Mr. Boris John Becker, a German citizen and a teacher by profession, is residing in the Philippines for
quite some time. He appreciates the Filipino culture and the natural beauty of the Philippines so much. He
is now planning to teach in one of the public schools in Palawan to share his knowledge and expertise in
science. Is Mr. Becker allowed by our law to teach or to practice the teaching profession in the
Philippines? Is he allowed by our legal system to take the Philippine Licensure Examination for Teachers
(LET) for him to be qualified as a teacher in the public school? If yes, what particular law it is stated?
Elaborate your answer. (30 points)

According to the Republic Act No. 7836 or the Philippine Teachers Professionalization Act of
1994, foreign individuals who wish to teach in the Philippines are required to secure a permit from the
Department of Education (DepEd) and must comply with the requirements set by the Professional
Regulation Commission (PRC).

For a teacher to practice the teaching profession in public schools, the teacher must have a license
to practice and comply with the requirements set by the Professional Regulation Commission. However,
in Mr. Boris John Becker's case, it is different since he is a citizen of another country. There are no stated
specifications on how a foreign citizen can possess a permit for teaching in public schools. However, for
Mr. Boris to practice he needs to secure a Special Temporary Permit (STP) from the DepEd to teach in a
public school in Palawan. The STP is valid for one school year and can be renewed if the foreign teacher

licensure exam, with this he must go through the specified process and must be qualified in all terms as
specified, by the law to be eligible to take the examination for teacher. If he did pass, he would be given
the right by the PRC to practice his profession since he already went through the process.

In conclusion, Mr. Boris John Becker can teach in a public school in Palawan provided that he
secures a Special Temporary Permit from the DepEd and complies with the requirements set by the
Professional Regulation Commission. The legal basis for this is the Philippine Teachers
Professionalization Act of 1994.
