‘The Schools Division of Legazpi City shall conduct the 1 SDS Cup - An Inter-
Zonal Basketball and Volleyball Tournament for Teaching and Non-Teaching
Personnel on April 26,2022 to May 20,2022. The activity aims to build unity and
camaraderie among SDO personnel to establish relationships built on a solid
foundation and teamwork.

Submission of team rosters and documentary requirements such as medical
certificate, photocopy of latest appointment paper and birth certificate shall be on
April 11, 2022. Screening of documents shall be conducted by the screening
committee at the Legazpi City Sports Center. All participating teams must have a

the submission of team line-up to avoid similarity.
5. ‘The format of the tournament shall be round robin. The top four teams will
advance in the semi-finals round, 1 vs 3, 2 vs 4 for best of 3. Championship game
shall be best of 3. Games will be held at the Legazpi City Sports Center Multi-Purpose
Covered Court every 3:00 o’clock in the afternoon and onwards:

7. Technical Officials of the tournament are the Palarong Bicol referees identified
by the Tournament Managers.
8. Officiating officials and other personnel involved in the conduct of the activity
are instructed to report to the venue and they shall be allowed to leave their stations
earlier than game schedule to give time for their travel and preparations.
8. The schedule of Opening Program and Sports Clinic will be announced in a
separate memorandum.

SECTION I
(INTER-ZONE TOURNAMENT)
GROUND RULES
TOURNAMENT NAME
This tournament shalll be tagged as SUPERINTENDENT'S CUP BASKETBALL
and VOLLEYBALL LEAGUE 2022, an INTER-ZONE TOURNAMENT.

TEAM ORGANIZATION/COMPOSITION
Any team members satisfied the players qualification/requirements in
the following section of this ground rule can join the tournament.
Each team shall compose of not less than 12 players but not more than.
15 players together with the support staff namely a head coach,
assistant coach, muse, statistician, and protocol officer. Only the 15
team players including the support staff shall be allowed to occupy the
team bench area during a particular game.
All 15 players are entitled to play in every scheduled game.
No player shall be allowed to play in two or more different teams.
List of participating teams will follow the Zone assignments used during
the City Meet.

PLAYERS QUALIFICATION AND REQUIREMENTS

Players must be DepED regular-permanent teachers for the Legazpi
City Division Teams
Players from SDO teams are strictly limited to regular-permanent
employee in the Schools Division Office.
He must be physically fit and not under 35 years old,
All players shall submit a photocopy of their Latest Appointment,
Birth Certificate and Medical Certificate, issued by the Division
Medical Officers.
All players, team officials shall submit a copy of their Vaccination Card.

All players must be screened by the screening committee before they can
be allowed to play.

1. Players must be DepED regular-permanent teachers in the Division of
Legazpi City.
2. Players from SDO teams are strictly limited to regular-permanent
employees.
3. She must be physically fit and no age limit.
4. All players shall submit a photocopy of their Latest Appointment, and
Medical Certificate issued by the Division Medical Officers.
5. All players, team officials shall submit a copy of their Vaccination Card.

SECTION IV VENUE
‘The venue shall be at the Legazpi City Sports Center Basketball court or
in a designated basketball court.
SECTION V TOURNAMENT SCHEDULE
1, The tournament is scheduled to open on April 26, 2022, 4:00 PM at
the Legazpi City Sports Center Multi-Purpose Court. The
tournament shall commence with an opening program at the venue. All
participating teams/players are required to attend the opening
program in a complete uniform.
2. Schedule of Sports Clinic is on April 25, 2022, at 1:00 PM via Zoom.
3. Deadline of submission of entries will be on April 21, 2022. Entries
must be submitted to the Legazpi City Sports Center office located at
Albay Central School Compound, Old Albay Legazpi City.
4. Game schedules will be at 3:00 PM onwards on the following days:
For Basketball Men: Tuesday and Thursday
For Volleyball Women: — Wednesday and Friday
5. No replacement of players in the entry form shall be allowed after the
first game of the team.
6. Schedule of games of the team shall be announced every after the game
of the team.
7. No request for postponement or re-scheduling of games shall be allowed
or entertained except in case of “force majeure”.
8. In case of postponement, the tournament committee through its
Commissioner shall notify the involved teams at least one (1) day before
the scheduled game.
SECTION VI TOURNAMENT RULES AND FORMAT
1. The official playing rules of the tournament shall be the latest rules of
FIBA and FIVB. However, should there be conflict between these rules
and the GROUND RULES, the latter shall prevail.
2, Format of the tournament shall be round robin. Top 4 teams will
advance in the semi-finals round, 1 vs 3 , 2 vs 4 for best of 3.
Championship game shall be best of 3.

