Overview of Unit 1

Have you met a Guidance Counselor in school? Have you ever experienced
getting inside the Guidance Office? If you happened to be in the said office, what
was the reason and how was the feeling being there?

One common misconception about Guidance Counselors is that they are like
scare crows whom the students should be afraid of like that of a Discipline Officer.
Another misconception about Guidance Office is, it is only for learners who
misbehave in school. Further, the belief of the many that counseling is tantamount to
advising or vice versa.
This chapter will clarify relevant issues about Guidance and Counseling being
a Profession and a Discipline, not just a mere subject. In particular, the following
topics will be discussed in the first 6 hours of the semester:
Lesson 1 - Definition of Terms and Basic Principles in Guidance
Lesson 2 - History and Foundations of Guidance
Lesson 3 - Role and Importance of Guidance and Counseling in Education

Terms and Basic Principles in
Guidance

Duration: 1.5 hours

Introduction
What is the first thing that comes to
your mind when you hear Guidance and Counseling? Do you think Counselors are
really needed in schools?
Have you been in a Guidance Office? For what purpose? Are you one of
those individuals who believe that the Guidance Office is only for students who have
problems or for those who misbehave?
Lesson 1 will give you the definitions of the terms you usually encounter
relevant to the topic Guidance and Counseling. Nowadays, Guidance and
Counseling is termed as School Counseling.
The Basic Principles in Guidance will also be discussed in Lesson 1.

1. grasp the important definitions of terms relevant to Guidance and Counseling;
2. gain deeper appreciation of the Basic Principles in Guidance; and
3. acquire baseline understanding about the Guidance and Counseling

(RA 9258 section 3 letter a)
- a profession involving an integrated
approach to the development of well-
functioning individuals primarily by
helping them to utilize their potentials to the fullest and plan their
present and future in accordance with their abilities, interests and
needs.

2. Guidance Counselor
- a Mental Health Professional (RA 11036 section 4 letter m)
- a Career Specialist
- central and the most indispensable figure of the Guidance Program.
- a natural person who has been registered and issued a valid Certificate
of Registration and a valid Professional Identification Card by the
Professional Regulatory Board of Guidance and Counseling and the
Professional Regulatory Commission (PRC) in accordance with this Act
and by virtue of specialized training performs for a fee, salary or other
forms of compensation, the functions of guidance and counseling
under Section 3 (a) of this Act. (RA 9258 section 3 letter b)

RA 9258 section 12. Examination Required - All applicants for


registration for the practice of Guidance and Counseling shall be
required to undergo a licensure examination to be given by the Board
and the Commission in such places and dates as the Commission may
designate in accordance with Republic Act No. 8981, subject to
compliance with the requirements prescribed by the Commission.

Section 13. Qualification for Examination. - In order to qualify for the


examination, an applicant must, at the time of filing the application be:
(a) a citizen of the republic of the Philippines or a foreigner whose
country has reciprocity with the Philippines in the practice of Guidance and
Counseling;

(b) has not been convicted of any offense involving moral turpitude by a7
competent court; and

(c) holder of a Bachelor's Degree in Guidance and Counseling or in


other Allied Disciplines and a master's degree in Guidance and
Counseling from an institution in the Philippines or abroad recognized or
accredited by the CHED.

Section 15. Scope of Examination. - The examination shall cover the


following subject areas

(a) Philosophical, Psychological & Sociological Foundations of Guidance


and Program Development (10%);

(b) Counseling Theories, Tools and Techniques (35%);

(c) Psychological Testing (15%);

(d) Career Guidance (10%);

(e) Organization and Administration of Guidance Services (10%); and

(f) Group Process (20%).

The Board, subject to approval by the Commission, may revise or exclude


any of the subjects and their syllabi, and add new ones as the need arises.

3. Guidance Program
- a system of services designed to improve the adjustment of each and
every person for whom it is organized.
- refers to the integral part of the educational system because it is
responsive to the needs of the students and is entrusted only to
qualified Guidance Personnel.

4. Career Guidance Program


- A system of services designed to help an individual come up with a
career plan to help achieve his/her life goals and implement the plan.

5. Career Guidance Advocacy Program


- A system of activities designed to guide learners at the secondary level
in choosing the career track they intend to pursue in Senior High
School and Tertiary level.
- may be implemented by the non-Registered Guidance Counselors
(RGCs) pursuant to RA 10533 and with respect to RA 9258

6. Mental Health Program


- A system of services designed to maintain the state of well-being of the
individuals in order for them to realize their potentials and abilities, and
be able to cope adequately with the normal stresses of life,

shows resilience when undergoing extreme life events, be able to work 8
fruitfully and productively, hence able to make vital contributions to the
improvement of the society.

7. Counseling (Villar, 2009)


- Heart of the Guidance Program
- It is integrated there all the data gathered about
the individual and his/her environment in order for those data
to make sense
- A goal-oriented relationship between a
professionally trained, competent counselor and an individual
seeking help for the purpose of bringing about a meaningful
awareness and understanding of the self and the
environment as well as making full use of one’s potentials for self-
development.

8. Counseling Supervision - Supervision is a process in which experienced


professionals holding appropriate preparation, degree, licensure, and/or
certification provides consistent support, instruction, and feedback to an
inexperienced counselor, fostering his or her psychological. professional,
and skill development while evaluating his or her delivery of ethical
services (Bernard and Goodyear 2014; Studer, 2005 as cited in Perrera-Diltz & Mason,
2012)

9. Counselor Educators - Counselors who are responsible for developing,


implementing, and supervising educational programs and are skilled as
teachers and practitioners. They are knowledgeable regarding the ethical,
legal, and regulatory aspects of the profession, are skilled in applying that
knowledge, and make students and supervisees aware of their
responsibilities. Counselor Educators conduct counselor education and
training programs in an ethical manner and serve as role models for
professional behavior. Individuals, who develop, implement/conduct and
supervise comprehensive education and training programs for counseling
trainees in a knowledgeable, skillful and ethical manner, and serve as
culturally-aware role models for professional behavior. Counselor
Educators are considered professionals at the degree level of Ed.D. or
Ph.D. in counseling, psychology, or closely related field level of education
who infuse material related to human diversity into all courses and/or
workshops that are designed to promote the development of professional

10. Psychotherapy (www.apa.org)


- involves communication between patients and therapists that is
intended to help people
(a) find relief from emotional distress, as in becoming less anxious,
fearful or depressed.

(b) seek solutions to problems in their lives, such as dealing with 9
disappointment, grief, family issues, and job or career
dissatisfaction.
(c) modify ways of thinking and acting that are preventing them from
working productively and enjoying personal relationships.

Note:
Counseling generally refers to short-term consultation while Psychotherapy
typically refers to longer-term treatment. Counselling typically deals with present
issues that are easily resolved on the conscious level whereas psychotherapy
intensively and extensively examines a person’s psychological history.

B. Basic Principles in Guidance (Villar, 2009)


The Guidance Program is an integral part of the
educational system guided by the following Principles:
1. Guidance is a fundamental and integral part of the educational system. It
helpts to provide holistic development for the students.
2. Education and guidance support complement each other to maximize
students’ growth and development.
3. The understanding and support of school administration and faculty to the
Guidance Program are crucial to its success.
4. The Guidance personnel perform specific tasks that are distinct and
separate from teaching and disciplining.

The Guidance Program is responsive to the students’ needs.


1. The Guidance Program addresses the development and adjustment needs of
the students.
2. The Guidance Program considers the unique culture and climate of the
specific population and environment it serves.
3. Program offerings of the Guidance Office are based on regular, systematic
assessment of the students’ needs and environment.
4. Guidance is a continuous process throughout the person’s stay in school.
5. Guidance activities are specifically planned and developed to ensure Program
effectiveness.
6. The Guidance team consists of the school counselor, psychologists, social
workers, teachers, administrators and other educational professionals and
staff who work together for the welfare of the students.
7. The Guidance Program recognizes the need to provide objective evidence of
accomplishments and the rationale for its continued existence.

Unit 1 Lesson 2
History and Foundations of Guidance
Duration: 1.5 hours
Introduction
Like anything, School Counseling has also its
origin. Years back, it has been existing but gradually and
continuously developing through the years especially in
the Philippines. The practice of School Counseling before
is far different from now. It is due to the fact that there are
many new trends and upgrading in this profession including the formulation and
implementation of the laws covering its practice.
Being in the academe for more than two decades now as a Teacher and a
Counselor, I may say that I have been a witness and an active part, indeed of this
evolution of Counseling profession in the Philippines in my own simple and little
ways. What made me stay in this profession for so long a time? When after
graduation in College it was just a destiny of a Psychology graduate to land in a
Guidance Office. But after 20 years of being a practicing Counselor, I declared that
being in this profession is not merely a destiny but my own choice.
Writing this module made me appreciate once more the wide roots, strong
pillars, and variety of disciplines encompassing the School Counseling profession.
These enables us Counselors to be able to look at things, situations and people in a
deeper and wider perspective. Moreover, Counselors also have a role as a manager
of the Guidance whose work is managerial, supervisory and clinical in nature. Like
me, let Lesson 2 bring you to a deeper appreciation of the School Counseling
profession by learning about its history and foundations.

▪ School Counseling (Guidance & Counseling) formally started in the 20 th


century

▪ Some of the techniques and skills of modern day Counselors were practiced
by Catholic priests in the middle ages inspired by the concept of their
dedication to Confidentiality as practiced in the Sacrament of Confession.

▪ Formal guidance programs using specialized textbooks did not start until the
turn of the twentieth century.

▪ During the Industrial Revolution, the difficulties of people living in urban slums
and the widespread incidence of child labor outraged many. And one of the
consequences of such was the compulsory education movement, and shortly
thereafter, the vocational guidance movement, which in its early days was
concerned with guiding people into the workforce to become productive
members of society.

▪ The entry of the United States in World War I brought the need for
assessment of large groups of draftees in large part to select appropriate
people for leadership positions.

▪ These early psychological assessments performed on large groups of people


were quickly identified as being valuable tools to be used in the educational
system, thus beginning the standardized testing movement that in the early
twenty-first century is still a strong aspect of U.S. public education.

▪ At the same time, vocational guidance was spreading throughout the country,
so that by 1918 more than 900 high schools had some type of vocational
guidance system.

▪ In 1913 the National Vocational Guidance Association was formed and helped
legitimize and increase the number of guidance counselors.

▪ Early vocational guidance counselors were often teachers appointed to


assume the extra duties of the position in addition to their regular teaching
responsibilities.

▪ The 1920s and 1930s saw an expansion of counseling roles beyond working
only with vocational concerns. Social, personal, and educational aspects of a
student's life also needed attention.

After World War II a strong trend away from testing appeared. One of the
main persons indirectly responsible for this shift was the American
psychologist, Carl Rogers.

▪ Many in the counseling field adopted his emphasis on "nondirective" (later


called "client-centered") counseling.

▪ Rogers published Counseling and Psychotherapy in 1942 and Client-


Centered Therapy in 1951.

▪ These two works defined a new counseling theory in complete contrast to


previous theories in psychology and counseling.

▪ This new theory minimized counselor advice-giving and stressed the creation
of conditions that left the client more in control of the counseling content.

▪ In 1980s to 1990s, the American School Counseling Association (ASCA)


launched the National Standards for Counseling which comprises of the 3
Core Domains such as Academic, Career, and Personal-Social.

History of Counseling in the Philippines

▪ Pre-colonial Philippines was much like neighboring Indonesia and Malaysia.


Counseling still appeared to be remnants of indigenous help-seeking through
(a) superstition, (b) reliance on elders, faith healers, and fortune tellers;
and (c) belief in the supernatural (Bulatao, 1992)

▪ In 1521, the Philippines was rediscovered by Ferdinand Magellan, which


began the Spanish colonization, resulting mainly in religious conquest: 80% of
Filipinos are Roman Catholics (CIA, 2011).

▪ From 1898 to 1941, the American occupation (and military bases into the
1990s) followed Spanish colonization. From public school to government, the
United States has had a strong influence on the country (NSO, 2010).

▪ English became the language of instruction in the country, and greater


respect is given to anything American over anything Filipino. The United
States has even had a significant impact on counseling because Filipino
counselors and psychologists often trained there (Salazar-Clemeña, 2002).

The Philippine Guidance and Counseling Association (PGCA)


- a professional organization for guidance counselors, supervisors, and counselor
educators conceptualized in 1964 by a group of educators, psychologists, and
counselors, some of whom were trained in the United States.

▪ From the 1970s to the 1990s, the movement in counseling was primarily
indigenization (e.g., Bulatao, 1992; Enriquez, 1977) of assessments,
constructs, and theories, focusing on the differences between the counseling

models learned in the United States within the context of Philippine culture
and the realities of its social issues.

▪ The most significant development in Philippine counseling is the Guidance


and Counseling Act of 2004 (Republic Act No. 9258).

▪ The Act was intended to professionalize the practice of guidance and


counseling and to create the Professional Regulatory Board of Guidance and
Counseling, which is under the administrative control and supervision of the
Professional Regulatory Commission.

▪ Prior to 2004, mental health workers did not need a license to practice nor
was there a regulatory board to ensure adequate training and ethical
practice.

▪ The Guidance Counselors pioneered regulation for counseling, and


psychologists are following suit through the Philippine Psychology Act of 2009
(Republic Act No. 10029), which will regulate psychology and create a
professional regulatory board for licensing psychologists (Kabiling, 2010).

