Executive summary

The ongoing project that is located in Ambalayat, Tagudin, Ilocos Sur is Sustainable
Infrastructure Projects, Alleviating Gaps (SIPAG), Construction of Ambalayat Bridge,
Tagudin, Ilocos Sur. The original contract cost is PhP212,524,202.28. The project
contractor is M.G. Lualhati Consrtuction Corporation. The project goal is to improve
accessibility and mobility, safety, efficient and sustainable transportation solution.

INITIATING

The area has been experiencing flash floods due to heavy rains, which has caused the river
water level to rise significantly. As a result, the temporary road that was constructed in the
area has been destroyed, causing significant difficulties for the residents and workers. In
response to this problem, the local authorities and workers have come together to find a
quick and effective solution.

One solution that has been implemented is the backfilling of the crane way. This has
allowed the workers to create a new road that can withstand the pressure of the rising
water levels. The backfilling process involves the use of heavy machinery and equipment
to fill in the gaps and create a stable foundation for the new road. In addition to this
problem, there has also been a delay in the supply of materials that are needed for the
construction and repair work. This delay has caused significant setbacks for the workers, as
they are unable to continue their work without the necessary materials. To address this
issue, the workers have started looking for alternative suppliers that can provide them
with the materials they need in a timely manner.

The construction of a bridge in the area will bring many benefits to the residents,
particularly those living in Barangay Ambalayat and Pallogan. One of the most significant
benefits is that it will provide them with easy access to travel across the river. Currently,
the absence of a bridge makes it difficult for people to cross the river, especially during
floods and typhoons, when the water level rises and becomes dangerous to cross. With
the construction of a bridge, residents will no longer have to face the risk of getting
stranded on one side of the river during such situations. They will be able to cross the river
with ease and safety, which will make their daily lives much more convenient and hassle-
free.

Moreover, the bridge will also bring economic benefits to the area. It will provide better
access for people to markets, schools, hospitals, and other essential services on the other
side of the river. This will make it easier for people to access the resources they need to
sustain their livelihoods and improve their quality of life. In addition, the construction of
the bridge will also open up new opportunities for businesses and industries to grow and
thrive in the area. It will make it easier for people to transport goods and services across
the river, which will increase trade and commerce in the region. Overall, the construction
of a bridge in the area will have a significant positive impact on the lives of the residents,
providing them with safer and more convenient access to travel and essential services. It
will also have economic benefits, opening up new opportunities for growth and
development in the region.

As of April 2023, they have 35 personnel but there is a weekly change of the number of
personnel.

The primary objective of the project is to improve transportation in the area by providing a
safe, efficient, and reliable means of crossing the river. The current situation without a
bridge makes it difficult for people to travel across the river, especially during floods and
typhoons. This poses a significant risk to the safety and well-being of the residents, as they
may be stranded on one side of the river without access to essential services on the other
side. The construction of the bridge aims to address this problem by providing a safe,
efficient, and reliable means of crossing the river. This will improve transportation in the
area and make it easier for people to travel across the river, access essential services, and
carry out their daily activities with ease.

Another is improving transportation. The project also aims to ensure the safety of all
residents. The absence of a bridge makes it challenging for people to cross the river,
especially during floods and typhoons, which can be dangerous and life-threatening. The
bridge will provide a safe passage for people to cross the river, which will help to prevent
accidents and ensure the safety of all residents.

DPWH Project Engineers, M.G. Lualhati Engineers, personnel such as Foreman, Steel man,
Driller, Welders, service drivers, Mason carpenter, Laborers and Heavy equipment
operators are involved in the project. They conduct a twice a week meetings with the
laborers and once a week meeting with the heads of DPWH Engineers and Lualhati
Engineers.

The constraints are late material supplies, natural calamities and land owner
complaints.The allocated budget for the project is PhP212,524,202.28.

ensure that things are moving smoothly and according to plan, it is crucial for
administrative officers and engineers to conduct regular visits to the site. These daily visits
help them to keep a close eye on the progress being made, identify any potential issues or
obstacles, and make adjustments to the plan if necessary.

During these visits, the administrative officers and engineers will typically meet with their
team members on-site to discuss matters related to the project or operation. This could
include reviewing schedules and timelines, discussing progress made on specific tasks, and
identifying any challenges that need to be addressed. By having these regular face-to-face
meetings, the team can work together more efficiently and effectively to achieve their
goals.

Projects can often be complex and involve multiple stakeholders, which can lead to a
variety of issues that may impact the success of the project. Some of the most common
issues that projects may cause include accidents, equipment failure/breakdown,
substandard materials, and land complaints.

EXECUTION

They track progress based on daily work accomplishment, weekly, and monthly. They see
to it that the project has progress as what is being planned. By tracking progress on a daily,
weekly, and monthly basis, administrative officers and engineers can ensure that the
project is on track and progressing as planned. This helps to identify issues early on,
allowing the team to take corrective action quickly and minimize the impact on the project
timeline and budget. In addition, regular progress tracking helps to ensure that the team is
focused on achieving the project goals and delivering the expected results.

Ensuring that the project is on quality by the standard operating procedures, materials
quality check and work and operations safety. They have inspector and material engineer
from DPWH to check whether the project is on quality and the use of equipment test. To
ensure a project is of high quality, these are the several ways on how to check the quality.
First, standard operating procedures must be established to ensure that all aspects of the
project are carried out consistently and in line with best practices. Second, materials used
in the project must be checked for quality, including testing for strength and durability.
Third, work and operations safety protocols must be in place to ensure the safety of
workers and the public. Fourth, inspectors and material engineers from DPWH to verify
that the work is being carried out in accordance with plans and specifications. Finally,
equipment must be tested regularly to ensure it is functioning correctly.

The budget is PhP 212,524,202.28. the allocated budget is for all equipment, payroll, land
rent and purchase materials.
