CHAPTER I

INTRODUCTION

Background and Rationale of the Study

At present, there is a race for jobs in every sector. The same is true for employment

in the labor market. An Online job recruitment system is a website which helps in the

recruitment process by bringing together both the employer and the job seeking candidates

(Karthik R.,2019). Before introduction of internet, Advertising in Newspapers and Journals

was the main mode of recruitment. Today, advertising in Online Job Recruitment System

forms an integral part of every hiring process. Comparisons to traditional employment

channels (newspapers, friends and agencies), online job Recruitment system are able to

provide a wider range of choice as well as increasingly more advanced tools to evaluate the

suitability of a job for job seekers (Kurekova et al., 2015).

Unemployment has become the main obstacle to the development of this country, and

to minimize this problem, technology has come up with job portals. The goal of an online job

portal is to help recruiters and job seekers find each other. The development of the internet

has brought the world closer. From finding a restaurant to finding a life partner, everything is

now just one click away. Days are gone when we had to go through the classified page for

job advertisements in Newspapers to find a job. Now, you can find a job online. E-

recruitment services, companies no longer need to rely on printed advertisements to post a

vacancy. A Job portal is a place where the demand meets the supply. The objective of this

Job Recruitment System is to develop an efficient system to link between employers and

unemployment applicants. It is a determination to speed up the process of permitting and

recruitment through communication between interested parties.

Butwal Sub-Metropolitan has developed software called Job Recruitment System

which is related to labour bank management system. Based on the information and data

obtained through the use of this system, it is desirable to operate and manage the labour bank

system in order to establish contact through online means and establish a system for

supplying manpower by matching between employers who are looking for manpower in the

local labour market and unemployed people who are looking for work, based on

qualifications, skills and experience.

Butwal Sub Metropolitan City Office (BSMC) for the preparation of database of 2135

jobless labour who applied to be part of the prime minister’s employment programme and

based on which employment service centre in BSMC has started implementation of labour-

intensive project that has been identified and approved in municipal level. Job Recruitment

System utilized by both BSMC and BCCI which will be great opportunity to create link

between job seekers and job providers. Firstly, BCCI explained that they are looking for

labours and this online portal will help them to seek out the required labours for their

businesses.

This Job Recruitment System helps to the job seekers and job providers will be used

by private employment service centres too. Secondly BCCI has agreed to host the labour

bank portal to be embedded in their website and link to labour bank portal, website of BSMC,

Provincial agencies, INGOs, NGOs, FNCSI, FWEAN and others. Butwal sub-metropolitan

municipality has started work to create an environment where local people can get

opportunities in jobs created at the local level for inclusive economic and social development

through online job portal. Collecting data related to employment targeting the unemployed

within the Butwal sub-metropolitan city, the manpower who are looking for another job after

gaining knowledge, skills and experience from foreign employment, and the students who

came to Butwal to pursue higher education from abroad but are looking for work for a short

time to continue their education. It is also intended to protect the rights and interests of

workers.

According to nepali.trends.com, there are 100 job portals and social media channels in

Nepal, but only few portals provide job search information and jobs like Kumari Job, Mero

Job, Jobs Nepal, Mero Rojgari, Jobejee. In the context of Butwal Sub metropolitan, the

available job portals on the internet have not been able to eliminate the communication gap

between job seekers and jobs providers. Any job portal or social media channel has no any

record of the number of returnee migrants and those who have gone abroad. Some of

undergraduate, graduate and post graduate students for example medical students, IT

students, Education students, law students etc. and those who have returned from foreign

employment and looking for jobs are unable to find out proper jobs as per their qualification

and experiences.

Each and every unemployed people here are not wealthy enough except some to

afford for filling expensive vacancy forms charge and travel cost of different vehicles to

reach their destination place in order to fill form to get job. So, here what I want to find out

with my respondents is that to know what role does job portal play for getting job easily,

especially for unemployed person and if they are aware about that than up to what extent are

they getting benefit from job portal? If not then I will make them aware and let them know

that by using job portal we can save our time and money as well and can eliminate the

communication gap between job providers like government agencies, private sectors and job

seekers (unemployed people). S0, here I will be able to know how people are getting benefit

from job portal and what role does job portal plays in job seekers and job providers life in this

modern I.C.T era.

