15 When a person is in a society it is generally held that not knowing the law is no excuse. Well, in
16 1971 I (with wife and child) migrated to Australia not even knowing the English language and so
17 held that the best way to try to learn what the law was about was to learn the true meaning and
18 application of the Commonwealth of Australia Constitution Act 1900 (UK) as after all if a law
19 or part thereof was in violation of the constitution then why bother to learn it. And when accused
20 of violating a particular part of a law then well it is irrelevant how many others were convicted in
21 the past for the same alleged violation as I then could stand up for my constitutional rights.

23 I in 2001 held that the then purported (prime) Minister John Howard was engaged in HIGH
24 TREASON by authorizing Australian armed forces to invade Afghanistan without the
25 Governor-General having published in the Gazette a DECLARATION OF WAR naming
26 Afghanistan. The same with the murderous onslaught in Iraq. I was then an
27 INDEPEOPENDENT candidate in the Jagajaga division in the federal election and promoted
28 that the “compulsory” part of voting was unconstitutional, as well as that State land taxation
29 (including the so called “council rates” was unconstitutional. Well the AEC decided to teach me
30 a lesson and charged me with FAILING TO VOTE. I responded with filing a NOTICE OF
31 CONSTITUTIONAL MATTER and this was filed in court as well as served on all 9 Attorney-
32 Generals in which I also challenged the constitutional validity of “Australian Citizenship Act
33 (Cth). Then the AEC despite that I challenged already the validity of the “compulsory” part of
34 voting charged me again with FAILING TO VOTE in the 2004 federal election. In the end
35 ongoing representing myself on 19 July 2006 I succeeded in both appeals. As such proved that
36 the “compulsory” part of voting was unconstitutional and that “Australian Citizenship Act (Cth)”
37 is unconstitutional! Let this sink in, this all clearly is ULTRA VIRES ab initio and why are you
38 running around the world showing a passport claiming to be an “Australian Citizen” as a
39 nationality? If you do not even know and understand your own nationality how on earth can you
40 as an “eSafety Commissioner” know what is or isn’t the truth of anything I publish? Would it
41 not be better to first establish your own nationality?
42 And, I proved to the Court that the purported federal election in 2001 was unconstitutional this as
43 I had obtained within FOI Act the documents proving that the Governor-General proclamation
44 intended to be published on 8 October 2001 for dissolving the Parliament, etc, was not published
45 until 9 October 2001, meaning the writs issued on 8 October 2001 were invalid because
46 regarding the House of Representatives a seat must first become vacant before a writ is issued
47 for an election/by-election. With the Senate it is different. Meaning, none of the purported
48 candidates claimed to be elected to the House of Representatives in fact were not. Hence, John
49 Howard was not elected to the House of Representatives neither others, and his commission to
50 be (prime) Minister by Section 64 of the constitution seized to exist after 3 months. Neither has
51 any Minister, not even a Minister for Defence the constitutional authority to declare WAR. As
52 the Framers of the Constitution made clear that if a foreign navy entered Australian waters

1 without authority then that in itself is a DECLARATION OF WAR by the foreign powers and
2 then the Minister for Defence can respond , however otherwise only the Governor-General can
3 authorise the engagement of Australian armed forces against a nation he named. If you lack to
4 understand this then what on earth can you do purportedly being an “eSafety Commissioner”?

31 First of all, to my understanding Brett Sutton was not a medical doctor. It is claimed he made
32 decision based on :”thin ice” when in reality his sister-in-law Jane Halton was involved in the
33 EVENT201 and was subsequently heading the COVID group commissioned by then (prime)
34 Minister Scott Morrison. So, as I understand it she had been involved in the planning to silence
35 the media, etc.

37 As now has been reported that films, etc, not merely have the sound of the actors but may have
38 up to 3 other sounds that are below the hearing of a person but nevertheless are able to
39 manipulate the brain. Basically making them dummies and do as they are told. And Klaus
40 Schwab (I understand ‘Schwab’ in the German language means ‘cockroach’) of W.E.F. himself
41 seems to advocate to control the population, etc. And well you appear to be part of that
42 organisation which I view makes you ineligible to be an “eSafety Commissioner”!
43 After all the W.E.F. desires to silence people like me and he has made statement to the effect and
44 well it seems to me that (prime) Minister Anthony Albanese is also involved as was in my view
45 former (prime) Minister Scott Morrison to commit HIGH TREASON, by which by Section 44
46 & 45 both, and their collaborators, lost their seats in the Parliament.

49 Here we had Brett Sutton commanding the Victorian Police as being the Chief Health Officer to
50 bash into and even dire upon Victorians who did no more but to exercise their constitutional

25 the defence of Australia, in the shape of the navy of Old England. But we have no enemies
26 within, and there is no necessity to fasten the curse of a standing army upon us. As was
27 pointed out by the hon. member, Sir George Grey, yesterday, in his interesting speech, we
28 have no necessity to keep a large standing army at a large cost to the people of the country,

30 police are quite sufficient for the preservation of order within.