B. Foundations of Guidance
▪ The foundations and Principles of School Counseling could be traced back at
ancient Greece and Rome with the Philosophical teachings of Plato (idealism)
and Aristotle (realism).
▪ Different disciplines provide the basis for School Counseling to respond
effectively to the needs and issues caused by particular conditions within the
individual, the family, the environment, and the society.

1. Philosophy

- love of wisdom (philosophybasics.com)


The field of Philosophy is a very important foundation of Guidance and
Counseling because it has been instrumental in the understanding of what a human
being is and how he/she must be handled (Lupdag, 2007 in Villar, 2009)
• Monism – believes that there was only one underlying reality. That is the mind
or the body, not both.
• Dualism – believed that both the mind and the body existed.

Monism and Dualism is just like the Nature-Nurture


controversy which in the light of the Guidance Principles that
believe in the holistic formation and intervention is settled by
concluding that a person is made both of nature and nurture.

• Materialism – believed that humans were entirely physical


• Determinism - believed that all human choices were determined by the laws of
nature.
• Mechanism – believed that human beings were slaves to nature and like
machines, they could be known totally and completely.

Sigmund Freud (Father of Psychoanalysis) who is the proponent of


Psychoanalytic Counseling and BF Skinner (Father of Behaviorism) who is the
proponent of the Behavioral Counseling must have been largely influenced by such
beliefs.

• Rationalism – emphasized that reason, innate ideas, and deductions guide


knowledge. It highlighted self-awareness.

The thesis of Descartes set the foundation for Psychology as an introspective


science and for understanding that observable behavior was meaningful. The
Rational-Emotive Therapy, Cognitive Therapy, and Cognitive Behavior Modification
may have been influenced by this philosophy.

• Empiricism – believed that experience was the source of knowledge and that
learning was a process of accumulating a series of sensory experiences. This
led to the understanding of cause and effect relationships and associations.
This may also underlie the basic tenets of Behavior Modification.

Behavior Modification is the alteration of behavioral patterns


through the use of such learning techniques as biofeedback
and positive or negative reinforcement. (Morin, 2020)

• Positivism – believed that Social Sciences should be founded on the study of


positive knowledge gathered through objective observation and the definition
of experience. It concentrated on natural phenomena or facts that were
objectively observable.

• Existentialism – focused on the uniqueness of human beings and highlighted

this as the only reality, thus subjective reality became more important than
objective reality. Human freedom was recognized with its use seen as unique
to every individual. Carl Rogers (humanistic psychologist) and Victor Fankl
(proponent of Logotherapy) must have based their theoretical beliefs and
practices on these.

2. Psychology

The foundations of Guidance and Counseling is largely


derived from the field of Psychology (Gibson and Mitchell, 2003). Among the
contributions of Psychology to Guidance and Counseling are the counseling theories
and processes, standardized assessment, individual and group counseling
techniques, and career development and decision-making theories.
• General Psychology – now called Understanding the Self in the new
curriculum
- lays the foundation for understanding human behavior
- The study of motivation, perception, and cognition helps professionals
understand a person’s goals and sheds light on how he/she perceives,
thinks, and learns.

• Developmental Psychology – studies physical, cognitive, and social change


throughout the life span. (Rasonabe, et. al., 2014)
- focuses on development of the human mind through the lifespan. It
seeks to understand how people come to perceive, understand, and
act within the world and how these processes change as they age.
(Rodriguez, 2009)

Through the contributions of Developmental Psychology, the Counselor


can understand the developmental stages and tasks as well as the concerns
and adjustments of the client. (Villar, 2009)

• Educational Psychology – studies how humans learn in educational settings,


the effectiveness of educational interventions, the psychology of teaching, and
the social psychology of schools as organizations. (Rodriguez, 2009)

Having a background in Educational Psychology, the Counselor who


handle students would also have a better grasp about educational and
learning concerns as well as techniques as best ways to respond to the needs
of the students. Behavior Modification techniques are based on Social
Learning Theory that highlights the importance of focusing on reinforcement
rather than punishment. (Villar, 2009)

• Social Psychology – aims to understand how we make sense of social


situations. It is a scientific study of the nature and causes of human social
behavior and mental processes with emphasis on how people think towards
each other and how they relate to each other. (Rodriguez, 2009)

Social Psychology uses the findings of General Psychology to show 21
how people perceive other persons and groups, how they develop their social
goals, and how they learn to behave socially. Alfred Adler’s Individual
Psychology is actually helpful because it maintains that the fundamental need
of the individual is to become socially significant and that the goal of
counseling should be to move the person towards social interest. (Villar,
2009)

• Ecological Psychology – founded by J.J Gibson, the Ecological/Environmental


Psychology is the branch of science that is attempted to design and explain
the relationship between the environment and the living organisms. It is the
study of human behavior and the human understanding from spiritual,
physical and political standpoints and thus to construct a sustainable
world. (Vabesh, 2018)

Gibson and Mitchell (2003) included Ecological Psychology as a


foundation because of observations and findings that individuals are shaped
by, and in turn influence their environments. (Villar, 2009)

3. Biology – the science of life and living organisms including their structure,
function, growth, origin, evolution and distribution describes human beings
and explains thembased on the biological and cultural characteristics of the
population to which they belong.

Biology helps understand the human organism and its uniqueness.


Wellness and prevention are based on biological findings. Human sexuality
finds a strong linkage with Biology and human sexuality needs to be dealt with
in understanding the major facets of a human being. (Villar, 2009)

4. Anthropology – another foundation of Guidance Programs specifically Social


and Cultural Anthropology. It provides fundamental information on aspects of
living that must be considered in understanding and dealing with the client’s
needs since it concerns itself with the scientific study of the origin, behavior,
and the physical, social, and cultural development of humans.

Anthropology provides Counselors with insights into the cultures of


peoples, cultures that in turn provide guidelines for the behaviors and
viewpoints of their members. Cross-cultural Counseling and Multicultural
Counseling could be an offshoot of the realization that the individual can only
be appropriately understood and comprehensively helped if the impact of
his/her own culture on his/her being, passion, characteristics, attitudes and
behaviors are thoroughly appreciated. (Villar, 2009)

5. Sociology - the study of social life, social change, and the social causes and
consequences of human behavior. Sociologists investigate the structure of
groups, organizations, and societies and how people interact within these
contexts. Since all human behavior is social, the subject matter of sociology
ranges from the intimate family to the hostile mob; from organized crime to
religious traditions; from the divisions of race, gender and social class to the

Role and Importance of Guidance and Counseling in Education

Introduction
While School Counseling has been existing in
the Philippines for quite some time, many still do not
truly understand the important role of the School
Counselors in the country’s educational system
especially in this time of COVID-19 Pandemic. Right
timing that the Mental Health law (RA 10036) started
to acknowledge the unique and vital role of Registered Guidance Counselors
(RGCs) in Mental Health, hence including the RGCs in the list of Mental Health
Professionals.
As oftentimes the experiences of personnel and counselors assigned in the
Guidance Office, especially before, were not really in line with their supposed to be
Job Description due to the workload given to them. While in some schools,
Counselors are just displays for accreditation because they are not really given
correct workloads and decent space to work in school like having a counseling nook
where confidentiality is respected. On the other hand, there are few schools in the
country that are advanced in their understanding about the vital role and great
contributions of Counselors in the educational setting, thus creating a welcoming and
healthy psychosocial environment for learners. Lesson 3 gives you the details of how
you can concretely work together with your School Counselor and as a Teacher in
the future.

Learning Objectives
At the end of lesson 3, the student will be able to:
1. acquire more understanding about the vital role of School Counseling in the
growth and development of the learners;

2. deeply appreciate the important role of School Counselors especially in


promoting Mental Health among the educators, the learners and the entire
educational community; and

3. carry out behaviors that would promote respect and care for School
Counselors as a journeyer in life of the learners.

The data from a psychological test like what you


took (Multiple Intelligence Test) may be very useful
together with other information about you when used in Counseling. With or without
the presence of a Registered Psychometrician, a Registered Guidance Counselor
may work on data from psychological tests aside from those that are clinical in
nature like projective tests which is within the competence of a Registered Clinical
Psychologist.

The following conditions are some of the reasons why School Counseling is
vital (Villar, 2009):
1. The Learner’s Family Situation
• Disappearing Family
- Many married couples separate because husband and wife cannot get
along anymore with each other.
- Many children are left to their own devices because their parents are
trying to earn for a living abroad or away from home.
• Unready Family
- As a result of the disappearing family, many young people get into
early marriages or parenthood that they are unprepared for. Many of
these marriages eventually break up, and the unprepared couples
become the parents in disappearing families.
• The Pathological Family
- Many children from the disappearing and unready families grow up with
unresolved issues or become pathological because of the absence of
nurturance and supervision and also the physical, emotional, and
verbal abuse that they may have experienced.
- Children coming from pathological families tend to manifest symptoms
that may be a cry for help like showing disruptive or inappropriate

behavior. They also tend to become quarrelsome or attention-seeking.
They lose concentration or focus, thus underachieve.

2. The Complexity of Living


• The Increased Mobility of Filipinos
- This is another condition that makes the life of some learners more
complex. Migration due to economic reason has made many children
move from one place to another. Experiences of pain of loss and anger
because of their situation prevail.
• Increasing Career Options and the Changing Demands in the Labor Market
- Faced with more choices, students get confused as to where to study
after high school. Parents have become misguided as well, leading
their children to courses which they believe would generate the biggest
income regardless of the intellectual capacity, interests, and aptitude of
their children.
• New Job Titles
- New job titles have also come about with the changes in the fields of
concentration and the demands of the industrial and corporate worlds.
- Getting into a technical-vocational course has become an option
instead of a degree program because the labor market has opened the
door for people trained in technical-vocational work.

• Lack of Job Opportunities


- The inability to find a job also results to frustration among the youth.
Their economic dependency on their family continues, and the
individuation may be delayed.

• Increasing Financial Difficulty


- Financial difficulty is a source of instability among family members.
Joblessness can cause lowered self-esteem. Poverty may be a source
of more problems as experienced by many in this time of COVID-19
Pandemic.

3. Experiences of Crisis even with very Young Learners


- Other crisis situations such as calamities, crimes, accidents, illness, as
well as learning and other types of disorder make the life of some of
the learners more difficult and painful.

4. Increasing Rate of Persons Experiencing Anxiety and Depression which


others had led to Committing Suicide

It is because of the above-mentioned reasons that School Counseling continue to


grow and improve itself to be of service to humanity.

THE EDUCATION SECTOR AMID THE COVID-19 PANDEMIC

We can only give what we have. There is truth on this, especially if you are a
Youth Formator or a Teacher. Working in the academe for more than two decades in
different areas in the country has given me vibrant experiences in school operations.
Of all the very challenging experiences I have encountered in the academe through
the years, nothing beats what we have been experiencing for six months already.
The Coronavirus has abruptly disrupted what we used to do and has explicitly
rearranged our lives, of which the Education Sector is also heavily affected, among
others.
Uncertainties had led many to experiences of anxiety and depression when
Community Quarantine was implemented. The rising unemployment rate has
worsened the country’s poverty rate, which made education in this time of COVID-19
Pandemic not anymore a right but a luxury, especially to those who do not have the
means to access to technology. More and more challenges are on our table as we
have been trying to pursue the start of classes for the Academic Year 2020-2021. I,
for one exactly feels how it is to be a teacher and a student as well in this time of
pandemic as I am pursuing my doctorate studies despite some limitations and a lot
of difficulties.
So how is it to be an Education Frontliner in this time of pandemic? The
writing of modules or creating a course pack in minimal time on the part of the
teachers is never. The highlighted use of technology in almost everything we do in
our everyday life is a great challenge even for seasoned educators. To top it all, the
slow internet capacity in our country makes us think many times about our never-
ending “what ifs” during the school year. It’s quite a challenge for a teacher to “go

where the students are,” which requires them to have three teaching modalities 33
(Synchronous, Asynchronous, and the Remote Print Learning or the use of Modules)
in the higher education per subject to cater to the needs of all kinds of learners.

What about the students and their parents? Do they want the school year to
proceed? Being a student is likewise very challenging these days. The disrupted
face to face instruction and the shifting of teaching-learning modalities from face to
face to flexible learning have solicited different reactions, not just for the students but
most especially to parents who work very hard to send their children to school. From
over-the-counter to online enrolment process, from face to face classroom instruction
to flexible learning and from face to face parent-teacher consultation to online
meetings and conferences are just some major changes that needed to happen this
school year.
Whatever happens, for me, education must prevail, and through and through
learning must continue to help our country rebuild itself and to boost resilience
among us because studying is a positive divertion. The teachers and parents must
work together to facilitate learning among our learners especially those who are in
lower grades. And as a Mental Health Professional, being a practicing Registered
Guidance Counselor, here are some tips for us to combat the challenges amidst us
in the Education sector. Using the acronym F I G H T that comprises the word ‘Fight’
which means ‘laban lang.’ We move on to life no matter what. Let me illuminate each
letter of the word fight in the following statements expressed in Filipino for better
understanding.
Follow mandates and protocols
Sumunod po tayo sa ipinag-uutos ng pamahalaan at ng mga kinauukulan
upang maiwasan ang pagkalat ng Coronavirus at upang makaahon po tayo
sa matinding krisis na itong pinagdadaanan nating lahat. Manatili sa loob ng
bahay kung wala naman pong importanteng gagawin sa labas. Gawin ang
physical distancing, Maghugas ng kamay na gamit ang sabon at malinis na
tubig, iwasan ang pakikipag-usap upang lumiit ang tsansa ng mikrobyo na
makalipat sa ibang tao.

