The purpose of the method of statement is to document the implementation of the


Temporary Network Installation before transiting to converge network for BMS
monitoring and control.

2. Project Details

Project Name: SGH ECC/NDCS ACMV Package-1


Location: SECOND HOSPITAL AVENUE (BUKIT MERAH)

3. Person in Charge

Engineer / Supervisor in charge are responsible for ensuring the implementation of


network installation works as per Method of Statement and in a safe manner.

4. Scope of Work

The method of statement provides an overview of the network installation for BMS
transiting to final converge network for normal operation.

Following materials & tools shall be required for the installation

 Thermometer
 Vane Anemometer
 Multi meter
 Step Ladder / Scaffolding
 Programmable Laptop

7. Method of Installation

 Prepare all documents that materials submissions, shop drawing and (RA)Risk
Assessment, Method of Statement(MOS) submissions.
 All workers to have attended Site Safety Induction Course by main contractor.
 Prepare work schedule for respective trade when start work and have been completed.
 Ensure all necessary Safety Certificates for the required equipment and machinery are
prepared. To secure an approved permit prior to start the work.

8. Mobilization of Manpower

Material and work force to be deployed to site once the site is ready for installation
work.

9. Installation Procedure
9.1. Conduit Installation

 Confirm location of cable conduit by approved drawings and mark out the various
positions to install the conduit saddle on wall and soffit.
 Cut the cable conduit to the required length. Use the conduit Reamer or half round file to
smoothen the sharp edges at both end of the conduit.
 Confirm actual location of conduit. Drill the required diameter on the wall and soffit.
 Ensure all conduit saddles are installed in adequate intervals

 Install conduit box by turning the conduit box into the threaded conduit. Use monkey
pliers to tighten up the conduit box, if applicable.
 By making use of the conduit bender, fabricate 90-degree bend. Off -set where
permissible to meet the site condition.
 Insert the raw plugs into the drilled wall and soffit holes. Secure the conduit by saddles
and screws.
 Touch up the edges, bending and scratch areas of conduit ends with 2nd layer of final
coat paint.
 Pack up all tools/equipment and remaining materials (if any) and clean up all debris at
working area.
 Barricade the working area if installation is incomplete by end of the day.

9.2. Trunking Installation

 Confirm location of cable Trunking by approved drawings and mark out the various
positions to install the hangers support and brackets on wall and soffit.
 Drill all the necessary holes for anchor bolts/insert onto wall and soffit.
 Install hangers support by making use of the anchor bolt/insert.
 Measure, mark and cut the cable trunking according to construction drawing and site
requirement
 Remove the sharp cutting edges with smooth file.
 Install all new cable trunking together with suitable standard accessories, such as 90-
degree elbows, tees or reducers except for the joining or branching out from the existing
trunking from stage 1. The trunking cover is covered without screw for cable laying
purpose at a later stage.
 Pack up all tools/equipment and remaining materials (if any) and clean up all debris at
working area.
 Barricade the working area if installation is incomplete by end of the day.

9.3. Cable Installation

 Conduct a briefing to the team prior to start of work.


 Barricade work area and provide all safety and warning signs.
 Check all cables to be used. Ensure that all cables are the correct type (CAT6A, Fiber).
Check if cables are free from any visual damages.
 Provide suitable access at heights for cable pulling (Scaffolds or Platform ladder). Ensure
that all safety precautions are briefed on workers regarding the use of this equipment’s.
 Provide cable identification on the starting end of the cable.
 Commence cable pulling (manually) only after receiving signal from the supervisor.

 Perform cable pulling manually and with care until it reached the final
destination/termination points.
 Ensure adequate length (approximate: 300mm) is provided at the both ends of
termination points before cutting the cable.
 Housekeeping will be carried out to ensure the cleanliness of the operation area.

9.4. Panel Installation (DDC & Fiber Patch)

 Conduct a briefing to the team prior to start of work.


 Barricade work area and provide all safety and warning signs.
 Mark the DDC location where to drill, Use battery operated power drill, the worker will
drill on several marked position.
 Install the DDC panel and tighten the bolts using required tools.
 This action is to ensure that the cable gland is gland properly
 After all the glanding job are finish, worker will start to pull in all the number of cables in
to the panel.
 After all the cables are housed inside the panel, ensure workers will tie all the cables
inside the cable tray of the DDC.
 Housekeeping will be carried out to ensure the cleanliness of the operation area.

9.5. Termination Works

 Conduct a briefing to the team prior to start of work.


 Barricade work area and provide all safety and warning signs.
 Connect the cables using cable lugs and appropriate labels.
 Terminating Cat 6 & Fiber connections involves attaching RJ45 connectors to the ends of
the cables, while testing involves checking each connection for proper functionality and
signal strength.
 Connect the cables to the controller and tighten the screw. Make sure the labels are
clearly visible.
 Connect the 230 V power cable to the transformer from the Power point using GI
Flexible cable.

9.6. Testing & Commissioning Works

 When all the cables are connected, workers need to barricade the area and proper signage
to ensure no one touch the panel before authorized vendor perform the job.

 Ensure all the multimeter, Insulation tester and clamp meter are having Certificate before
start work.
 Ensure the Workers are wearing Proper PPE before start work.
 After all the measurement work done, Turn on the power for the panel.
 Download the correct program from the BMS station or laptop.
 Configure the IO points correctly. Test the functional logic of the equipment as per the
requirement.
 Use a T&C Form to record the Readings.

