The University of the Philippines (UP) as the National University is mandated to perform its unique and distinctive
leadership in knowledge creation and public service. The UP is a vast System of 8 Constituent Universities located in 17
campuses, and UP students are from all regions of the country. They stand shoulder to shoulder to create a community
of varied ideas, experiences and cultures. This is Tatak UP – a celebration of both diversity and unity.

• UP Baguio in the mountain province of Benguet is a leading institution in the Northern Philippines in the areas of
science, mathematics, social sciences, and the humanities. It is internationally noted for its Cordillera Studies
program.
• UP Cebu is the 8th constituent university and is located in Cebu City, a significant center of commerce and education
in the Central Visayas. It offers 10 undergraduate programs under 4 colleges with a strong focus on its information
technology and business programs.
• UP Diliman in Quezon City with its sprawling campus provides an eclectic and dynamic learning atmosphere with
around 1,500 faculty and close to 24,000 students. There are 70 undergraduate programs, 7 Associate in Arts, 7
minor programs, 1 undergraduate diploma, 1 Juris Doctor, 1 BA-MA Honors, and 178 graduate degree programs
across 26 colleges, centers & institutes, among which are 26 CHED Centers of Excellence.
• UP Diliman Extension Program in Pampanga located at the Clark Special Economic Zone offers three undergraduate
programs with a focus on business and industry, and provides research opportunities on the development of
indigenous people in Clark and Subic.
• UP Los Baños at the foot of Mt. Makiling is the country’s recognized leader in agriculture, forestry and environmental
management. It has 9 CHED Centers of Excellence: agricultural engineering, agriculture, biology, forestry,
information technology, environmental science, statistics, veterinary medicine, and development communication.
• UP Manila in the Ermita District is the premier institution for the health sciences with extension campuses of its
School of Health Sciences established in Luzon (Baler, Aurora and Tarlac), Visayas (Palo, Leyte), and Mindanao
(Koronadal, South Cotabato). It offers 18 undergraduate programs through its 9 degree-granting units.
• UP Visayas, with beautiful campuses in Iloilo City, Iloilo; Miag-ao, Iloilo; and Tacloban, Leyte, is the acknowledged
authority in marine science education and research, fisheries, and aquaculture in the country.
• UP Mindanao in Davao City has 10 undergraduate programs offered by the College of Humanities and Social
Sciences, the College of Science and Mathematics, and the School of Management, providing affordable quality
education to diverse, marginalized and deserving sectors in the Southern Philippines.
• UP Open University is the nation’s most comprehensive distance education institution with online degree programs
at the baccalaureate, masters, and doctoral levels, plus certificate and diploma programs, and continuing education
courses. At the undergraduate level, it offers an Associate in Arts degree (AA), pioneering Bachelor’s degrees in
Multimedia Studies (BAMS) and in Education Studies (BES) using online teaching technologies.

University also takes affirmative steps in its admission process to enhance the access of disadvantaged students to high
quality education. Tuition is free in UP pursuant to the provisions of the Universal Access to Quality Tertiary Education
Act of 2017 .

ADMISSION INTO THE UNIVERSITY


A. Through the UP College Admissions Test (UPCAT) - Choice of Campus and Degree Program
You are eligible to apply for first-year admission to UP through the UPCAT for SY2024-2025 if:
• You are a senior high school student expecting to graduate in 2024 in time for the opening of SY 2024-2025, OR you
are a senior high school graduate from 2023 or earlier provided you have not taken any college courses before the
opening of SY 2024-2025; AND
• You have final grades in Grades 8 to 11 by end of SY 2022-2023; AND
• You have not completed your application in UPCA 2021, UPCA 2022 and UPCA 2023 nor taken the UPCAT before.
The UPCAT consists of 4 subtests: Language Proficiency (in English and Filipino), Reading Comprehension (in English and
Filipino), Science, and Mathematics. Standardized UPCAT scores are combined with the composite of final grades in
Grades 8 to 11 to determine the admission score (<UPG=). To implement the policy of democratic access, UP also