Sa eskwelahan, lagi pong makipag-ugnayan sa mga guro at tagapangasiwa


ng paaralan upang ang anumang mga tanong ay agad na masagot o kapag
may problema ay agad kayong matulungan. Ang mga magulang ay
hinihikayat na tulungan ang kanilang mga anak sa kanilang pag-aaral sa
bahay.

Mga mag-aaral, sumunod po kayo sa mga alituntunin at patakaran sa inyong


bahay at sa paaralan. Ang paggamit ng internet at gadgets ay may tamang
oras lamang. Isa hanggang dalawang oras sa isang araw lamang ay sapat na
upang mapangalagaan din ninyo ang inyong mga mata at isipan, at malayo
sa anumang karamdamang dulot ng sobrang paggamit sa gadgets at internet
tulad ng Computer Addiction at Pang-aabuso online.

Inspire spiritual connectedness


Our soulfulness as human beings. Tayong mga tao ay nilikha ng Diyos nang
may katawan at kaluluwa. Wala ni isa man sa atin ang nagnanais mabuhay
mag-isa dahil likas sa atin ang pakikipagkapwa (social being).
Magmalasakitan po tayo at magtulungan. Hindi man po natin alam kung saan
talaga tayo tutungo sa kalagayang ito at kung anong meron sa hinaharap, ang
mahalaga ay nagbibigayan tayo at nagmamahalan.

Bilang mga tagapamatnubay ng mga mag-aaral, ang mga magulang sa 34

Grow healthy physically, emotionally & spiritually

ng mabuti sa sarili at sa kapwa. Ang pagdarasal pagkagising sa umaga at
bago matulog sa gabi ay nakakatulong din para sa pagkaing pang-ispiritual
natin.

Sikaping gumawa ng mga bagay na base lamang sa iyong kakayanang


intelektuwal, emosyonal at pisikal dahil ang anumang sobra o kulang ay
nakasasama sa ating kalusugan.

Makipag-usap lagi sa mga kaibigan at mga pinagkakatiwalaang tao lalo na


kung ikaw ay may suliranin. Anumang mabigat, kapag ibinahagi ay
gumagaan. Sa mga magulang, siguraduhin pong may panahon kayong
makipagkwentuhan sa inyong mga anak. Mga guro, palagian pong
kukumustahin ang mga mga-aaral at mga magulang sa kanilang tahanan.
Nang sa gayon, maagapan natin ang anumang kalituhan o suliranin kung
meron man.

Handle life with care and precaution


Maging maagap po tayo. Prevention is better than cure. Ingatan po natin ang
ating sarili at ang ating kalusugan. Habang tayo ay nasa kamalayan sa kung
anu-ano ang mga nangyayari sa ating bansa ngayon, importante na positibo
po tayong mag-isip. Iwasan po nating magkalat ng nakakalungkot o
nakakatakot na balita lalo na sa Social Media. Ang sadfishing at emotional
contagion ay mga banta po sa ating kalusugang pangkaisipan.

Mga guro, mainam pong simulan ninyo ang inyong leksyon sa School Year na
ito sa pamamagitan ng pagtalakay sa Media Literacy. Pag-usapan po ninyo
ang tamang paggamit ng gadgets, internet at iba pang uri ng mga teknolohiya
upang tunay nga pong maging tulong sila sa pagpapaunlad ng mga
kamalayan, kaisipan at pag-uugali ng mga mag-aaral. Gayundin po, ang mga
magulang sa bahay ay dapat ding ipagpatuloy ang disiplinang meron sa
paaralan tungkol sa tamang paggamit ng media lalo na ang sikat na Social
Media. Sabi nga po, consistency in discipline matters.

Ngayon pa lang po, gumawa na po kayo ng schedule sa bahay na


kinapapalooban ng oras ng paggising at mga aktibidades na gagawin ng
mag-aaral sa bahay sa bawat araw hanggang sa kanyang pagtulog mula
Linggo hanggang Sabado. Nang sa gayon ay masanay po sa ganyang kilos
ang mga mag-aaral. Isama nyo rin po sa kanilang schedule ang paglalaba,
paghuhugas ng pinggan, pagluluto at paggawa ng iba’t ibang gawaing bahay
upang sila ay matotong mabuhay na mag-isa (survival skills).

Laws Governing the Practice of Professional Counseling
in the Philippines

Duration: 1 hour

Introduction
While law has to protect the interest of the
customers or clients, it also ensures competence
on the part of the practitioners. This is also true
to School Counseling especially when in 2004
the Guidance and Counseling Act existed.
Having Republic Act 9258, licensure examination has become a way of
professionalizing the practice of school counseling in the Philippines. But what is
unique in the board exam for Guidance Counselors is the high qualification for its
application. Unlike other professions, here, an individual needs to earn first a
master’s degree major in Guidance and Counseling before he/she could take the
licensure exam for Guidance Counselors. Upon taking the licensure exam, a
MA/MAEd/M.Ed in Guidance in Counseling should reach at least a General
Weighted Average of 75% and with no rating lower than 60% in any examination
subject.
After earning an RGC license, the challenges go on because the labor market
though recognizes that Guidance and Counseling is included in the list of
professions that is hard to fill in according to the Department of Labor and
Employment, does not offer a competitive salary tantamount to the professional
qualifications of the Registered Guidance Counselors. Further, the RGC is required
to earn at least 15 units of Continuing Professional Development for the renewal of
license every 3 years. The struggles of the RGCs go on. Nevertheless, the
Counseling profession continues to flourish in the Philippines. Lesson 4 discusses
the highlights of the various laws concerning the practice of School Counseling in the
Philippines.

AN ACT PROFESSIONALIZING THE PRACTICE OF GUIDANCE


AND COUNSELING AND CREATING FOR THIS PURPOSE A
PROFESSIONAL REGULATORY BOARD OF GUIDANCE AND
COUNSELING, APPROPRIATING FUNDS THEREFOR AND FOR
OTHER PURPOSES

Section 3. Definition of Terms. - As used in this Act, the following terms shall mean:

(a) Guidance and Counseling is a profession that involves the use of an


integrated approach to the development of a well-functioning individual primarily
by helping him/her potentials to the fullest and plan him/her to utilize his/her
potentials to the fullest and plan his/her future in accordance with his/her
abilities, interests and needs. It includes functions such as counseling subjects,
particularly subjects given in the licensure examinations, and other human
development services.

(b) A Guidance Counselor is a natural person who has been registered and issued
a valid Certificate of Registration and a valid Professional Identification Card by
the Professional Regulatory Board of Guidance and Counseling and the
Professional Regulatory Commission (PRC) in accordance with this Act and by
virtue of specialized training performs for a fee, salary or other forms of
compensation, the functions of guidance and counseling under Section 3 (a) of
this Act.

Section 12. Examination Required - All applicants for registration for the practice of
Guidance and Counseling shall be required to undergo a licensure examination to be
given by the Board and the Commission in such places and dates as the
Commission may designate in accordance with Republic Act No. 8981, subject to
compliance with the requirements prescribed by the Commission.
Section 13. Qualification for Examination. - In order to qualify for the examination, an
applicant must, at the time of filing the application be:
(a) citizen of the republic of the Philippines or a foreigner whose country has
reciprocity with the Philippines in the practice of Guidance and Counseling;

(b) has not been convicted of any offense involving moral turpitude by a
competent court; and

(c) holder of a Bachelor's Degree in Guidance and Counseling or in other


Allied Disciplines and a master's degree in Guidance and Counseling
from an institution in the Philippines or abroad recognized or accredited by the
CHED.

Section 14. Registration Without Taking Licensure Examination. - A person who 40
possesses the pertinent qualifications required for admission in the examination for
registration as guidance counselor pursuant to the provisions of this Act maybe
registered without examination: Provided, That the applicant files with the Board
within two (2) years after its creation, an application for registration and issuance of a
Certificate of Registration and Professional Identification Card by submitting
credentials showing that the applicant before the effectivity of this Act;
(a) Had been doctoral and master’s degree holders in Guidance and Counseling
with at least three (3) years of teaching Guidance and Counseling courses
and/or full-time counseling practice for the same period;
(b) Had passed at least eighteen (18) units of Master's level courses in
Guidance and Counseling such as Counseling Techniques/Theories,
Organization or Administration of Guidance Services, Test and
Measurements, Group Process/Counseling and Career
Guidance/Counseling; and have at least seven (7) years of experience in
counseling work; and
(c) Has completed academic requirements for a master's degree in guidance
and counseling and have five (5) years of experience as full-time guidance
counselors.
Section 15. Scope of Examination. - The examination shall cover the following
subject areas'
(a) Philosophical, Psychological and Sociological Foundations of Guidance;
(b) Counseling Theories, Tools and Techniques;
(c) Psychological Testing;
(d) Career Guidance;
(e) Organization and Administration of Guidance Services; and
(f) Group Process and Program Development.

The Board, subject to approval by the Commission, may revise or exclude any of
the subjects and their syllabi, and add new ones as the need arises.

Rating. - The Board shall,
within ten (10) days after
the examination, report the
ratings obtained by each
candidate to the
Commission.
Section 17. Ratings in the
Examination and Re-
examination. - To be
qualified as having passed
the licensure examination
for guidance and counselors, a candidate must have obtained a weighted general
average of seventy-five (75%), with no grade lower than sixty (60%) in any given
subject. However, an examinee who obtains a weighted average of seventy-five
percent (75%) or higher but obtains a rating below sixty percent (60%) within two (2)
years from the date of the last examination. The subjects or subjects retaken must
have each a rating of no less than seventy-five (75%) in order to qualify as having
passed the examination.
Section 18. Oath-Taking. - All successful examinees shall be required to take a
professional oath before any member of the Board or any officer of the Commission
authorized by the PRC, or any officer authorized by law.
Section 19. Issuance of Certificates of Registration and Professional Identification
Card. - A Certificate of Registration as a guidance counselor shall be issued to any
applicant who passes the examination or who is registered without examination,
bearing the signature of the Commission Chairperson and Chairman and members
of the Board, and official Seal of the Board.
A professional identification Card bearing the registration number, date of issuance,
expiry date, duly signed by the Commission Chairperson shall likewise be issued to
every registrant who has paid the prescribed fee.
Section 20. Roster of Guidance Counselors. - The Board, In coordination with the
accredited professional organization, shall kept a roster of the names, residence and
office addresses of all registered and licensed guidance counselors and the said
roster shall be made available to the public upon request.
Section 21. Integration of Guidance Counselors. - All registered/licensed Guidance
Counselors whose names appear in the roster of guidance counselors shall be
united and integrated to their automatic membership in a one (1) and only registered
and accredited national organization of registered/licensed Guidance Counselor
which the Board, subject to approval by the Commission, shall recognized and
accredit after consultation with all existing organizations of registered and licensed
Guidance Counselors and, if possible with all those who are not members of any of
the said organizations. The members in the said integrated and accredited national
organizations shall receive benefits and privileges appurtenant thereto upon
payment of required fees and dues. Membership integrated organization shall not be
a bar to membership in any association of Guidance Counselors.

PRACTICE OF GUIDANCE AND COUNSELING

Section 27. Prohibition Against the Practice of Guidance and Counseling. - No


person shall (a) engage in the practice of guidance and counseling without a valid

Certificate of Registration and the valid Professional Identification Card or a42
special permit; (b) make representations to the public or to third person as a
licensed Guidance Counselor during the time that the licensed has been revoked
or suspended, and, (c) allow anybody to use his/her license as guidance counselor
to enable such unqualified individual to engage in the practice of guidance and
counseling.

No corporation, partnership, association or entity shall operate a guidance and


counseling office or center, or otherwise engage in the practice of guidance and
counseling without securing a permit from the Board, which shall be issued only
after it has satisfied itself that such establishment is properly staffed by duly
licensed Guidance Counselors

Any unethical practice of guidance and counseling as may be defined in a Code of


ethics and Code of Technical Standards to be prepared by the Board in
consultation with Guidance Counselors, is prohibited

Professional values are an important way of living out an ethical commitment. The
following are core professional values of the counseling profession:
1. enhancing human development throughout the life span;
2. honoring diversity and embracing a multicultural approach in support of
the worth, dignity, potential, and uniqueness of people within their
social and cultural contexts;
3. promoting social justice;
4. safeguarding the integrity of the counselor–client relationship; and
5. practicing in a competent and ethical manner.
These professional values provide a conceptual basis for the ethical principles
enumerated below. These principles are the foundation for ethical behavior and
decision making. The fundamental principles of professional ethical behavior are
• Autonomy - fostering the right to control the direction of one’s life;
• Non-maleficence - avoiding actions that cause harm;
• Beneficence - working for the good of the individual and society by promoting
mental health and well-being;
• Justice - treating individuals equitably and fostering fairness and equality;
• Fidelity - honoring commitments and keeping promises, including
fulfilling one’s responsibilities of trust in professional relationships; and
• Veracity - dealing truthfully with individuals with whom counselors come into
professional contact.

