1. Offline / through email applications are invited from eligible candidates from across
the country for enrolment into the Assam Rifles under the Compassionate Ground
Appointment Scheme. The recruitment rally will tentatively be held from 04 Mar 2024 onwards
at Headquarters Directorate General Assam Rifles, Laitkor, shillong (Meghalaya)
NRS - Guwahati (Assam). Firm Date of reporting to attend the recruitment rally will be
intimated to the eligible candidates by registered post followed by uploading of necessary
details on our official website www.assamrifl es.qov.in from time to time. The candidate will
be responsible to check the official website for firm date to appear in recruitment rally.

COMPASSIONATE GROUND APPOINTMENT.
4. How to Apply. Candidates shall submit their offline a pplications as per format attached
alongwith self attested copies of educational certificate, domicile certificate, caste
certificate, diploma/technical/lTl certificate (as applicable) of the trade in accordance
with Qualitative Requirements, incl xerox copy of PPO (Pension Payment drder) book,

7. Reiection of Applications. ln case the information furnished by the candidates in the

Application Form is found to be false at any stage of the Recruitment Rally and even at a later
stage, the candidature of such candidates will summarily be rejected without any notice.
Appropriate action will also be taken against such candidates as per the provisions of law by
registering an FIR with the Police. Applications received after the lasUdue date will not be
entertained. lncomplete application, in any respect will be rejected summarily and no
correspondence will be made on this account.

Applicabilitv

8. One dependent family member of following categories of Assam Rifles personnel is

eligible to apply for Compassionate Ground Appointment:-

(a) Combatant AR Personnel. Dependents of twg:-

(i) Killed in actioni Cl Operations

(ii) Dies during service (including death by suicide).

(iii) AR personnel medically boarded out under Para 26 of AR Rules (2010).

(b) Permanent Civil Emplovees of AR. Dependents of fwg:-

(i) Dies during service (including death by suicide).

(ii) Retired on medical grounds under Para 38 CCS (Pension Rules) 2021 of
EOP Rules (2023).

(iii) Retired on medical grounds under Para 4 of EOP Rules (2023).

(c) M issinq Service Personnel:- The wards of Missing Service Personnel are
also covered under the scheme of Compassionate Ground, subject to the following
conditions:-

(i) Request for Compassionate Ground may only be considered after a lapse
of two years from the date, the serving person has been missing. ln addn the fwg
must be considered:-
(a) Lodging of an FIR with the Police.

(b) Police lnvestigation Report.

(c) The competent authority is convinced that the case is genuine.

(ii) This benefit will not be applicable in the case of fwg:-
(a) The missing person who had less than two years to retire on the
date from which he has been missing; or

(b) The missing person who has been suspected of committing fraud,

'15. Pregnancy at the time of Physical Efficiency Test (PET) will be considered a
d isq ualification and pregnant female candidates shall be rejected at this stage.

'16. Written Test. Candidates applying under the COMPASSIONATE GROUND

APPOINTMENT scheme will be exempted from WRITTEN EXAM TEST.

17. Trade (Skill) Test.

(a) Trade (Skill) Test will be conducted with respect to all Tech & Trades before
undergoing DME. The candidates will be assessed as Pass or Fail in the trade
test.

(b) Candidates applying for General Duty are not reqd to undergo any trade test.'
(c) Widow. Exemption from the requirement of passing of typing test be given.
'18. Detailed Documentation Verification. All the xerox copies of documents
subrnitted by the candidates with their application forms will be verified from original
documents at this stage by the Recruitment Board. Hence all the candidates need to carry
Original copies of their documents with them while appearing the recruitment rally.
'19. Detailed Medical Examination (DME):-

(a) Detailed Medical Examination (DME) will be conducted as per the Guidelines
issued by ADG (Medical) for CAPFS, NSG & AR dt 20 May 201 5. The candidates muril
not have knock knees, flat foot, varicose vein or squint in eyes etc. Candidates are
advised to have these conditions checked before and under own arrangements to avoid
disappointment at DME stage. Decision on medical fitness by Assam Rifles Medicai
authority is final and binding.