SELECTION for a Campus
Admission into UP is very selective due to high demand. Applicants come from very diverse backgrounds but they are all
ranked based on indicators of academic preparedness for university life.
• Selection for admission to a campus is based on the applicant’s rank, campus quota and/or cut-off grade.
• A successful applicant can receive an offer of admission to only one of the applicant’s UP campus choices.
SELECTION for a Degree Program
The successful applicants for a given campus are ranked according to grade predictors and quotas of their chosen degree
programs. Some degree programs are more competitive due to high demand.
• Applicants should choose only degree programs they are interested in. If an applicant is not successful for his/her
first choice of campus, the process continues in order of priority of the remaining choices.
APPLICATIONS
All forms for UPCAT shall be submitted online (except for certain regional areas). Applicants shall electronically
accomplish Form 1 (Personal Data Sheet) in March 2023 and Form 2B (High School Record) in September 2023,
and upload their photo and electronic signature. Some questions in Form 1 will be used for research and have no
bearing in the evaluation for admission. However, we encourage applicants to fill out information as completely as they
can to enable the University to conduct better analyses of data. High Schools shall be requested to (i) log on to the
School Profile link in March 2023 to accomplish Form 2A (High School Profile) to inform and/or update the university on
the most recent school information relevant to the application, and (ii) submit to UP in September 2023 a certified copy
of the applicant’s Student Permanent Record/Form137/SF10, signed by the authorized school representative and
enclosed in a sealed envelope with a wet signature of such representative on the flap.
APPEALS
In the event you are not admitted into the degree program and/or UP campus of your choice, the UPCAT portal will
provide you with access to the DIWA Portal which indicates degree programs with available slots and/or UP campuses
for which you are eligible to apply. This portal, which is also managed by the UP Office of Admissions, makes use of the
same email address and password that you used for submitting your UPCAT application. In order for UP to process your
appeal, we will require you to indicate two (2) degree programs and/or a UP campus through such portal. In case your
appeal is successful, you will be required by this portal to state whether you are accepting or declining the slot within a
specified deadline, and if applicable to you, your assigned learner reference number (LRN).
• Some campuses may not be open to appeals.
• Each campus may have additional criteria in processing appeals.
B. THE ISKOLAR NG BAYAN PROGRAM
If you are a Filipino public high school graduate in the Top Ten of your graduating class, you may apply for the Iskolar ng
Bayan Law of 2014 (INB) program. You must obtain a UPG better than or equal to the designated minimum for an
applicant to qualify for the UP campus where you will file an INB application which must be in the same region as your
high school (except for UP Open University). You must also comply with all the requirements of the degree program you

have indicated in your INB application form offered by such UP campus. In order to guide your choice of degree
program, the relevant UP campus will provide a list of priority programs.
• Application forms for the INB program may be obtained from the Office of Student Affairs (OSA) or Office of Scholarships
and Grants (OSG) of the campus you wish to enroll in.
• There are limited slots per campus for the Iskolar ng Bayan Program.
C. INTERNATIONAL QUALIFICATIONS
Foreign OR Filipino applicants who have graduated or are graduating from a secondary school abroad (i.e., international
applicant) and have not enrolled in college before SY 2024-2025 may be admitted as first year students by automatic
admission, provided they meet other admission requirements, including qualifications for college admission by national
or international foreign-administered examinations. For details, please see the information below and visit

D. TRANSFER ADMISSIONS (NOT FOR FIRST YEAR APPLICANTS)
Students from other universities may apply for transfer to a UP campus after earning 33 academic units in another
school with a weighted average of 2.00 or better on the UP marking system. Information regarding transfer procedures
to UP may be obtained from the Office of the University Registrar of the respective UP campuses.
APPLICATION FOR ADMISSION FOR SY 2024-2025
I. MINIMUM APPLICATION REQUIREMENTS

1. Senior high school student expecting to graduate before SY 2024-2025 from a DepEd-accredited high school or
an accredited secondary school abroad; OR
2. Graduate of a DepEd-accredited high school or accredited secondary school abroad; AND
3. Must have final grades for Grade 8, 9, 10 and Grade 11;
4. Must not have taken any college subject/s prior to the opening of SY 2024-2025;
5. Must not have taken the UP College Admission Test in the AY 2020-2021 intake or earlier; AND
6. Must not have applied and completed the UP College Application for either the AY 2021-2022 (UPCA 2021), AY
2022-2023 (UPCA 2022), or the AY 2023-2024 (UPCA 2023) intake.

