The standard Application Form is prepared by the Secretariat of the UNESCO Creative Cities
Network and shall not be altered in any way. Kindly note that only this standard Form will be
accepted and considered as eligible.
Please note that word limits are enforced and that it will not be possible to enter additional text
once the limit is reached. Use the “Word Count” function to ensure that you do not exceed these
limits.
All sections of the Form shall be duly completed. The information provided should not be
repeated across different sections unless it is relevant to these sections. In case of lack of

5. GENERAL PRESENTATION OF THE CITY:

Presentation of the main geographical, demographic, cultural, social and economic


characteristics of the city; mode of governance, principal culture-related facilities and
infrastructure, international connections, etc. (1500 characters maximum with spaces).

Surakarta City is located in Central Java Province of Indonesia, between 110o45’15” – 110o45’35
E and 7o36’00” – 7o56’00” S, with an area of 46,72 km2. The city area has a tropical climate, and
is a lowland with several rivers. Surakarta is a hinterland and center of economic activities of the
surrounding area in trade, services, meetings, cultural tourism and gastronomy. Surakarta has a
population of 523,008 (by year 2022), comprising 257,257 males and 265,751 females.

The largest 4 sectors contributing to the Regional Gross Domestic Product are construction,
wholesale and retail trade, information and telecommunication, processing industry including
crafts and folk art, mostly consisting of micro, small and medium enterprises. Surakarta was
formerly part of the Mataram kingdom and inherits Javanese culture which is the foundation of
the city's crafts and folk art.

Surakarta is governed by a Mayor, Vice Mayor and Peoples' Representative Council elected
directly by the people for 5 year terms. Surakarta was declared a creative city by the government
through Indonesia's Ministry of Tourism and Creative Economy in 2021. In support of its
existence as a creative city, Surakarta has 167 covered performance venues, and 51 open
venues, which can be used to present activities of crafts and folk art. Surakarta is accessible
through Adi Sumarmo International Airport.

6. MAIN DEVELOPMENT OPPORTUNITIES AND CHALLENGES FACING THE CITY –


USING CREATIVITY AS A DRIVER FOR ACTION:

Every city is unique and pursues its own objectives according to its particular context and
priorities. In this section, applicant cities are invited to explain how they consider culture and
creativity – particularly in the creative field concerned – to act as a driver for identifying
opportunities and challenges, and then to propose interventions that seek to maximize the
potential of the creative field concerned for sustainable urban development and mitigate and
resolve the challenges they face (1200 characters maximum with spaces).

History of the Mataram kingdom is one of the main capitals in driving efforts to develop
Surakarta city. The city has strong roots in Javanese culture in society including crafts and folk
art, which is preserved and continues to develop until the present time.

Based upon studies by the City government, the biggest sub sectors of creative economy are
performing arts, crafts, culinary and fashion. These activities have the widest possible
involvement of stakeholders, both men and women, which has a positive effect on development
of the City. Between 2020 and 2022, 84 creative economy events were held, and 35 national
and international events are planned for 2023.

A main challenge faced is how to socialize folk arts among the younger generation in the face of
developments of the age. The Surakarta government has included crafts and folk art in school
curricula at all strata as local contents and extracurricular activities. Annual competitions in crafts
and folk art are even held annually within and between schools, and among the public of all age
groups at the 54 neighborhood centers in Surakarta.

7. GLOBAL DEVELOPMENT STRATEGIES AND POLICIES:

Presentation of the city’s main and global development vision, strategies and policies,
particularly those in line with the international development agendas, such as the United Nations’
2030 Agenda for Sustainable Development, African Union’s Agenda 2063, etc.

The Vision of Surakarta 2021-2026 is to manifest a city of culture which is modern, strong,
active, creative and prosperous, elaborated in middle term development planning documents
into 7 missions, especially related to culture and creative economy, namely: strengthening
adaptive and sustainable economic growth; manifesting space and infrastructure of the city to
support tourism and sustainable culture; increasing quality and competitiveness of youth and the
general public in education, economy, arts and sport to manifest just and inclusive joint
prosperity and welfare of the people.

All the above is in line with the 2030 SDGs especially (1) No Poverty; (2) Zero Hunger; (4)
Quality Education; (8) Decent Work and Economic Growth; (9) Industry, Innovation, and
Infrastructure; and (11) Sustainable Cities and Communities.

Crafts and folk arts can be explored further to support economic growth of the city.

8. EXPECTED IMPACT OF THE DESIGNATION AND THE MEMBERSHIP ON THE


SUSTAINABLE DEVELOPMENT OF THE CITY:

Presentation of the main reasons behind the decision to submit an application to the UNESCO
Creative Cities Network and the expected medium and long-term impact of the designation for
the sustainable development of the city, particularly over the next four years following the
eventual designation (1200 characters maximum with spaces).