(b) Candidates having Tattoos will be considered as per following instructions:-

(i) Content: Being a secular country, the religious sentiments of countrymen

are to be respected and thus, tattoos depicting religious symbol or figures and
the same as followed in lndian Army are to be permitted.

(ii) Location: Tattoos marked on traditional sites of the body like inn€rr
aspect of forearm but only left forearm, being non saluting limb or dorsum of thb
hands are to be allowed.

Note: Amendment, if any, in the tattoo policy will be applicable for this
recruitment if the same is made before the date of Detailed Medical Examination.
20. Apoeal aqainst Findinqs of Detailed Medical Examination. lf a candidate is
declared UNFIT in the Detailed Medical Examination (DME), the grounds for rejection will be
communicated to him/ her by the Presiding Officer. lf the rejected candidate is not satisfied
with the findings of the Medical Officer, he/ she will be allowed to undergo Review Medical
Examination (RME) provided they give their written consent by appending their signature on
the intimation indicating the reasons for being UNFIT Review Medical Examination (RME)
will be conducted in continuation of Detailed Medical Examination (DME) preferably on
the next day of DME.
(a) The consent for Review Medical Examination duly signed by the candidate
should be submitted within 24 hours after he/ she is informed of his/ her unfitness in
Detailed Medical Examination. No payment will be made by candidates for RME appeal.
(b) The decision of the Review Medical Examination Board will be final anC
second appeal will not be entertained as per instructions of the Government and no
reply of the correspondence / second appeal will be given/ entertained.

IVote:- Being declared FIT in Medical Examination will not guarantee any legal
claim or right to any candidate for final appointment in Govemment service.
21. Merit List and Call for Traininq. The candidates who qualify in all mandatory tests i.e
Physical Standard Test (PST), Physical Efficiency Test (PET), Trade (Skill) Test and Medical
Examination Test will be placed in Merit List depending upon the priorities and availabilities of
vacancies. Please note that merely qualifying in all tests does not guarantee the Final
Selection against Compassionate Ground Appointment. The Final Selection will only be made
on the basis of position of the candidates in Merit List in accordance with the priorities and
availability of vacancies.

22. Assam Rifles authorities will not be held responsible for any injury sustained by
the candidates during the recruitment process and transit'

qualification for service under Central Government (to be produced at the time of
documentation).

(iii) D.O.B as recorded in the Matriculation certificate will only be accepted for
determining the age.

29. ln case of a widow who does not fulfil educational requirement of a post is considered
for the compassionate Ground Appointment, she can be appointed only against a multi-
tasking staff post, provided the appointing authority is satisfied that she can satisfactorily
perform duties of the post with the help of some On Job Training (OJT)

30. Pav Scale Pay scale and other allowance will be as admissible to
Assam Rifles Personnel.

31. Vacancies are tentative and may increase or decrease. The vacancies so notified are
subject to variation and the Assam Rifles reserves the right to make any changes in the
advertisement or cancel it without assigning any reasons.

32. candidates to undergo Physical Fitness Test at own risk and expense. lnjuries
including fatal due to the test during recruitment rally will not be compensated in any
manner. The candidates will have no claim what-so-ever against the GovUAssam Rifles.

submitted by candidates during Rect Rally are subjected for verification. ln case of fake/forged
documents/ certificates are found, FIR will be lodged for fraudulent enrolment and candidate
will be handed over to the State Police, besides his candidature being cancelled.

35. Selection of candidates will be PROVISIONAL even after passing successive stages of
screening for recruitment till completion of all the pre-enrolment validation and verification.

36. Candidates Provisionally Selected will be covered under New Pension Scheme (NpS).

37. Overcrowdinq To avoid over-crowding, only candidates will be permitted to

enter Rect Rally Site; Parents/friends are advised not to accompany candidates. Candidates
will not be permitted to attend the recruitment rally on any other date except the one mentioned
on the call letter.

38. Candidates must carry one photo bearing lD proof i.e. PAN/AADHAARA/oIer lD/Driving
licence with them duly matching the details mentioned in the other documents submitted by the
candidates.