DEADLINE FOR FILING OF APPLICATIONS: 15 May 2023


II. CHECKLIST OF REQUIRED DOCUMENTS
Please be mindful of the following steps in filing your application. Your properly accomplished Form 1 should bear the
signature of an official from your high school to verify your enrollment. After SY 2022-2023, when all final grades in
Grades 8 to 11 are available, a certified true copy of your grades placed inside a sealed envelope authenticated with a
wet signature of an authorized school official on the flap should also be provided to UP by your high school.

III..HOW TO APPLY
STEP 1. Fill out application Form 1. (Manual application will only be available in selected regional areas.)
For ONLINE application: Go to https://upcat2024online.up.edu.ph.
For MANUAL application
Make sure you fill out your Form1 completely and accurately.
• Double check that you fill in the correct details for Personal and Senior High School Information.
• Indicate your 1st and 2nd choices of UP campus, as well as the degree programs that you intend to apply to. Make sure
that the degree programs you indicate are offered in the UP campus that you are applying to.
• Provide all the information specified in the Form 1.
• You are required to read the UP Privacy Notice for Applicants for First Year Admissions Academic Year 2024-2025
and sign and submit the proper waivers in your Form1.
Applicants who have already created accounts ONLINE should NOT submit Manual Applications, the existence of
multiple applications (Online and Manual) causes delays in the processing and evaluation for all examines.

Step 2. Verify that you are a student from the Senior High School.
• Ask an official from your Senior High School to sign in the proper section of your Form1 to certify that you are
currently enrolled in the school.

Step 3. FOR NON-FILIPINO APPLICANTS ONLY: Pay the Application fee


The non-refundable Application Fee is:
• P450 for resident foreign applicants studying in the Philippines
• US$50 for non-resident foreign applicants

Step 4. Claim your Test Permit.


When your application has been processed and you have been evaluated for eligibility to take the UPCAT 2024, a Tewt
Permit will be issued for you which will be turned over to the UPCAT Regional Team who will administer the exam. You
may claim your Test Permit at the Regional Test Center a day before your examination schedule. Bring your valid school
ID.
Step 5. Take the UP College Admission Test (UPCAT) scheduled on June 3-4, 2023.
Go to your designated Test Center on the date specified in your Test Permit: June 3 or 4, 2023. Be there by 6:30am
(morning session) or 12nn (afternoon session).
• Bring only your Test Permit, School ID or any valid government-issued ID card, 2 good quality pencils, sharpener,
rubber eraser and snacks.
• The test administration will last about five hours.

The use of cellphones, calculating devices, and/or cameras during the test is strictly prohibited during the test.
Applicants are strongly encouraged to observe minimum public health standards at all times.
If you are a member of an Indigenous People's Group, please obtain an official certification (i.e., National Commission on
Indigenous Peoples, National Commission on Muslim Filipinos) and submit when you take the UPCAT during your
assigned test date to your proctor.
APPLICATION WILL NOT BE PROCESSED AND NO ADMISSION SCORE WILL BE COMPUTED FOR APPLICANTS WHO DID
NOT TAKE THE TEST.
Step 6. SUBMIT a Hardcopy of your School Record to the UP Office of Admissions in SEPTEMBER 2023.
You or your school must send a certified true copy of your grades placed inside a sealed envelope authenticated with
a wet signature of an authorized school official on the flap. All grades from Gr 8, 9, 10, and 11 must be included in the
documents submitted to UP.
APPLICATION WILL NOT BE PROCESSED AND NO ADMISSION SCORE WILL BE COMPUTED FOR UPCAT-TAKERS WHO
DID NOT SUBMIT HARDCOPY DOCUMENTS OF HIGH SCHOOL GRADES.

IV. APPLICATION RESULTS

Check the UP website https://upcat2024.up.edu.ph for announcements on the application results. You will need
the same email account that you used for application to view your application results. If you qualify for admission
to UP, register according to the instructions provided by the college or unit to which you have been accepted.

