BA in Governance and Development Studies

Admission Requirements
The following requirements are set as selection criteria to join the Department of Governance and
Development Studies in the degree program:

Students who successfully completed the preparatory program (with social and natural sciences
background) and pass the entrance exam that could be prepared by the department, the University, or the
Ministry of Education and meet the minimum requirement needed.

Students who have graduated in Governance from recognized college or university at diploma level and
have a minimum CGPA of 2.00 at graduation and fulfill the criteria set by the Ministry of Education.

Duration of the Program

The training program for regular classes lasts for 3years that will be divided into in six
semesters

Graduation Requirement

In order to qualify for graduation, students are required to cover the minimum load of credit hours (that is,
114 credit hours) specified for the program. According to the provisions of the University’s Senate
Legislation, students who successfully complete all courses with a minimum CGPA of 2.00 and with no
“F” grade will be legible for graduation. The category of courses and corresponding amount of credit
hours that students are expected to cover are the following:

About The Department

Historical Background of the Department


The Bachelor of Arts in Governance and Development Studies (GaDS) was instituted as an academic
program under the Faculty of Social Sciences of Hawassa University and under the Faculty of Humanities
and Social Sciences in Jimma University in 2006 and started actual operation in September 2007. The
program was launched with the intention to produce professionals who will be an agent for the formation
of democratic society, building good governance and assuring sustainable development in Ethiopia. This
program marks the new area of study in Ethiopian higher education. Up until the foundation of this
program there are no higher educational institutions in Ethiopia which provide the academic program
under consideration.
The Bachelor of Arts in Governance and Development Studies is purposively designed as a
multidisciplinary academic program. This measure was taken based on the fact that the two important
issues which constitute the heart of the program, governance and development, are the concerns of
different academic disciplines. Hence, the academic discipline of Governance and Development Studies
strongly correlates with and draws contents and ideas from different academic disciplines such as political
science, International relations, economics, development studies, public administration, management,
environmental science, sociology, and law.
Generally the program deals with the art and science of managing and administering the functions of the
government; leading and administrating non- governmental organizations; managing and coordinating
development activities; initiating, planning, implementing, monitoring and evaluating development
projects; community mobilization and problem solving; etc.

Department Structure
The department of Governance and Development studies is among the departments in the College of
Social Sciences and Law. It is chaired by a department head (HOD) It manages not only the courses in
the curriculum (Listed below) but also two common courses, Civics and ethics and Logic, which are
delivered all over the campus. All academic staff members of the department are immediate members of
the department council, each having equal vote on any matter that calls for decision at the department
level chaired by the HOD. Under the department are different course teams and an exam committee
responsible to manage academic activities. Accordingly there are course teams like ‘Governance’,
‘Development’, ‘International courses’, ‘Logic & Civics’ and others. The exam committee coordinates all
activities related to administration of exam and tries to maintain the quality and impartiality of exams given
in the department.

Future plan of the department


Currently the department is restricted only to an undergraduate program in Governance and Development
Studies and the delivery of two common courses across all departments of the university. However in the
near future it has a plan to expand its program to the Masters and PhD level. Therefore, there is a plan to
open a postgraduate MA program in Governance & Development Studies in 2006 (EC.) and again
another MA program in Rural Development in 2007 (EC.). Moreover it will also launch a PhD program in
Governance & Development Studies 2009 (EC.). Preparations are well underway to strengthen the
department in terms of human resources by sending staff members for further education in local
universities and abroad.

BA in Development Studies
This study is aimed at the issues of poverty, inequality, injustices and changing societies. Students acquire knowledge as well as practical and
academic skills with regard to the attempts to address these challenges by means of development projects, programmes and policies. This
involves the management and evaluation of interventions as well as the contexts that are relevant. Development Studies is presented as
multi-disciplinary and holistic.

Research:
Students’ research as part of the requirements for different awards has focused on: The conflict in northern Uganda, its root causes and solutions,
Gender related conflicts, Poverty related conflicts.

Community Service:
The CEMS has six series of Training of Trainers in: Human Rights and Good Governance; Background to training with an overview covering Human
Rights; Civil Society Organisations; Good Governance; Local Government in Uganda; The Meaning of a Human Rights-Based Approach to Local
Government.

BA in Pubic Management and Governance


Public organisations, like private sector businesses, need management to move from idea to implementation. The influence of private sector
management practice and technique in the public arena in recent years is indisputable. The question is, however, whether or not the transfer
of private sector approach into the more complex governance context, which upholds a distinct values framework, is appropriate in all
circumstances.
