SUBJECT: GUIDELINES AND MECHANICS ON THE DIVISION AND SCHOOL-BASED


CELEBRATION OF THE NATIONAL CHILDREN’S MONTH CELEBRATION

DATE: November 14, 2023

1. Pursuant to Presidential Proclamation No. 10661 titled An Act Declaring the Month of
November Every Year as the National Children’s Month , this Office joins the Council
for the Welfare of Children (CWC) and other government agencies in celebrating the
31st National Children’s Month with the theme: “Healthy, Nourished, Sheltered:
Ensuring the Right to Life for All”.

2. This activity aims to:


a. involve all learners, teachers, non-teaching personnel and other stakeholders in
promoting non-discrimination and eradicating abuse and violence to children
through support services that should not only aim in elimination of these, but also
at providing awareness and programs for children’s health and welfare;
b. strengthen structures, systems and methodologies that promote coordination to
address violence and abuse of children in planning, information exchange, design
and delivery services; and
c. ensure that public and private partners are fully oriented to adopt children welfare
standards and procedures in program implementation and management.

3. All schools are encouraged to conduct activities related to the celebration this month
of November. These activities may be conducted in schools as stated in GAD plans
and project proposals.

4. All Public Schools District Supervisors (PSDSs) shall ensure and monitor the
participation of their respective districts in all the activities.

8. Attached are the guidelines and mechanics for the different competitions for the
Division the Division and School-Based Celebration of NCM 2023.

9. Schools are requested to submit a report to document the activities undertaken by


their respective schools during National Children's Month. Reports shall be submitted
on December 1, 2023 to the SGOD Learner Formation Section, through email at

B. Guidelines and Mechanics


1.1. PINOY HENYO for ELEMENTARY
a. Three pairs will compete composed of Gr. 6 and Gr. 1, Gr. 5 and Gr. 2, and Gr. 4 and Gr.
3. At the onset of the game the members in each pair should first decide on who will
serve one as the guesser and the other one is the prompter or clue-giver. Their roles
take turns once the word has been guessed. The sequence of pairs to play shall be
identified through draw lots.

b. The time limit is 5 minutes for each pair to guess the ten (10) words which will be shown
on card board hat of the guesser. The timer starts once the first word is revealed. The
words to be guessed must be common to all of the pairs. Words shall be drawn from a
noun category (person, food, animal, thing, place). The pairs who are not yet on deck to
play shall be secluded away from the game venue, headphones with regulated-booming
audio might be used by them.

c. 5 seconds shall be added as a penalty to the one responding with other answers than
“Yes”, “Maybe” or “No”. The guesser is allowed to say “Pass” once he chooses not to
proceed with guessing the word. Penalties shall be added to the end time of the pair who
incurred it. The computed end time will be the final result.

d. The 5-minute timer stops when the team has guessed all the words within the duration
of time, but shall totally be consumed unless all words were guessed.

e. The pair with the greatest number of guessed words within the shortest period of time
will be considered as the winner. In case all pairs have guessed all the words or have
incurred the same score at the same period of time, the pair who have guessed the first
word the earliest shall be declared as the winner. The time keeper of the game plays a
vital role.

1.2. FAMILY FEUD FOR SECONDARY

a. Team Formation. Teams consist of students, and each team should ideally represent a
grade level, relatives, or a group of students with a common interest. Each team shall be
consisted of 5 members.
b. Host. Designate a host to present questions and keep track of the score.
c. Game Board: Create a game board with a set of questions and corresponding point
values.
d. Survey Questions: The facilitator shall conduct a pre-event survey to gather responses for
the Family Feud questions. Questions should be age-appropriate and relevant to the
school community.

Game Mechanics:

 Face-Off Round:

 At the beginning of each round, one member from each team participates in a
face-off.
 The host asks a survey question, and the first person to buzz in gets a chance to
answer. The team with the higher-ranking answer gets control of the board.

 Main Rounds:

 The team that wins the face-off gets to play the main round.

 The team takes turns guessing answers to the survey question. Each correct
answer adds points to their score.
 If a team provides three incorrect answers, the other team has a chance to "steal"
the points by providing one correct answer.

 Fast Money Round:

 The winning team from the main rounds gets to play the Fast Money round.
 Two members of the winning team are chosen to answer a set of five survey
questions in rapid succession.
 The goal is to accumulate 200 points or more collectively. Each answer's points
are added together for the final score.

 Winning the Game:

 The team with the highest total points at the end of the Fast Money round wins
the game.

