INTERNAL RULES OF PROCEDURE


OF THE SANGGUNIANG KABATAAN OF BARANGAY OF ___________________

RULE I - MEMBERSHIP

Section 1.Composition. The Sangguniang Kabataan of Barangay of ______________a, shall be


composed of the Sangguniang Kabataan Chairperson as Presiding officer, and the seven (7)
Sangguniang Kabataan Kagawads elected at large, elected by the registered votes of the Katipunan
ng Kabataan.

Section 2. Honoraria. The SK Kagawad and the Appointive SK Officials of the Sangguniang
Kabataan of Barangay of ________________ shall have the privilege and entitled to receive
honoraria pursuant to the Local Budget Circular No. 148 dated December 23, 2022.

a. In the performance of their duties enumerated under Sections 8, 14, and 15 of RA No. 10742,
the SK Officials shall each receive a monthly honorarium, chargeable against the SK funds, in
addition to any other compensation provided by RA No. 11768, and shall be granted at the end of the
month. Other compensation not authorized by the Act, such as Mid-Year Bonus, Year-End Bonus,
Clothing/Uniform Allowance, and other unauthorized benefits/allowances, shall not be granted to the
SK Officials.

b. The SK Chairperson automatically serves as an ex officio member of the Sangguniang


Barangay pursuant to Section 430 of RA No. 7160. He or she enjoys the same privileges as the
regular Sangguniang Barangay members and he or she shall be entitled to a pro-rata honoraria for
every session of the Sangguniang Barangay he or she has attended. As such, the SK Chairperson
shall no longer be entitled to receive any honorarium charged against the regular SK funds, except
those funded by higher-level LGUs, subject to the limitations in Section 3.2 hereof. As such, the SK
Chairperson shall no longer be entitled to receive any honorarium charged against the regular SK
funds, except those funded by higher-level LGUs, subject to the limitations in Section 3.2 hereof.

c. The amount of the monthly honorarium of the SK Officials shall be subject to their attendance
at SK meetings, deliberations, and official activities of the SK. In addition, for each session attended,
the amount of which shall be determined from time to time by the SK Chairperson with the
concurrence of the majority members of the Sangguniang Kabataan Council during the preparation of
SK Annual Budget Allocation for each calendar year. Provided, however, that any member of the SK
Kagawads and Appointive SK Officialswho has been absent without official leave (AWOL) and without
any justifiable reason shall forfeit his/her privilege to receive honorarium for the session he/she has
not been able to attend.

d. The monthly honorarium to be received by SK Officials shall not exceed the rate equivalent to
Salary Grade (SG) 9, Step 1 in the salary schedule implemented by the city or municipality/ where the
barangay belongs.

e. The monthly honorarium of the SK Officials shall be monitored by the Budget Monitoring
Officer in a separate budget registry for Personal Services (PS) and recorded in the appropriate
registers being maintained by the SK Treasurer. The amount to be allocated for PS shall not be more
than twenty-five percent (25%) of the SK funds. For this purpose, SK funds shall refer to the: (i) ten
percent (10%) of the general fund of the mother barangay that is set aside for the SK for the budget
year; and (ii) other funds accruing to the general fund of the SK, such as the proceeds from their fund-
raising activities pursuant to Section 8 (e) of RA No. 10742, as amended by Section 1 of RA No.
11768, provided that such proceeds are not mandated to be used for specific program/s, project/s, or
purpose/s.

RULE II - POWERS, DUTIES, AND FUNCTIONS OF THE SANGGUNIANG KABATAAN

SECTION 1. Powers and Functions of the Sangguniang Kabataan. – The Sangguniang Kabataan
shall:

a. In consultation and with the concurrence of the Katipunan ng Kabataan, and within three (3)
months from assumption to office, formulate a three (3)-year rolling plan, which shall be known as the
Comprehensive Barangay Youth Development Plan, which shall serve as basis in the preparation of
the Annual Barangay Youth Investment Program. This plan shall be aligned with the Philippine Youth
Development Plan (PYDP) and other Local Youth Development Plans in every level, municipal, city
and provincial as is relevant;

b. Approve the annual budget which is the annual slice of the Annual Barangay Youth
Investment Program before the start of the succeeding fiscal year and, if the Sangguniang Kabataan
funds allow, a supplemental budget. Any changes in the annual budget shall be in accordance with
existing applicable budget rules and procedures;

c. Promulgate resolutions necessary to carry out the objectives of the youth in the barangay in
accordance with the Comprehensive Barangay Youth Development Plan and the applicable
provisions of this Act;

d. Initiate and implement, in coordination with any national government agency and/or any
private or non-government institution, programs and projects designed to promote general welfare,
development and empowerment of the youth;

e. Hold fund-raising activities which are in line with the Comprehensive Barangay Youth
Development Plan, the proceeds of which shall be tax-exempt and shall accrue to the general fund of
the Sangguniang Kabataan: Provided, however, That in the appropriation thereof, the specific
purpose for which such activity has been held shall be first satisfied: Provided, further, That any
appropriation thereof shall be in accordance with existing applicable budget, accounting and auditing
rules and regulations;

f. Create regular and special committees and such other bodies whose chairpersons and
members of which shall come from among the members of the Sangguniang Kabataan or from
among the members of the Katipunan ng Kabataan, as it may deem necessary to effectively carry out
its programs and activities;