Statement of the Problem

According to the CBS report 2019, our country with a population of about 2.5 million

is facing an acute unemployment problem. Two half of the total population is under 30 age

group and the unemployment rate within this demographic group is around 20 percent. This

number is higher than the national average unemployment. The above report shows that

500,000 people enter the domestic and international labour market every year in our country,

which is a clear indication of the quantitative component of the employment challenge for

this country. The unemployment issue also has a qualitative aspect as it is mostly confined to

the informal sector where income and working conditions are very low. As a result, the

country needs to reduce the unemployment rate as well as create meaningful and secure

employment opportunities.

In fact, there is high number of youths in our country who are jobless. Even though,

they have qualification and skills too. They cannot get job because there is no proper

interaction between the job seekers and the companies themselves. I have seen two major

problems with freshers having a hard time getting a break. Freshers don't get jobs because

they lack experience, and they lack experience because they never had a job. Higher

expectations of freshers one of the reasons freshers have a hard time getting a job is, one

cannot and should not be demanding in such early stages, you see, a company providing

anyone an opportunity to work is basically a "value-exchange", you sell your knowledge,

labour or skill and the company compensates you for the same. If either party has lesser to

offer, they will have to compromise and make do with what's on the table.

There is therefore a concern to design an on-line recruitment system that allows

employers to post their job advertisements, which job seeker can refer to, when looking for

jobs. This Online job portal is able to capture job requirements based on industry needs. To

ensure jobs and training for the students who are studying in different colleges of Butwal sub-

metropolitan city in search of job. Ensuring employment to unemployed people residing in

Butwal sub-metropolitan. Coordinating loans, training, business proposals, etc. from various

associations for self-employment and employment for returnee migrant workers who have

returned from abroad in Butwal sub-metropolitan. The municipality will be able to collect the

following data of the households within its municipality who are employed abroad and those

who have returned from overseas employment and prepare the data to encourage them to

conduct enterprise business according to the skills, abilities and capital they have acquired

while in foreign employment, unemployment people within the Butwal fulltime as well for

the part time.

In this 21st century the modern ICT era, our country Nepal is going through economic

crisis at present time. Where most of unemployed people(post graduate, under graduate)

students are roaming here and there for job, though they have qualification and experiences

but they are not able to get proper job because they lack suitable platform. There are some

online job portals in Nepal for job recruitment but everybody here is not aware about that,

some are aware about job portal that we need to fill form online for which they need to pay

and everybody here are not wealthy enough to afford charge of filling vacancy form for job.

Traditional way of job recruitment system is time consuming as well as expensive which

everybody cannot afford. That's why this thing were hitting my mind and to get rid of from

these problems I selected this topic 'Optimizing Online Job Recruitment system' for my

research study.

Objectives of the Study

The main objective of the study is to examine employment challenges in Butwal Sub

metropolitan and arrive at some policy options from the stand point of enhancing productive

employment for inclusive growth and development.

Specific Objectives

1. To find out the role of Online Job Recruitment System for employment creation in

Butwal Sub-metropolitan.

2. To find the status of the online based platform for job advertisement.

3. To identify the gap between the job provider and job seeker in Butwal sub

metropolitan

Research Questions

The study was conducted with the given research questions

1. What is role of Job Recruitment System for employment creation in Butwal Sub

metropolitan?

2. What is the current status of online based platform for job advertisement?

3. What are the present gaps between jobs provider and job seekers in Butwal sub

metropolitan?