ETHICS - a “system of moral principles or values: the rules or standards governing 43
the conduct of members of a profession; accepted principles of right or wrong;” and
establishes the means of doing what is right, fair, and honest.
The role of the Guidance Counselor is significant in the lives of people. The
nature of his/her work demands competence, excellence, integrity, trust, and service.
He/she must be guided by recognized ethical standards, which define his functions
and responsibilities and which provide guidelines for his/her practices as Guidance
Counselor.

Section 2. Observe of Principles. –Guidance Counselors shall observe the following


basic and general principles:
1.1 Abide by the ethical principle laid down by the Guidance and Counseling
Profession.
1.2 Not misuse the professional relationship for profit, power, or prestige, or for
personal gratification not consonant with the welfare of this Counselee.
1.3 Realize that his professional time and effort are fully, faithfully, conscientiously,
and truthfully devoted to the accomplishment and improvement of the guidance
and counseling profession.
1.4 Grow professionally and keep abreast with current trends in guidance work
through continuing professional education and affiliate himself with reputable and
recognized local, national and international guidance associations.

SEC. 9. Career Guidance and Counseling Advocacy
…the DepED, in coordination with the DOLE, the TESDA and the CHED, shall
regularly conduct career advocacy activities for secondary level students.

Section 18. Career Advocacy Activities.


Career advocacy activities refer to activities that will guide secondary level students
in choosing the career tracks that they intend to pursue.
Career advocacy activities involve:

7. Coordinating and making referrals, and may include, but are not limited to,
career talks, career and jobs fairs, parent’s orientation, and seminar-workshop
on career decision-making.

Section 19.
Career advocates include homeroom advisers and teachers of all learning areas who
will implement career advocacy activities.
Peer facilitators are secondary-level students trained to assist career advocates in
implementing career advocacy activities.

“Number is power.” I once heard it, and I agree. This is
one reason why we need professional organizations to
belong to. When we have issues and concerns about our profession, being one
among the other members of the group makes a difference because alone you are
hardly heard and listened to. But when you are in a group, your voice becomes
louder and noticeable.
Being in different professional organizations for quite sometime made me
established networks around the country and even abroad. Likewise, these
professional organizations become instrumental in my professional and even in my
personal growth.
Lesson 5 talks about the different professional organizations of School
Counseling. This will give you knowledge on the various initiatives of School
Counselors all over the country, hence it’s another way of saying that indeed, we
exist, we are growing, and in fact we are advancing.

understanding and acceptance of the principles, practices, and professional
standards of guidance counseling;
⚬ To assist the Professional Regulatory Board of Guidance and Counseling in its
effort to improve and professionalize the Guidance and Counseling Profession.

INTERNATIONAL RECOGNITION AND PARTNERSHIPS


In April 1981, the PGCA became a member of the Western Region of the American
Counseling Association (ACA) - the only counseling organization in Asia that is given
the privilege by the USA national counseling association. In 2018, the PGCA further
forged partnerships with the Australian Counseling Association (ACA) and with the
Association of Psychotherapists and Counsellors Singapore (APACS).

ACCREDITED INTEGRATED PROFESSIONAL ORGANIZATION Accreditation


When the Law professionalizing the practice of Guidance and Counseling (RA 9258)
was passed in 2004, the Association became the Interim Association of Professional
Counselors (IAPO). On July 5, 2012, the Professional Regulation Commission (PRC)
duly accredited the PGCA bonafide Professional Organization for Guidance Counselors.
In August 5, 2015, it was duly accredited as bonafide Integrated Professional
Organization for Guidance Counselors and, renewed in 2018 as the Accredited
Integrated Professional Organization for Guidance Counselors (AIPO).

The Philippine Association for Counselor Education,


Research and Supervision (PACERS) was established
in March 6, 1976 in response to the need to gather
together educators and researchers committed to the
continual development of guidance and counseling
practices in the Philippines.

Through these years, PACERS has remained and continues to


be an advocate of professionalism among counselors.

Brief accounts of PACERS through the years:

The 70’s

The Philippine Association for Counselor Education, Research and Supervision


(PACERS) formerly called the Philippine Association of Counselor Educators-
Researchers (PACER), was formally established on March 6, 1976. It was a
brainchild of Dr. Leticia Asuzano, and some De La Salle University faculty
members who saw the need to bring together counselor educators and
researchers committed to the task of upgrading counselor education
programs and guidance and counseling services through research and
exchange of information and expertise through seminars, workshops,
conferences and publications.

With the organizational stabilization as its initial general direction, the 27 charter

1. Guidance and Counseling is a profession and a discipline.
- It involves the use of an integrated approach to the development of a
well-functioning individuals primarily by helping them utilize their
potentials to the fullest and plan their future in accordance with their
abilities, interests and needs.
- It includes functions such as counseling subjects, particularly subjects
given in the licensure examinations, and other human development
services. (RA 9258; Villar, 2009)

2. A Guidance Counselor is a natural person who has been registered and


issued a valid Certificate of Registration and a valid Professional Identification
Card by the Professional Regulatory Board of Guidance and Counseling and
the Professional Regulatory Commission (PRC) in accordance with this Act
and by virtue of specialized training performs for a fee, salary or other forms
of compensation, the functions of guidance and counseling under Section 3
(a) of RA 9258.
- Non-RGCs are called Guidance Designates or Wellness Officer, Life
Coach or Guidance Advocate. The term Guidance Counselor is how
we refer to a licensed or registered Guidance Practitioner according to
RA 9258.
- A Guidance Office should be managed by a Guidance Counselor.
- A Guidance Office operates with a well-designed Guidance Program
conceptualized, being implemented, monitored and enhanced annually
by the indispensable figure in the Guidance Office who is the Guidance
Counselor.
- A practicing Guidance Counselor could also be a Counselor-Educator
and later a Counselor-Supervisor after having gone through the
required academic preparations and licensing.
- A practicing Guidance Counselor or School Counselor is also a
Researcher. He/she also contributes to the pool of knowledge gotten
through his/her rich experiences in dealing with different cases in the
Guidance Office and in delivering the varied Guidance services.

3. In terms of licensing, an individual should finish first a Master’s degree major


in Guidance and Counseling (School Counseling) from a reputable institution
before being allowed to take the Licensure Examination for Guidance
Counselors.
- Licensing is done to ensure competence among the practitioners and
to protect the interest and safety of the public in the availment of quality
psychological services from the qualified Guidance Personnel.

4. The Registered or licensed Guidance Counselor is required to earn at least 15


units of Continuing Professional Development and acquire a Certificate of
Good Standing from the accredited professional organization for guidance
counselors which is the Philippine Guidance and Counseling Association

(PGCA) national before being eligible to renew his/her license to practice
every 3 years.

5. To date, there are only more than 4 thousand Registered Guidance


Counselors (RGCs) in the Philippines and most of the practicing RGCs are
working full time in the Guidance Office in the private institutions because they
are better accommodated there than in public institutions like the Department
of Education and in the state colleges and universities.

6. The one big fight of School Counselors in the Philippines is the salary scheme
in the government tantamount to the high professional qualifications of the
Registered Guidance Counselors being Mental Health Professionals whose
services and expertise are crucial and very vital especially in this time of
COVID-19 pandemic. In DepEd, the full time Guidance Counselor has the
highest salary grade of 13 only with entry salary grade of 11 for Guidance
Counselor 1. This salary grade is just like Teacher 1 who may be a fresh
graduate compared to an experienced and a master’s degree holder RGC.
This is one big reason why there are RGCs who opted to occupy teaching or
supervisory positions in DepEd because they are also Licensed Professional
Teachers aside from being RGCs. This truth is likewise seen in the higher
education institutions wherein the RGCs are full-time faculty and part time
Counselors because there is no plantilla (permanent) position available for
full-time School Counselors. #1bigfightforcounselorsinthephilippines.

- The Counseling Profession continues to progress despite of this sad


reality of having low salary incommensurate to the high professional
qualifications of RGCs.

- The Philippine Guidance and Counseling Association (PGCA)


continues to journey and assist aspiring and those who are licensed
School Counselors in addressing pressing issues relevant to our
professional practice such as the issue of salary among others.

7. Though School Counseling started even way back in the 20 th century here in
the Philippines, after a century, this particular profession is still in in its
infancy. Nevertheless, the important point is that School Counseling exists
and School Counselors continue to touch or save lives and make a difference
in any way we can.

8. School Counseling is relevant to educational institutions because it takes care


of the vital aspects of the growth and development of the learners including
the psychosocial environment of the school which is also beneficial to the
mental health of the teachers and other personnel of the school.

9. The Guidance and Counseling profession will continue to grow and upgrade
itself to keep itself abreast to the current trends in the field of School
Counseling in the local and global perspectives through the various
Counseling organizations.

Lesson 1: The Guidance Program

Overview of Unit 2

Unit 2 discusses very important topics on Guidance and Counseling


Profession. These are very instrumental for the learner to take note especially when
he/she intends to work in a school setting later. Lesson 1 talks about the Guidance
Program which is a requirement for a functional Guidance Office, designed,
implemented and monitored by a Registered Guidance Counselor (RGC). Lesson
2 explains the content of the Guidance Program which includes the
various Guidance Services that should be made available in the Guidance Office.
Lastly, in Lesson 3, the learners will get acquainted with the different Career that
could be found in the Guidance Office. Who are the Guidance Personnel in an ideal,
functional Guidance Office?

It should be noted that the Guidance and Counseling after it has been
founded in the Philippines in 1965 is a developing and growing profession nowadays
by virtue of Republic Act 9258 otherwise known as The Guidance and Counseling
Act of 2004. With this law, the term Guidance Counselor is exclusively referred to a
licensed Counselor only (The Registered Guidance Counselor). Non-RGC Guidance
personnel may be called Guidance In-charge, Guidance Designate or Life Coach.
Likewise, the term Guidance Office is an exclusive term for an office with an RGC.
Otherwise, the office without an RGC may be called a Wellness Office or any other
name aside from Guidance and Counseling Office.

Basic Principles

The development, establishment, and maintenance of the Guidance Program is


based on certain principles. Gibson and Mitchell (1991) and Crow and Crow (1951)
summarized these tenets.

A. The Guidance Program is an integral part of the educational system.


1. Guidance is a fundamental and integral part of the educational system.
It provides holistic development for the students.
2. Education and guidance support complement each other to maximize
students’ growth and development.
3. The support and understanding of school administration and faculty to
the Guidance Program are crucial to its success.
4. Guidance personnel perform specific tasks that are distinct and
separate from teaching and disciplining.

B. It is responsive to the students’ needs.


1. The guidance program addresses the developmental and adjustment
needs of the students.
2. The Program considers the unique culture and climate of the specific
population and environment it serves.

3. Program offerings are based on regular andsystematic assessment 56 of
the students’ needs and environment.
4. Guidance is a continuous process throughout the student’s residency
in school.
5. Guidance activities are specifically planned and developed to ensure
Program effectiveness.
6. The Guidance team consists of the school counselor, psychologist,
social workers, teachers, administrators and other educational
professionals and staff who work together for the welfare of the
students.
7. The Guidance Program recognizes the need to provide objective
evidence of accomplishments and rationale for its continued existence.

C. It recognizes the student as an individual and is premised on the


following:
1. Every individual has needs that must be attended to.
2. Guidance should be extended to all.
3. Every individual is unique and possesses worth and dignity.
4. Human beings can develop their own insights.
5. All individuals have the right and capability to make plans and
decisions.

D. The Program is in the hands of qualified personnel.


1. The school counselor is a role model of positive human relations.
2. Professionally trained guidance personnel are indispensable for
ensuring competence, leadership, and direction.

Legal Basis in the Practice of Guidance and Counseling as a Profession

Sec 27, RA 9258 (Guidance and Counseling Act of 2004)

Prohibition Against the Practice of Guidance and Counseling. -


No person shall:

a. engage in the practice of guidance and counseling without a valid Certificate


of Registration and a valid Professional Identification Card or a special permit;
b. make representations to the public or to a third person as a licensed
Guidance Counselor during the time that the license has been revoked or
suspended, and,
c. allow anybody to use his/her license as a guidance counselor to enable such
unqualified individuals to engage in the practice of guidance and counseling.

Any unethical practice of guidance and counseling as may be defined in a


Code of Ethics and Code of Technical Standards is prohibited.

Guidance is needed for three main reasons:

• Guidance is based on human needs.


• The need for guidance from the standpoint of the individual.
• The need for guidance from the standpoint of society.

Guidance based on human needs:

Guidance is based upon the fact that human beings need help. Everyone
needs assistance at some time in his life; some will need it at a rare interval during
times of great crisis; while others need it constantly throughout their lives. Especially,
Young peopleare mostly not capable of solving life’s problems successfully without
assistance.

The need for guidance from the standpoint of the individual

Guidance is necessary in order that the individual may be aided to live a


worthy, upright, useful, and happy life according to his nature and to adjust himself
adequately to the present fast-changing world and his fellowmen.
Guidance is necessary in assisting individual to acquire the knowledge, skills,
and attitudes which will enable him to choose, enter, and prepare for occupation so
that he will be able to make an honest living.