33 Yet, here we had not the Victorian Police or other Australian police force preserving the order
34 within rather they were the BROWNSHIRTS to terrorise Australians and in the process
35 committing TREASON by their reign of terror in violation of the constitution.

37 Where were you or your office to deal with the misinformation/disinformation by the various
38 Australian governments and so their departments and the media? Oh, I get it you were serving
39 the interest of the W.E.F.?
40 The W.E.F. not just (as Klaus Schwab) made clear was to get rid of elections but to even dictate
41 Australians (and others around the world) as to what the W.E.F. (also WHO and U.N.) decides is
42 to be applicable to us.

44 I have since 6 August 2021 lodged with the Australian Federal Police some 7,045 pages as a
45 COMPLAINT but it appears to me they are in bed with the evil doers and will not bother to
46 investigate. Just that my research is being provided to many and so it becomes a record that
47 others can use also.
48 I actually on 8 April 2020 commenced with a complaint to the Victorian Ombudsman who
49 indicated it is beyond her powers and referred the matter to IBAC who on 19 April 2020 held it
50 was not a matter of “public interest”. So, the mass murder of Australians is not of “public
51 interest”?

1 And on 13 April 2020 I also lodged a complaint with the Victorian Human Rights
2 Commissioner and well she didn’t even bother to respond.

4 Let me make it very clear that had they acted as I view they should have then most if not all
5 Australians who suffered from the horrible after effects of the fake claimed “covid vaccine”
6 which really was a “gene therapy” DEPOPULATION bioweapon jab would never have
7 suffered as such, let alone the tens of thousands who died after the jabs.

9 Here we had all this propaganda that it was the “pandemic of the unvaccinated” pushed by the
10 various government and their collaborators, while in real term not a person jabbed with the
11 “gene therapy” DEPOPULATION bioweapon jab was vaccinated. This as the (USA) FDA
12 had classified it as a bioweapon as it was not a vaccine. As I did set out to the Australian Federal
13 Police that it being a bioweapon it couldn’t be used as it was. But the Australian Federal Police
14 appeared to me to be in bed with the evil doers and not bother to uphold the rule of law. Neither
15 did it appear to me the “Office of the eSafety Commissioner” taken appropriate action to make
16 clear to mislead and deceive Australians cannot be tolerated and must seize immediately.
17 What is the purpose of an “Office of the eSafety Commissioner”
18 If it allow misinformation/disinformation to be published?
19 I from onset exposed the Department of health to make false claims on its website regarding
20 DNA and well proved to be correct.
21 Here we had an “Office of the eSafety Commissioner” who instead of caring for the safety of
22 children remains not just silence against the government misinformation/disinformation but even
23 appeared to me to collaborate to seek to prevent others to reveal the truth.
24 And where was the “Office of the eSafety Commissioner” when the Victorian Police was firing
25 rubber bullets upon parents holding small children during their protest at the Shrine of
26 Remembers? I understand the sound was deafening of the silence by the “Office of the eSafety
27 Commissioner” as to this unconstitutional conduct being promoted by the Victorian Police,
28 including coercing/forcing people to be jabbed against their will.
29 From onset I made clear that the States/Territories (the latter are quasi states) had no legislative,
30 executive and/or administrative powers as to any mandates.

45 then as the Framers of the Constitution made clear that until there was a Commonwealth
46 Parliament who legislate the States could exercise “concurrent” legislative powers and their

22 States/Territory had to retire from this and their existing laws also became nullified. Just that the
23 judges of the High Court of Australia decided as I view it, to commit TREASON and banned the

25 Framers of the Constitution had stated:

24 How on earth can the High Court of Australia discover the right of “political liberty” in the
25 Albert Langer case when it existed all along as a legal principle embedded in the constitution?

27 If therefore the mandates were unconstitutional and for example Victorians had “political
28 liberty” and “religious liberty” then why did the “eSafety Commissioner” not take action to stop
29 the misuse and abuse of false and misleading claims by Governments and their collaborators of
30 radio, television, etc? Was it because of your association with the W.E.F. you really couldn’t
31 care less if the streets were littered with death bodies as after all that may suit the aims of the
32 W.E.F.? Remember, how reportedly some 4,000 school children were corralled into an arena on
33 orders of then NSW Minister for Health Brad Hazzard to be jabbed with the “gene therapy”
34 DEPOPULATION bioweapon and he even and announced on television that it was for the NEW
35 WORLD ORDER!