2. MINI-COOK FEST
a. The mini-cook fest is a team contest, open to all bonafide Elementary Intermediate
Learners and Secondary Learners.

b. Each participating team shall be composed of three (3) members who are from Grades 4
– 6 for the elementary category and Grade 7-12 for the secondary category. Each
participating team have the option of having a mix of different grade levels.

c. They are expected to be at the venue 15 minutes before the contest proper.

d. The contestants will bring all the needed materials, like the ingredients, stove, tables,
utensils, plastic for their trash, rags, and others.

e. They must be in their proper attire like wearing of apron and hairnet. Gloves are optional.

f. Each team should provide two (2) tables; one as display table and the other for cooking
and preparation.

g. They will prepare a viand with squash as the main ingredient. They have the option to
choose their own menu, however, the budget of all the ingredients must be P200.00 or
below good for 5 persons. For every exceeding peso, a deduction of 1 point will be given.

h. The participants must provide a Title Card which contains the title and the brief
description of each of the dishes on display. On a separate card, the ingredients and
itemized expenses must be displayed. The cards must be placed on the display area of
the participant’s dishes prior to judging.

i. All preparation and cooking of the dish, including chopping and slicing of ingredients,
plating, and garnishing must be entirely made and crafted on the spot. A team who
brings in any cooked item will be disqualified. Before the competition starts, each working
area will be checked by the committee to ensure that no item (e.g., cooked food and
beverage) has been brought in.
j. The contestants are given 50 minutes for the elementary and 40 minutes for the
secondary for the preparation, cooking, and plating.

k. Every team should prepare two plates for each dish – one for display and another one to
be served to the judges for tasting.

Criteria For Judging:


 Taste and Nutritional Value (40 %) - The dish should be nutritionally well-
balanced
 Visual appeal (30%) - Contrast of plating and design
 Neatness and Sanitation of the Work Area (20%) - the work area should
be clean as well as the hygiene of the participants
 Overall Presentation (10%) – Appetizer and main course shall complement
the flavors, taste, and styles of each other

3. LARO NG LAHI
a. TUG OF WAR
i. Material / Equipment

ii. Procedures/ Mechanics
1. There will be two teams and each team is composed of five (5) members.
2. The players pick up each end of the rope.
3. The players begin tugging the rope when the referee gives the signal.
4. Each player pulls backwards as hard as they can.
5. The teams continue pulling until the center of the rope (tape mark) crosses
where the referee is standing.
NOTE: Should there be more than two teams competing, a round-robin shall be
implemented.

ii. Procedures/Mechanics
1. The players stand behind the edge of a box, and each should throw their cue
ball.
2. The first to play is determined depending on the players’ agreement (e.g.
nearest to the moon, wings or chest).
3. Whoever succeeds in throwing the cue ball nearest to the place that they have
agreed upon will play first. The next nearest is second, and so on.
4. Throw the cue ball on a certain box according to order and you have to skip
the box with your cue ball in it.
5. Once you step at the lines or outside the pattern, you’ll be disqualified.
6. Once you reach the box before the box with your cue ball in it, you have to
pick your cue ball up then skip the box that was with it before.
7. The first one to complete the game will be the winner.
Note: There shall only be one winner.

c. SACK RACE
i. Materials/Equipment:
• Sack
• Whistle/scarf to signal the start of the race
ii. Mechanics of the Game:
1. There will be two teams/groups in this game. Each group is composed of 5
members.
2. Before the game begins, designate a start line and finish line, and mark them,
so all the players know where the race begins and ends.
3. The first player for each of the teams will line up with both feet in the sack on
the starting line.
4. When the whistle blows, hop to the starting line of the field, and tag the next
person in line.
5. The next person in the line hops into the sack and repeats the journey around.
6. If within the activity the participant falls off or gets out of the sack, that person
must make the trip again.
7. The player that crosses the finish line first wins the race!

d. PATINTERO

1. Draw a massive rectangle on the ground using chalk for clarity and divide it
into smaller rectangles depending on the number of players. The patintero
drawing involves 6-8 smaller rectangles.
2. A time limit of two minutes is given to each team to score.
3. The players should form two teams with five (5) members, where one team
plays defensive and guards the other team against passing the lines.
4. The two teams make up the guards and the runners (passers).
5. The guards assign a player to the lateral line in the middle of the rectangle and
the other players on each horizontal line.
6. The objective of the runners is to get across to one end of the big rectangle
and back without being touched or tagged by a guard.
7. During the game, the guards should ensure they have both feet on the ground
before tagging their opponent; otherwise, it will not count.
8. Once a runner is tagged, he or she gets out of the game.
9. If a runner makes it across the big rectangle and back without being touched
with the butterfly fingers, they earn a point.
10. Once all the runners of a team have been tagged, it’s game over.