Guidance and counseling are needed to aid individuals attain the maturity of
judgment, stability of emotions, and volitional control that are essential throughout
their lives. An individual needs assistance at some time in his life. Some need it only
at rare intervals during times of great crisis; while others need it constantly and
regularly in every day of their lives.

The changes in the conditions of living today whether at home, in school, in


the playground, or even in the church and the rapid increase in the complexity of
modern living, particularly in industrial, social and economic fields, have greatly
increased the dependence of the individual upon outside assistance. The opening of
many occupations needs intelligent choice. This choice can result only when the
individual has adequate facts and experiences and receives careful counseling other
than the ordinary classroom teacher.

The need for guidance from the standpoint of society

The safety and progress of society demand that each individual should be in
the place and occupation where he can contribute to the welfare of others and his
community. Guidance and counseling are necessary to achieve these ends.

There is a growing emphasis placed upon the necessity for discovering and
developing qualities for effective, intelligent, and responsible leadership among the
youth. Guidance and counseling contribute to the realization of these goals.

In this day and age, many individuals and even families are maladjusted and
unhappy because of unresolved inner conflicts and personal ambitions.

Guidance and counseling may contribute in finding solutions for these difficulties and
tensions in the family.

The behavior of many youths today, including some professionals, is


questioned by parents and leaders. Many homes are delegating to the schools the
responsibility of training and guiding their children in good manners and proper
conduct. Guidance and counseling have many contributions in character
development and to other moral and religious goals of general education for the
welfare of society.

Aims and Purposes of Guidance

From the point of view of the individual, the aims of guidance may be stated as
follows:
1. To help the individual, by his own effort as far as possible, to achieve up to
the level of his own capacity, to gain personal satisfaction, in as many aspects
of his life as possible, and to make his maximum contribution to society.
2. To assist the individual to meet and solve his own problems as they arise, to
make correct interpretations of facts and wise choices.

3. To help the individual lay a permanent foundation for sound and mature
adjustments.
4. To assist the individual to live a well-balanced life in all aspects - physical,
mental, emotional, and social.

From the standpoint of the school, the guidance program should provide services
not only to students but also to the institution in order to carry on her educational
objectives. According to Froelich, the guidance program should facilitate the work of
the instruction staff along the following:

1. It should assist teachers in their efforts to understand students.


2. It should offer teachers systematic service training.
3. It should provide for referrals of students by teachers.

The above conditions in the guidance program are possible only under a favorable
situation. A school cannot develop an efficient guidance set-up if the administrator of
the school does not support very well the guidance program. The head of the
guidance program may very well be qualified but he will be handicapped if the

administrators do not understand and appreciate guidance and personnel work. The59
guidance and counseling program needs the full support of the administrator: moral,
financial, and other respects.

Aspects of Guidance

Guidance touches not only every aspect of an individual’s personality –


physical, mental, social and emotional- but also the many important areas of his life -
such as, for example, choosing an occupation, preparing for it, and entering and
progressing in it, or going through schoolingby way of the educational ladder.

Different authors have elucidated on the various aspects of guidance. One


author , for instance – Myers – has listed eight aspects of guidance: (1) vocational
guidance, (2) educational guidance, (3) recreational guidance, (4) civic guidance, (5)
community service, (6) social and moral guidance, (7) health guidance, and (8)
leadership guidance

Vocational This is a process of the individual to choose an occupation,


Guidance- prepare for it , and enter and progress in it. It is chiefly concerned
with helping individuals make decisions and choices involved in
planning and preparing for a future career. The decisions and
choices are needed for a satisfactory vocational adjustment.

Educational This has to do with the success of the student in his chosen
Guidance- career. It deals with how to study, using the common tools of
learning (books, for example), adjusting school life to other
activities, regularly attending to school tasks, learning how to take
an examination, taking notes, learning to speak before a group,
using library facilities, and making important educational decisions.

Recreational This is concerned with helping the individual make choices and
Guidance- decisions involved in making good use of his leisure time

and in planning and preparing for as well as participating in


worthwhile and appropriate recreational activities.

Civic Guidance- This has to do with guiding the individual to familiarize himself with,
and actually performing, the duties and obligations of good and
responsible citizenship, such as paying one’s taxes on time,
keeping our home and surrounding clean and attractive, helping in
carrying out community projects, and many other civic activities
that promote the common good.

Community This is a process of assisting the individual to become a useful


Service member of the community through orientation, observation, and
Guidance- actual participation in various community service activities, such as
conducting surveys and information campaigns “Clean and Clean”
etc.

Social and Worthy social and moral conduct is a product of the process of
Moral guidance rather than a process that can properly be called
Guidance- guidance. Social behavior results from knowledge, attitudes,

values, and habits that find expression in all relationship with
others.

Health This has to do with helping the individual realize the importance of
Guidance- good physical and emotional health, be familiar with the laws of
good health, such as proper diet, exercise, rest, practicing
moderation and not dissipation, clean living, and positive thinking.

Leadership This involves the establishment of an adequate set-up for the


Guidance- selection and training of leaders. Toward this end, those
concerned: (1) must devise methods by which we can discover
early those who will probably develop into outstanding leaders; (2)
develop and implement methods by which the prospective leaders
may be guided and trained so that leadership will be both
intelligent, dynamics and progressive; and (3) develop in our
young people the ability to wisely choose those whom they shall
follow.

Leadership guidance also involves orienting our students regarding the types
of leaders, namely:

1. Leaders who influence others more or less directly through personal contact of
some kind.
Examples: Statesmen, Generals, Lawyers, Preachers
2. Leadership who creates and may never come into direct contact with other
people. They are the ones who push the bounds of human knowledge further. They
are absolutely essential to human progress.
Examples: Inventors, Explorers, Research workers, Educators
3. Leaders whose creative activities are likewise beneficial to mankind.
Examples: Historians, Artists, Writers

The Unitary Characteristics of Guidance

All the different aspects of guidance should not lead one to make the
mistake of entertaining the notion that those different aspects can always be
separated in practice. Any attempt to do so would result in one-sided point of view
and in unwise and ineffective guidance. It must be admitted that some problems are
indeed very specific, and that some problems seem to be purely vocational, while
other problems seem to be purely educational, - at least on the surface.

Guidance is not concerned merely with a particular aspect of the individual’s


life; rather, it is concerned with the development of the individual from the all-around
point of view. As an integral part of the educational process, guidance is concerned
and must be concerned with the entire individual. It is in this sense that guidance is
unitary in character.

Forms of Guidance 61

There are at least four forms of guidance: (1) remedial, (2) preventive, (3)
conservative, and (4) developmental.

1. Remedial Guidance - this form of guidance aims to promote assistance in


solving the problems or difficulties met by an individual so that adjustments
that will eventually make that individual lead a happy, normal life can be
affected. The remedial phase of guidance is primarily intended to help those
suffering from physical, social, mental, and emotional maladjustments, so that
they may be able to overcome their difficulty/shortcomings and live
harmoniously with others.

2. Preventive Guidance - this form of guidance is given to those who are acting,
feeling, and thinking normally, those who are not presently faced with
difficulties, and those who are in wholesome relationships with others. But a
person is not totally free from problems, and he would probably need
guidance at some time in his life so a form of guidance that will enable him to
continue his present normal situation is greatly needed. Preventive guidance
will aid him to evade or avoiding difficulties that may come along his path.

3. Conservative Guidance - guidance is conservative in the sense that it aims


to conserve or maintain the potentialities and abilities of an individual and
utilize them properly to the maximum. It aims to make use of the assets that
an individual possesses in order that he may develop a sound and healthy
body and mind.

4. Developmental Guidance - this form of guidance aims to discover the hidden


or latent potentialities or abilities of individuals and develop them in the most
effective way. This form of guidance is intended for those who are possessed
with the necessary abilities but fail, neglect or refuse to utilize these abilities. It
is therefore essential that someone make use of these potentialities, thus
enabling the individuals concerned to achieve their goals or ambitions in life.

Common Goals of Guidance at Various School Levels

There are eight goals of guidance that are common to all educational levels –
preschool, elementary school, college, and university. These goals, which are
indicated below, aim to ensure for all pupils and students the attainment of:

1. Wholesome and well-balanced personalities with a maximum release of


energy for construction activities.
2. Ability to live, work and play with others.
3. Good physical and mental health.
4. Good study techniques and work habits.
5. An increasing self-knowledge or understanding of their respective interests,
needs, abilities, personal adjustment tendencies, and personality traits.
6. Desirable self-direction, self-control, and choice-making.

7. A knowledge of available opportunities and the techniques essential for wise
educational and vocational choices.

Kinds/ Types of Guidance

Since guidance should be taken as an effort exerted to provide wholesome


services such as orientation, testing, analysis, placement, and follow-up, it presents
three different forms of counseling:

1. Individual Guidance – is intended for an individual. It is where his personal

may be a meeting set by the counselor referred by a teacher, sought by the
counselee himself, or arranged by the parents.

2. Group Guidance is conducted in groups. It is aimed at discussing common


problems like tardiness, absences, poor academic performances adjustment. This
enables the counselees in the group to meet and solve the same problems
commonly confronting the group.

Homeroom guidance is ordinarily conducted by the class advisor and has credit,
making it a requirement for graduation. What classroom meeting fails to attain in an
ordinary classroom setting, a class advisor is expected to gain in order to establish a
much better rapport with his advisory section. It establishes a much better interaction
since a working relationship among the members thrives.

The Guidance Services

Oftentimes, guidance services are not recognized by many because of the


misconception that guidance and counseling only focus on two things; counseling
and behavior modification (disciplining students). To give you an overview, here are
the different guidance services that the office provides every school year.

1. Individual Inventory Services

Every student has a cumulative record compiled in a folder that will be stored
up to 10 years. These information were collected for the guidance personnel
to have the data needed in designing a guidance program and even a
treatment plan for counseling. This also provides a broader view about the
students’ status and their environment. Usually, students' information is
gathered upon their admission and will be updated every year.

Students’ cumulative record includes the following:

✓ Personal Data - Address, Age, Guardian’s Information, Family


Background, Hobbies, Strengths and Weaknesses, and Needs
✓ Educational Data - Schools Attended, Awards and Grades
✓ Health Data - Medical History
✓ Social Data - Peers, Organizations and Social Media Accounts

Personal Information Sheet, Anecdotal Reports, Anecdotal Record,


Rating Scales, Checklists, Autobiography, Self-expression essay, Self-
Description Essay, Questionnaires, Structured Interviews, Intake
Interviews, Sociometric techniques, Class work, Interviews with others,
Disciplinary decisions, and Test results.

IIS also includes the Testing Service where counselors alongside with the
psychometricians administer, interpret, and evaluate psychological tests to
provide valid and reliable data about the students. These information were
often used in identifying students that are in need of psychological help and/or
guidance (with issues on adjustment, suicidal tendencies, career problems
and alike), monitoring progress, and for placement decisions.

The following are some tests that are administered to students:

2. Information Service

This service aims to disseminate information to students, faculties, staff, and


parents that are important for their well-being through seminars, workshops,
group/homeroom counseling, social media posts and/or pamphlets. These
were designed to spread awareness in a more efficient way where the age
group of the target population and relevance of the topics are considered.

Examples of programs under this service are: Orientations for Freshmen


students, seminar about depression and suicide prevention, pamphlets about
HIV and other STD’s, and Career Orientation.

3. Counseling

This service is known as the heart of the guidance program; this is where all
information that is gathered from the student is used to provide effective
intervention.

Counseling is not just a simple chit-chat between a counselor and counselee


but is a relationship bound with a goal and a purpose of bringing about the
client's awareness and understanding about one’s self and his/her
environment, developing problem resolution and decision making skills that
results in personal growth.

Types of counseling

a. Individual Counseling - scheduled interviews, walk-ins, and referrals


b. Group Counseling - individuals with common issues and concerns were
counseled at the same sessions
c. Multiple Counseling - two or more counselors handle a group

d. Family Counseling - the individual along with his/her family members
were counseled

4. Research

This service is focused on providing new knowledge and discovery to the


counseling profession. The results can be used as a basis for counselors to
know what works well and what does not.

5. Placement

Every individual’s duty is to discover his identity. And as a counselor, it is also


part of their service to offer guidance to people who are making an exploration
and decisions about their placement in the society. The purpose of this service
is to inform the client about available options and the realities behind it, it’s
pro’s and con’s and help them adjust to their choices. It must consider the
person’s values, beliefs, interests, abilities, and limitations to provide realistic
and applicable goals to achieve.

Types of Placement

a. Personal-Social Placement (issues about shyness and poor self-esteem


- they can be grouped or assigned to organization that can help them
overcome their struggle and discover own talents)
b. Educational/Academic Placement (issues about what course to take,
shifting and/or transferring to new school)
c. Occupational/Career Placement (issues on pursuing a career, job fair
and workshops)

However, in the Philippine context, occupational/career placement tasks are


usually assigned outside the guidance service but career orientation to high
school students and counseling to individuals who struggle in this area are still
being offered.

6. Referral Service

This is offered to anyone in the institution (students, faculties, staff, and


administrators) to refer an individual who they believe is in need of the
counselor’s assistance. Usually, a referral form is accessible within the school
premises and the guidance personnel will address the concern once they
receive it.

Also, counselors may provide assistance in referring their counselee to other


professionals or agencies if they perceive that the services they offer will be
more beneficial and effective to the client (Psychologist, psychiatrist and/or
social worker).