UP MANILA RETURN SERVICE AGREEMENT


UP Manila launched a Return Service Program in 2001 for students of its Health colleges to sign a contract that requires
them to work in the Philippines for a period of not less than 2 years within 5 years after graduation.
• The Return Service Agreement (RSA) covers the different courses offered by: College of Allied Medical Professions,
College of Dentistry, College of Medicine, College of Nursing, College of Pharmacy, College of Public Health, and
School of Health Services.
• Under the RSA, graduates are mandated to serve in the country, preferably in accordance with the roles and nature
of their respective professions and along the three major functions of the university, but not limited to
education/training, research, and direct service. For further information on the RSA, please visit this page in the UP

FIRST YEAR ADMISSION FOR INTERNATIONAL APPLICANTS (FROM SECONDARY SCHOOLS ABROAD)
A foreign OR Filipino applicant who has graduated or is graduating from a secondary school/home school abroad (i.e.,
international applicant) and has not enrolled in college may apply by automatic admission. Filipino students from
Philippine high schools in the Middle East may also apply.
By Automatic Admission
An international applicant may apply for automatic admission if s/he meets the following requirements:
1. Completion of a high school program in the country where s/he had secondary education (including the completion
of a one- or two-year pre-university education in a country where such is a prerequisite for admission to a bachelor's
degree program); AND
2. Qualifications for college admission by any of the following national or international foreign-administered
examinations: the SAT, OR the General Certificate of Education (GCE) Examination, OR the International
Baccalaureate Diploma (IB), OR other equivalent examinations approved by UP.

the University Registrar of the constituent university of choice.

General information about UP Student Financial Assistance Programs


The University of the Philippines is highly committed to admitting the best students and providing increased access to
quality higher education. For SY 2024-2025, all eligible students will be granted free tuition and miscellaneous fees when
they enroll in the University of the Philippines, in accordance with the Universal Access to Quality Tertiary Education Act
of 2017. In addition to tuition and other fee subsidies given by the National Government, the University also provides
other forms of financial assistance to qualified students. These are grouped according to financial needs they address:

GRANTS-IN-AID PROGRAM (GIAP). UP created the Grants-in-Aid Program (GIAP) to reduce the cost paid by students
during enrollment based on the household's paying capacity to which a student belongs. Through the GIAP, UP may
subsidize a portion of the full cost required during enrollment and, in some instances, grant additional subsidy to waive
miscellaneous fees and grant monthly cash allowances.
TERTIARY EDUCATION SUBSIDY (TES). The Tertiary Education Subsidy (TES) is a financial assistance program managed
by the Unified Financial Assistance System for Tertiary Education (UniFAST). The TES grants cash allowance for one
academic year to undergraduate students from low-income households. To process applications to TES, Scholarship
personnel use the information submitted by students in SLAS Online. The University endorses SLAS Online applicants
who meet the TES requirements of UniFAST.
STUDENT AND GRADUATE ASSISTANTSHIPS (SAGA). The UP’s SAGA is a program for upperclassmen and graduate
students to gain experiences on leadership and ethics in the workplace; in the course of assisting UP in fulfilling its
teaching, research, and public service functions. Student Assistants (SAs) are given allowances based on hours rendered:
Currently at P60/hour for undergraduate students, P100/hour for MA/MS, and P140/hour for PhD.

UP TUITION LOAN PROGRAM. Students may avail of short-term loans through the Student Loan Board. Loans must be
settled before the end of the semester or trimester.
UP PRESIDENTIAL SCHOLARSHIP AND UP PRESIDENTIAL LEADERSHIP GRANT PROGRAMS. These programs are
competitive scholarship programs awarded to students with outstanding academic accomplishments and leadership
achievements. Undergraduate students with a general weighted average of at least a <1.75= and <2.75= are eligible to
apply for the scholarships, respectively. The total number of scholars is limited to the number of slots that are vacant
every academic year.

(FOR APPLICANTS FOR FIRST YEAR ADMISSIONS ACADEMIC YEAR 2024 – 2025)

PART I: POLICY
1. The University of the Philippines (<UP=) is required by law to process your personal information and
sensitive personal information in order to safeguard academic freedom, uphold your right to quality education,
and protect your right to data privacy in conformity with Republic Act No. 10173, otherwise known as the Data
Privacy Act of 2012, and its implementing rules and regulations. The said law can be viewed via

2. This privacy notice explains in broad terms:
(1) the purposes for processing your personal data for admission to UP;
(2) the legal bases for such processing;
(3) the measures in place to protect your data privacy; and
(4) your data privacy rights.
3. Republic Act No. 10173 and its implementing rules and regulations may be referred to as RA 10173, the
Data Privacy Act of 2012, or simply the DPA, where applicable. For purposes of this privacy notice, references
to the DPA may also include the issuances of the National Privacy Commission (<NPC=), or the rules UP may
issue (or may have already issued) in order to comply with the said law.
4. The term personal data includes personal information and sensitive personal information (as these terms are
defined in the DPA). In essence, these are information that identify individuals.
5. The terms process or processing refer to any operation, or any set of operations, performed on personal data
including the collection, recording, organization, storage, updating or modification, retrieval, consultation, use,
consolidation, blocking, erasure or destruction of data.
6. The terms UP/University/we/us refer to the University of the Philippines System, its constituent universities
(<CU=), any of its offices, or any of its officials or authorized personnel.
7. The terms you/your refer to all applicants for undergraduate first year admission and, in the case of minors,
where the context so indicates, their parents or guardian who also sign their application forms.