10. Roles & Responsibility

10.1 Project Manager

 Ensure all the preparation and application works are carried out according to the Contract
Specification and requirement.
 Ensure works are carried out in progress and according to the planned program as per the
approved method statement.
 Ensure all material and equipment required for executing of work are available and in line
with planned Construction Programmed.
 Co-ordination with the Main Contractor and Stakeholders for proper execution of the
works.

10.2 Project/Site Engineer

 Ensure that the works carried out are according to the Contract Specifications, approved
method statement and approved shop drawing.
 Providing all necessary information and disembark responsibilities equally to his
construction team (supervisor and foreman) and sub-contractor.

 Monitor the progress of work closely in relation with the construction work program and
report accordingly to the Project Manager.
 Co-ordinate with the safety officer and to ensure that the works are carried out in safe
practicing methods.

10.3 Supervisor/Foreman

 Maintain continuous coordination with the engineer daily and ensure proper distribution
of the workforce in the required and planned construction locations.
 Ensure that the workforce or sub-contractor are aware of the job requirements and they
have enough information to carry out their duties properly.
 Ensure and work with the engineers that the manpower involved in the works are moving
as agreed and planned in the construction program.
 Ensure the progress of daily work is as planned and to advise the Engineer of any
requirement for the additional resources.
 Control disposal of waste materials according to the instructions received from the
engineer.

 Ensure and work hand in hand with the safety officer to maintain safe working and
proper housekeeping of the site, follow the approved safety measures and also further
ensure that all working team and sub-contractors are aware to prevent accident and
losses.
 Inform and advise the site engineer of areas ready for inspection after work completion.
 Controlling and distributing of materials to working teams and sub-contractors

10.4 Safety coordinator

 Ensure the implementation of all the safety measures in accordance with the WHSE plan
and everybody aware of it for its proper implementation.
 Ensure all the implemented safety measures are adequate to maintain the safe working on
the site.
 Inspect all the site activities and provide training to all personnel to prevent accidents and
also proper reporting to the project manager and the client.
 Ensure that the site is maintained clean and tidy to prevent danger and risk which might
be hazard.

11. Health, Safety and Environment

 All personnel shall undergo the safety induction course (SIC) conducted by main con.

 All staff, sub-contractors and workers entering the site must wear appropriate (basic) PPE
such as Safety shoe, Safety Vest, Safety Harness approved in manual.
 Only such persons who have been trained and are familiar with their respective scope(s)
will perform such works.
 All workers should have their relevant valid (work) permits before they carry out any
works and these permits should always be available at site.
 The supervisors/Safety manger should conduct Tool Box Meeting.
 To check lifting plan and discuss safety rules for lifting crew on safe work procedures
Risk Assessment before commencing any works.
 Make sure the sling is well balanced.
 Never lift the load over the rated capacity.
 Never leave the suspended load unattended. Ensure all webbing sling are secured firmly
to prevent material from falling off.
 Remove all debris and left over from the working area after completion of hoisting.
 Ensure no passer-by under the area of hoisting during operation.

12. Health and Safety Risks and Controls

 All workers will attend safety induction course (SIC) before commencement of work on
site and proper PPE shall be issued and recorded.
 The hazards associated with this work have been identified and established in the risk
assessment table which will be attached in Appendix. This will be highlighted to all
workers before commenced of work and daily L&K tool-box meeting recorded in the
Health & Safety tool box briefing record.
 A first aid box type “B” will be provided at the site office.

13. Workplace Access & Egress & Lighting

 Access and egress will be controlled and warning signs shall be displayed at or near every
access and egress point.
 Directional sign post will be used to direct operator and drivers to the destination with the
help of traffic controllers.
 Workers will use scaffold access to go into the working area. Access and egress for
workers into the void area should be through scaffolding platform and all workers are
requires wearing complete PPE in cladding safety harness.
 Arrange worker and goods moving path or moving line in order to safety traffic.
 Isolate and control working area allow job-related workers in the area.
 Plan the delivery route and assign traffic controller.

14. Waste Management

 Minimal volume of waste is expected for the works of this scale.


 Daily housekeeping and disposal of waste will be carried out.
 Ensure the work place will be kept clean and tidy.
 Ensure to clean the working area after daily after end of working day.
 Ensure correct waste bin to throw the waste materials as provided by the Main
Contractors.
 Waste material shall be removed time to time basic and totally removed away from site.

15. Hazardous Materials & Substances

 Records of hazardous materials and substances shall be kept in the Materials Safety Data
sheet register.
 The respective Material Safety Data Sheet (MSDS) which identifies the substances,
hazards and control measures and the Hazardous Materials & Substances register shall be
available at the site office for review and audit. The hazards and control measures shall be
briefed to all personnel handling these materials.

16. Permit to work systems / Specialist / training/ specialist

 Installation works at height are to be use of scaffold, which are to be erected &
supervised by certified erectors and scaffold supervisors.
 All tools for use on site to be in operable condition and electrical tools inspected and
certified by licensed electrical worker (LEW).
 Inspect handling tools, equipment and machinery before and after tasks to make sure that
it is all in good operating condition.
 Toolbox meetings are conducted daily to facilitate safety communication at worker’s
level.
 Comply with “Permit to work system” application for working at height.
 Power tools, hand tools shall inspect daily by respective workers.
 All necessary precautions shall be taken to ensure the safety of all construction personnel
and members of the public.
 Daily housekeeping and disposal of waste will be carried out.
