SMT Mobilization Plan Template

This document provides a template and instructions for spill management teams to create a mobilization plan for certification. The plan must describe how personnel and equipment will arrive on scene within required timeframes for each geographic region covered. For each incident command position, the plan lists the personnel's home location and travel details to arrive on scene within 8 hours for initial response and 24 hours for cascading response. This template is an optional tool that spill management teams (SMT) may use to create a Mobillization Plan

application for certification (DFW 1005 Application for Certification of Plan Holder Spill Management Team
Certification of External Spill Management Team) pursuant to Title 14 § 830.1-830.11.

1. This template includes one worksheet (tabs below) that lists all of the Area Contingency Plan (ACP) regions (Mo