Significance of the Study

This system (Online Job Recruitment System) connects job seekers and employers

with suitable employment opportunities. It also provides a user-friendly interface for easy

navigation and search functionality. All the unemployed citizens of the local level will get

benefit from this Online job Recruitment System. It improves the efficiency and speed of

the job search and recruitment process. Ensuring the security and privacy of job seekers'

personal and professional information. It also offers a cost-effective alternative to

traditional recruitment methods. This system will reduce the unemployment rate in the

local level. With help of this system unemployed citizens will get employment in various

companies, organizations, offices on the basis of educational qualification and work

experience. Using this system youth of the local level will be able to become self-reliant

and their economic condition will also be improved.

CHAPTER II

LITERATURE REVIEW

Introduction

The review of the related literature is very crucial to full fill research work as it

provides guideline for designing and developing. In this research (Optimizing an online job

recruitment system) I studied many areas of literatures. Different research articles, thesis

paper, books, websites, internet materials are our reviewed materials. I studied article of

many authors.

Job portals are an important part of the employment creation process. They provide a

platform for job seekers to connect with potential employers, reducing the amount of time

spent searching and applying for jobs. Additionally, they provide employers with access to a

larger pool of qualified candidates, allowing them to quickly fill open positions. Job portals

also help employers identify job seekers with the right skills and qualifications for their roles.

A job portal facilitates employment creation by connecting job seekers with potential

employers. It is an online platform where job openings are posted, and job seekers can search

and apply for positions that match their skills and experience. By streamlining the job search

process and making it easier for employers to find qualified candidates, job portals can help

create new employment opportunities and boost economic growth. Additionally, job portals

can also provide resources and tools to help job seekers prepare for their job searches, such as

resume builders and interview tips, further increasing their chances of finding employment.

‘Perception of Fresh Graduates towards Job Portal Sites’, Anagha Prakash, Rajiv Nair

December 2019; This study aimed at determining the factors that influencing the perception

of fresh graduates towards job portal sites. Data was collected from fresh graduates in Kerala.

Factor analysis was used. The results obtained shows factors such as efficiency, productivity,

user friendliness, extended services and information provision influence the perception of

fresh graduates. The findings showed that most of the fresh graduates prefer Naukri.com to

apply for jobs and also that most prefer using free services. The results indicate that fresh

graduates are well aware of the services provided by the job portal sites. Similarly, Haroon

and Zia-ur-Rehman [10] also investigated online recruitment in Pakistan. A total of sixty-five

(65) respondents from small and large firms of the different sectors of the industries in

Pakistan participated in the study. Data were collected through telephone interviews. Haroon

and Zia-urRehman showed that preference was given to small firms as compared to large

firms in terms of using internet recruitment. They also showed that large firms had their own

websites and use them for recruitment as compared to small firms. They also revealed that

online recruitment became a new medium that was going to replace the other traditional

sources of recruitment because online recruitment offered reduced recruitment costs; time-

saving capability, quick response features in checking application status, and online resume

development.

“A study on improving the marketability of job-related services among the recruiters

with reference to online job portal, Kochi & Trivandrum” [6] involved a study on improving

the marketability of job-related services among the registered recruiters with reference to an

online job portal, Kochi & Trivandrum. The study deals with understanding the perception of

recruiters towards an online job portal and also the reasons for the non-usage of an online job

portal among the registered recruiters. The research helped to gain in depth about various

parameters the recruiters expect from an online job portal. The main objective of this study is

to understand the perception of recruiters towards online job portal services. To find the

reasons for the non-usage of online job portals services by recruiters. To find the ways to

improve the marketability of online job portals services among the recruiters of Kochi and

Trivandrum. The marketability of job related services can be improved by giving more

importance to customer follow up after availing the services, which would make the clients

believe that they are very important to the company. The suggestions put up by the

respondents are to ensure that all profiles of the recruiters as well as jobseekers are genuine,

and create awareness about the online job portal’s services to small firms and companies.

