~t1;~ ~

the Societies Registration Act (XXI of 1860) on 15th December 1965. 1[he

primary aim of the Sangathan is to provide, establish, endow, maintain, control

and manage the Central Schools (Kendriya Vidyalayas) .located all over India arid
abroad.

KVS is an autonomous body under MHRD fully financed by the Goven1men~.

Over the years, the number of Kendri ya Vidyalayas steadily increased to J 1 83 L

on O 1.05.2018.

OB.TECTIVES

(a) To cater to the educational needs of the children of transferable Central

Government employees including Defence and Para-military personnel by
providing a common education progamme.
(b) To pursue excellence and set the pace in the field of school education.
(c) To initiate and promote experimentation and innovations in educatio m
· collaboration with other bodies like the Central Board of Secon I ary
Education (CBSE) and the National Council of Educational Research nd
Training (NCERT) etc.
( d) To develop the spirit of national integration and create a sense of
"Indianness" among children.

In pursuance of the above objectives, the Kendriya Vidyalayas have the

following features and norms:
• Common textbooks and bilingual (English & Hindi) medium of
instruction.
All Kendriya Vidyalayas are affiliated to Central Board of Second ry

Education (CBSE).
o AlJ Kendriya Vidyalayas are co-educational composite schools.

• Teaching of three languages - English, Hindi & Sanskrit from Class V to

VIII is compulsory. In Classes IX and X, any two languages out of
English, Hindi and Sanskrit can be opted. Sanskrit can also be taken aslan

elective subject at+ 2 stages.

Through an ideal and updated methodology, KVS strives to maintain
excellence in academic pursuits.

2. PRO CED URE OF OPENING OF KENDRIY A VIDY ALAYAS

Kendriya Vidyalayas are opened on receipt of proposal from Sponsoring

Authorities, viz (a) Ministry (b) Department of Govt. of India (c) State

Governments (d) UTs, on the conditions that required suitable land as per K]S
n.orms is provided free of cost on lease / permanent grant basis and also the
ternporary accommodation is provided to run the Vidyalaya till KVS constructs

its own school building on the . land. provided. Prior to 2014, Kendlriya
Vidyalayas were opened on the assurance that the Sponsoring Authority will
provide land and proper p~ys~cal infrast~cture to ru~ the ~idyalaya. Ho lever
from the year 2014, the cntena for openmg of Kendriya Vidyalayas have been
changed: The present provision includes transfer of land prior to opening of a
Kendriya Vidyalaya and provide temporary· accommodation and to handove the
possession prior to opening of new. KV. The requisite extent of land t I be

The sponsoring authority should provide desirable extent of land for creation o ·~ all

3. SALIENT FEATURES OF SCHEME

As per the terms and conditions accepted prior to opening of Kendriya

(a) Procedure for transfer of land:

• In respect of Kendriya Vidyalayas sponsored by the Ministry of Defence,

Sanction Order for transfer of free of cost Defence land on 99 years' lease
basis is issued by the Ministry of Defence.
• For Kendriya Vidyalayas located in Para-Military Stations (CRJ)F, BSF,
IJBP, CISF, Assam Riffles etc.), Sanction Order for transfer of lanfl is
issued by the Directorate General of the concerned posts under Ministry
of Home Affairs for 99 years' lease basis.

In respect of Civil Sector Kendriya Vidyalayas, Sponsored b1 the
State/UT Government, the land is provided either on lease basis or on
permanent grant basis (i.e. change of title in favour of KVS) and San tion
Order of State Govt. /UT for transfer of land is issued by the Di trict
Collector or theauthority to whom the powers have been delegated b the 1

~ From KVS side, Additional Commissioner (Admn) is the Comp tent
Authority to sign the lease deed on behalf of KVS in view of the
provisions laid down in the Memorandum of Associations of KVS.
• The lease documents prepared on the basis of Standing Lease Agreement
duly vetted by the concerned Ministry is sent to KVS (HQ). Aftel- the
signatures of the Additional Commissioner (Admn), the lease deed is

However, for Kendriya Vidyalayas located in hard stations / remote areas/
mock hills I disturbed areas where it is difficult to get proJer
accommodation up to living standards of the staff members, KVS considers

construction of 100% accommodation subject to availability of adequate

land and budget.