PART II: PERSONAL DATA


8. The UP System Office of Admissions processes your personal data through information and communications
technology (<ICT=) based (e. g., the UP College Admissions [<UPCA=] portal), and paper-based, processing
systems. The filing of paper-based applications is allowed only for certain regions as indicated in the General
Information Bulletin.
9. When you apply for admission to UP, you provide, through the forms or documents you submit and certify
through your signature (and in the case of minors, forms or documents that your parent or guardian also submit
and certify through their signature), personal data, such as:
(1) your name;
(2) your sex assigned at birth;
(3) your date and place of birth;
(4) your citizenship;
(5) your learner reference number (if any);
(6) your photograph or image;
(7) your signature;

(8) information about your family (names of your parents, their citizenship, civil status, etc.);
(9) information about your education and educational records;
(10) socio-economic and geographic information about your household, as well as relevant documents
as discussed below; and
(11) your choice of UP campuses and degree programs.
10. These information are required to verify your identity, determine your eligibility to enroll in UP, and to
document consent or authorization for the processing of personal data in the course of determining your
eligibility to enroll in UP.
11. UP processes your registered email address and access credentials in order to verify your identity, enable
you to securely accomplish online forms, and to confidentially view the results of your application through an
online portal. Please see to it that you keep your access credentials secure.
12. UP also processes information regarding your citizenship (including passport information, or Bureau of
Immigration identification certificates of applicants who are Filipinos born abroad) to determine whether you
are required to pay an application fee.
13. You also provide information regarding the citizenship, civil status, highest educational attainment,
occupation, employment information, and annual income or pension of your parents or legal guardian; the
number of other persons (whether household members or not) who contribute to your household’s upkeep
(including your education), and the total amount of their contributions. UP processes such socio-economic data,
along with your permanent address, and other information (e. g., grades; whether you are a child of a UP faculty
or employee; your choice of UP campuses and degree programs; UP College Admission Test [<UPCAT=]
scores) because the selection of campus qualifiers also considers socio-economic and geographic factors as
explained in the General Information Bulletin.
14. We also ask if you are a member of an indigenous people’s group in the application form, and require you to
submit the proper certification from the National Commission on Indigenous Peoples, or the National
Commission on Muslim Filipinos, when you take the UPCAT. We likewise ask all applicants to indicate their
preferred UPCAT Test Center. UP also asks if you have any physical disability or medical condition that will
make it difficult for you to take a regular test, and to submit the proper medical certificate in order for the Office
of Admissions to make the necessary arrangements to enable you to take the UPCAT. Such processing is done
pursuant to Section 9 of Republic Act No. 9500 (or the University of the Philippines Charter of 2008, or simply
the UP Charter) which requires UP to observe the principle of democratic access in its admissions process; and
take affirmative steps to enhance access of disadvantaged students to University programs and services. The

15. When you provide UP with the personal data of third parties you certify that you obtained their consent for
UP to process their information.
16. In order for UP to exercise its right to academic freedom, and to uphold academic standards under its
Charter, it processes information about your education, including your school’s profile, and the educational
records you provide, along with other information (including socio-economic, and geographic factors, and your
UPCAT scores as mentioned above and in the General Information Bulletin), in order to determine whether you
are qualified to enroll in the University.
17. Contact information is processed by UP in order to be able to communicate effectively with you.
18. We ask you to indicate how you will claim your UPCAT test permit and require that, if it will be claimed by
an authorized representative, such representative presents the original, and provides a copy of, his or her
government issued ID, letter of authorization from you, your school ID, or any valid government-issued ID, and
a copy thereof, to ensure that only a bona fide applicant will be given a test permit.

