indicated above. Any misuse of this document will place the applicant to which this NOC was
issued under liability of legal action by Roads & Transport Authority.

• The particular conditions of each department /section/unit's No Objection Certificate are attached
in the subsequent pages. Please refer to them carefully in implementation of your work.

NOC Conditions
Department /section/unit: DEWA
Conditions: • Shop drawing with Trial pit verification to be submitted to DEWA (as per
DEWA Standard/Requirements) by the contractor and obtain the approval
prior to starts the works at site
• Work should be carried out within your project limit under DEWA supervision
only.
• NOC issued for the proposed work with condition, Trial pits should be
carried out by the contractor and identify the DEWA services and clearances
in presence of DEWA staff and verify/signed the checklist (Attached with
NOC document), prior to start the work at site.
• Program of works & Work Intimation request to be submitted 2 working
days in advance before commencement of the proposed work at site to
concerned DEWA Departments

• NOC is issued to work at day time only. Any works required at night or
holidays, concerned DEWA Department/Staff to be contacted (during
working hours) and get prior permission accordingly.
• DEWA have proposal to lay services in your project area as shown in the GIS
sheet. Coordinate with following DEWA concerned Project Departments for
the program of DEWA services laying and acceptance of your work program
by DEWA projects team before commencement of work at site.
• Legal action as per law (6) / 2015 of Dubai Government will be taken if the
above conditions are not fulfilled, and accordingly NOC will be suspended.

• The horizontal and vertical clearance between the existing DEWA services
and proposed work shall be in accordance with DEWA Standard and
Specification.
• Foundations/porta cabins should not come over/enclose existing DEWA
services/ corridor. Any such installation/construction it will be relocated at
Client’s cost.
• All the Diversion/Protection works to the existing DEWA services shall be
carried out without any financial cost recharged to DEWA.
• As built drawing to be submitted and Completion certificate to be obtained
from DEWA-II&P Department within one month from the date of completion
of work, in case of any Protection/Diversion/Slewing works done for DEWA.
• All excavation work close to DEWA services should be done manually.
• If DEWA request all obstructions should be removed from DEWA
corridor/above services within 48 hours at no cost to DEWA.

• Any existing DEWA services/Plant/Structure/SCADA system/ Control Unit
and RTU falling nearby the proposed fence/foundation should be identified
and slewed/ protected prior to start of work under DEWA staff supervision
(See Electricity Annexure Sheet).
• DEWA Reserve the rights to remove Fencing/Site office for the Maintenance /
Emergency work, without any approval from the Contractor / Consultant /
Client.
• No Heavy Vehicles / Equipment movement / Parking / Material storage are
permitted over existing DEWA plant/services/corridors.
• No vibrating equipment’s /vibratory rollers shall be used near to DEWA
Transmission Substation compounds/Existing DEWA services and joint
locations.
• If the corridor is inside existing boundary of the project/developer area,
24/7 unconditional access should be provided for DEWA daily patrolling &
maintenance crew including heavy machineries.
• Access to DEWA corridor/Sub-Station/ plants should not be blocked even
temporarily by proposed work.
• Contractor to ensure the implementation of all precautionary measures to
ensure safety and integrity of existing DEWA services within the project
limits. Damage to any existing Services/Plant/Structure/SCADA system/
Control Unit and RTU due to the proposed work, will be charged against
contractor as per DEWA regulations.
• All DEWA NOC conditions should be maintained and any violation; NOC will
be suspended and action will be taken as per Law (6)/2015 of Dubai
Government.
• DEWA approved NOC documents to be downloaded from DEWA
Infrastructure NOC Customer Portal at

• All DEWA NOC conditions should be maintained and any violation; NOC will
be suspended and action will be taken as per Law (6)/2015 of Dubai
Government.
• Intimation before start of works near 400/132kV services, work
intimation/Supervision request to be forwarded to TLM-TLP by Email –
[email protected] or Fax: 04-3229095 and confirmed with
DEWA engineer in charge as per the attached list. (Supervision request
format and Zone engineers list attached).
• Corridor reserved for DEWA ED services shall be left free of your proposed
installation; if such installation found in ED reservation without prior
approval the same shall be relocated at your cost.
• Shop drawing should be obtained by the contractor, If the existing 132Kv
cables in direct buried, HDD, cable trough / joint and link boxes are nearby
(within 3m vicinity) and existing 400kv tunnel nearby (within 5m vicinity) the
proposed construction limit.
• 132kV Cable corridor should not be enclosed by proposed fence / boundary
wall.

