Development on the Expense of Others: Is it Sustainable and Equitable
Background:
According to the Intergovernmental Panel on Climate Change (2018), there is a dire need to
take appropriate action to avert the devastating impacts of climate change (IFAD, 2019a).
Climate change is a reality of uncertain outcomes. Theoretically, it is different from natural
resource degradation. However, the impact or measurement of climate change has often
considered those factors responsible for natural resource degradation. The negative bearings of
climate change are relatively felt with severity in developing and underdeveloped countries.
Pakistan is a populous country (ranked sixth globally) and the 26th largest economy (IFAD, 2019b).
Being an agro-based economy, the country is considered disaster-prone. Pakistan has been facing severe
environmental challenges due to climate change. The country is also classified as the most vulnerable
(ranked 16th) to climate change impacts (S. Kanwal et al., 2019). The frequently occurred natural
catastrophic events are increased temperature, long drought periods, erratic rainfall patterns, and floods
(ADB, 2017a; FAO & NDMA, 2016; WB, 2018). One of the reasons attributed to such climate change
vulnerability is a geographic location in the hazard-prone region (Rafiq & Blaschke, 2012).
According to data from the Global Climate Risk Index 2022, Pakistan ranked 5th among the countries
most affected by climate change. This vulnerability is evident in experiencing extreme weather
conditions such as heat-waves, floods, droughts, and smog. These conditions have had a significant
impact on the country’s economy, agriculture, and health sector. The economic toll of climate change
in Pakistan is substantial. The Asian Development Bank estimated that Pakistan's economic losses due
to climate change could amount to 9-14% of its GDP by 2050. Therefore, it is essential for Pakistan to
take measures to mitigate the effects of climate change.1
The upcoming 29th Conference of the Parties to the Convention (COP) would be a “great
opportunity” for Pakistan to discuss ideas on how to support countries most affected by
climate change. The event was aimed at promoting environmental protection, and
sustainable practices. 2
In conclusion, COP-29 is an important conference that aims to address climate change
issues. Pakistan’s participation in COP-29 is crucial because it provides an opportunity
for the country to raise its voice on climate change issues and advocate for its interests.

What to Do:
Suppose, you are representing Pakistan in this conference, and have to present the case that the
country is paying the cost of development and industrialization in other and neighbouring
countries.
This stance shall be supported by valid argument and facts and figures, linking it with the
SDGs, where applicable.
Student at individual level, have to prepare a power point presentation comprising of only one
slide (covering above points) including the student detail (name and roll no. on the same slide).
The time for each presentation is 3 minutes.
Student can use text on the slide, images, graphs, and any type of info-graphics (poster
presentation) to present their proposals.
