A RESOLUTION IDENTIFYING THE AGREEMENTS AND ACTIONS MADE DURING THE MANAGEMENT COMMITTEE
MEETING CONDUCTED ON DECEMBER 18, 2023 AT THE MARIANO MARCOS MEMORIAL HOSPITAL AND MEDICAL CENTER-
STRATEGY ROOM

WHEREAS, the top management of the Mariano Marcos Memorial Hospital and Medical Center conducts regular weekly
Management Committee (ManCom) Meeting to discuss, formulate, strategize, and evaluate hospital issues, projects, actions,
decisions by the management;

WHEREAS, during the Management Review on April 10, 2018 it was agreed upon by the management to have a weekly Management
Resolution to identify the most salient agreements and actions made every meeting;

WHEREAS, taking into consideration the foregoing, the following suggestions/agreements/actions/updates have been resolved by the
members of the MMMH&MC’s Management Committee (MANCOM) during this MANCOM Meeting held on DECEMBER 18, 2023 at
2:00 P.M. at the Strategy Room wherein there is a quorum;

WHEREAS, the Minutes of the Meeting of the 44th ManCom meeting will serve as basis to have more information on the identified
agreements;

● Dr. Marie Cris Pahinag presented the Turnaround Time (TAT) study of Vascular Ultrasound. It was resolved that
they can cross train those who hold Nursing Attendant, Nurse, and Ward Assistant positions to do vascular
ultrasound to avoid long queue and waiting time.
● Since the hospital will be receiving its PET CT in 2026, Dr. MLKO is expecting that X-ray technicians will be trained
to operate the said machine.
● Dr. Guillermo Manalo, III, Program Manager of the Brain and Spine Center, presented the updates of the Resource
Stratified Framework of the said center to the body. It was resolved that neurosurgeons will be rotated next year
from Dr. Paulino J. Garcia Memorial Research and Medical Center if the coordination will materialize. MOA will be
entered into thereafter.
● Engr. Exuperio Calantoc, Head of the EFM, and Arch. Jeric Fernandez reported the infrastructure updates
including QRF funded, HFEP savings funded projects and small infrastructure projects as of December 14, 2023. It
was resolved specifically in the project, Construction of 3-Storey Laundry and Central Storage Waste Area’ that Mr.
Marders will validate all the requests for extension of the contractor AINA Construction, Inc.
● Dr. Sean de Guzman of the Radiation Oncology Department, presented the updates of the operation of their
department. Likewise, Arch. Jeric Fernandez of the EFM showed the plan of the uncemented center part of the
ground floor Cancer Center. Dr. de Guzman said that he agreed with the design presented.
● Dr. Orosa, III stated that the policy has been discussed to Nursing and Medical Divisions and they posed no
objection. Dr. Orosa, III said that the policy “PERFORMANCE-DRIVEN HEALTHCARE POLICY: TRUST FUND
CREATION AND APPROPRIATION GUIDELINES FOR INCENTIVES AND PENALTIES” will empower the Chairman of a
Department or Division Head to recommend to CMPS the deduction to Philhealth share to anybody within their
jurisdiction who are underperforming or not performing at all. This recommendation shall be approved or
disapproved by the management.
● Dr. Orosa, III presented the result of their site visit at Marcos and Dingras District Hospitals for the creation of
specialty care services. It was resolved that, 100 hemodialysis units may be put in Dingras District Hospital which is
bigger in area or the support services and primary care may be put therein. It was also resolved that all sections
who might be affected with the proposed transfer should collaborate in making a draft proposal which can be
submitted at the end of January 2024.
● Dr. MLKO directed Ms. Bolusan and Mr. Dennis Rubio, Head of the IHOMP Unit, to create an online database of
committee membership or chairmanship of every personnel as basis of the management in assigning committee
memberships and sending personnel to trainings.

● Mr. Rey Christian Reyno, Head of the Pharmacy Section, raised an issue regarding the flu vaccines given to MMSU
personnel asking if it can be charged to MAIP since the vaccines are regular stocks funded by the Revolving Fund.
It was resolved that the same may be funded by the excess of interpersonal communication training amounting to
more or less ₱16,000, cash award received from CHD-I which can be used for public health activities and existing
Pharmacy Revolving fund which may augment the other payables as long as it is justifiable.

WHEREFORE, be it RESOLVED, as it is now hereby RESOLVED that, considering the unanimous approval by the
members of the MANCOM in its meeting on DECEMBER 18, 2023 this instant RESOLUTION be now APPROVED. DONE THIS
DECEMBER 18, 2023 in the City of Batac, Province of Ilocos Norte, Philippines.
