EIA in Project Cycle

The document discusses the stages of the project cycle as it relates to environmental impact assessments (EIA). It outlines 6 main stages: 1) project concept, 2) pre-feasibility, 3) feasibility, 4) design and engineering, 5) implementation, and 6) monitoring and evaluation. During the pre-feasibility stage, the EIA process involves site selection, screening, and initial assessment of significant issues. The feasibility stage assesses the practicality of a proposed project. Design and engineering is the process of creating functional products. Implementation is realizing a plan or application. Monitoring and evaluation assesses project performance to improve management of outputs and impact.

EIA in Project Cycle

A generalized project cycle can be described in terms of six main stages:

1. Project concept

2. Pre-feasibility

3. Feasibility

4. Design and Engineering

5. Implementation

6. Monitoring and Evaluation

Project concept
A project concept is a description of the purpose, client or user, and
benefit of your idea.

Pre-Feasibility
Prefeasibility studies are an early stage analysis of a potential project.
Early in the project cycle, the EIA process involves the site selection,
screening, initial assessment, and scoping of significant issues.

Feasibility
A feasibility study is an assessment of the practicality of a proposed
project or system. A feasibility study aims to objectively and rationally
uncover the strengths and weaknesses of an existing business or
proposed venture, opportunities and threats present in the natural
environment, the resources required to carry through, and ultimately the
prospects for success.

Difference between Pre-Feasibility & Feasibility

Preliminary assessment of viability of the action that usually takes place

in the identification stage of the project cycle. Pre-feasibility studies
generally cover the same subjects as feasibility studies but do so in much
less detail.

Design and Engineering
The engineering design process is a common series of steps that
engineers use in creating functional products and processes.

12-09-2023 7
Implementation
Implementation is the realization of an application, or execution of a
plan, idea, model, design, specification, standard, algorithm, or policy.

Monitoring and Evaluation
Monitoring and Evaluation (M&E) is used to assess the performance
of projects, institutions and programmes set up by governments,
international organizations and NGOs. Its goal is to improve current and
future management of outputs, outcomes and impact.

Review in EIA
❖ The review is carried out to confirm the quality of the information and
methods used in the EIA, and to verify that the EIA report addresses all the
relevant mitigation measures as well as all the critical and cumulative
impacts.

❖ The key objectives of EIA review are to: Assess the adequacy and quality of
an EIA report.
