___________________________________________________________________

A method statement is a document that sets out how a task will be completed and the health, safety, and environmental
(HSE) control measures to be adopted and followed. A method statement should identify any OH&S hazards and
Environmental aspects or impact that may be present in the task and the HSE precautions that need to be taken to deal
with them. It should state whether the works will interface with activities of any other contractor on site.

1.2 PERSONNEL AND RESPONSIBILITIES
Present at each and every test will be any of the
following personnel:
Commissioning Engineer :
Specialist Supplier shall be responsible for the
correct testing of equipment and to ensure that
records are accurate and legible.
He is also responsible to ensure that this procedure
is followed. In addition, it is also his responsibility to
ensure that all documentation is available, test
sheets are accurately completed and issued to the
Client and that all coordination is carried out prior
to testing and commissioning commences.
Client’s/Consultant’s Representative:
Unless otherwise agreed, the Client’s/Consultant’s
representative shall be Mechanical Engineer (site

representative) and /or designated members of
staff. Their attendance whether continuous or
periodic shall normally be required during testing
and commissioning and shall be mutually agreed
with the Contractor as necessary.

1.3 DOCUMENTATION
Prior to any testing and commissioning the
following documentation will
be available for inspection by any attendee of the
testing and
commissioning team:
a) Pre-commissioning test sheets
b) This procedure for testing and commissioning
c) All relevant drawings & Schedules
d) All relevant material submittals
e) Test and commissioning checklist

1.4 STANDARD PRE-COMMISSIONING

The standard pre-commissioning checks comprise
of the following
aspects:
a) Visual inspection to ensure that all equipment is
installed as per drawings and specification, and
complies with all relevant codes and practices.
b) Wiring and device installation Check List.
c) Device Termination & Power Supply status to the
Complete
System.

1.5 PRE-REQUISITES
The following items are prerequisites to the
commencement of testing and
commissioning:
a) A notice of testing and commissioning shall have
been issued and a provisional testing and
commissioning program shall have been agreed
with the site representative.
b) All Equipment’s connected to the systems have
to be commissioned, tested and approved prior
testing of the special systems. Eg. Like VFDs, MCCs,
Sprinkler, Etc.
c) Completion of all pre-commissioning test.
d) Approval of snag items/clearance of items
affecting testing and commissioning.
e) The system has been installed as per approved
shop drawings.
f) All related electrical, mechanical and LV Systems
equipment’s are installed, completed and ready to

accept electrical power.
g) A written confirmation from the installer and the
engineer that the equipment to operate is ready
and fit.

After installation has been completed, the Contractor

shall conduct acceptance that equipment operates in
accordance with specification requirements. The
acceptance tests shall include originating and receiving
messages at specified stations, at proper volume
levels, without cross talk or noise from other links or
non-designated units.
B. Precautions are necessary to achieve consistent
ambient sound level measurements.
Temporary or intermittent sound sources such as a
flushing toilet, running shower, stereo, television, traffic
or exterior construction noise may cause peaks and
valleys in sound levels. Ambient sound level
measurements should be recorded when these sounds
are absent or are at their lowest level. The building
HVAC system should be running during the test with
the fan speed set on high. Occupants of the suite
under test should refrain from talking or from other
activities that may affect the readings.
Measurements should be taken during a normal
workday period.

Commissioning Checks
After assembly, all major equipment’s together are
to be site tested to establish the workability of the
system at site.
Following tests are to be performed at site:
 Insulation resistance, HV test for cables.
 Rated output power.
 Performance of PAGE and PRIVATE
channels for all equipment in the entire
Public Address System.
 Proper functioning of auto-changeover unit.
 Test to ensure that db level of
announcement at any station by its own
handset shall be lower than announcement
at the same station by any other handset.
We shall perform all site tests as per the Field
Quality Plan. During contract stage we shall furnish
details of these tests & the standards to which
these conform for purchaser’s approval.

 Cabling Speaker looping
 Network Controller Programming
 Paging Microphone Zone Designing
 n completion of cabling and prior to
termination, check all the cables to ensure
that they are free from any short circuits)
 Identify and label all the cables using cable
markers
 Check for proper termination at the
junction boxes
 Check and ensure that all types of speakers
are mounted properly
 Ensure that all speakers are terminated
properly and set at appropriate tapings
(Wattage)
 Check the back panel terminations of the
equipment
 Check the terminations in the zone selector
 Ensure that all zones are clearly identified
on the microphone console
 Check for the functional features of the
equipment in PA rack
 Check termination of cables at the
equipment in PA rack.

Functional Test

 Put the system on as per manufacturer’s

recommendation
 Check Performance of the system for TS
configuration
 Tabulate observation.

General Requirements of Site Testing

The Owner may ask for any tests at site which in his
opinion are necessary to determine that the works
comply with the specification, manufacturer’s
instruction or the applicable IS code of installation.
The Contractor shall be responsible for conducting
the tests and shall bear the cost of such additional
tests.
The contractor shall have to bring all testing
equipment & instruments to carry out the job. All

instruments shall be calibrated to the satisfaction of
the Engineer before actual testing and tests shall be
conducted by qualified & experienced personnel.
All documents/ records regarding test data and all
other measured values shall be submitted to
Engineer for approval and subsequent record and
reference. The results of all tests shall conform to
the specification requirements as well as any
specific performance data guaranteed during
finalization of contract.