e. TUMBANG PRESO
i. Materials Needed:

ii. Mechanics of the Game


1. There will be two teams/groups in this game. Each group is composed of 5
members.
2. An IT, the one to guard the milk can is chosen by throwing the "pamato" to the
toe line by all the players. Whoever player whose "pamato" is farthest from the
toe-line is the IT.

3. The hitters will line up at the back of the toe-line and at the sign of the IT,
game is started.
4. The "pamato" must be retrieved immediately once the can is knocked down,
otherwise once the IT has placed the can inside the circle, the one tagged
becomes the IT.
5. When the can is hit and went off the circle but remains standing, the IT has
the right to tag the hitter once the hitter leaves the toe-line.
6. The can maybe kicked or knocked down under situation No. 4.
7. If a hitter is not able to retrieve his "pamato," the others can save him by
hitting the can.

4. STUDENTS’ GOT TALENT COMPETITION

a. The contest is open to all bona fide learners this School Year 2023-2024.
b. Contestants may perform solo, duo, or in groups with a maximum number of seven (7)
performers in each group or entry.
c. All performances will have a maximum of three (3) minutes to showcase the talents.
Performances will be timed and strictly enforced. If the performance exceeds the allotted
time, points will be deducted from the total score.
d. Use of fire, pyrotechnics, dangerous stunts (such as lifting and tumbling etc.), foul
language, homosexual gestures, risky props, and daring costumes are strictly prohibited.
Violation of the rules will mean automatic disqualification.
e. Acts with any member under 18 must have written consent from parents for each
member.
f. All performances shall be judged by three (3) members of the board of judges, composed
of a teacher, school administrator, SPTA officer, or a guest judge, if possible.
g. The performances shall be judged according to the following criteria:
 Originality and Creativity (30 points):
- Uniqueness of the talent.
- Creativity in presentation.
 Technical Skill (25 points):
- Level of skill and proficiency demonstrated.
- Complexity of the performance.
 Stage Presence and Confidence (20 points):
- Comfort on stage.
- Ability to engage the audience.
 Entertainment Value (15 points):
- Enjoyment factor for the audience.
- Overall entertainment impact.
 Overall Impression (10 points):
- Cohesiveness of the performance.
- Memorable and impactful presentation.

Enclosure 1: DIVISION-WIDE CELEBRATION OF THE NATIONAL STUDENT’S DAY AND
NATIONAL CHILDREN’S MONTH 2023

1.1. ESSAY WRITING CONTEST

2. The Essay writing contest is open to all Junior High School students of Schools Division
Office of San Carlos City. However, due to limited slots, registration shall be on first-
come-first-served basis. There shall be only ten (10) official contestants only.

3. Each school shall only have one representative. First ten schools who shall register
through this link https://tinyurl.com/NCM2023RegistrationForm shall be accommodated
and declared as official participants.

4. All ten participants must be at the San Carlos City Youth Center at Central II Elementary
School at exactly 8:00 A.M on November 22, 2023.

5. They shall be given an official bond paper, folder and pencil.

6. The topic of the essay shall revolve around the topics on Teenage Pregnancy.

7. Essay must be in English language and a maximum word count of 1,000 words. Total
number count shall be written at the lower portion of the paper before submission.

8. The contestants will be given one (1) hour to write their essay.

9. The essays will be judged according to the following criteria:

 Relevance to the topic - 40%


 Grammar and correct usage of words - 20%
 Organization of ideas - 20%
 Style, Neatness and Readability - 20%

100%

1. The three contestants who earned the highest scores shall be declared as winners and
shall receive trophies.

1.2. QUIZ BEE

5. Each contestant shall be given a whiteboard, marker and eraser.

6. The quiz shall cover topic on Teenage Pregnancy.

7. An official quizmaster will read the Type, Credit Points, Time Limit, and will give the
signal for the teams to answer the Question. The question shall be read twice. Timing
will begin only after the second reading of the question.

8. Each participant must write their answer on the provided whiteboard and must raise
their answer at the end of the time limit. Failure to raise the writing board signifies no
answer.