• Temporary fencing, site office, equipment movement, storage of material,
Parking, inflammable items, excavated soil are not allowed over/nearby the
Existing 132kv cables and inside OHL Corridor.
• Existing 132Kv cable joint / link box should not come under the
Temporary/Permanent Access way.
• Protect the existing DEWA cables as per standard procedure along with sign
board specifying number, depth and rating of the cables.
• Existing DEWA-ED services (If any) falling/nearby proposed work area
should be identified and slewed/ protected prior to start of work under
DEWA ED Supervision Staff (See Electricity Annexure Sheet).
• No any crane activities / movements are permitted within the DEWA OHL
Corridor. (Separate NOC/shop drawing to be obtained for tower crane work
adjacent to the OHL corridor)
• Maintain minimum 5m clearance to equipment working location, site access
route, material storage and all other activities for the proposed work from
the EHV services and EHV OHL corridor.
• No any construction allowed on top of Existing DEWA Water Services /
Corridor.
• Existing DEWA waterline (If any) close to the proposed foundation shall be
protected through steel sleeves of appropriate size with annulus grouted as
per DEWA WD Water Standard & Specifications All the diversion & protection
works shall be carried out without any financial cost recharged to DEWA.
• Fiber Optic (FO) cables are laid along with the water pipe line at 1m depth,
extreme care should be taken to avoid any damages to FO cables.
• If any damages in FOC, contractor will arrange repairing FOC with approved
list FOC-sub contractor and approved DEWA FOC accessories list
immediately after getting confirmation from OT(TCOM)-TP staff.
• Existing FO Cables routes to be identified/marked (Sign Board) and
protected/barricaded as per site conditions and DEWA standard.
• Material / Debris should not be dumped over existing DEWA Water Pipeline
and Valve Chambers.
• After completion of work, the contractor has to inform Operation
Technology (TCOM) for site visit to confirm the acceptance of reinstatement
work and existing FO Cables.
• Adequate safety measure should be taken to avoid any damage to Water
Pipeline in service along and nearby the construction activities and Vehicle /
machineries movement should not allow close to Water Pipeline.
• Existing DEWA Water Valve chambers should not be blocked with fencing.
• Corridor reserved for DEWA Water services should be kept free of the
proposed work, if such installation/construction found in DEWA water
reservation without prior approval the same shall be relocated at
Contractor’s cost.
• If existing DEWA WD services are near to the proposed working area, Safety
shutdown can be requested.

• Contractor has to take all precautionary measures for deep excavation and
lose ground strata. Consultant /contractor are fully responsible to take all
precautions to ensure utmost safety of DEWA pipelines. Any damages and/
or losses due to damages will be subject to penalty in addition to recovery
of compensation, with respect to direct or indirect losses of
material/property/personnel, etc.
• Written intimation should be given to DEWA Water Project & Engineering and
New Connection Department 3 days in advance by Fax no. 04/3307465
prior to start the works close to existing Water Pipeline.

Conditions: • All works shall be in accordance with the Roads & Transport Authority
standard specifications

• All safety measures must be strictly provided during all phases of work,
failure to do so will result in imposing fines applicable by the local orders
• Any damage to RTA property caused by your work shall be charged and
penalties will be imposed according to the Local Order as applicable
• Clearance NOC is obligatory and will be provided only upon completion of
the work to the requirements specified by RTA
• All NOCs are subject to protection of SL, TS & ITS services. The existing
services with approximate locations shall be checked, located, confirmed
and protected by the contractor.
• Contractors shall maintain a copy of the final approved E-NOC at site all the
time. And shall be presented whenever required.
• Any damages to SL, TS & ITS services shall be charged and penalties will be
imposed according to the Regulation No. 4/2009 & LO 30/1986
• This NOC is valid for a period of 6 months only.
• All relocation/removal/transportation/re-erection will be performed by the
applicant at their own cost and responsibility.
• No equipments or foundations shall be placed over existing SL, TS & ITS
services. SL, ITS &TS reserve corridor shall not be occupied for any other
services or construction.
• Excavation by machineries is not allowed over existing SL, TS & ITS services.
• All the backfilling, compaction, tile fixing, aluminum stud duct markers,
warning tape, etc. to be reinstated after completion of the work as per RTA
standards.
• All the existing ducts shall be extended & protected under new asphalted
area.
• All the existing S.L, ITS & TS cables under new asphalted areas shall be
protected with ducts. In case of split ducts method applied shall be
supported with concrete surroundings.