7. Follow-up

Every guidance service proceeds with a follow-up to determine the status of


their clients. This can also be used as an assessment to know whether the
provided service was adequate and to identify what other services can be
offered for their further needs.

Evaluations take place at the end of every guidance service. This requires a
tool (usually in likert scale) to measure the effectiveness, adequacy, and
efficiency of the service. The result of the evaluation is regularly checked to
ensure that the office achieves its goals in implementing the programs. Cited
comments must be used for improvement and observed strengths be
maintained.

9. Consultation

This service is offered when the expertise of the guidance personnel is


needed. Example of this is when a psychometrician is asked to comment on
the data gathering tool that the students will use on their research or when a
counselor is asked to be interviewed about a topic related to his/her field.

10. Program Development

The Guidance Program must be developed every school year to ensure that
its content is suitable to the target population. It should also be based on the
needs of the clients in every aspect; personal-social, academics and career.

These services may have different approaches, but these are all driven by
one goal which is to assist every individual within their reach.

The Guidance Personnel

For a guidance office to be functional, a number of personnel is needed to fill in the


tasks and responsibilities for providing services to the students and other
stakeholders. The number of personnel varies depending on the population of the
institution but generally, an office must have the following:

1. Guidance Director

The guidance director acts as the overall head of the guidance and
counseling services office. In some schools where different programs were

present, the guidance director works hand in hand with different guidance 73
coordinators. But in some schools, the director also acts as the coordinator or
vice versa.

Specific tasks:

a. Plan and prepare the guidance program along with the other personnel
b. Budget planning and allocation
c. Participate on the recruitment, selection, assignment, and evaluation of
the guidance personnel
d. Secure that all services are properly implemented and evaluated
e. Coordinate with the school community
f. Ensure that every activity, service, and action taken by the office are in
line with the ethical standards.

A guidance director may not perform counselling but one of its qualifications is a
Master’s Degree in Guidance and Counseling because this position requires
awareness and understanding about the applications and ethical standards that
must be followed.

3. Guidance Counselor

The guidance counselor is the most essential member of the guidance office.
They are the one who provides knowledge and expertise for the success of the
services.

There are five roles that the counselor portrays (called as the 5C’s):

a. Counselor – help the client to discover their full-potential and assist them
during transitions and/or through their adjustments and personal issues.
This is usually done in a one-on-one session or with a small group.
b. Coordinator – supervise the other personnel on the delivery of services, act
as mediator from the clients/office and other agencies.
c. Consultant – suggest helpful interventions even without direct relation with
the person in need and act as an adviser to those seeking for expert
advice.
d. Conductor of Activities – plan and carry out guidance activities and
services.
e. Change Agent – initiate development and progress in the institution, assess
the current situation, provide possible solutions/alternatives, and participate
actively on the necessary changes.

Counseling requires specific skills and competencies thus to be a counselor, one


must be a registered guidance counselor and have a Master’s Degree in
Guidance and Counseling. Also, they must consistently update their skills and
knowledge through seminars and or workshops.

3. Psychometrician

The psychometrician is the personnel in-charge with the testing services.


They select, administer, and interpret psychological tests and analyse/evaluate

its result along with the counselor. They can also design and develop tests. The
person in position must be a registered psychometrician and has a bachelor
degree in Psychology.

4. Researcher

The researcher’s task is to provide thorough exploration to a subject matter


that is identified by the guidance director and/or counselor which is necessary for
handling the client. This includes reviewing available sources of knowledge,
proper selection of methodology, and writing reports. To be qualified to this
position, one must have a bachelor degree in Psychology or Sociology or other
courses related to understanding behavior.

5. Guidance Secretary

The secretary takes the majority of clerical works such as letter writing,
scheduling of counseling and other appointments, taking minutes of the meeting
etc. He/she assists the rest of the personnel to their tasks.

Auxiliary Personnel

To extend the scope of services that the office provides, there are other
professionals who specialize in different fields. They are not required to be full-time
but are called to report when needed.

1. Psychologist

They are contacted whenever the case demands for in-depth assessment and
intervention which is beyond the competencies of the counselor. There are
different types of psychologists, but the following are frequently associated in
schools.

a. Clinical/Counseling Psychologist - they can handle cases which call for


specialized approach and/or treatment. They are also the one who makes
the final diagnosis to the client. Examples of these cases are behavioral
disorders, personality disorders, post-traumatic stress disorder etc.
Usually, counselors refer these cases to them after assessing the client's
needs and projected issues/concerns.

b. School/Developmental Psychologist - can help counselors in conducting


diagnostic evaluations to assess the students in need of counseling or
other professional assistance. They can also propose interventions and
individualized approaches to address the student’s needs.

2. Psychiatrist

Cases are referred to psychiatrists when the principal cause of the client’s
concern needs medication or whenever the student manifests psychotic
symptoms (delusion and/or hallucination).

Oftentimes, the presented issues of the students originate from his/her conflict
with the environment especially in the family. Social workers provide assistance
in monitoring the student’s status at home through visitations and dialog with the
family members. The social workers' access to home provides deeper
understanding and can become more beneficial to the student.

The School Personnel

Support and assistance from other school personnel is also vital to the success of
the guidance program.

1. Head of Institution - Their support and recognition are important for the
implementation of the guidance program. They are in the position to
communicate to the stakeholders the offered services and discuss its
significance. They also act as the program consultant/advisor and resource
provider.
2. The Classroom Teacher - They spent most of the time with the students
compared to the guidance personnel. This can give them an opportunity to form
relationships (built with trust and respect) with their students which is essential to
the implementation of specific guidance services. Teachers can help the
counselors by being the listener/advisor of their students which will lessen the
need for counseling appointments. However, the teacher can also help through
referral if the student needs assistance that is beyond to his/her capacity. The
teachers can also help the students discover their potential which can be used
as a basis for their placement (course to take, specialization, clubs etc.).
3. Health Personnel - They are the one who have access to the students’ medical
records and can observe individuals who may report medical symptoms that are
caused by personal, social and/or emotional problems (palpitation, difficulty in
breathing and even malingering). Their expertise is also needed when the
student’s medical condition is a factor in making decisions.

Just like doctors who refer their clients to medical procedures before proper

A psychological examination includes two distinct parts: assessments and tests.


Psychological assessment is done through thorough review of information,
observation, interpretation of test results and interviews. While psychological testing,
may be considered as part of psychological assessment, is about conducting a
battery of standardized tests to help the psychologist in his/her assessment to the
client.

Psychological Assessment

This includes different means of gathering information, such as psychological


tests, interviews, surveys, observations and collecting personal relevant records like
medical and school history, and medical evaluation.

Assessments are done by professionals like psychologists to make a valid


and reliable report about the person’s psychological state. For example, whether the
child must be referred and admitted to special education, or the person has
psychological incapacity in marriage.

Clinical interviews are on common ways to assess an individual. Through this,


the psychologist can observe the client’s reasoning, orientation, thinking, and how
they respond to usual conversation. They may also interview people who are close
and have a direct interaction to the client such as a family member, friend, teacher,
and classmate.

Psychological Test

It involves the use of standardized tests. These tests are norm-referenced,


meaning the result of the tests will be compared to the group where the person
belongs (age and/or gender). It may be in the form of questionnaires or checklists.

A test can be objective where questions are answerable by yes/no, true/false


or in Likert scale. On the other hand, projective test is where responses to different
stimuli are evaluated by trained psychologists.

1. Individual tests - tests that can only be given to only one person at a
time (Example: Stanford-Binet Intelligence Scale and Rorschach Inkblot
Test

2. Group tests – test than can be administered to two or more individuals


by a single examiner. (Example: Raven’s Progressive Matrices, Myers-
Briggs Type Indicator)

Five Basic Uses of Testing

1. Classification - assigning a person to one category rather than another.

Forms of classification are Placement, Screening, Certification, and


Selection.

2. Diagnosis and Treatment Planning - Determining the nature and


source of a person’s abnormal behavior, and treatment recommendations.

3. Self-knowledge - supply a potent source of self-knowledge about an


individual’s intelligence and personality characteristics.

4. Program Evaluation - systematic assessment and evaluation of


educational and social programs.

5. Research – Testing plays a major role in both applied and theoretical


branches of behavioral research.

Reasons Why Access to Psychological Tests Are Restricted

1. In the hands of unqualified persons, psychological tests can cause


harm.

2. The selection process is rendered invalid for persons who preview test
questions.

3. Leakage of item content to the general public completely destroys the


efficacy of a test.

Accessibility of Tests

The accessibility of tests depends upon the complexity of the specific test
under consideration.

The American Psychological Association (APA) proposed that tests fall into
three levels of complexity: Level A, Level B and Level C – which require
different degrees of expertise from the examiner.

Level A

These instruments are straightforward paper-and-pencil measures that can be


administered, scored, and interpreted with minimal training. (vocational
proficiency and educational achievement tests)

Test administrator must have undergraduate courses in testing 84

psychometrics, or sufficient training and experience.

Level B

These tests require knowledge of test construction and training in statistics


and psychology. This category includes aptitude tests and personality
inventories applicable to normal population.

Test administrator must have completed an advanced level course in testing


in a college or university or equivalent training under the supervision of a
qualified psychologist.

Level C

These tests require substantial understanding of testing and supporting


topics. These instruments include individual tests of intelligence, projective
techniques, and neuropsychological test batteries.

Test administrator must have at least a master’s degree in psychology and at


least one year of experience under professional supervision.

REMEMBER: Both Psychological Assessment and Testing help the psychologists to


understand the client completely and it allows them to design an effective treatment
plan based on the individuality of the client.

Introduction
Unit 4 of the Guidance and Counseling class comprises
Guidance lessons in the school curriculum. Integrating the
Information Service in the Basic Education curriculum helps the
learners be informed of the matters they should know about
themselves, other people including their career track, options and
career journey in the world of work where all these efforts in the
academe are preparing them for.
In homeroom, the class adviser is able to meet his/her advisory class for
guidance. Hence, it is very crucial for the class adviser to be knowledgeable enough
about the things that are happening to the students in his/her class especially in the
Basic Education. Giving more weight now to the early detection for early intervention
of the different concerns and problems involving the learners, it is very vital for the
teachers to be equipped also of how to spot problems in the classroom and how to
deal with them appropriately. As defined by the World Health Organization (n.d.),
Mental Health is not only an absence of disease but more importantly, being able to
contribute something worthwhile to the society.
Duration:
1 & ½ hours lecture and 6 hours performance task (by group teaching demonstration
using the summary of the chosen DepEd Homeroom Guidance module, 15 minutes
per group)

Learning Objectives
At the end of this session, the student will be able to:
1. acquire knowledge about Homeroom Guidance as part of the Basic Education
curriculum;

2. appreciate the importance for the Class Advisers to connect to the Guidance
Office and Guidance Personnel for the students to avail the existing Guidance
Services in the school; and

3. help advocate for integrating the value of human formation in the curriculum
specifically addressing the personal, social, psychological, academic, and
vocational needs of the learners all throughout their student life.

ACTIVITY: Preparation for the By-group Teaching Demonstration of the Chosen
Homeroom Guidance module
Mechanics:
1. Divide your class equally like if there are 30 students in the class, create 10
groups with 3 members per group. Write your group composition on the
Thread in out official digital classroom.

2. Each group will summarize their chosen Homeroom Guidance modules made
available for them by their Teacher. The summary will be submitted in MS
Word, and the slides (ppt) will contain the important points in the summary of
the chosen Homeroom Guidance module of the group. The slides should be
enough to be used for a 15-minute per group teaching demonstration in class
as scheduled.

1. Homeroom Guidance
- In line with the DepEd’s Vision and Mission, it is a comprehensive,
developmental, and proactive program designed to equip K to 12
learners with life skills on three domains: (1) Academic Development,
(2) Personal and Social Development, and (3) Career Development.

- “an organized segment of the school's guidance services, which is 90
given to a homeroom group usually a section or a class with a teacher-
adviser as facilitator” (Aquino and Razon, 1993).

- not a formal learning area, hence should not be part of the computation
of grades by the end of each quarter. It shall serve as enrichment
activity that can be performed at home and in school or through other
platforms with the help of guidance counselors /guidance designates,
teachers, and parents.

2. Academic Development Domain


- pertains to all academic related needs or concerns of learners. This
serves as a guide to implement strategies and activities to support and
maximize each learner’s ability to learn which include but not limited to
creative and critical thinking, communication skills and problem-solving
skills.

3. Personal and Social Development Domain


- pertains to concerns or issues affecting learners’ individuality (self),
relationship with others, and their interaction in community. It equips
the learners with foundation for personal and social growth as they
progress through school and into adulthood. This includes but not limited
to intrapersonal and interpersonal skills, self-awareness, coping with
emotions and stress, and resilience.

4. Career Development Domain


- pertains to all occupational and world of work-related concerns and
issues of learners. This involves the acquisition of skills, attitudes, and
knowledge that enable them to make successful transition from school
to the world of work, and from job to job across the life span. This
includes but not limited to learners’ discovery of their interests, talents
and skills, decision-making, problem-solving, planning, and in exploring
their career options and opportunities.

5. Class Adviser
- refers to the teacher-facilitator in charge of a class.
6. Guidance Designates
- teachers who are officially designated by the School Head/Schools
Division Superintendent/Regional Director to perform duties related to
the implementation of guidance services excluding counseling.