9. After the time limit, the correct answer shall be read by the quizmaster for the
information of the teams and the audience. Each answer should be checked by the
Technical Committee.

10. For Easy and Average rounds, contestants must write the CAPITAL letter corresponding
to their answer. For Difficult round, contestants must write the whole answer.
Abbreviations are not allowed.

11. Unless otherwise stated by the Quiz Master, below are the time limit for each round:

12. In case of tie in the 1st – 3rd rank, there will be a Clincher Round. The first contestant
who will gain a point over the other shall be considered the winner in the tie breaker.
There will be no Clincher Round for any tie in the 4th – 7th rank.

13. Any protest or inquiry from the teams regarding the answer must be made prior to the
reading of the next question; otherwise, the Technical Committee shall no longer
entertain protests or inquiries pertaining to the said question.

14. The decision of the Technical Committee on any protest or inquiry shall be considered
final and not subject to appeal.

15. The official scorer shall announce a running total of scores at the end of every round.

16. The three contestants who earned the highest scores shall be declared as winners and
shall receive trophies.

1.3. DEBATE

1. The Debate Competition is open to all Junior and Senior High School of SDO SCC.
However, due to limited slots, registration shall be on first-come-first-served basis. Those

2. The organizers will only accommodate 4 groups. Each group shall be composed of three
members.

3. All group members shall be at the SDO SCC Training Center at exactly 1:00 P.M on
November 22, 2023.

4. The debate shall follow the Asian Parliamentary Procedure and shall revolve on the issues
and topics concerning Teenage Pregnancy.

5. For 1st round of debate, there shall be draw lots to find out who will they compete
against in the debate and what will be their side (Government or Opposition).

6. Each group must be familiar to the procedure of Asian Parliamentary Debate:

a. Composition of Team:

There two opposing teams in an Asians format of debate:

1. Government side – proposes and defends the motion


2. Opposition side – refutes and negates the motion
*Each side is composed of three members.

b. The Members of the government side are the following:


1. Prime minister (PM)- opens the debate, defines the motion and advances
arguments;
2. Deputy prime Minister (DPM)- refute at first instance the case of the opposition,
re-establish the government's claim, and advances arguments;
3. Government whip (GW)- makes an issue-based rebuttal of the opposition's case
and summarizes the case of the government.
c. The Members of the Opposition side are the following:
1. Leader of the Opposition (LO) - responds directly to the case of the government
by giving a direct clash, and advances arguments. May challenge the motion if the
definition is challengeable;
2. Deputy Leader of the Opposition (DPL) - refutes the case of the DPM, re-
establishes the case of the opposition, and advances an argument;
3. Opposition Whip (OW) - makes an issues-based rebuttal of the government's and
summarizes the case of the opposition.
d. Time of Speeches:
Each speaker is allocated seven minutes to deliver their constructive speeches. One
speaker from each side (For the Government: PM/DPM, for Opposition: LO/DLO) is given
four minutes to deliver a reply speech. The speakers will be speaking in the following
order:

e. POI
During the constructive speeches, Point of Information (POI) may be raised by the
opposing side after the first minute up to the sixth minute. POI may be refused or
accepted by the speaker. During reply speeches, no POI may be raised.

f. Reply Speech
Reply speech is a comparative analysis of the strength and weaknesses of the case of
both sides. The aim of the speech is to give a bias judgment as to why should the people

g. Matter, Manner, Method:

Asian Parliamentary Debate is assessed by an Adjudicator Panel composed of an odd number


according to the following criteria:

1. Matter (40) - substance of the debate, the arguments and evidence presented, and
the logical reasoning and presentation of said arguments.
2. Manner (40) - the style of delivery, the persuasion skills, and the conduct of the
debaters.
3. Method (20) - the response to the dynamics of the debate, and the observance of the
rules of debate.

7. The winners in the 1st round shall again compete. Following the same procedure.
8. The winner shall be awarded with a trophy.

4. One box of colored chalk shall be provided to each team. Artists are may bring their own

need. NOTE: All chalk must be water-based and temporary (no paint, fixatives, or oil-
based products)
5. Each team shall be given a 3ft-by-3ft space where they can work on their chalk art.
6. The art shall focus on the theme, “Healthy, Nourished, Sheltered: Ensuring the Right to
Life for All”.
7. The art created must be suitable for the public. No words, symbols, or caricatures
intended as political statements may appear within the art. Art created must be culturally
sensitive and appropriate.