Participation of Surakarta City in UCCN will broaden the networking of collaboration among
creative cities of the world which can exchange local values and study good practices from other
cities. It is hoped that Surakarta City will be able to fulfill international standards of creative cities
and act globally alongside other cities while safeguarding local diversity and identity. Surakarta
will show that creative culture has a high potential in promoting harmony and economic
development

On a national scale, Surakarta is a pioneer in manifesting an entrepreneurial society based upon
creative culture in developing commodities of crafts and folk arts through creative product
centers and arts communities. This will push the development of the respective creative
communities.

On the city level, joining UCCN will provide a basis for pushing the development of creating
policies and strategic programmes to support the development of creative industry, especially
crafts and folk arts, to achieve the City's vision and mission and the SDGs. Making Surakarta a
member of UCCN will create awareness that creativity can contribute and give a positive effect
to all aspects of life of the people.

9. PREPARATION PROCESS FOR THE APPLICATION:

The design and preparation of the application submitted by the city should involve stakeholders
from the creative field concerned, drawn from the private and public sectors, academia and civil
society, as well as creators, professionals and practitioners. Describe how each of these groups
have been consulted and/or engaged in the process of preparing the application; and how each
group will benefit from the designation and membership to the Network (1200 characters
maximum with spaces).

In 2021 Surakarta joined the Program for Development of Creative Cities, organized by the
Ministry of Tourism and Creative Economy. In 2021, The Surakarta Committee for Creative
Economy was formed by Decree of the Mayor of Surakarta No. 750/74.3. Membership of the
Committee comprised representatives of arts communities, business, academics, government
and media. Activities included a cross stakeholder forum to fix working plans for development of
the creative economy of the city, to be carried out through synergy and collaboration between
various actors.

A duty of the Committee was to prepare the nomination of Surakarta City to join UCCN. The
Guide of the Committee is the Mayor of Surakarta, and the Executive Chairperson is from
academics. The team prepared data, drafted and revised the dossier between January and
March 2023, up to a verification seminar before all stakeholders in April 2023.

Approval of Surakarta as a member of UCCN will surely enthuse all stakeholders in crafts and
fold art in exchange of information and experience with the UCCN member cities.

10. COMPARATIVE ASSETS OF THE APPLICANT CITY MADE AVAILABLE TO THE
NETWORK:

In the following fields, the applicant cities are invited to present their main cultural assets –
particularly those in the creative field concerned – that may be highlighted and tapped into
locally and internationally to further the Network’s objectives: making creativity, especially in the
creative field concerned, an essential driver of sustainable urban development. Applicant cities
are strongly advised to avoid presenting lists and to provide succinct and relevant information
supported with data and examples, so that the city’s cultural and creative assets can be
assessed properly (1000 characters maximum with spaces for each field below).

10.1 Role and foundations of the creative field concerned in the city’s history and development

Surakarta City was built by King Pakubuwana II, beginning from moving of the capital city
Kartasura to Surakarta in 1745. As the former royal capital city, Surakarta inherited many
crafts and folk arts. Among them are Javanese literature, wayang shadow puppetry,
wayang orang opera, gamelan traditional music, dance, customs and ceremonies. In 1866,
Duc de Penthiève-Orléans of Paris was welcomed with Bedoyo Serimpi dance with
gamelan accompaniment as cultural diplomacy. In 1889, 4 dancers from Surakarta
presented Javanese dance in the Eiffel Tower. Since 1895, sacred traditional ceremonies
could be witnessed directly by the people as crafts and folk art. Since that time, crafts and
folk art have developed dynamically and inclusively. Until now, crafts and folk art play
important roles as a main foundation in the development of the city, and continue to be
preserved and developed to be attractive for visitors and investors.

10.2 Current economic importance and dynamism of the cultural sector and, in particular, of
the creative field concerned. The information can be supported by data, statistics, and
other indicators on its contribution to economic development and employment, number of
cultural enterprises in the city, etc.

Crafts and folk art play a great role in the economic growth of the city. There are 387 arts
and culture communities with 8649 members. Products of creative industry (namely batik,
crafts and furniture) provide 61.98% of the total exports of Surakarta City in 2022, with a
value of USD 34,856,535. Contribution of the sector of crafts and folk art towards the
Gross Regional Domestic Product is USD 23,787,838. Most of the entrepreneurs in the
field of crafts and folk are in the category of micro, small and medium enterprises. The
sector continues to develop dynamically.

10.3 Different communities and groups engaged in, and/or that earn their livelihoods from, the
creative field concerned

There are 1,081 professional artists in the field of crafts and folk art in Surakarta City.
Among them are dalang puppeteers, sinden singers, gamelan musicians, wayang kulit
craftspersons, gamelan craftspersons, tailors for wayang orang opera and dance, dancers,
choreographers, traditional theater actors and many craftspersons producing kris, batik,
wooden masks, keroncong musicians, digital platforms, jewelry and accessories
supporting other folk arts. All these artists join 373 organizations in arts and dance, theater
traditional music, vocals and visual arts. in Surakarta there are 484 enterprises directly
related to creative economy, comprising: Fashion (24), Crafts (40), Culinary (107), Music
(64) Game (1), Applicationsi (18), Interior Desain (16), Photography (19), Film (5), Painting

(42), Publishing (12), Architecture (9), Performing Arts (68), Product Design (9), Visual
Communication Design (2), Advertising (32), TV and Radio (16).