7. Performance Task
- focuses on the completion and submission of self-learning modules or
activities that show mastery of competencies and standards.

8. Portfolio is a collection of learner’s works showing his/her progress in


terms of the three domains. This may include journals, reflection papers,
reaction papers, and activity outputs based on self-learning modules.

Philosophy, Vision and Mission Homeroom Guidance
The Homeroom Guidance’s Philosophy, Vision and Mission were rooted on
the
Department of Education’s Vision, Mission, and Core Values.

PHILOSOPHY
Homeroom Guidance believes that every learner is unique and has the ability
to develop him/herself using his or her own learning and experiences from family,
community, school and society. This shall be realized through the collaborative
efforts of family, school, community, government, and other institutions.

VISION
Homeroom Guidance shall complement the Department’s goal which is to
produce holistically developed Filipinos who are able to achieve academic success,
demonstrate healthy behavior, exemplify positive disposition, and systematically plan
their future. It shall produce learners who can work for the common good of society
while upholding the international standards.

MISSION
Homeroom Guidance is dedicated to address the academic, personal/social,
and career development needs of the learners in a developmental, comprehensive,
and proactive manner. This shall be realized through the collaborative efforts of
family, school, community, government, and other institutions.

FRAMEWORK
The Homeroom Guidance (HG) is guided by the American School Counseling
Association (ASCA) Model which is comprised of the three domains such as
Academic
Development, Personal and Social Development, and Career Development. The
standards and competencies of HG are anchored on certain theories since each
domain has its own peculiarities in consideration to the needs of Filipino learners and
society.

Homeroom Guidance Most Essential Learning Competencies

In the process of choosing the MELCs the following criteria were also
considered: (a) applicability to real life situations; (b) needs of the learners; and (c)
complements learning competencies developed in other academic subjects.

Seventy-five percent (75%) of the HG MELCs are from the Personal-Social


Development Domain. It equips the learners with foundation for personal and social
growth as they progress through school and into adulthood. The remaining HG
MELCs are composed of twenty percent (20%) Academic Development Domain and
five percent (5 %) from the Career Development Domain.

Review of Salient Points in Units 1- 4


We said in our previous lessons that the
Guidance Office is not only for the misbehaving
individuals, but also for good students who would like to
maximize their potentials and become better persons.
It was also mentioned that by virtue of Republic
Act 9258, the Guidance Office must be managed by a
Registered Guidance Counselor (RGC). Guidance and
Counseling or currently referred to as School
Counseling is a profession, not just a designation. That is why the Counselor must
be licensed by the Professional Regulation Commission (PRC). The Guidance
Program must be designed and implemented by an RGC.
We also discussed that Counseling is the heart of the Guidance Program,
hence it is a Guidance Service that must be delivered by a competent Guidance
Personnel or an RGC. Competence means earning first a master’s degree major in
Guidance and Counseling then passing the Licensure Exam for Guidance
Counselors. Aside from education, when already an RGC, CPD units or the
Continuing Professional Development units must be continuously earned by the
RGCs to satisfy the requirement for the renewal of PRC license. And of course, the
passion to help others matters also in the Counseling Profession.
Further, we said that the Guidance Program is an integral part of the
educational system. The various Guidance Services comprise the Guidance
Program, and these services are interrelated with one another especially gearing
towards the effectiveness of the Counseling Service. The information about the client
collected from other Guidance Services will be more useful when utilized in the light
of Psychological Counseling. The Guidance Services include: (1) Individual
Inventory; (2); Information and Psychoeducation; (3) Placement; (4) Referral; (5)
Consultation; (6) Testing Service; (7) Follow-up; (8) Counseling; (9) Research; and
(10) Evaluation.
Relevant to the availability of the Counseling Service in the Guidance Office is
the Mental Health Act of 2018 or the Republic Act 11036 that promotes well-being
and mental health among Filipinos. Similar with the World Health Organization, RA
11036 defines Mental Health as not only the absence of illness, but also having
contributed for the common good. In this law, the Guidance Counselors (term
exclusively used for the licensed Counselors according to RA 9258) are also called
the Mental Health Professionals authorized to provide psychological services in the
Philippines.

Introduction
This section discusses some important topics on Professional Psychological
Counseling for better understanding of everyone. Since these modules are written
for the education students, the lessons in Unit 5 will be discussed in the light of the
journey of the Professional Teachers working closely with the Guidance Personnel,
promoting to the students to patronize the different Guidance Services available for

1. Guidance and Counseling is NOT a designation only, but rather a profession
that necessitates license to practice provided by the Professional Regulation
Commission. The application for licensing requires a master’s degree first
major in Guidance and Counseling, and after the exam, to continue practicing
with sustained competence, the RGC must gain at least 15 units of Continuing
Professional Education to be able to renew his/her RGC license every three
years. Therefore, the Registered Guidance Counselors deserve also a decent
and humane place in the world of work.

2. Counseling is NOT disciplining. One of the basic principles in Guidance is that


the Guidance Personnel performs specific tasks distinct and separate
from teaching and disciplining. It means that the nature of the work of a
Counselor is psychological, hence disciplinary action is the job of the Prefect
of Discipline or the Committee on Discipline of the school. The Counselor
should not be given teaching loads as well as a substitute for an absentee
subject teacher. The Guidance Counselor must be allowed to deliver

Guidance-related services to students rather when no substitute teacher is
available.

4. Counseling is NOT advising. In Counseling, the client talks more, listens to


himself/herself while talking, and thereby being empowered to solve his/her
own problem; given the full responsibility also for the consequences of his/her
own choices in resolving his/her life’s problems. Advising, on the other hand,
is giving solutions to the problem of the client which most probably not fitting
to his/her real, exact situation depending on the articulation of the problem to
the Counselor. The client knows himself/herself best.

Description: This activity allows the participants to exercise the two important
processes in communication to widen the free self, according to Johari Window---
through disclosure and feedbacking.

Instructions:
1. Each participant will be assigned a number.
2. The facilitator has the numbered papers with questions and something to do
by the participants.
3. The facilitator will call a number and the participant assigned with such
number will mention the number of his/her choice.
4. The facilitator will read whatever is written on the paper with the mentioned
number.
5. The sharing goes on until everyone has actively participated in the process.

1. COUNSELING (Villar, 2009)


- the heart of the Guidance Program.
- a core activity through which all the other activities become meaningful.
- integrates all the data gathered about the individual and his/her environment in
order for those data to make sense.

bringing about a meaningful awareness and understanding of the self and the

- a system of services designed to improve the adjustment of each and
every person for whom it is organized.
- refers to the integral part of the educational system because it is
responsive to the needs of the students and is entrusted only to
qualified Guidance Personnel.

5. Psychotherapy (American Psychological Association, n.d.)


- involves communication between patients and therapists that is
intended to help people

6. Difference between Counseling and Psychotherapy

Counseling generally refers to short-term consultation while


Psychotherapy typically refers to longer-term treatment. Counseling
typically deals with present issues that are easily resolved on the conscious
level whereas psychotherapy intensively and extensively examines a

The goal of Counseling is to allow the individuals to come up with their own
wise decisions based on the options available for their problem resolution (Thomas,

The clients would like to be assisted on how to go away from the
unlikely experience that is seen to be hurting and problematic.

The client needs to be helped to recognize, identify, and improve
his/her unused or underused potentials.
3. Exploratory Goals
The client is not aware of the existing problem, however, being
felt that something is wrong. Exploring what the problem
really is would be beneficial to the client in finding its
resolution or ways to manage it.
4. Reinforcement
The client is in the process of resolving his/her concern/s when
he/she came for Counseling session. The goal is to help the
client recognize what else should be done or to affirm that
his/her plan of action is okay or appropriate.
5. Remedial
The goal here is to assist the client overcome or solve an existing
problem.
6. Developmental Goals
The clients are assisted in preparing for their anticipated human
growth and development in various aspects of life.

These are goals for the development of the different aspects of life of the
individual namely Physiological, Cognitive, Psychological, and Spiritual goals.

Lesson 3.1 – Types of Counseling According to Areas Covered

Duration: 30 minutes

1. Academic/educational
- Mainly focuses on academic or school concerns like improving grades
and study habit, and the like.
2. Vocational/occupational
- Focuses mainly on the selection of and/or the proper preparation for
the world of work like career choice and school to enroll in relevant to
the degree program to pursue. Career Counseling is important in
career placement.
3. Personal/social
- This type of Counseling is for anyone who needs it regardless of age,
and usually focuses on the intra and interpersonal growth of the
person; could also be preventive, developmental, or remedial.
4. Diet counseling
- Has always been associated with weight loss and the handling of
illness like hypertension, diabetes, high cholesterol that leads to heart
diseases. This is best done when referred to a dietitian and nutritionist.
5. Crisis counseling
- A crisis intervention done by assisting the individual or group to survive
an unlikely experience especially the traumatic ones.
6. Grief/bereavement
- Done to process the painful experience of loss of a loved one or
something very important to the person.
7. Pastoral
- This combines religion and spirituality with secular counseling to
achieve health and wholeness so not all Counselors are qualified here.
The training of Pastoral Counselors is composed of Theology and
Behavioral Sciences.
8. Leisure Counseling
- This promotes counseling people on how to make the most of their free
time to have the best impact on their physical and mental well-being.
9. Addiction
- Counseling is done to encourage substance abusers to bravely take
necessary action regarding their addiction. Counseling substance
abusers seems to be the domain of rehabilitation centers who are
already in recovery.
10. Cyber addiction
- This is addiction to the virtual realms of experience with the use of
various kinds of gadgets that can access the digital space. The
Counselor can verify whether a person is cyber addicted or not.

11. Addiction to the addicted 101
- Codependents find their satisfaction in taking care of the addict; hence
they are considered to be co-addicts. The Counselor can help the
codependent.

Lesson 3.2 - Types of Counseling According to Participants


1. Individual Counseling
- A counseling done within the interaction of two people only (the Client
and the Counselor). This is the most common form of counseling in the
Philippines.
2. Group
- A counseling extended to many people with the same concerns and
desired common goals like career planning, improving social skills, etc.
3. Multiple
- Here, more than one Counselor facilitates the counseling process in a
session with an individual, couple or group.
4. Couple
- Also known as Marriage Counseling that is usually extended only when
spouses experience difficulties in their marital relationship especially
those in the honeymoon stage.
5. Family
- This is a must for anyone who is experiencing difficulty that is believed
to be rooted from his/her family and may come like a vicious cycle.

Lesson 4 - Counseling Approaches


Counseling has many approaches which depend on the Counselor’s training
and competence.
1. Clinical/Directive
- Developed by Edward Williamson, this approach is better used to
respond to those who need educational and vocational or career
planning. Counseling aims at enabling the person to arrive at
enlightened self-understanding and self-direction through appropriate
problem-solving.
2. Client-centered
- Formerly called as the Non-directive approach, this is likewise known
as the Rogerian Approach from the name of its proponent Carl Rogers.
This is also called a Person-Centered approach because its emphasis
is on the person of the Counselor and the Client.
3. Eclectic
- This approach as proposed by Charles Frederic Thorne, this approach
uses the combination of the strategies in Directive and Client-centered
counseling. The focus is the person at present situation, rather than the
past.

4. Behavior Modification 102
- This comes from the Behaviorist’s perspective that behavior can be
learned and so it can also be unlearned.
Reality Therapy
- Proposed by William Glasser, this approach focuses on the
development of success identity which is composed of right,
responsible, and realistic behavior. Here, it is the client who evaluates
his/her own behavior, not the Counselor. However, the Counselor
journeys with the client in planning the necessary behavior to attain the
goal.
Rational-Emotive Therapy
- Introduced by Albert Ellis, it focuses on the ABC Theory which also
describes the steps in counseling. A refers to the Activating Agent
(event encountered and seen as causing the problem, B means the
Belief of the client about the event that brings about C which are the
negative Consequences.
5. Gestalt
- Aims to help the client develop self-integration because its proponent
Fritz Perls believed that the healthy person is the one who is aware
that he/she has needs and find ways to satisfy such needs.
6. Transactional Analysis
- Eric Berne theorized that human beings have three ego states namely
the Parent, Adult and Child, each of which behaves in its own distinct
pattern. The Parent is seen in the “should” and “musts,” the Child in
“Let’s have fun,” and the Adult is seen in “Let’s wait and see.”
Structural analysis helps the client see what his/her predominant ego
state is and how such might be affecting his/her life style.
7. Neurolinguistic Programming
- Discovered to produce significant therapeutic changes, with its
theoretical basis that the individual does not respond to the world as it
truly is; rather, each person creates his/her own world map which is
much smaller than the real world because of the neurological,
linguistic, and individual history constraints that operate.
8. Brief Therapy
- Deals with one problem at a time and looks for bite-sized solutions.
Here, the Counselor is directive. The Client or the family will be
instructed in how to specifically behave in particular situations or try to
behave in a different manner or think in a new perspective, whichever
is helpful in the problem resolution or management.
9. Solution-focused Therapy
- Highlights optimism and focuses on the solution and the future in order
to facilitate change for the desired direction rather than dwell on the
problem. As in Brief Therapy, small changes are seen to generate
other changes. Well-defined goals are imperative. SFT is guided by
three ground rules: (1) If it is not broken, don’t fix it. (2) If it works, do
more of it; (3) If it does not work, do something different.

