Command and Control
DEFINITIONS:
COMMAND - Is the authority that a commander in the AFP lawfully exercise over
subordinates by virtue of RANK or DESIGNATION.
- Command includes the authority and responsibility for effectively using
available resources and for planning the employment of, organizing, directing, coordinating
and controlling military forces for the accomplishment of assigned missions.
- It also includes responsibility for health, welfare, morale and discipline of
assigned personnel.
COMMAND PRESENSE
The Officer must position themselves on the ground
where they can exert the greatest influence. This includes
face-to-face orders in the operational area.
COMMAND LEADERSHIP
Leadership is the key element of combat power. It is personal
and intangible; it is the combination of example, persuasion,
and influence; it serves as an extension of the commander’s
self. Effective field commanders and NCO Leaders exhibit
these following characteristics of leadership:
a. Supervision and Standards.
b. Technical and Tactical Proficiency.
c. Time Management.
d. Delegation.
e. Decisiveness.
TIME MANAGEMENT
The Officer together with NCOs conducts planning to allow subordinates
the time to prepare for the next mission. The Officer manages time well
and sets effort priorities.
DELEGATION
The commander must TRUST the subordinate officers and delegates
authority to them. The commander develops them so the mission can
carry on even when he is gone. This is leadership-in-depth throughout
the chain of command.
DECISIVENESS
The Officer adjusts quickly to difficult situations and makes sound
decisions rapidly.