10.4 Major fairs, conferences, conventions, congresses, and other national and/or
international events organized by the city over the past four years, aimed at professionals
and practitioners in the creative field concerned (creators, producers, marketers,
promoters, etc.)

Major events aimed at professionals and practitioners in the creative field organized by the
city include the Trade Investment and Industry Working Group G20 (2022) which went on
for one month, and the International Wellness Tourism Conference Festival (IWTCF) 2022
which lasted for 3 days. These events were attended by hundreds of professionals and
practitioners from Indonesia and from overseas in the relevant creative fields.

10.5 Major festivals, conventions and other large-scale events organized by the city in the past
four years in the creative field concerned, aimed at the general audience at the local,
national and/or international level

Major events in the field of crafts and folk art directed to the public and enjoyed by
thousands of people include: Solo International Performing Arts (SIPA); International Mask
Festival (IMF); Solo Keroncong Festival, Solo Menari (Dance), Solo City Jazz, Solo Batik
Fashion, International Rock In Solo Music Festival, Dream Theater Rock Music Concert
(2022), Opening Ceremony of the ASEAN Paralympic Games (2022), Muktamar
Muhammadiyah (2022), All Indonesia Santri Sport and Arts Week (2022), and Concert of
World Rock Group Deep Purple (2023).

10.6 Main curriculum mechanisms, courses and programmes aimed at promoting culture and
creativity, as well as arts education in the creative field concerned across different
educational levels

Javanese language, traditional dance, crafts and traditional gamelan music are part of
curricula and extracurricular activities at all strata of education from elementary, high and
vocational schools. Vocational high schools teach as subjects wayang puppetry arts,
traditional karawitan gamelan music, musical arts and crafts. There are also centers for
non-formal study in arts and culture at Keraton Kasunanan Surakarta Hadiningrat Palace,
Pura Mangkunegaran palace, culture museums, creative communities, public creative
spaces and also at 54 neighborhood halls in Surakarta City.

10.7 Lifelong learning, tertiary education, vocational schools, training centres, residencies and
other complementary education institutions specialised in the creative field concerned

Surakarta City has two universities, namely Universitas Negeri Sebelas Maret (UNS)
Surakarta and Indonesian Institute of Arts (ISI) Surakarta which have various programmes
of education in crafts and folk arts, such as wayang puppetry arts, karawitan music,
ethnomusicology, kris, wayang puppetry crafts, dance and dance costumes. UNS and ISI
Surakarta also have programmes up to diploma, bachelors and masters degrees in the
above mentioned subjects in the fields of crafts and folk art. Both universities also organize
student groups to cater to the interests and capacities of students in the field of crafts, folk
art and other creative fields. Arts and culture communities and the local government also
organize courses and residency providing non-formal education in crafts and folk art.

People of all age groups are attracted to such education which provides employment for
arts and crafts practitioners.

10.8 Research centres, specialized institutes and programmes that focus on research and
development in the creative field concerned

Institutions in Surakarta which conduct research in crafts and folk art include: the City
government through its related Services; universities through their study programmes,
Institution for Research and Public Service; ISI Surakarta Crafts, Kris and Batik Studies,
UNS through its Javanology Institute, Arts and Crafts Laboratory, Planning Laboratory, and
Laboratory for Urban and Rural Design. Besides government owned institutions, there are
also NGOs in Surakarta which carry out research. For example, Dolanan Ceramic Crafts
Studio, Bratasura Kris Community, Nurroso Karawitan (music) Community, Sarotama
Atelier for Wayang Puppetry, Gogon Wayang Atelier, Sentana Art, Eko’s Dance Company,
Laweyan Forum for Development of Batik, and SIPA Community Research Division.
Besides research in crafts and folk art, some of these NGOs also conduct mapping of the
potential of the creative economy in Surakarta.

10.9 Recognized infrastructure for the creation, production and dissemination of activities,
goods and services in the creative field concerned, at the professional level (for example,
centres for professionals, cultural enterprise incubators, chambers of commerce with
specific programmes for cultural goods and services, etc.)

Surakarta has Semanggi Harmoni Center for Creative Industry to facilitate creators in
crafts and folk art so they have spaces to develop their work. Surakarta has 167 creative
spaces. Beginning from those with historical significance such as Karaton Kasunanan
Surakarta Hadiningrat, Pura Mangkunegaran, Benteng Vastenberg, Taman Balekambang
Tourism Park, Pracima Tuin-Pura Mangkunegaran Surakarta, Solo Technopark incubation
area for crafts, Ngarsapura area and Gatot Subroto corridor, dan other public spaces
spread throughout 54 neighborhoods.