g. Submit the annual and end-of-term program accomplishments and financial reports to the
Sangguniang Barangay and present the same during the Katipunan ng Kabataan assembly, copy
furnished the Office of the Local Government Operations Officer and Local Youth Development
Council (LYDC), all in accordance with the prescribed form by the DILG and the Commission;

h. Partner with the LYDC in planning and executing projects and programs of specific
advocacies like good governance, climate change adaptation, disaster risk reduction and resiliency,
youth employment and livelihood, health and anti-drug abuse, gender sensitivity, and sports
development;
i. Adopt and implement a policy on full public disclosure of all its transactions and documents
involving public interest; and

j. Exercise such other powers and perform such other functions as may be prescribed by law or
ordinance, or delegated by the Sangguniang Barangay or the Commission.

RULE III. - DUTIES AND RESPONSIBILITIES OFINDIVIDUAL MEMBERS

Section 1. Every member shall attend all the sessions of this Sangguniang Kabataan unless he/she is
prevented from doing so by reason of sickness or other unavoidable circumstances provided that, as
a general rule, previous notice thereto shall be sent to the Sangguniang Kabataan thru the Presiding
Officer or the Sangguniang Kabataan Secretary.

Section 2. Every member shall observe proper deportment and decorum during sessions. The
Council shall be very strict in implementing the 'no cellphone' policy during sessions.

RULE IV. – SESSIONS

SECTION 1.Regular Sessions. – Unless the Sangguniang Kabataan Council orders otherwise, the
regular sessionis once a month – every 2 nd Week, Thursday of the Month and shall be on the
Sangguniang Kabataan Office – 3rd floor of Barangay Hall..

SECTION 2.Special Sessions. - As often as necessary, when public interest so demands, special
sessions may be called by the Sangguniang Kabataan Chairperson or a majority of the members of
the Sangguniang Kabataan Council.

In “Special Sessions”, a written notice to the Sanggunian Kabataan members, stating the date, time
and purpose of the session, shall be served personally or left with a member of the household of the
members of the Sangguniang Kabataan Council at their usual place of residence at least Twenty Four
(24) hours before said special session.. Unless otherwise agreed upon by two-thirds (2/3) votes of the
members of the Sanggunian present, there being a quorum, no other matters may be considered at a
special session except that stated in the notice.

SECTION 3. Call To Order. - The Presiding Officer shall open the session by calling to order.

On each session day, the Sangguniang Kabataan shall say a prayer or meditation, or at the discretion
of the Presiding Officer, an invocation by a Sangguniang Kabataan member designated by him or her,
except in cases where a regular monthly Holy Mass is held in the Barangay Hall before the scheduled
session.

SECTION 4.Attendance in Session. - Every member of the Sangguniang Kabataan Council shall be
present in all sessions, unless expressly excluded by it or necessarily prevented from doing so by
sickness or other unavoidable circumstances duly reported to the Sangguniang Kabataan Council
through the Sangguniang Kabataan Secretary.

SECTION 5.Opening and Adjournment To Be Entered in Minutes. - The exact hour of opening and
adjournment of any session shall be entered in the Minutes.
RULE V. - SESSIONS

SECTION 1. A majority of all the members of the Sangguniang Kabataan Council shall constitute a
quorum to transact official business.

SECTION 2. The Sangguniang Kabataan Council member must be physically present during the roll
call to be considered “present”. One who is on official leave or who is attending an official function will
not be considered “present”.

SECTION 3. Where there is no quorum in a given session, the Presiding Officer may declare a recess
until such time a quorum is constituted, or a majority of the members present.

RULE VI. - ORDER OF BUSINESS

SECTION 1. The Order of Business of the Sangguniang Kabataan Council Barangay of


__________________ for every session shall be:

a. Invocation/Opening Prayer
b. Call To Order
c. Roll Call
d. Reading and Consideration of the Minutes of the Previous Meeting
e. Calendar of Business/Agenda:
1. Business of the Day/Agenda
2. Other Matters
f. Adjournment

RULE VII. –DISCIPLINE OF MEMBERS

SECTION 1.Absences

a. Any Sangguniang Kabataan Council member who fails to attend the regular session, either or
without excuse shall pay a fine equivalent to one half (1/2) of his/her honorarium.
b. Any sangguniang Kabataan Council member who fails to attend any of following compulsory
activities, either or without excuse, shall pay a fine equivalent to Five Hundred Pesos (500.00).
c. Members who shall be absent without justifiable cause for four (4) consecutive sessions may
be censured reprimanded, or excluded from the session, suspended for not more than sixty (60) days,
or expelled:

RULE VIII. - AMENDMENTS

SECTION 1.Amendments. - Any portion of these Rules may be amended by a two-thirds (2/3) vote of
the Sangguniang Kabataan members.

RULE XIV. - EFFECTIVITY

SECTION 1. This shall take effect immediately upon its passage by the Sangguniang Kabataan
Council of Barangay _____________, attested by the Sangguniang Kabataan Chairperson.

ENACTED this __________ day of ___________ 2023, during the Regular Session of the
Sangguniang Kabataan Council of Barangay ____________ for Calendar Year 2023 held at the