19. We require you to present your school ID, or a government-issued ID, to our personnel before you are
allowed to take the UPCAT so that we will be able to verify your identity.
20. UP may compile statistics and conduct research on your personal data that has been previously processed, as
allowed by the DPA and applicable research ethics guidelines, in order to carry out its mandate as the national
university. UP may also use your personal data in order to solicit your consent or, if you are a minor, your
assent, to participate in UP’s research. Rest assured that your personal data will be kept confidential and secure.
21. For this UPCAT we included the following research questions:
(1) your interest in pursuing a master’s degree;
(2) your interest in pursuing a doctoral degree;
(3) whether your household is a 4Ps recipient;
(4) the language(s) you speak at home;
(5) whether you will be the first person in your immediate family (parents and siblings) to enter college;
(6) in the event you are admitted to UP, whether you will be the first person in your immediate family to
enter UP;
(7) if there are members of your family (up to the third degree of consanguinity) who earned a college
degree; and
(8) if there are members of your family (up to the third degree of consanguinity) who obtained a
university degree (e. g., bachelor's, master's, doctoral, medicine and/or law degree) from UP.
22. We require you to certify through your signature, as well as your act of submitting your application, that the
information you provide in support of your application is correct and complete, as we also use the said
information in order to prevent the commission of fraud. Such processing is necessary for compliance with our
legal obligations as a publicly funded university, and to uphold our legitimate interest as an educational
institution, as well as the legitimate interest of taxpayers. Note that giving false information, or withholding
information, will disqualify you from admission, or will be a basis for dismissal if you are admitted.
23. In the event you are not admitted to the degree program or UP campus of your choice, the UPCA portal will
provide you with access to the DIWA portal which indicates degree programs with available slots or UP
campuses for which you are eligible to apply. This portal, which is also managed by the Office of Admissions,
makes use of the same email address and password that you used for submitting your UPCA application.
24. In order for UP to process your possible appeal, we will require you to indicate two (2) degree programs
and/or a UP campus through the said DIWA portal. In case your appeal is successful, you will be required via
the said portal to state whether you are accepting or declining the slot within a specified deadline and, if
applicable to you, your assigned learner reference number.
25. Your information that is processed for determining your eligibility for admission to UP that is in paper-
based form is retained by the said University for a maximum of two (2) years and is thereafter securely disposed
of. Such disposal is conducted according to Republic Act No. 9470 (or the National Archives Act of 2007) and
the procedures of the National Archives of the Philippines, in addition to the DPA. Republic Act No. 9470 may

26. UP shall provide measures for the secure storage of your personal data in electronic form, for as long as the
above purposes for processing such data exists, in order to establish or defend legal claims, or as otherwise
allowed or required by the DPA, and other applicable laws and issuances.

PART III. DISCLOSURES


27. As a rule, UP will only disclose your personal data to third parties with your consent. The University will
disclose or share such information only when required or allowed by applicable laws.

28. Examples of applicable laws that may require UP to process and disclose your information include the
Implementing Rules and Regulations and Implementing Guidelines for Republic Act No. 10931 (or the
Universal Access to Quality Tertiary Education Act of 2017) and Republic Act No. 10687 (the Unified Student
Financial Assistance System for Tertiary Education Act, or simply the UNIFAST Act). These can be viewed

29. Please note that under the UNIFAST Act – among other duties – the UNIFAST Board is authorized under
Section 15 to:

(e) Promulgate the minimum guidelines, rules and regulations for determining qualified Beneficiaries of student
financial assistance for Tertiary Education;
(f) Provide general guidelines for the drawing up of contracts with the student Beneficiaries specifying the rights
and obligations of the parties that may include a service clause or such other stipulations of cost recovery the
Board may deem in the best interest of the public and consistent with, or responsive to, national, social,
economic, and human resources development plans, subject to Section 12;
(g) Monitor, assess and make impact evaluation of StuFAPs and projects, with the end in view of determining
whether these programs shall be adopted, continued, or terminated;