• SL & TS poles, cables, TS Controllers & feeder pillar foundations level shall
be raised/lowered to match with the existing/proposed level as per the civil
work standard detail drawing/ground level.
• All the ITS & TS Manholes/pull boxes shall be shifted/relocated outside
extended asphalt/carriageway area. Affected manhole/pull box shall be
raised/lowered/shifted as required. A reasonable access to all MHs must be
maintained.
• All temporary removed SL, TS & ITS materials shall be kept in enclosed
store/safe area in order to keep them in a good condition.
• Contractors shall take care of all existing SL, TS & ITS services to avoid any
damages. In case damages occur during construction, it must be
immediately informed to RTA concerned engineers & maintenance
contractor.
• Contractors shall rectify any cable fault immediately and replace any
damaged services with the same (quality & make) within 48 hours as per
RTA policy in the presence of L&TSM Engineer.
• Insulation test must be performed to all laid cables by contractors and check
for outer sheath damage. The tests shall be carried out to electrical
standards and all the test results to be fully documented.
• The contactor's safety officer should check all SL, TS & ITS installations on
every night within the project area (Existing's or Diversions) and report
which Luminaries are not lit and the defects to be rectified by the contractor.
• Contractor shall maintain the SL, TS & ITS within the project area as per
Road Dept. circular 1555/2007. (The diversion work shall be considered as
permanent works standards).
• Separate NOC shall be obtained from L&TSM section for the use of spare SL,
TS & ITS ducts & connection for power supply from the existing Lighting
System.
• For any obstruction with existing SL, TS & ITS services, contractor shall
coordinate with L&TSM Engineer for site inspection and instruction.
• All SL, TS & ITS services shall be commissioned & tested before opening the
traffic for public.
• All temporary diversion for traffic signals junctions should be considered as
permanent junction and, approved by both Traffic & Roads Departments.
• Contractors shall inform L&TSM Engineers minimum 48Hrs before starting
the work.
• Submit NOC approvals from ITS Department to work with existing TS Scoot
Loops, Traffic Controller & Controller Programs.

• 1. NOC is required. 2. Obtain approval from all concerned Services
Authorities, Dept./sections before any activity. 3. NOC is for temporary
fence, entry and exit. 4. While fixing the fence for the construction works,
the light poles shall be kept outside the fence to avoid obstructions for
maintenance activities if any. 5. While fixing the fence for the construction
works, signs shall be protected or removed and stored in safe place till
construction activities over and returned back. 6. Existing services (Pole,
Cable, Feeder Pillar etc.) to be protected properly. Prior to any excavations.
7. Contractor will be held responsible for any damages/settlement that may
happen in the relevant area due to your activities. 8. Any damages arising
due to contractor work to be rectified as per RTA standard. 9. Existing Ducts
to be Extended, spare duct to be provided at Building entry and exist and
wherever applicable/required or instructed. 10. Clearance to be sought from
RTA-RFMD sections upon completion of work.
Department /section/unit: RTA-Building (Services)
Conditions: • Any violation of the regulations, laws and conditions of NOCs will result in a
violation of the contractor and consultant of the project.
• All works shall be executed in accordance with relevant RTA Manuals,
standards and the NOC conditions
• All safety measures must be provided as per the relevant standards and
regulations and in accordance with the article No. 6 of the system 4/2009.
Contractor must erect safety and warning boards around the construction
area to announce hazardous work limit.
• The project owner shall bear the costs of the relocation and protection
required for the existing services and assets.
• The issuance of this NOC means that the project consultant has fully
understood its content and conditions and has acknowledged his
responsibility to transfer it to the project contractor , nevertheless, The
issuance of the this NOC does not relieve the project owner, consultant and
the contractor of his responsibilities towards the proper implementation of
the project.
• Necessary approvals must be obtained from the Police, Civil Defense, Rail
Agency (if applicable) and other concerned authorities before
commencement of the work.
• The Work Zone and Surrounding areas shall be left in a neat and clean, and
safe neighbor building access and safe pedestrian footway must be provided
and maintained.
• RTA assets should not be removed, relocated, modified or protected without
the necessary preapprovals from the RTA concerned parties.
• RTA reserves the right to remove, relocate or modify the proposed work at
the project owner cost and responsibility at any time through a ten day pre
note, if there are any traffic/safety problems or any conflict with RTA future
projects or paid parking plan, however the project owner is always
responsible for any future required Relocating, Removal, Modifications
which shall be done at his cost and responsibility.
• No Roads shall be closed without prior permission from RTA /Traffic
Department.

• No parking area shall be closed without prior permission from RTA/Parking
Department.
• RTA/ROW Services Section permit must be obtained before starting any
construction activities in existing paved roads areas outside the approved
temporary fence limits.
• In case of emergency, contact directly RTA Emergency Office on 8009090.
• Liaise with Roads consultants and all other Contractors working within the
area to avoid conflict of activities
• Any existing damages to RTA Assets such as ( Tiles, Asphalt, Sign Boards,
Parking Machines … etc. ) should be intimated to concern sections prior to
starting works or during the works immediately through official
correspondence backup with photos and evidences.
• Separate approval from RTA internal Department/Sections should be
obtained for above special up-ground structures/cabinets/ any nonstandard
cases etc.
• Any proposed works outside the ROW limits are subject to the concerned
Authorities and area owners approvals.
• Separate NOC have to be applied for any utilities modification/ relocation
works as per the concern Authorities standards.
• The applicant and project owner should not object any other Authorities to
proceed with their plans/projects at the subject work location.
• Project owner must undertaking the following: (The proposed
works/temporary structures (outside the plot limits) shall not
obstruct/damage the existing utilities network, and it must be removed
immediately when required by the Services Authorities which must be
unconditionally allowed to proceed with their plans/ projects at the subject
work location whenever required).
• NOC issued for temporary Fence/Access/Company Board, which have to be
removed by the project contractor after completion of the project.
• NOC issued for RTA-Temporary Access/Fence and Project Board only.