Without increasing the price of the products the company can extend the duration of

packages. The company can segment the clients based on the annual hiring rate, their annual

revenue, etc. Thereby the company can give more importance accordingly

Hema M has stated that traditional recruitment practices have been replaced as a

result of the adoption of Internet services in the hiring process. Aspirants have benefited

greatly from the emergence of job portals as they can now gather the necessary data to submit

an application for employment with an organization that matches their qualifications. The

author researched and discussed aspirants' attitudes and perceptions of e-recruitment via

Empirical Economics Letters, 22, (Special Issue 2) (June 2023) 146 job portals. The study's

conclusions show that there is no correlation between applicants' employment status and how

they view e-recruitment. The applicants' employment status has no discernible relationship to

the difficulties encountered during the e-recruitment process. The applicants' perception of e-

recruitment is not significantly correlated with their gender. The gender of the applicants does

not significantly affect the difficulties encountered during the e-recruitment process.

Erin M. K., Christopher K. and Jeremy M has mentioned that young job seekers have

become a policy priority for many governments - global youth unemployment is currently at

13% and rising. Job seekers prefer to wait for good jobs rather than accept something that is

irrelevant. Overall, their findings suggest that job placement platforms raise job seekers'

expectations in ways that may not be rational; and these expectation effects can only be

overcome if job seekers have sufficient information about the types of jobs the portal offers.

Anagha P, Rajiv N has stated that this study sought to identify the elements

influencing how recent graduates view job portal websites. This study has allowed us to

understand why recent graduates favor single job portal sites. Job search assistance is

provided by job portal websites. By mailing out questionnaires, data was gathered. Job portal

websites are viewed favorably by college graduates as a convenient way to apply for jobs.

Job portal websites notify users of new job openings after they upload their resume and

indicate their preferences. They also assumed that the use of job portals would be facilitated

by the quality of the information provided. It is also noted that job seekers frequently use job

portals. They were also able to identify a problem with the use of job portals, namely that job

seekers frequently receive spam emails.

According to a report by Technavio (2021), the global online job portal market is

expected to grow at a CAGR of over 7% during the forecast period of 2021-2025. The report

also highlights the increasing adoption of mobile-based job portals and the integration of

artificial intelligence and machine learning in job matching processes.

In conclusion, online job portals have become an indispensable part of the recruitment

process. online job portals offer several advantages for job seekers and employers in Nepal,

including wider reach, cost savings, and better job matching. However, challenges such as

low digital literacy and fake job postings exist. They offer several features and tools that

streamline the recruitment process and provide a platform for job seekers and employers to

connect. Although online job portals have some challenges, such as the problem of

information overload and fake job postings, the integration of advanced technologies such as

AI, machine learning, and big data analytics is likely to enhance their effectiveness in the

future.

Conceptual framework

A conceptual framework is the representation of the understanding of the theories by

the researcher and his or her conceptualization of the relationship among different variables. It

is the visual representation of the presumed relationship of the concept or variable that will

involve in the study. The conceptual framework of my study on "Optimizing an Online

Recruitment System" presented as follows:

Thus, I will present the research findings of different areas and present the research

gap and conceptual framework for jobs seekers and job providers.

CHAPTER III

METHODS AND PROCEDURE

Methodology and procedures are the vital elements of a research study. Any research

work follows appropriate methodology and procures, it obtains its objective. Appropriate

methodology helps the researcher to go in the right path in his/his research work. This chapter

incorporates design and methodology of the study, population, sample and sampling strategy,

study area, sources of data, data collection tools and techniques, data collection procedures

and data analysis and interpretation procedures and ethical considerations.

Research Methodology

For this research proposal adopted research is quantitative as well as qualitative

approach. The population sample for this research will be the unemployed people of the

Butwal Sub metropolitan. The research instrument for this study is direct interview and

questionnaire which will be given to job seekers and returnee migrants.

Research design

Research design is the way of investigation that is followed by the researchers while

carrying research like experimental, correlation, survey, historical, case study, action research

and so on. I will study the Optimizing an online Recruitment System in Butwal sub-

metropolitan city. I will adopt qualitative and quantitative research design to present my data.