Surakarta has Surakarta Arts Board, Indonesian Puppeteers Union (PEPADI) Surakarta,
Surakarta Branch of Indonesian Keroncong Artists Association (HAMKRI) Surakarta Young
Entrepreneurs' Association Crafts and Folk Arts Section, Surakarta Branch of the
Indonesian Chamber of Commerce and Industry, and the Indonesian Association of Crafts
Producers and Exporters (ASEPHI) as business incubators for those working in crafts and
folk arts.

10.10 Main facilities and cultural spaces dedicated to practice, promotion and dissemination in
the creative field concerned, aimed at the general public and/or specific audiences (such
as youth, women, vulnerable groups, etc.)

Surakarta has cultural spaces revitalized as inclusive public parks, namely: The Intelligent
Park, Balekambang Park Tourist Area, and nDalem Djojokoesoeman House of Culture, to
facilitate activities of Crafts and Folk Art. All these spaces can be accessed by the public,
including by the disabled. In addition, there are meeting halls in the 54 neighborhoods of
the city which the people can utilize for crafts exhibitions, folk arts and customary
ceremonies. There is also the Disabled Children's Foundation which has facilities for folk
arts.

Universities have meeting halls facilities. ISI Surakarta has an amphitheater with 1,000
seat capacity and two other theaters. UNS has an auditorium with 3,000 seat capacity,
Arga Budaya open stage and a community theater in each faculty. Universitas
Muhammadiyah Surakarta (UMS) has an Edutorium with 10,000 seat capacity, which has
been used for national and international scale music performances.

10.11 Present a maximum of three major programmes or projects developed by the city in the
past four years to promote wider participation in cultural life in the creative field
concerned, particularly those aimed at disadvantaged or vulnerable social groups

Since 2019 till now, ISI Surakarta has collaborated with the Ministry of Social Welfare to
give training in dance and awards to disabled child dancers. The awards are given as part
of the Surakarta Dances for 24 hours Festival held on World Dance Day on 29 April. As
an inclusive city, the government manages the Service Centre for Autism and the
Foundation for Disabled Children, and routinely holds training in dance, music, gamelan
music, poetry recitation, pantomime, crafts and other folk arts. The children regularly
perform in some of Surakarta's creative spaces.

The City provides venues and cost for wayang puppetry performances by child, youth and
general puppeteers 12 times in a year in public spaces. This provides opportunities for folk
art practitioners to perform, and also for craftspersons who prepare costumes, puppets
and other accessories for the performances. These performances are attended by
thousands of audience from Surakarta and elsewhere.

10.12 Present a maximum of three major programmes or projects developed in the past four
years in the creative field concerned that have helped to create and/or strengthen
relations of cooperation between different actors, including the local government, the
private sector, creators, civil society, academia and/or other relevant stakeholders

The government of Surakarta City through the Committee for Creative Economy
organizes:

1. Solo Art Market, held weekly since 2020 in an effort to assist in meeting the city
government, private parties, the general public and 21 practitioners of crafts and folk arts.

2. Creative Economy Mart has been organized since 2019 to strengthen working
relationships and collaboration between the local government, the private sector, the
general public and creative economy practitioners in the field of crafts and folk art.

3. Since 2018, the Surakarta City Government has registered and published 121
Registration Certificates for 387 communities of crafts and folk arts as a form of public
service and as an effort to provide protection and legal status to the communities.

10.13 Role and impact of the main professional, industrial or sectoral, and non-governmental
civil society organizations that are active in the city in the creative field concerned

A Committee for Creative Economy was created with members from various backgrounds
including academics, creative economy entrepreneurs, arts communities, government and
media. There are also from community NGOs such as Kemantren Langenpraja – Pura
Mangkunegaran, PEPADI Surakarta, Surakarta Youth Puppeteers (Darmasuta), HAMKRI
Surakarta, Paguyuban Dance Atelier (Pagartari), and ASEPHI. The Committee regularly

organizes art and culture activities in the interests of safeguarding, education and
commerce. The organizations act to motivate and enthuse actors in crafts and folk art to
be more active and creative in developing the potential of their creative culture.

The activities of these organizations expand networking and collaboration across the
creative economy sector. This helps the economy of those in crafts and folk art in
Surakarta City. The Surakarta government consistently provides venues and funding for
the activities of these organizations.

10.14 Main initiatives, policies, guidelines, programmes and measures, implemented by the city
in the past four years to improve the status of creators and professionals and to support
creative work, particularly in the creative field concerned

The Surakarta government's initiative is to develop creative economy in crafts and folk art
in line with guidance from the Directorate for Creative Economy Infrastructure of the
Ministry of Tourism and Creative Economy, delineating policy in the following regulations.

Regulation No. 4 of 2018 regarding Advancement of Intangible Cultural Heritage; Decree


of the Surakarta Mayor No. 22-A of 2018 regarding Technical Guidance on Issuance of
Registration Certificates for Arts Groups; Decree of the Mayor of Surakarta No. 1.1 of 2022
regarding Action Plan for Development of Creative Economy of Surakarta 2022-2026;
Decree of the Mayor No. 750/74.3 of 2021 regarding Formation of the Creative Economy

Medium Industry o Surakarta.

