ANTI RAGGING COMMITTE


BYELAW
Aim:
To root in all its forms from college, preventing its occurrence by following provision of rules and
regulations and punishing those who indulge in ragging, with provided regulations and the
appropriate law in force.

What constitute Ragging


 Any disorderly conduct whether by words spoken or written or by an act which has the effect of
teasing or handling with rudeness of any other student.
 Indulging undisciplined activities which causes of likely to cause hardship or psychological or
physical harm or to raise fear or apprehension thereof in a fresher or a junior student.
 Asking the student to do any act or perform something which such student will not in the ordinary
course and which has the effect of casing or generating a sense of shame or embarrassment so as
to adversely affect the physique of a fresher or a junior student.
 Teasing, embarrassing, humiliating, assaulting or using criminal force or criminal intimidation.
Wrongful restraining or confining or causing grievous hurt, kidnapping, Molesting or committing
unnatural offence or causing death or abetting suicide.
 Any act by a senior student that prevents or disturbs the regular academic activity of any
other student
 Any act of financial extortion or forceful expenditure burden put on a fresher by other
students.
 Any act of physical abuse, including sexual abuse, homosexual assaults, stripping, forcing
obscene causing bodily harm or any other damage to health or person.
 Exploiting the services of a fresher or any other student for completing the academic tasks
assigned to an individual or a group of students.
 Any act or abuse by spoken words, emails, posts and public insult to a fresher.
 Any act that affects the mental health and self confidence of a fresher or any other
student.

Prohibition Of Ragging:

 Ragging with in college campus including hospital and hostel is strictly prohibited.
 No person including students / staffs / faculty / shall participate or abet or propagate ragging in
any form.

Measures Of Prohibition Of Ragging At The Institution Level:


 Ragging in all its forms be totally banned in the entire college, including in departments and all
its premises whether located within the public or private.
 The college will take strict action against those who found ragging or of abetting ragging.
 The college will strictly observe the provision of the act of central government and the state
government to prohibit ragging in all its forms.
 A printed under taking should be filled up and signed by the student and parent/ guardian
that he/she is aware of the law regarding the prohibition of ragging as well as the
punishments.
 College has to keep the undertaking and copy shall be made available to the university if
needed.
 Each batch of fresher should be divided into small groups and group shall be assigned to a
member of staff. The staff member shall interact with them and if any problem faced by
fresher and extent necessary help.
 Fresher’s should be lodged in a separate hostel block, the college shall ensure that seniors
are not access to fresher and warden shall strictly monitor this. .
 To make aware the dehumanising effect of ragging big posters stating the approach of
institution shall be displayed on notice boards, hostel and other common places.
 Tighten security in all vulnerable locations.
 Communication devices may be permitted in hostels, residential areas to provide to the
students particularly fresher to reach out for help from teachers, parents and institution
authorities.

Before Admission:
 The advertisement for admission will clearly mention “ragging is totally banned in the
college.
 College prospectus has information about total banning of ragging.
 Creating awareness through wide spread publicity among the students, parents and
guardians before academic session.
 At the commencement of the academic session the head of the institution will convene
and address a meeting of various functionaries like faculty, parents / guidance, and
student representative to discuss the measures to be taken to prevent ragging in the
college and steps to be taken to identify the offenders and punish them suitably.
 Students who are allotted hostel accommodation are required to submit the details of
parents and local guardian along with their photographs.

On Admission :
 Every fresher admitted to the college will be given the phone numbers of Anti ragging
committee members.
 The head of the institution will create awareness and explain the consequences, of
ragging in the orientation programme.
 Fresher’s are encouraged to report incidents of ragging, either as victims or even as
witnesses
At The End Of The Academic Year :
 At the end of the academic year the principal will be informing the students who are completing
the first year regarding, ragging and punishments and appealing to them to impress upon their
wards to desist from indulging when they come back at beginning of the next academic session.
Setting up of committees and their functions. Nehru College of Nursing having anti ragging
committee and anti ragging squad to eradicate menace of ragging.

Setting Up Of Committees And Their Functions :

Nehru College of Nursing, Vaniamkulam having anti ragging committee and anti ragging
squad to eradicate menace of ragging.

The Members Of Anti Ragging Committees Are:

 Chairperson -1
 Member Secretary -1
 Nodal Officer -1
 CI of Police -1
 Members -4
 PTA president -1
 Warden-1

Chairperson

 Chairperson shall be responsible to ensure that no incident of ragging take place in the
institution
 In case any incident of ragging take places, the Chairperson shall take prompt and
appropriate action against the person(s) whose dereliction of duty lead to the incident.
 The Chairperson will take an appropriate decision in regard to punishment depending on
the facts of each incident, nature and gravity of Ragging.
 Anti ragging squads will make a surprise raids on hostel, and other places vulnerable to
incidents of, and having the potentials of ragging and shall be empowered to inspect such
places.
 Member Secretary:
 The Member Secretary educates the students at large by adopting various means about the
menace of Ragging and related Punishments.
 Member Secretary shall work in Consonance and Guidance of Anti Ragging Committee.
 Members:
 They will conduct surveys among fresher’s during the first 3 months of the academic year
to verify free of ragging in the institution.
 They will receive complaints against phone calls and SMS round the clock which could
be accessed by students in distress owing to Ragging related incidents
 They will be to keep a vigil and stop the incidences of Ragging, if any, happening /
reported in the places of Student aggregation including, Classrooms, Canteens, Buses,
Grounds, Hostels etc.
 Warden:
 The Warden will maintain the data to be created out of affidavits, affirmed by each
student and his / her parents / guardians and stored by the institution.
 The Warden will maintain alert vigil at all times.
 PTA President:
The PTA president counsels and provides all detailed information to the parents.
 Nodal officer:
The Nodal Officer will have the details of phone numbers of anti ragging help line, head
of the institution, faculty members, and members of anti ragging committee and warden
and hostel administrator.
 CI Police:
CI of Police will conduct on the spot enquiry in to any incidents of ragging and prepare
report along with recommendations to be submitted to the anti ragging committee for
action.
Actions to be taken against students for indulging ragging:
1. On getting information about ragging, Principal may convene a meeting of HODs and if
the information is correct, immediately convene meeting of anti ragging committee.
2. The anti ragging committee of the college shall take an appropriate decision, with regard
to punishment or otherwise, depending on the facts of each incident of ragging on its
nature and gravity
3. Depending upon the nature and gravity, the possible punishments at the college level can
be,

 Suspension/ expulsion from the hostel


 Suspension from attending classes
 Every single incident of ragging a first information report (F I R ) must be filed by the
institutional authorities with local police authorities.
 Cancellation of admission
 Debarring from appearing in any test/ examination
 Expulsion from the college