The research design adopted in this study will be quantitative approach with survey design to

find out the number of un-employments, foreign employment returnees, and the students who

are only SLC pass, under graduate, graduate and post graduate apart looking for jobs in

Butwal sub metropolitan. This study is focused on different data from returnees migrant

workers, unemployment people who are staying in Butwal sub metropolitan.

Population and Sample

For this survey research, I will select the research site and the participants for the data

gathering process. Although the present study will be conducted including the job seekers of

local area of Butwal Nepal. I will select only 80 job seekers of Butwal sub metropolitan city

Rupandehi as my respondents.

Research Tools and Technique

For the present research, I will develop and use one set of structured questionnaire to

collect information with the job seekers . And I will take face to face interview with my

respondents as a research tool in order to complete my research.

Sources of Data

I will collect secondary and primary source of data to meet the objective of the study.

Job seekers (unemployment person) are the source of the data selection procedure. The data

gathering process, I will use authority of the Butwal Sub metropolitan office to talk with

employment coordinator officer to collect data of the unemployed person who come there for

job seeking purpose (job seekers), and then I will select eighty participants as my respondents

among them thirty-five will be female and forty-five male, all of them will be unemployed

person. I will visit the participants (respondents) and will talk little bit to be familiar with

them. I will tell them about my purpose to visit them and request them to give their valuable

time to me for few minutes. after this, I will give them the questionaries to fill them with their

views(opinions). In this way, I will gather information from the participants.

There are many unemployed persons in local area of Butwal but I will select only 80

participants as my respondents. 80 participants are enough to collect information regarding

role of job portal for employment creation. Most of job seekers among 80 participants are

young and have under graduation, graduation degrees and post graduates' degrees. From

different faculties like education, IT students, law students, Arts students, medical students.

In detail I want to add here about my respondents are that 10 participants are from medical

sector 4 are HA (Health Assistant), 2 MBBS, 2 C.M.A. and 2 B Pharma. In same way 15

participants are from IT sectors among that 6 are BCA students, 5 are computer engineers and

5 are CS IT students. Additionally, 25 participants are from education and Arts among that 6

are B.A students, 5 I.A students, 2 are M.A students,4 I. Ed students, 4 B.Ed. Students

similarly 2 are M.Ed. Students.

Moreover, 10 participants are law students among that 7 have LLB degrees and 3

have LLM degrees. Finally, 20 participants are returnee migrants who have only studies up to

10 class (have SLC Pass). They went to foreign country to earn for livelihood and have

returned back in Nepal. And now it is difficult to survive here, hardly they are able to join

hand and mouth both time. If it is hard to earn for food then what about other basic needs like

education, health, shelter etc.

So, everybody mentioned up either they are graduated, post graduated, under

graduated or SLC passed everybody here are in search of that type of platform where they

can get job easily based on their qualification experience and skills to like a happy life.

Primary Source of data

The primary source of data will be 80 participants (local residents) of Butwal Sub

metropolitan city who are in seek of job.

Secondary Source of data

The secondary source of data will be some related journals, articles, research work,

report and website to collect the required data.

Data collection procedure:

I will use the following step-wise methodological procedure to collect the required

data.

step 1: I will select eighty participants as my respondents from local area of Butwal Sub-

metropolitan city among them thirty-five are females and forty-five males.

Step 2: I will visit with the selected participants as well and take authority with Butwal Sub-

metropolitan office to know about job portal website that how does it work for job

seekers.

Step 3: I will build rapport with the respondents and will have cup of tea and explain them

about the purpose to meet them.

Step 4: I will request my respondents to help me by responding to the structured

questionnaire and will take direct interview to get answer of some question.

Step 5: I will distribute the questionnaire to them to collect their views related with job portal.

Step 6: I will collect the questionnaire within few minutes from the time of distribution

Step 7: Finally, I will thank the respondents for their participation.

