First Nations Minor Broomball Festival Official Rules

Eeyou Istchee Sports and Recreation Association (E.I.S.R.A.) has established these rules and
regulations for the Minor Broomball Festival. This event is organized in the spirit of
sportsmanship, fair play and the gathering of nations through sport. Good luck to all teams.
1. All Coaches and/or Managers must report to the registration office before their first game to
complete all necessary registrations in advance of playing.
2. The roster submitted on the registration form and on the score sheet at the team’s first game
will be the official line-up for the entire event. The organizing committee will not allow for any
roster additions thereafter. It is the coach and/or manager’s responsibility to ensure that all
players are listed on their line-up. All players must play at least one regular game to be eligible
to play in the elimination games. In the case where the 3rd game is a qualifier, this game will be
treated as a regular game since the organizing committee guarantees 3 games per team.
3. The tournament will be played in accordance with ‘La Fédération Québécoise de Ballon sur
Glace. (F.Q.B.G.)’ and the additional rules established by the organizing committee.
4. Each player must wear a C.H.A. or C.B.F. approved (CSA) helmet and full-face shield for their
safety. No exceptions. In the event that any one of these equipment items is lost during play, the
player must immediately return to his/her respective player bench.
5. Categories and aged requirements are as follows:

6. PLAYERS ELIGIBILITY TO START A GAME


Each team shall have a maximum of seventeen (17) players plus two (2) goalies on their roster.
A team requires a minimum of five players and a goalie to start a game or six players without a
goalie. However, at the start of the Second period, you must have the required number of
players seven (7) plus one (1) goalie or eight (8) players) or else the game will be declared
default.
7. Players can only play in one (1) category and for only one (1) team. If a player is caught, they
will be suspended for the rest of the event and possibly for other E.I.S.R.A. events. The teams
caught using this player will also lose all their games by default and there could possibly be
further sanction for the coach that may be handed down by the organizing committee. It is the
coaches’ and/or managers’ responsibility to ensure that all their players are eligible for the
tournament in the proper divisions.
8. A player may play in a higher category; however, they must have a signed parental letter of
consent and approval from the local association or community.
9. PLAYING TIMES:
- 2 periods of 15 minutes running time for all categories
- 3 minutes remaining in regulation time
If there is a tie at 3 minutes remaining of the regulation time, the game will be stopped, and the
following will apply: 3 on 3 with no goalie for 3 minutes stopped time.

- SHOOT-OUT (after the 3-minute rule)


If a tie should occur after the regulation time, then a shoot-out will be played until a winner is
declared. There shall be three (3) shooters per team to begin. If a tie persists after the initial
three shooters, then it shall continue with one shooter at a time until a winner is declared.
Please note: Home team will decide whether to shoot first or second.

- Goal Differential
After a difference of five (5) goals, the remainder of any game will be played in running time,
even if the difference becomes less than five (5) goals at any time afterwards.

A difference of seven (7) goals officially ends any game. However, one (1) complete period must be
played.

- Timeout
One (1) timeout of thirty (30) seconds will be permitted to each team per game.

- OVERTIME IN ELIMINATION GAMES


In all elimination games, overtime shall be of 10 minutes (stop time) with three (3) players, and
a goalie. This applies for every overtime period until a winner is declared.
10. STANDINGS
Points are awarded as such:
Three (3) points for a regulation win
Two (2) points for an Overtime win
One (1) point for Overtime loss
Zero (0) points for a loss in regulation

11. FAIR PLAY


One (1) point will be awarded for teams that do not exceed the penalty minute limit per game.

U10 4 minor penalties
U12 5 minor penalties
U14 6 minor penalties
U16 7 minor penalties
U19 8 minor penalties

12. BREAKING TIES IN THE STANDINGS


If a tie in the final standings occurs between number of teams, teams involved in the tie are
subject to the following criteria until such time as one team is determined to be placed first
amongst tied teams.
Once the position of the first team has been determined in the standings, the procedure must
be repeated from step a) to determine further tie situations.
a) The team that won (head-to-head)
b) The team that has the most wins
c) The team that has greater difference in goals for and against (plus/minus)
d) The Team that has the most goals for
e) The Team that has the less goals against
f) The team having scored the fastest goal to start the tournament (sequential games..1,2, 3)
g) Coin toss

13. IMPORT RULES


Communities with a population of less than one thousand (1000) are allowed a maximum of
two (2) import players on their official line-up. (NATIVE PLAYERS ONLY, NO EXECPTIONS).
It is recommended that in the spirit of sportsmanship and fair play that all your local
association players be given the opportunity to participate before imports are granted positions
on teams.
Any player that has resided in a community at least twelve (12) consecutive months is not
considered an import. However, the player may choose to play for his/her home community.
Residency will be the only determining factor for eligibility. Players with a beneficiary will be
considered import if they have not resided in the said community, unless they have resided for
twelve (12) months.
Any player that resides in a community that is registered under JBMHL, JBMBL and for School
will not be considered an import for that community. (Example: new teacher moving in a
community).
14. PENALTIES
Penalties occurring in running time shall be of three (3) minutes.
Penalties occurring in stop-time shall be two (2) minutes.
Any player receiving three (3) minor penalties or a major penalty in a game will be
automatically ejected for the remainder of the game.
Any double minor penalty shall be considered as two penalties.
15. CONDUCT
Any player being penalized for fighting or attempting to injure will be automatically expelled
from the tournament. Further discipline may be issued pending further review by the
Organizing Committee.
Any player and/or coach found to be under the influence of alcohol and/or drugs will be
expelled from the event as both a participant and spectator. Further discipline may be issued.
Any player, coach or team representative caught using social media where they are posting
pictures or writing any negative comments towards the organizers, umpires, opponents, and
the event will be subject to disciplinary measures that will be handed down by the organizing
committee. There will be zero tolerance on the negative use of social media.
16. SUSPENSIONS
The E.I.S.R.A. will also respect and support all suspensions and decisions taken by all local Cree
and other native sports associations.
These players will not be allowed to participate in this event. If any team is found using
suspended players (local and imports) that team will automatically lose the games that the
ineligible player played in.
17. PROTEST
No protest shall be allowed during the tournament.

18. BODY CONTACT


Body contact will NOT be permitted in ALL CATEGORIES
Organizing Committee Guidelines
The organizing committee shall not be responsible for any loss and/or damages to the
participants’ equipment or belongings.

Each player and/or coach must show their player’s pass upon entering the arena. Failure to
show your entry pass will result in paying the full regular admission rate. Teams will be issued
players passes in accordance to their official roster.

The organizing committee reserves the right to expel any person and/or team not respecting
these rules and/or conducting themselves disrespectfully, unlawfully, and/or deemed as unsafe
towards any committee member, staff, participant, referee and/or the general public.

Any additional decisions taken collectively by the tournament organizing committee shall be
final.

To all our Loyal Fans and Participants:

We are here to set an example for the youth that participate in this event.
Therefore, it is imperative that all coaches, managers, spectators, parents,
recreation directors and minor sports coordinators set a good example of
sportsmanship and fair play. Everyone is asked to act in a professional and
courteous manner.
