Characteristics of Administrative Set-up

(a) Whole administrative structure are


hierarchically organized. Such as-

Such as secretaries span of activities are limited
to certain areas.

Autonomous Body

An Autonomous Body (AB) is set up by the


government for a specific purpose. It is
independent in day-to-day functioning, but the
government has some control over ABs. The
government funds ABs in some way — revenue
expenditure, capital expenditure, or both.

Ex: Bangladesh Biman Limited.

What is an example of a public corporation


in Bangladesh?
Such a company is wholly autonomous and
makes its own rules and decisions in respect of
investment, finance, personnel and commercial
audit. Bangladesh Shilpa Bank, Rajshahi Krishi
Unnayan Bank and Sate Owned Commercial
Banks (SOCBs) are examples of joint stock
forms of public sector enterprises in
Bangladesh.
Recent Law: Autonomous bodies must have
prior clearance for expenditures: Cabinet

The approval came from the cabinet meeting


chaired by Prime Minister Sheikh Hasina at her
office.
The autonomous, legislative and local
government bodies will need clearance from
the Finance Division over financial
expenditures as the Cabinet on Monday
approved the draft of Public Service
(Amendment) Act, 2022, incorporating such
provisions.

"In the existing Public Service Act, 2018, now


the Finance Division has authority over the
financial matters of the government entities,
officials and employees, but it was not clear
what would be involvement of the Finance
Division regarding the autonomous, legislative
and local government bodies," said Cabinet
Secretary Khandker Anwarul Islam while
briefing reporters at the Secretariat.

Explaining the provision, he said that the public


universities, the Election Commission, or local
bodies like city corporations and union
parishads will have to take opinions of the
Finance Division over their financial
expenditures. "So, the Finance Division will
have a say" he added.

The Cabinet Secretary, however, said it had


been mandatory too for the autonomous,
legislative and local government bodies to take
clearance from the Finance Division before, but
the enactment of the existing law in 2018 made
it unclear.

CHARACTERISTICS OR CRITICISMS
OF BANGLADESH BUREAUCRACY

1. Bureaucrats fulfill both the administrative


function of ‘policy implementation’ and the
political functions of ‘policy making’.
2. Bangladeshi bureaucratic system is highly
centralized, the bureaucrats who occupy the
top echelons of the central government
made all decisions of policy significance.
3. Bangladesh bureaucracy is full of
administrative irregularities,
mismanagement, inefficiency and
corruption.
4. Bangladesh bureaucracy is not responsive
to peoples needs; citizens have little access
to information about government processes
and decisions.
5. Bureaucrats abuse their power because of
the low level of their salary, erosion of
prestige, status and job satisfaction.