Data Analysis and Interpretation

In the data gathering process, I will use authority of the Butwal Sub metropolitan

office to talk with employment co-ordinator officer to collect data of the person who are

unemployed and come there for job seeking purpose (Who came and fill the form of

advertised vacancies to get job) the no. of the job seekers. And then I will select 80

participants as my respondents from those job seekers among that thirty five will be female

and forty male. I will visit the participants (respondents) and will build rapport with them. I

will tell them about my purpose to visit them and request them to give their valuable time to

me for few minutes. After this, I will give them the questionnaire to fill them with their views

(opinions) related job portals. In this way, I will gather information from the participants.

Data Analysis

From the questionnaire as per the respondents (participants) opinions. I will list the

major findings which will help me to complete my research. structured questions answer will

help me to meet the objective of my study and respondents' views will help me to analyse the

role of job portal for employment creation in Butwal sub-metropolitan city Nepal. Nature of

job portal in Butwal sub-metropolitan city, Job portal in simple word we can say job boards,

job site, job website or employment website is a website that deals specifically with

employment or careers. Job boards are the bridge between an organization and a candidate.

These are websites where many companies post job vacancies so that the job seekers can

know about the available jobs and can apply for those jobs. It helps both candidates and

companies to connect and grow together. In another word we can say job portal provide the

essential service that connects the candidates to the company.

The recruiters can post the available job positions and their requirements with detailed

descriptions containing the salary on the job boards. So, if a candidate is interested in that

position, they will simply apply for the post. I will ask, how do job portal help candidates to

connect companies and grow together with my participants during survey. I will use

questionnaire to meet my research objective and I will do cross question with them to gather

their opinion. I will select participant from Butwal sub-metropolitan office locality. I will ask

some question with job seekers to whom I have selected as my respondents and website

makers that -Have your neighbour, friend or relatives got job through job portal without any

partiality as per their qualification and requirements? Are they satisfy with the role which job

portal plays for job seekers? I will do cross check with my participants and website makes

and some local people from that locality to collect view about what role does job portal

actually plays how it help for a start-up or any organization for hiring and how job portal is

own of the most cost-effective and affordable web. After collecting everyone view, I will be

much sure that using job portal efficiently helps recruits find the most qualified candidate for

their vacant job position at a low cost and helps both candidates and companies to connect

and grow together. In the same way, I will able to collect everyone’s view about the role of

Major Findings

This survey was useful in identifying role of job portals for employment creation.

Majority of the respondents has completed graduation and are in search of a job. some of the

important findings are:

1) Respondents are mostly aware about the Job Recruitment System

2) some of respondents know better about Job Recruitment System benefits because their

family members and some relative, friends have got job through online job portals.

3) The respondents whose family, relative, friends are benefited by online job portal they

appreciate advertise and share the online job website.

4) Online job portals are preferred for placement in private ltd. companies.

Conclusion

Each year population is growing day by day in a huge number and with the growing

population some of them are passing out with under graduation, graduation, and post-

graduation degree but all the students who pass in certain academic year don't get job through

they have good educational qualification. Some get job and some don't. Here, what matters is

that everybody wants to get job as per their qualification, experiences and preferences and it

not as easy as to have a cup of tea. To get job, the job seeker has to wonder here and there in

organization, company, institution by paying a lot for bus, auto etc. tickets and have to view

the newspaper daily. So, seeking job, wanting for jo, reading newspaper for job is time

consuming and costly.

This research paper will provide a study of several sectors providing employment to

unemployed people. At present, the gap between employers and job seekers will be removed

and an environment of coordination and cooperation will be created between them. Its

purpose is to find out the statistic of returnees' migrants, unemployed people and students

who are searching part time job during their graduation as well as post-graduation. This

research paper mainly focuses on employers and the job Seekers. This Online Job

Recruitment system may be the solution to the given problems listed above. The Online Job

Recruitment system will confirm whether there is list of jobs posted on the website is

authentic or not. Also, the Job Portal will help local industries to know whether job seekers

are genuine or not. Are their academic qualifications, training, resume, etc accurate or not?

So, this job portal plays as a bridge between job seekers and employers. The main objective

of this research paper is to fill the gap between job seekers and job providers by providing

effective platform.
