1. Purpose
The purpose of this document is to define the site procedures for the Medium Voltage Switchgear. This
document has been compiled in compliance with manufacturer recommended specifications and standards
relating to the installation, pre-commissioning and commissioning of the Medium Voltage Switcgear.

2. Scope of Work
As per the contract, OXY appointed installation contractor shall carry out the site activities for the items as
specified in the table below. The relevant tests formats & check sheets applicable to equipment as referred
in subsequent clauses are attached with this document.

4. Duties and Responsibilities


The Installation contractor’s Construction manager is responsible for all the site activities. Health and Safety
Environment Under no circumstances may any test be carried out in such a manner as to cause danger
and all safety precautions must be taken during the course of activities. All safety related incidents must be
reported to the construction manager for processing and necessary action. Method & Quality Control
Reference of applicable procedures and check sheet are elaborated in following sections related to various
activities from material receipt to commissioning.

4.1 Material Receipt and Site Storage
Materials are received and stored at site as per manufacturers recommended procedures. On the receipt
of the material, same shall be physically checked and “Goods Received and Inspection Report” (Doc no –
M/QAF/01/08) shall be duly filled. Refer procedure for receiving inspection storage and issue of materials
(Doc no – M/QAF/01/08).

4.2 Pre – Installation


4.2.1 Procedure
Pre-installation involves visual inspection for the equipments and checking of front readiness. Refer pre-
installation procedure for Medium Voltage Switchgear (Doc no – QP/EL/MV/PN/P)
4.2.2 Check Sheets
All equipments shall be identified and check sheets shall be completelty filled. The check sheets shall be
signed and accepted by the representatives of the contractor and the client. Refer Pre-Installation check
sheet for Medium Voltage Switchgear (Doc no – QP/EL/MV/PN/C).

4.3 Installation
4.3.1 Procedure
Installation of Medium Voltage Switchgear involves foundations, supports, mounting, clamping and
termination of cables. Refer Installation procedure for Medium Voltage Switchgear (Doc No –
QP/EL/MV/IN/P).
4.3.2 Check Sheets
After completion of installation, all equipments shall be identified and check sheets shall be filled based on
the reference documents mentioned above. The check sheets shall be signed and accepted by the
representatives of the main contractor and the client. Refer Installation check sheet for Medium Voltage
Switchgear (Doc no – QP/EL/MV/IN/C).

4.4 Pre-Commissioning
4.4.1 Procedure
Pre-commissioning shall be deemed to be complete when all systems and controls have been checked and
successfully functionally tested and results recorded and acknowledged by Client as ready to start up the
plant. Refer pre-commissioning procedure for Medium Voltage Switchgear (Doc no – QP/EL/MV/PG/P).
4.4.2 Test Report
Pre-commissioning test shall be carried out and confirm compliance of the project documents. The test
results shall be recorded and are to be signed and accepted by the representatives of the contractor and
the client. The test instruments used shall have a valid calibration certificate. Refer pre-commissioning test
report for Medium Voltage Switchgear (Doc no – QP/EL/MV/PG/T).
4.5 Commissioning
4.5.1 Procedure
Commissioning is the final step involved to energize the said equipment. The commissioning period is the
time required to check the performance of equipment in energized condition. Refer commissioning
procedure for Medium Voltage Switchgear (Doc no- QP/EL/MV/CG/P).
4.5.2 Test Report
After energizing the equipment, few major electrical parameter reading shall be periodically recorded as per
commissioning test report for Medium Voltage Switchgear (Doc no- QP/EL/MV/CG/T).

CLIENT: OCCIDENTAL MUKHAIZNA LLC LOCATION:

1. Purpose
The purpose of this document is to define the pre-installation procedure for Medium Voltage Switchgear.

2. Procedure
1. It is assumed that the switchgear factory acceptance test (FAT) has been performed at the
manufacturer’s works. The factory acceptance test shall generally include a functional test, and a
conformity test to ensure that all hardware is in accordance with the project requirement. The
following checking shall be carried out at site.

2. Remove any temporary weatherproofing and silica gel drying agents from switchgear. Inspect the
inner and outer part of the switchgear for cleanliness and mechanical damage.

3. Verify that the equipment certificates meet the area classification and specification requirements,
including weather, dust and vermin proofing.

4. Check the switchgear data with the equipment schedule, paying particular attention to the
equipment rating and project requirement.

5. Check foundations, locations and area classification.

6. Check firmly the Internal and external components of the switchgear if all are in good condition and
in accordance with the specification requirements.

7. Any missing components or damage must be reported on the check sheet and must be repaired as
necessary before commissioning.

8. Cover all opening to protect internal components.

9. After the physical check, the pre–installation checklist for Medium Voltage Switchgear shall be
completely filled (Doc No – QP/EL/MV/PN/C).

The purpose of this document is to define the installation procedure for Medium Voltage Switchgear.

2. Procedure
1. Verify and identify the exact location of MV Switchgear from the plan layout.

2. Check all material and accessories, safety equipments, etc. are available for the entire work in the
works spot.

3. Ensure that concrete bases/foundations/supports provided for installation of equipment are


constructed in accordance with construction drawings and that holes for fixing bolts and provisions
for passage of cables etc. are provided as required.

4. Install equipment on concrete bases/supports.

5. Complete the installation checklist for Medium Voltage Switchgear (Doc No – QP/EL/MV/IN/C).

1. Check tightness of connections for all power and control components line, fuses, breakers,
overloads and starters.

2. Ensure all external power and control cable is disconnected except control supply cable for pre-
commissioning.

3. Ensure equipment is correctly earthed.

4. Check that all accessories and other components are in correct rating, position and tightness and
totally capable of working for its function.

5. Ensure that the assembly is thoroughly cleaned and free from any metallic powders, loose
fasteners, bits and pieces of wires and any other unwanted components or parts.

6. Ensure that all the tests necessary before operation of the equipment has been done accordingly,
result recorded, approved and signed by the client.

7. Complete the pre-commissioning checklist for Medium Voltage Switchgear (Doc No -


QP/EL/MV/PG/C).

1. Purpose
The purpose of this document is to define the commissioning procedure for Medium Voltage Switchgear.

2. Procedure
1. Ensure that there is no obstruction in closing and opening of the equipment.

2. Ensure equipment is correctly earthed.

3. Complete commissioning checklist for Medium Voltage Switchgear (Doc No - QP/EL/MV/CG/C).

4. After energization of panel, check the phase sequence of incomer supply before closing of incomer
breaker.

5. Complete commissioning test report for Medium Voltage Switchgear (Doc No - QP/EL/MV/CG/T).
Reading shall be recorded at every hour interval for eight (8) hours.