Programs under these regulations enhance the status of those in crafts and folk arts,
educates and trains to create an ecosystem to develop their creative economy.

10.15 Main initiatives, policies, guidelines, programmes and measures, implemented by the city
in the past four years to support and enhance local cultural industries in the creative field
concerned

The main initiative of Surakarta City is reactivation of creative industries post pandemic by
giving support to the practitioners of creative economy from the aspects of workers,
utilities, reduction of fees, relaxation of loans, normalization through incentives for actors in
creative economy and internal and external promotion.

Surakarta has emitted policies for development of the creative economy contained in the
Action Plan for Development of Creative Economy 2022-2025.

Surakarta has also optimized the role of the private sector and the public in development
and strengthening of the creative economy especially for Micro, Small and Medium
enterprises and cooperatives.

Actions taken include organizing events for crafts and folk art, revitalization of facilities,
strengthening of communities, advancement of products on a global scale, and
improvement of management of arts and creative economy.

10.16 Main international and/or regional cooperation initiatives in the creative field concerned,
developed with cities from different countries in the past four years

Initiatives for international cooperation in the field of crafts and folk art in Surakarta with
cities in various countries in the past 4 years include: (1) Joint Project with Jeju City,
Republic of Korea, in creating a Public Art Space in Jayawijaya Park, Mojosongo
Neighborhood in Surakarta. (2) Process for Sister City collaboration with Zhuhai City,
People's Republic of China, in the fields of economy, trade, culture, tourism, health and
people to people cooperation. (3) Process of exploration of collaboration with Gimhae City,
Republic of Korea. Planned fields of collaboration include arts, culture, trade and tourism.

10.17 Major programmes or projects implemented in the last four years that directly or indirectly
support and create synergies with at least one of the other creative fields in the Network

Surakarta City through its related services and stakeholders consistently organizes annual
festivals, namely the Solo Indonesia Culinary Festival, Festival Jenang, Solo International
Performing Arts, Solo Keroncong Festival, Indonesian Umbrella Festival, Solo Dances,
Solo Art Market, International Mask Festival, and international rock music festivals such as
Rock in Solo. Projects involve training and performances of folk arts, dance, music,
theater, keroncong music, in synergy with bazaars of crafts and gastronomy. Besides this,
Surakarta City organized a project for the Opening Ceremony of the ASEAN Paralympic
Games (2022), Dream Theater (2022) music concert in collaboration with Indonesian
guitarist Dewa Budjana, Deep Purple music concert (2023) in collaboration with
Indonesian musicians Rhoma Irama and God Bless.

10.18 Main international cooperation initiatives and/or partnerships developed in the past four
years involving at least two of the seven creative fields covered by the Network
(crosscutting and/or trans-sectoral projects)

The Surakarta City Government under the direct leadership of the Mayor of Surakarta,
organized an event called Java in Paris. This event presented folk arts, fashion, music and
dance as well as exhibiting crafts of the people of Surakarta, in Paris. The result was
collaboration with the Paris government and local entrepreneurs. Surakarta opened a
showroom for products of Micro, Small and Medium enterprises including folk crafts at Le
BHV Marais, Department Store, Paris. This event attracted national and international
interest. The Surakarta City government has sent cultural missions overseas. One was
Soeryo Soemirat Pangeran Herwasto Kusumo Dance Atelier to Singapore.
Keroncongisasi music group to Tong Tong Fair Netherlands. SIPA Festival collaboration
with Andong Festival, Republic of Korea. The Indonesian Umbrella Festival has
collaborated with international umbrella craftspersons in Chiang Mai City, Thailand.

10.19 Main facilities and infrastructure made available as well as activities (fairs, conferences,
conventions, etc.) organized by the city in the past four years, aimed at promoting the
creative fields covered by the Network other than the selected one in the application

Facilities and infrastructure available in Surakarta City include the Grand Pavilion of
Surakarta City Hall, Tirtonadi Convention Hall, Surakarta Central Java Culture Park, Solo
Safari Zoo, nDalem Djojokoesoeman House of Culture, Edupark Universitas
Muhammadiyah Surakarta, Solo Technopark, revitalization of Balekambang Park,
revitalization of Lokananta music recording studio, culinary centers in several areas,
creation of Digital Lounge Innovation Surakarta (DiLo), Ngarsapura-Gatot Subroto,
corridor, Tumurun Private Museum, Danar Hadi Batik Museum, Batik Keris Museum, ISI

Surakarta theater, convention halls in hotels (Diamond Convention Hall, Alila Hotel, Sunan
Hotel), Manahan Stadium, Pamedan Pura Mangkunegaran, Karaton Kasunanan Surakarta
Hadiningrat Square, and Sritex Sports Hall. All these are utilized in holding crafts
exhibitions, gastronomy, national and international conferences, theater, music, dance,
literature and media performances, arts and film.