30. Under the DPA, personal information may be processed – among others – when it is necessary for UP to
comply with a legal obligation; to protect your vitally important interests including life and health; necessary to
respond to a national emergency, public order and safety; necessary to fulfill the functions of public authority,
or in order to pursue the legitimate interests of the University, or a third party, except where such interests are
overridden by your fundamental rights.
31. Under the said DPA, sensitive personal information may be processed – among others – when such is
allowed by laws and regulations, such regulatory enactments provide for the protection of such information, and
the consent of the data subject is not required for such law or regulation; when needed for the protection of
lawful rights and interests of natural or legal persons in court proceedings, for the establishment, exercise or
defense of legal claims; or where provided to government or public authority.
32. Please note that the following are examples of information that are not covered by the DPA as stated in
Section 4 of the said law:

c. Information relating to any discretionary benefit of a financial nature such as the granting of a license or permit
given by the government to an individual, including the name of the individual and the exact nature of the benefit;
d. Personal information processed for journalistic, artistic, literary or research purposes;

PART IV. PROTECTION


33. Even prior to the effectivity of the DPA, UP put in place physical, organizational and technical measures to
protect your right to privacy, and is committed to reviewing and improving the same. You may wish, for
instance, to read UP’s Acceptable Use Policy for IT Resources (<AUP=).
34. UP provides information (e. g., on its websites, the General Information Bulletin, and application portal)
that explains how you can secure and maintain the confidentiality of your personal data.
35. UP personnel are allowed to process your personal data only when such processing is part of their official
duties. The Office of Admissions only discloses relevant personal data needed by other UP offices in order to
perform their functions. We encourage you to visit this site from time to time to see any updates regarding this
privacy notice.

PART V. ACCESS, CORRECTION AND RIGHTS
36. You have the right to access personal information and sensitive personal information concerning you that is
being processed by UP.
37. You may access and correct your information per the instructions contained in the portal.
38. Note that all applicants are required to provide true, complete and accurate information. In the event you
need to correct your information please follow the instructions in the proper UP website.
39. Withholding information or giving false information will disqualify you from admission, or will be a basis
for dismissal if you are admitted.
40. Applicants can confidentially view the results of their application through the online portal. Please check
this UP website (https://upcollegeadmissions.up.edu.ph) for announcements on the availability of results.
41. Please address any data subject access request (e. g., for your UP predicted grade for those who filed paper-
based forms, as they have no Internet access and are unable to appeal through the DIWA portal) to the Office of
Admissions through this postal address:

42. Aside from the right to access and correct your personal data, you have the following rights, subject to the
conditions and limitations provided under the DPA, and other applicable laws and regulations:
(1) The right to be informed about the processing of your personal data through this and other applicable
privacy notices.
(2) The right to object to the processing of your personal data, to suspend, withdraw or order the
blocking, removal or destruction thereof from our filing system. Please note however that, as mentioned
above, there are various instances when the processing of personal data is necessary for us to comply
with UP’s mandate; with statutory and regulatory requirements; or is processed using a lawful basis
other than consent.
(3) The right to receive, pursuant to a valid decision, damages due to the inaccurate, incomplete,
outdated, false, unlawfully obtained, or unauthorized use of personal data, taking into account any
violation of your rights and freedoms as a data subject; and
(4) The right to lodge a complaint before the National Privacy Commission (<NPC=), provided that you
first exhaust administrative remedies by filing a request with the proper offices or a complaint with the
proper DPO through the email address indicated below regarding the processing of your information, or
the handling of your requests for access, correction, blocking of the processing of your personal data,
and the like.
43. You shall be required to present a valid school identification card, or government issued identification
card (<GIID=), when you submit a request to exercise your above mentioned data privacy rights, in order for UP
to see to it that we protect your privacy, and prevent identity fraud.
44. In case you make such a request through a representative, UP requires you to provide a letter of
authorization stating the name of your authorized representative, the purpose(s) for which the requested
document(s) will be used, your valid school identification card or government issued ID (<GIID=); as well as
the valid GIID of your authorized representative.

PART VI. CONSENT


45. UP obtains your consent for the processing of your personal data pursuant to this privacy notice by asking
you to sign the relevant form. If you are a minor, we will require your parent or guardian to sign the proper

form. If you wish to withdraw consent, kindly write to the UP Office of Admissions, Kalaw Street corner
Quirino Avenue, UP Diliman, Quezon City 1101 Philippines, or send an email
([email protected]), and identify the processing activity for which you are withdrawing
consent (e. g., withdrawal of admission application).
46. For minors, your parent or guardian must withdraw consent on your behalf. Please attach a copy of your
valid school ID or GIID.
47. Note that consent may be withdrawn only for a processing activity for which consent is the only applicable
lawful ground for such processing. Please wait for the Office of Admissions’ action regarding your request.
