Examples:
(-) I wasn’t washing my clothes when the hurricane started.
(-) When the hurricane started I wasn’t washing my clothes.
(-) He didn’t slip on the ice while he was crossing the street in front of the dormitory.
(-) While he was crossing the street in front of dormitory, he didn’t slip on the ice.
(-) We were watering the flowers while they weren’t sweeping the garden.
Interrogative Form

Past Continuous Tense Was / Were + S + V1+ing?

Past Tense Did + S + V1?

Examples:
(?) Were you washing your clothes when the hurricane started?
(?) Did he slip on the ice while he was crossing the street in front of dormitory?
(?) Were they sweeping the garden while we were watering the flowers?

Question Word Form

What + was / were + V1+ing?


Past Continuous Tense
Who + was / were + V1+ing?

How + was / were + V1+ing?

Examples:
(?) What were you doing when the hurricane started?
(?) Who was taking a walk when the hurricane started?
(?) How were you breaking your arm?

Change the affirmative sentence into interrogative sentence or the other way.