10.20 Provide detailed information of the city’s overall proceeds and expenditures over the last
four years, showing amounts devoted to and generated from the creative field concerned

In 2022, the budget allocated by Surakarta City for the creative economy sector was USD
2,200,779. In 2022, the contribution of the crafts and folk arts sector to the Gross Domestic
Regional Product was USD 23,781,467. The product of the creative industry of 3
commodities namely, batik, crafts and furniture contributed 61.98% of total exports of
Surakarta City in 2022, an amount of USD 34,856,536. The total funds allocated by the
Surakarta City Government over the past 4 years was USD 19,394,759. The total value
from export of products of the creative industry of Surakarta over the past 4 years was
USD 76,529,000.

11. CONTRIBUTION TO ACHIEVING THE OBJECTIVES OF THE NETWORK

In this section, the applicant cities are invited to present an appropriate medium-term (four-year)
action plan describing the main initiatives that the city commits to implement and achieve the
Network’s objectives: strategically placing culture and creativity as drivers of sustainable
development at the local and international levels.

The proposed initiatives should correspond to the objectives and the areas of action specified in
the Network’s Mission Statement. Applicant cities are requested to have good knowledge of this
document before filling in this section. The action plan and the proposed initiatives thereof
should be realistic, coherent and feasible, and in line with the United Nations 2030 Agenda for
Sustainable Development. It is recommended to describe the main planned initiatives in a
meaningful manner rather than multiple theoretical lists of actions. In case of designation, the
city will be expected to implement this action plan and to report on its implementation of the plan
via the compulsory periodic Membership Monitoring Report.

11.1 Presentation of a maximum of three major initiatives, programmes and/or projects aimed at
achieving the objectives of the Network locally at the city level by enhancing the role of
culture and creativity in sustainable development

It is recommended that two of the proposed initiatives, programmes and/or projects should
correspond to the creative field concerned and one of the initiatives presented should be of
a cross-cutting nature and link with at least one of the other creative fields covered by the
Network. The presentation of the proposed initiatives should notably include the scope,
objectives, outreach and stakeholders (partners, participants and beneficiaries), the
expected results and impact to highlight the quality, diversity and innovativeness of the
approach. Initiatives, programmes and/or projects supported by and/or involving the public
and private sectors, civil society, professional associations and cultural institutions are
encouraged (3500 characters maximum with spaces).

In accordance with the vision and mission of Surakarta City as conceived by Surakarta
Mayor Gibran Rakabuming Raka, there are 3 projects.

1. Revitalisation of Ngarsapura Area and Gatot Subroto corridor.

The scope includes Ngarsapura and part of Gatot Subroto Road 1.25 km long. The goal is
renovation, restoring and expansion of two areas, formerly a market and footpath, to
become a venue for crafts and folk art. Gatot Subroto corridor was roofed and its walls
beautified with murals showing local wisdom, done in collaboration with local artists funded
by local businesses. The government has pushed for this to become a space for
expressions of creative economy. Outreach includes craftspersons, artists and creative
economy actors. Stakeholder, artists, the public and creative economy actors. Results
hoped for are enhancement of activity of artists and craftspersons who utilize the project.
We hope the project will enhance variety, quality and motivation of craft and folk art making
it attractive to visitors. The project is supported by Indonesian Architects Association (IAI)
Surakarta dan Solo Is Solo foundation.

2. Revitalization of Balekambang Park Tourist Area.

Balekambang Park Tourist Area is revitalized to become an innovation center for crafts and
folk art. There are Performance Building, Amphitheater and Pavilion for performances with
a Gastronomy Park, Partini Tuin Pool, Water Fountain and pedestrian suspension bridge.

The scope is 103,263 m2. The goal is to renovate and prepare the Balekambang Area as a
center for Javanese culture. The outreach includes renovators, crafts and folk arts
communities and visitors. Stakeholders are designers, historians, culture experts,
protected site experts, private, sector and the public. The renovation is the result of
suggestions, dialogue and collaboration among stakeholders. Benefits will be enjoyed by
arts and crafts actors, crafts and folk arts actors, the public and visitors.

The result will provide an international scale space for actors in folk arts which will
enhance the quality of their art.

There is Java Innovation Center for innovation, research and development of diversity of
Javanese culture. Project supported by Central Java Indonesian Architects Association
(IAI) and History Faculty of UNS.

3. Building of the Museum of Culture and Technology

Building of the Museum of Culture and Technology follows a priority project of the City.
Museum is prepared for international scale exhibitions of culture and cross sectoral
creative economy. It has a meeting hall, market and offices, and a capacity of 12,000
persons.

The area is 54,191 m2. The goal of the building will provide a venue for exhibitions,
information, culture and for meetings among creative economy actors, sellers, buyers,
investors and actors of crafts and folk art. The outreach includes building workers,
stakeholders and visitors.

Stakeholders are building designers, private sector, the people and creative economy
communities. The project is the result of suggestions and consultation among
stakeholders. Those who will benefit are cross sector creative economy actors, investors,
crafts and folk arts communities, residents and guests.

