REFERENCES: a, JABRACC SOP Number 2006-01 “Standard Operating Procedure on the Conduct of Bank Security Survey/Inspection dated December 6, 2006; and b. JABRACCC Resolution Number 01-2017 “Inclusion of the Chamber of Pawnbrokers of The Philippines, Inc. (CPPI) as Member of The Joint Anti-Bank Robbery and Cyber Crime Coordinating Committee (JABRACCC) dated June 21, 2017. 2. PURPOSE: This SOP prescribes the procedures to be undertaken in the conduct of Bank Security Survey and Inspection. 3. OBJECTIVES: a. To establish an effective Security Survey Inspection in order to reduce if not eliminate bank robbery in the country; b. To identify and determine the security lapses and deficiencies found in the banks subject of the security survey and inspection; c. To recommend corrective actions and to introduce the necessary security measures; d. To develop effective coordination between the banking industry, Law Enforcement Agencies and the community; e. Continuous career training to Security Guard to be more effective in the campaign against bank robbery; and f. Determine if there are CCTVs, Bank Alarm Systems and other security innovations to prevent or deny bank robbery incidents. 4, PROCEDURES: a. The JABRACCC Inspection Team shall be composed of the Chief of Police (COP), Chief, City Intelligence Branch of CPO and Chief, Provincial Intelligence Branch (PIB) of PPOs; Page 1 of 3b. The JABRACCC Inspection Team shall seek clearance in writing from the PNP Regional Director through the PNP Provincial Director at least two (2) weeks before conducting inspection indicating the following data; 1) Name and Location of Bank; 2) Date and Time of Inspection; and 3) Inspection Team Members. c. The JABRACCC Inspection Team Leader shall furnish the Bank Management with the approved letter order from the Chairman, Regional JABRACCC at least one (1) week before the security survey and inspection date; d. The Security Survey and Inspection shall be properly coordinated with the territorial police units and higher HQs; e. The inspection shall be limited to areas allowed by the manager of the bank and not to include the restricted areas like vault, etc.; f. After the inspection, the Team Leader shall immediately inform the Bank Manager of any defects noted by the Inspection Team and shall recommend appropriate corrective measures; g. The Inspection Team shall submit After Security Survey and Inspection report to the Chairman, Regional JABRACCC, copy furnished the Bank inspected and the members of the team, within three (3) working days from the date of Security Survey and Inspection; and h. All data and information obtained from the Bank by the Team shall be treated with utmost confidentiality. }. PROHIBITION: a. No JABRACCC Inspection Team shall conduct Bank Security Survey and Inspection without clearance from the Chairman, Regional JABRACCC; b. No JABRACCC Inspection Team shall conduct Bank Security Survey and Inspection without proper wearing of PNP uniform; c. The inspection shall avoid asking any information not stated in the bank Security Survey and Inspection Form approved by the JABRACCC and only the data/information/equipment specified therein would be inspected; d. Issued firearm of the inspection team must be deposited at the firearm locker of the Security Guard outside the bank for security purposes; and e. Members of the Inspecting Team shall at all times observe utmost courtesy in the conduct of survey and inspection. Page 2 of 36. REPEALING CLAUSE: All other existing SOP’s and issuances which are inconsistent herewith, are hereby rescinded and those not affected with this SOP shall remain in force. 7.