10. Cognitive Therapy 103
- A treatment designed by Aaron Beck to alter negative thoughts that
create negative emotions, and consequently felt problems. It operates
on the assumption that thoughts, beliefs, attitudes, and perceptual
biases influence what emotions experience and to what extent.
11. Psychoanalysis (McLeod, 1970)
- A set of psychological theories and
therapeutic methods designed by the
father of Psychoanalysis – Sigmund Freud.
It gives importance to the past experiences
of the person. Its primary assumption is
that people possess unconscious
thoughts, feelings, desires and memories.
Its therapy is to release repressed
emotions and experiences.

It is part of the competence of the Guidance Counselor to decide what


approach/es to use for the client/s depending on the kind of problem or situation
being presented in the counseling session. Correct Psychological Assessment will
result to a sound Treatment Plan. It is like having a very good lesson plan that may
lead a teacher to effective teaching. Being a Counselor requires maturity as well
aside from education and training which could be achieved after earning master’s
degree with age of at least approximately 25 years old. This is the reason why fresh
graduate from undergraduate programs are not yet qualified to take the Licensure
Exam for Guidance Counselors.

Lesson 5 - The Counseling Process


Duration: 30 minutes
We said that Counseling is a process and within the
process during the counseling session, this is what
transpires:
1. Relationship Building
The Counselor makes efforts to
establish rapport with the client
the moment he/she enters the
counseling nook. An atmosphere
of mutual respect, trust, freedom to be himself/herself, and
open communication must be established at this stage.

2. Problem Identification & Exploration


When rapport has been established, the client will then be ready
to disclose honestly his/her concern/s, telling the Counselor
the very reason/s for him/her seeking a professional help at
that moment. At this stage, the Counselor must have defined
(describe or identify) the problem specifically and objectively.
Likewise, the Counselor must be able to identify the
necessary information that would give clarity to the entirety of
the problem being presented by the client.

3. Planning for Problem Solving 104
Coming up with a sound resolution to a problem needs a very
good planning. This could only be done when the Counselor
has enough information about the problem, and the client
recognizes that there are changes for the better to be done.
The planning includes (1) setting the goal/s; (2) enumerating
all the possible solutions; (3) exploring the consequences of
the suggested solutions; and (4) prioritizing the solutions. It is
the Client who primarily works towards the resolution of the
problem, with the Counselor serving as a guide through the
steps and making the client aware of what might have missed
along the process.

4. Solution Application & Termination


The Client applies his/her chosen solution, while it is the
Counselor who defines the point of termination of the
counseling session. During the client’s implementation of the
solution/s to his/her problem, the counselor gives
encouragement and follows-up or suggests revisions to the
solutions if necessary. Once the Counseling Goal/s has/have
been attained, the Counselor has to declare that the work is
completed, and the counseling relationship is terminated.

Lesson 6 - The Counseling Skills


Duration: 30 minutes
Counseling is a science and at the same time an art. Micro-skills in counseling are
crucial. These three basic skills are required for effective counseling.
1. Non-verbal Communication
The importance of having an in-person encounter with the Client is that the
Counselor can observe the non-verbal messages of the Client from the time that
he/she gets in the counseling nook until he/she moves out.
In a counseling session, the client communicates through his/her facial
expression, body posture, physical movements, and eye contact (its presence or
absence). The attending behavior of the Counselor like moving closer to the Client
signifies the Counselor’s readiness to help. It enables the Counselor to follow the
Client’s communication and to identify clues as to what might be happening to the
client.
2. Verbal Communication
The Counselor’s leads and responses are used to communicate interest,
concern, empathic understanding, unconditional positive regard, and nonjudgmental
attitude. Influencing skills are more visible in verbal communication.
2.1. Listening
Listening which means attending to the paralanguage---the volume, pitch,
tone, pauses, quivering, and halting as the person talks. In places where there is a
culture of not being showy or not verbally expressing the people’s thoughts and
feelings, listening to what is not being said more than those that are verbally
expressed is very vital.
2.2. Observation Skills
Observation is listening with the eyes. Nonverbals reveals what the client
wants to conceal. Moreso, they can reveal things that the client may not even aware
of. Aside from the behavior of the client during counseling sessions, clothes and
accessories can give a clue to the probable nature of the person the Counselor is
dealing with. However, on the note for the Counselor, perception checking is a must.

3. Ethical Considerations 105
The Counselor should be guided by ethical standards in the practice of
counseling. The Counselor is responsible for the Client and his/her family. Hence,
the welfare and needs of the Client must come first. The Counselors are also
expected to recognize and assert the boundaries of their competence and their own
personal and professional limitations. Clients whose needs are beyond the
Counselor’s competence must be referred to a more competent professional who is
capable of responding appropriately to the client’s needs. Confidentiality is a must
especially in counseling sessions. Beneficence and non-maleficence (cause no
harm) should be the priority of the Counselor.

To be able to practice ethically in providing psychological services,


maintaining competence in the Counseling profession is very vital. RA 9258 includes
the following:
Section 16. Report of Rating. - The Board shall, within ten (10) days after the
examination, report the ratings obtained by each candidate to the Commission.
Section 17. Ratings in the Examination and Re-examination. - To be qualified as
having passed the licensure examination for guidance and counselors, a candidate
must have obtained a weighted general average of seventy-five (75%), with no grade
lower than sixty (60%) in any given subject. However, an examinee who obtains a
weighted average of seventy-five percent (75%) or higher but obtains a rating below
sixty percent (60%) within two (2) years from the date of the last examination. The
subjects or subjects retaken must have each a rating of no less than seventy-five
(75%) in order to qualify as having passed the examination.
Section 18. Oath-Taking. - All successful examinees shall be required to take a
professional oath before any member of the Board or any officer of the Commission
authorized by the PRC, or any officer authorized by law.
Section 19. Issuance of Certificates of Registration and Professional Identification
Card. - A Certificate of Registration as a guidance counselor shall be issued to any
applicant who passes the examination or who is registered without examination,
bearing the signature of the Commission Chairperson and Chairman and members
of the Board, and official Seal of the Board.
A professional identification Card bearing the registration number, date of issuance,
expiry date, duly signed by the Commission Chairperson shall likewise be issued to
every registrant who has paid the prescribed fee.
Section 20. Roster of Guidance Counselors. - The Board, In coordination with the
accredited professional organization, shall kept a roster of the names, residence and
office addresses of all registered and licensed guidance counselors and the said
roster shall be made available to the public upon request.
Section 21. Integration of Guidance Counselors. - All registered/licensed Guidance
Counselors whose names appear in the roster of guidance counselors shall be
united and integrated to their automatic membership in a one (1) and only registered
and accredited national organization of registered/licensed Guidance Counselor
which the Board, subject to approval by the Commission, shall recognized and
accredit after consultation with all existing organizations of registered and licensed
Guidance Counselors and, if possible with all those who are not members of any of
the said organizations. The members in the said integrated and accredited national
organizations shall receive benefits and privileges appurtenant thereto upon
payment of required fees and dues. Membership integrated organization shall not be
a bar to membership in any association of Guidance Counselors.

Section 27. Prohibition Against the Practice of Guidance and Counseling. - No


person shall (a) engage in the practice of guidance and counseling without a valid
Certificate of Registration and the valid Professional Identification Card or a
special permit; (b) make representations to the public or to third person as a
licensed Guidance Counselor during the time that the licensed has been revoked
or suspended, and, (c) allow anybody to use his/her license as guidance counselor
to enable such unqualified individual to engage in the practice of guidance and
counseling.

No corporation, partnership, association or entity shall operate a guidance and


counseling office or center, or otherwise engage in the practice of guidance and
counseling without securing a permit from the Board, which shall be issued only
after it has satisfied itself that such establishment is properly staffed by duly
licensed Guidance Counselors

Any unethical practice of guidance and counseling as may be defined in a Code of


ethics and Code of Technical Standards to be prepared by the Board in
consultation with Guidance Counselors, is prohibited

ETHICS - a “system of moral principles or values: the rules or standards governing


the conduct of members of a profession; accepted principles of right or wrong;” and
establishes the means of doing what is right, fair, and honest.
The role of the Guidance Counselor is significant in the lives of people. The
nature of his/her work demands competence, excellence, integrity, trust, and service.
He/she must be guided by recognized ethical standards, which define his functions
and responsibilities and which provide guidelines for his/her practices as Guidance
Counselor.

Section 2. Observe of Principles. – Guidance Counselors shall observe the following


basic and general principles:
2.1 Abide by the ethical principle laid down by the Guidance and Counseling
Profession.
2.2 Not misuse the professional relationship for profit, power, or prestige, or for
personal gratification not consonant with the welfare of this Counselee.
2.3 Realize that his professional time and effort are fully, faithfully, conscientiously,
and truthfully devoted to the accomplishment and improvement of the guidance and
counseling profession.
2.4 Grow professionally and keep abreast with current trends in guidance work
through continuing professional education and affiliate himself with reputable and
recognized local, national and international guidance associations.

UNIT SUMMARY 113
1. Guidance and Counseling is a profession and a discipline.
- It involves the use of an integrated approach to the development of a
well-functioning individuals primarily by helping them utilize their
potentials to the fullest and plan their future in accordance with their
abilities, interests and needs.
- It includes functions such as counseling subjects, particularly subjects
given in the licensure examinations, and other human development
services. (RA 9258; Villar, 2009)

2. A Guidance Counselor is a natural person who has been registered and issued a
valid Certificate of Registration and a valid Professional Identification Card by the
Professional Regulatory Board of Guidance and Counseling and the Professional
Regulatory Commission (PRC) in accordance with this Act and by virtue of
specialized training performs for a fee, salary or other forms of compensation, the
functions of guidance and counseling under Section 3 (a) of RA 9258.
- Non-RGCs are called Guidance Designates or Wellness Officer, Life
Coach or Guidance Advocate. The term Guidance Counselor is how
we refer to a licensed or registered Guidance Practitioner according to
RA 9258.
- A Guidance Office should be managed by a Guidance Counselor.
- A Guidance Office operates with a well-designed Guidance Program
conceptualized, being implemented, monitored and enhanced annually
by the indispensable figure in the Guidance Office who is the Guidance
Counselor.
- A practicing Guidance Counselor could also be a Counselor-Educator
and later a Counselor-Supervisor after having gone through the
required academic preparations and licensing.
- A practicing Guidance Counselor or School Counselor is also a
Researcher. He/she also contributes to the pool of knowledge gotten
through his/her rich experiences in dealing with different cases in the
Guidance Office and in delivering the varied Guidance services.

3. In terms of licensing, an individual should finish first a Master’s degree major in


Guidance and Counseling (School Counseling) from a reputable institution before
being allowed to take the Licensure Examination for Guidance Counselors.
- Licensing is done to ensure competence among the practitioners and
to protect the interest and safety of the public in the availment of quality
psychological services from the qualified Guidance Personnel.

4. The Registered or licensed Guidance Counselor is required to earn at least 15


units of Continuing Professional Development and acquire a Certificate of Good
Standing from the accredited professional organization for guidance counselors
which is the Philippine Guidance and Counseling Association (PGCA) national
before being eligible to renew his/her license to practice every 3 years.

5. As of August 2022, there are only more than 4 thousand Registered Guidance 114
Counselors (RGCs) in the Philippines and most of the practicing RGCs are working
full time in the Guidance Office in the private institutions because they are better
accommodated there than in public institutions like the Department of Education and
in the state colleges and universities.

6. The one big fight of School Counselors in the Philippines is the salary scheme in
the government tantamount to the high professional qualifications of the Registered
Guidance Counselors being Mental Health Professionals whose services and
expertise are crucial and very vital especially in this time of COVID-19 pandemic. In
DepEd, the full time Guidance Counselor has the highest salary grade of 13 only
with entry salary grade of 11 for Guidance Counselor 1. This salary grade is just like
Teacher 1 who may be a fresh graduate compared to an experienced and a master’s
degree holder RGC. This is one big reason why there are RGCs who opted to
occupy teaching or supervisory positions in DepEd because they are also Licensed
Professional Teachers aside from being RGCs. This truth is likewise seen in the
higher education institutions wherein the RGCs are full-time faculty and part time
Counselors because there is no plantilla (permanent) position available for full-time

- The Counseling Profession continues to progress despite of this sad


reality of having low salary incommensurate to the high professional
qualifications of RGCs.

- The Philippine Guidance and Counseling Association (PGCA)


continues to journey and assist aspiring and those who are licensed
School Counselors in addressing pressing issues relevant to our
professional practice such as the issue of salary among others.

7. Though School Counseling started even way back in the 20 th century here in the
Philippines, after a century, this particular profession is still in in its infancy.
Nevertheless, the important point is that School Counseling exists and School
Counselors continue to touch or save lives and make a difference in any way we
can.

8. School Counseling is relevant to educational institutions because it takes care of


the vital aspects of the growth and development of the learners including the
psychosocial environment of the school which is also beneficial to the mental health
of the teachers and other personnel of the school.

9. The Guidance and Counseling profession will continue to grow and upgrade itself
to keep itself abreast to the current trends in the field of School Counseling in the
local and global perspectives through the various Counseling organizations.

10. Teachers should work closely with the School Counselor to make human
formation among learners easier and holistic.