Result hoped for is an international class exhibition hall for creative economy actors who
will enhance product quality and local income. The project is built on government land,
designed and financed by a charitable organization called Tahir Foundation.

11.2 Presentation of a maximum of three major initiatives, programmes and/or projects aimed at
achieving the Network’s objectives on an international level, particularly those involving
other member cities of the Network

The presentation of the proposed initiatives, programmes and/or projects should notably
include the scope, objectives, outreach, stakeholders (partners, participants and
beneficiaries) and expected results and impact, to highlight the quality, diversity and
innovativeness of the approach. Initiatives supporting the extension of the Network in
under-represented regions and countries, as well as actions involving cities in developing
countries to strengthen North-South and South-South cooperation, are encouraged. A
cross-cutting initiative linking several of the creative fields covered by the Network may be
presented (3500 characters maximum with spaces).

UCCN advances the development of world collaboration for sustainable urban


development. Surakarta intends to develop exchange of experience and resources with
member cities of UNESCO UCCN especially but not limited to those in the field of crafts
and folk arts, especially those having closeness with Surakarta. Target collaborating cities
for exchange of information are: 1. Kanazawa (Japan), 2. Sharjah, (UAE), and 3. London
(Great Britain).

Collaboration may proceed through the following steps as follows:

a. Opening communication and exchange of information through email and social media.

b. Communication between Mayors and Government Services of the respective cities with
the Mayor of Surakarta and Government Services of Surakarta.

c. Meetings between representatives of the partner cities with representatives of


Surakarta during breaks in the annual meetings of UCCN.

d. Memorandum of Understanding (MoU) between each city and Surakarta City.

e. Reciprocal visits between Mayors and Government Services of Surakarta City and the
UCCN collaborative partner cities.

f. Communication between entrepreneurs and communities of creative crafts and folk arts
actors in creative activities in other fields of each city and Surakarta.

1. Kanazawa (Japan)

Kanazawa in olden times was a feudal city on the western coast of Ishikawa Prefecture
and an important center of Japanese culture. Japan and Indonesia are friends and have
historical links. There are many collaborations between Japan and Indonesia, including in
the fields of crafts and folk art, music and education. Thus it seems there is a good chance
of opening collaboration between Kanazawa and Surakarta. Besides this, there are many
exchanges of human resources between Japan and Indonesia, for example, in the fields of
education, industry, and business.

2. Sharjah, United Arab Emirates

UCCN has suggested stressing collaboration with member cities of UCCN in the regions of
Africa and the Arab States. Sharjah City lies between the sea and the mountains, and is
one of the 7 Emirates making up the United Arab Emirates (UAE). Sharjah is the seat of
the Emir of Sharjah and is a center for Crafts and Folk Art in UAE. Every year Sharjah
holds Heritage Days, showcasing crafts and folk art from UAE and all over the world,
attended by thousands of people of Sharjah. There are many exchanges of human
resources, trade and cultural and religious activities between Sharjah UAE and Surakarta.
Because of these various aspects of closeness, it is hoped that collaboration between
Sharjah and Surakarta can be established.

3. London, United Kingdom of Great Britain and Northern Ireland

The City of London is the capital and center of the United Kingdom of Great Britain and
Northern Ireland and seat of the King. Surakarta still has two kings and palaces, though
since Indonesia declared independence in 1945, these kings have no political power, but
function for the safeguarding of Javanese culture. London also plays a role in safeguarding
English crafts and folk arts, both heritage and new. London has been very active in UCCN.
Good Relations between Great Britain and Indonesia have been established for a long
time, including via the British Council in Jakarta. Based on the above elements of
closeness, it is hoped that collaboration between the City of London and the City of
Surakarta could be developed.

11.3 Estimated budget for implementing the proposed action plan

It is recommended to present the estimated overall annual budget for implementing the
proposed action plan over a period of 4 years, as well as the respective percentages that
will be earmarked to local and international activities respectively. All of the resources that
the city expects to allocate should be mentioned, not only including financial resources but
also other resources (personnel, facilities, etc.). Please indicate any existing funding or
envisaged funding opportunities with national, regional and international funding agencies
such as development banks and institutions, in order to complement the budget from the
municipality itself. Alternative and innovative fundraising mechanisms may be presented
(1000 characters maximum with spaces).

The evaluation will not be made on the basis of the size of the proposed budget but in
terms of its feasibility, coherence, achievability and sustainability in relation to the
proposed action plan.

The creative economy field is managed by the Culture and Tourism Service, which has 257
government employees. Funds allocated for execution of the Action Plan over the past 4
years amount to USD 19,394,750 For 2023, the budget prepared is USD 2,200,723. The
project mentioned in 11.1 is a public private collaboration. Budget for revitalization of
Ngarsapura area and Gatot Subroto Corridor is USD 2,028,655, Revitalization of
Balekambang Park Tourist Area is budgeted for USD 13,256,561, and development of the
Museum of Culture and Technology utilizes funds donated by the Tahir Foundation of USD
40,17,397.