(e) Sports Facilities

Subject to availability of land, KVS provides following sports facilities for

improvement of sports skills among the students . besides tealhing
excellence:

(i) PRIMARY: Play men with open spaces near primary bled · for
play equipment like Playing Slides, Wave Slides, Swings, Sea-
saw, Horizontal Ladders, Ring, Gland-slip, Climbing Apparatus,
Merry-Go-Round etc.
(ii) SENIOR SECONDARY: Hockey Field, Athletic Track, V lley
ball Court, Basket Ball Court, Kho-kho Lawn,· Lawn Tennis
Court, Kabaddi ground, Gymnastic area etc.
(1) Space Norms

School Buildings of Kendriya Vidyalayas is planned on the fuasis

approved SpaceNorms as given at (Annexure II).

4. SYSTEM I PROCEDURE OF EXECUTION OF WORKS

I
As Sangathan has no in-house agency in its own for planning, designing and
execution of construction works, all the construction work of KVS are ordinarily
entrusted to the following Government Agencies as Deposit Work:

However, sometime ahove said agencies do not undertake the construction

projects. In that situation KVS does the empanelrnent of other agencies like

Public Sector Undertakings of Central Govt. / State Govt. /Se1ni-Gojlt. by

followingthe provisions 'under Rule 133(3) of GFR, 2017. After following the
prescribed procedure and provisions of GFR, bids for determining lowest s lrvice

charges are invited and the work is entrusted to the agencies. An agre lment
between KVS and the agency is also signed for designing and supervisin' the
works.

The following stages are involved in this regard:

(i) After transfer of land, formal request to the Chief Engineer for prcpai ation
of preliminary targets as per KVS Space Norms.
(ii) Approval of preliminary drawings by KVS.

(iii) Submission of preliminary estimates planned on ·np AR/DSAR of CFWD

and schedule of rates of MES.
(iv) lssue of Administrative Approval and Expenditure Sanctioned (AA&ES)
and release of l " installment of funds to take up the work.
(v) Tender action by the construction agencies
(vi) Start of work by the contractor

(vii) Monitoring and release of funds on monthly progress report received rorn
the In-charge of Work duly counter signed by the Principal. I
(viii) Monitoring Committee: A Committee consisting or the following is

5. ESTIMATION/ PROJECT COST/ FUNDING PATTERN OF 1fHE

SCHEME

In the case of CPWD, preliminary estimates · are framed based on DP AR with

updated cost index and in the case of MRS, estimates are based on NIES sta <lard

schedule of rates ..

The present cost of construction of school building (2 Section each from Class I

to XII) is Rs.18.23 Crore (approximately). However, this cost may vary plade to

place as per site conditions, availability of manpower in remote areas/ North bast

Region and revision of cost index from time to time.

FUNDING PATTERN OF THE SCHEME:

The Govt. provides Grants for creation of Capital Assets, out of which funds! are

released for construction activities. AA&ES is issued along with release o ' l "

installment of fund to take up the work. Next installments of funds are re!Jsed

on submission of Physical and Financial Progress of the work in KVS format

submitted by the construction agency duly counter signed by the Principal.

8. BUDGET REQUIREMENT/ ALLOCATION OF BUDGET

FOR THE SCHEME FINANCIAL ASSISTANCE

For establishment and running of the Kendriya Vidyalayas across the country,
Government of India provides financial support to the KVS in the form of Grants
in Aid under three distinct heads - 'Salary', 'General' and 'Creation Capital
Assets'. ln addition, KVS generates funds by collecting user charges from
students. ·

Besides salary of teaching and non-teaching staff, the expenditure on leave

9. CONCLUSION

At the beginning when KVS came into existence, the motive o this
organization was to provide uninterrupted education to the wards of transfe ·able
Central Government employees. But in today's scenario Kendriya Vidy~laya
Sangathan has proven itself as a pace setting organization in the fie:d of stool
education as well as sports and extra curriculum activities. Apart from Ce tral
Government employees, parents from all sections of the society prefer
wards to study in the Kendriya Vidyalayas. Considering all these factors, th ·e ts
a requirement to provide safe buildings containing all the infrastructural faci ities
for all the functional Kendriya Vidyalayas nmning all over the country a d to
undertake rnaintenancev expansion of the existing buildings as per day to day
requirements as elaborated in this report in pursuit of excellence in education.l