1. If the team is not present or is unable to field 5 players ready to play
15 minutes after the scheduled time.
2. If refuses to play after being instructed to do so by the referee or the
management.
SECTION VII RULES OF CONDUCT
1, The proper conduct of the game demands full and loyal cooperation of
the members of both teams (players, substitutes, asst. coaches, team
followers) with the officials, table officials and commissioner.
2. ach team shall do its best to secure victory, but this must be done in
the spirit of sportsmanship and fair play.
3. Any deliberate or repeated non-cooperation or non-compliance with the
spirit of this rule, shall be considered as a technical foul and penalized
accordingly.
4. The officials may prevent technical fouls by warning the team members
or even overlooking minor technical infractions of an administrative
character, which are obviously unintentional and have no direct effect
upon the game, unless there is repetition of the same infraction after
the warning.
5. The team scheduled to play must send its Coach and Team Captain to
the center court for the pre-game briefing when announced prior to the
start of the game.
6. A short briefing will cover any concerns, requests, issues that may be
raised by both teams. Objective is to resolve any problem that may be
encountered prior to the conduct of the game and to avoid protest after
the game.
7. All calls made by the referees and the table officials in any game shall
be final.
8. The referees/officials will be very strict in implementing
SUPERINTENDENT'S CUP BASKETBALL LEAGUE 2022 on infractions
in order to control the game.
9. Non-appearance, absence, walk-out or inability of any team to appear
and/or play, or finish its scheduled game for whatever reason is an
automatic default in favor of the other team. Two forfeits/defaults by
any team shall mean automatic disqualification from the league. All
remaining games will be forfeited.
10.An automatic penalty is imposed to any player who is called for a
technical foul. Technical foul as defined in FIBA and FIVB rules
including slamming the ball, any gesture(s) to intimidate or provoke
another player or officials in the court, cursing, bad mouthing and
verbal abuse to any player or officials including continued disregard to
warnings given by referees. PENALTY: 1s offense - warning: 2-4
offense ~ technical foul 3“ offense - ejection from the game.
11.Unsportsmanlike foul in any game as defined WILL BE PENALIZED
ACCORDINGLY but any flagrant foul will be penalized depending on
the gravity of the foul committed. AUTOMATIC PENALTY: ejection
from the game + 1 game suspension to the player on the following
game.

Email: [email protected]12.A disqualifying foul is any act to intentionally inflict physical harm
(offensive or defensive) to any player, officials or individual during or
after the game within the premises of the game venue i.e., throws an
elbow or a punch. AUTOMATIC PENALTY: ejection from the game +
disqualified to play for the rest of the tournament. Further
sanctions to the players or the team may be imposed subject to the
technical committee review and approval.
13.A player of any team even though included in the official line-up will
not be allowed to play in the semi-finals and championship round if the
player did not play a single game during the elimination round.
14.Use of player(s) not included in its official line-up will mean automatic
forfeiture of its game.
15.All penalties imposed to a player, or any team member will be the full
responsibility of the team.
16.If the game gets to be very physical and the players from any or both
teams are physically and intentionally hurting each other, the
tournament commissioner and/or the referees will stop the game and
call the team captain, coaches, and managers for a conference at center
court. Warning will be issued to both teams to correct the situation.
17. Ifafter this warning the situation continues to deteriorate and becomes
uncontrollable, the tournament commissioner and or the technical
head will stop and suspend the game. The Committee will make the
decision in writing on the outcome of the game after deliberation taking
into considerations the following quarters that have been played, the
team that committed or initiated the infractions, the scores, remaining
time, report of the referees, table officials and technical head.
18.Only authorized team members and coaching staff are allowed in the
team’s respective benches during the game. Unauthorized persons will
be asked to leave.
19.Only one designated member of the team i.e., Coach will be allowed to
remain standing during the game proceedings wearing FACEMASK,
and must be in proper attire ie., pants, polo shirts and shoes.
Excessive violations and unruly bench behavior will be penalized
accordingly.
SECTION IX TOURNAMENT UNIFORM
1. All participating teams are required to have a complete set of uniform.
2. Uniform color will be identified during the 1* meeting of the league to
avoid similarity.
3. Exchanging or swapping of uniform among team members is not
allowed.
4. No player shall be allowed to play without socks.
5. The number of jerseys must be 0 to 99 only for Basketball and 1 to 15
for Volleyball.
6. Players and team officials shall wear a facemask during the game
except players inside the court.

Email: [email protected]SECTION X_PLAYER/TEAM OFFICIALS DISQUALIFICATION
1. ‘The Chairperson, vice-chairperson, and members of the tournament
committee and committee on appeal/jury board are disqualified to play,
act as coach, or handle a team.
2. Any player/team official under the influence of liquor (proven with smell
of liquor) shall not be allowed to play and shall be ejected from the
bench, shall pay a fine of P 1,000.00, and a penalty of one game
suspension.
3. Any team who resorts to walk-out shall be disqualified and that the
remaining games to be played shall be forfeited.
4. A player who is thrown out of the game shall automatically be
suspended from playing in the scheduled game plus one game
suspension on the following game and a fine of P 1,000.00. Suspension
will be based on the gravity committed by a player based on the latest
FIBA Rules.
5. Betting is strictly prohibited; violation of this rules shall mean
disqualification from further participation in this tournament.
6. Any team members (players, coach, managers, etc.) commit grave
misconduct such as hard foul, unsportsmanlike foul, technical foul, and
the likes that will result to fist fighting shall be automatically
disqualified to participate in this tournament and the upcoming
competition.
SECTION XII - PROTEST ON PLAYERS ELIBILITY:
1. Protest shall be entertained in black and white manner before and after
a game.
2, Protest or disqualification of players or team composition shall be
entertained one day after the first scheduled game with protest bond of.
1,000.00.
3. Replacement of disqualified players shall be after the decision of the
committee.
4. No more protest shall be entertained after the elimination round.
Meaning, players not protested on the said date are already eligible to
play. However, the tournament committee has the final decision on
every issue to be presented.
5. Impersonation is always open for protest.
SECTION XIII - TOURNAMENT COMMITTEE
1, The committee shall be in-charge of the conduct of the tournament and
shalll serve the right to:
a) Disqualify any team member/s who does not abide by the rules
set forth for this tournament.
b) Disqualify any team or team member/s who is believed and /or
thought undesirable and may ruin the success of the
tournament.
c) Modify, change, or alter any part of this ground rules for a better
tournament.
SECTION XVI - AMENDMENTS
Any section of this ground rules found to be inconsistent or not applicable,
the ultimate decision or action shall be on the tournament officials.