The Culture and Tourism Service alongside the Creative Economy Committee has the
basic task of assisting to formulate, declare, coordinate and initiate policy for development

of the creative economy The Committee has 51 members, comprising government,
academics, creative economy actors, and other stakeholders.

11.4 Intended structure for the implementation and management of the action plan

Presentation of the organizational structure, human resources and planned working


arrangements that will be established to ensure the programming and implementation of
the proposed action plan. It is recommended that the person in charge of the team or entity
will also be the focal point of the city in case of designation. Information about potential
partners for the implementation of the action plan, along with the names, titles and contact
details of key experts, non-governmental organizations (NGOs) and academic institutions,
may also be provided (1500 characters maximum with spaces).

Structure of the organization to implement and manage the Action Plan is based on the
Decree of the Mayor of Surakarta No. 750/74.3 of 2021 regarding Surakarta City
Committee for Creative Economy. The Committee is headed by the head of the Bureau for
Planning, Research and Development of Surakarta City, Ir. Sri Wardhani Poerbowidjojo,
M.T. Membership of the Committee comprises representatives of actors in arts and
creative economy, communities and academics. The Committee shall carry out the Action
Plan as follows: (1) intermediation between policy makers, creative economy actors and
stakeholders to develop the creative economy of Surakarta City; (2) strengthening of
working networks and coordination among creative communities of Surakarta as well as
those on national and international levels; (3). carrying out strategic programmes and
acceleration of Surakartas creative economic development. The Committee shall regularly
make reports on execution of the Plan and if requested by the Mayor of Surakarta through
the Municipal Secretary.

11.5 Intended plan for communication and awareness-raising

Presentation of a comprehensive communication and awareness-raising strategy and plan


for promoting the Network and its objectives to a wide audience, as well as the expected
outcomes and impact of this plan (1500 characters maximum with spaces).

Communication and promotion shall be conducted online and offline. Online promotion will
involve a campaign through the City website, applications and social media accounts of
the City and stakeholders involved in development of the creative economy of the City. The
online campaign will be directed to reach stakeholders and the public in various cities and
countries. Offline awareness raising shall be carried out through discussions, workships,
exhibitions, performances and festivals, printing of posters and other visual media. This
campaign will be directed towards building public awareness regarding the objectives and
achieving the values of the SDGs through development of creative economy.

After being accepted to become a member of UCCN, the Government of Surakarta City
will hold special socialization events, inviting various related parties who are the main
targets of the application to join UCCN, along with the media.

12. SUBMISSION OF THE PERIODIC MEMBERSHIP MONITORING REPORT

Membership Monitoring Report as required by UNESCO. This report will provide detailed
information on the implementation and impact of its action plan as a UNESCO Creative
City, as well as its contribution to sustainable development goals and the global priorities
put forward by the MONDIACULT 2022 Declaration in the field of culture. Further details
will be provided to the designated cities in due course.

13. PARTICIPATION IN THE ANNUAL CONFERENCES OF THE NETWORK

delegation from the city, ideally together with the Mayor, in the Annual Conferences of the
UNESCO Creative Cities Network, and to cover any travel, accommodation and other
subsistence costs incurred. It is also recommended to include the aforementioned city

There is potential in the cultural assets and creative economy of Surakarta. Each sub
district has an atelier, a place for training in crafts and folk arts. There are 387 ateliers,
involving 1,081 artists, 300 dancers, 535 traditional musicians, 35 singers, 149 theater
actors, 50 painters and 12 sculptors.

Since 1910, Surakarta has regularly organized folk art performances, namely wayang
orang opera. Performances presently go on from Mondays until Saturdays at the 600 seat
Sriwedari Wayang Orang Building. Surakarta has become a home for folk arts
performances. Each neighborhood has an open pavilion (pendapa), where training and
performances of folk arts are carried out routinely. Besides these there are larger halls at
Central Javanese Culture and Balekambang Park Tourist area, which present Ramayana
Dance Dramas every full moon night.

Surakarta is famous as an area of production of traditional batik textiles, a main supporter


of folk crafts. Surakarta has 192 batik workshops, each having at least 5 craftspersons.
Surakarta also has 2 batik villages, namely Kampung Batik Laweyan and Kampung Batik
Kauman.

The government has provided a set of gamelan orchestra instruments to each


neighborhood center and junior high school for karawitan music activities. Besides this, the
government funds performances of local culture which present the potency of local culture
in 54 neighborhood centers.

16.2 Contributions of the city in terms of achieving the objectives of the Network according to
the proposed action plan (800 characters maximum, presented in bullet points)

Surakarta City is committed to achieving the 4 objectives of UCCN. Among the


strengthening creation of cultural goods and services, promoting creativity particular for
weaker groups, enhancing access and participation in cultural life, and integrating cultural
and creative industry into City development plans.

Development of creative economy of the City also supports the achievement of the SDGs:

• SDG (1): No Poverty; SDG (2): Zero Hunger; SDG (8): Decent Work and Economic
Growth.

• SDG (4): Quality Education, through development of curricula or local content of


traditions and culture di formal education.