22 therefore those who acted in violation of the legal principles embedded in the constitution can be

25 With Sue v Hill the High Court of Australia claimed that Heather Hill was not entitled to be a
26 Senator because of being a “Subject of the British crown” the truth is the Framers of the
27 Constitution debated this issue at length and made clear that all Australians were “Subject of the
28 British Crown” and the High Court of Australia had no judicial powers to alter the meaning of

46 Union” are still referring to their nationality of their country they are born or naturalized to and
47 not claiming to be some “European National”.

49 of the constitution. You cannot have contradicting provisions in the same constitution. And the
50 Framers of the Constitution made clear that any legislation within s51(xxvi) could not be used
51 against the “general community”. Yet, when did the “eSafety Commissioner” take action
52 against the disinformation/misinformation spruiked by the governments? I am not aware the
53 “eSafety Commissioner” ever did!

22 1658 for the Dutch. Then came the British in 1788 and claimed it for the British. As such
23 the Brits may have stolen it from the Dutch! The Dutch are not known to have provided for
24 “land rights”. Neither did the British other than Framers of the Constitution made clear that
25 that after Queensland in 1879 the annexed Torres Strait Islands it better sort out the land
26 rights issue before federation.
27 There is no legal principle embedded in the constitution referring to “First Nations”,
28 “indigenous Aboriginals”, “traditional custodians”, “traditional owners” as they are all to
29 gaslight terms to deceive Australians. Long before the Aboriginals settled in what is now
30 known as Australia many other races already resided in Australia as I have set out at my
31 blog. As such Aboriginals never were the first inhabitants.
32 I have never celebrated “Australia Day” but recognise the rights of others to do so and that
33 to them it may have a special meaning. Our constitution has the embedded legal principle
34 of “political liberty” & “religious liberty” in it.
35 As the Dutch already resided in “New Holland” for more than 100 years before Torres
36 Strait Islanders did then why is their flag not included also? Is it to gaslight Australians to
37 shove down their throat the lies and deception to push the communist Voice agenda?
38 “Australian citizenship has constitutionally nothing to do with “nationality” but refers to
39 place of abode, as I placed before the courts on 19 July 2006 in 2 successful appeals (on
40 constitutional grounds) in AEC v Schorel-Hlavka (representing myself).
41 Constitutionally any one born in the Commonwealth of Australia is a “native Australian”
42 and is a “Subject of the British Crown” and the High Court of Australia in Sue v Hill
43 simply exceeded its judicial powers in violation to the constitution as I placed before the
44 court and without either the Commonwealth and/or any of the 9 Attorney-General’s
45 opposing my written submissions including the NOTICE OF CONSTITUTIONAL
46 MATTERS. Those who are teaching history, law, etc, should not teach whatever they
47 misconceived about Australia’s history, etc, but should, as I did successfully in litigation,
48 rely upon what the Framers of the Constitution embed as legal principles in the
49 constitution.
50 Australia Day is what many desire to celebrate and well our constitution gives them that
51 right! It is irrelevant if some misguided persons, etc, may not like it, the same about

2 Xmas as we must always recognise the constitutional rights of others if we desire to claim
3 our own constitutional rights. Those who celebrate Australia Day, New Year’s Day, Xmas,

19 provides for “religious liberty” then that is her right as much as a man claimed that a man who
20 was speared went in the water and then became a crocodile. Again, they are entitled to their
21 religious beliefs, however it is another thing to use the courts to seek to enforce their religious
22 beliefs upon others. Neither has the Commonwealth (s116 of the constitution) and so any court
23 the powers to use a religious belief as to deny or interfere with the rights of others.

25 It appears to me that the “eSafety Commissioner” is more concerned to play with the so called
26 “elites” than to actually understand/comprehend what the true meaning and application of the
27 legal principles embedded in the constitution stand for.
28 In my view had we had a competent “eSafety Commissioner” then more than likely the many
29 lives destroyed by this “covid scam” perpetrated by the many may have been avoided.

2 cannot constitute a “solution” to combating a novel coronavirus which mysteriously
3 emerged in Wuhan, Hubei province (PRC) in late December 2019. That was the imposed
4 “solution” —implemented in several stages from the very outset–, leading to The March
5 2020 Lockdown and the Rollout of a so-called Covid 19 “Vaccine” in December 2020,
6 which since its inception has resulted in an upward trend in excess mortality.

8 Fake science was supportive of this devastating agenda. The lies were sustained by a

14 The New Virus: 2019-nCoV
15 The official story is that a dangerous NEW VIRUS was detected in Wuhan, Hubei
16 Province, China in December 2019. It was entitled 2019-nCoV which stands for “2019
17 New (n) Corona (Co) Virus (V)”.
18 On January 1, 2020, “the Chinese health authorities closed the Huanan Seafood Wholesale
19 Market in Wuhan following Western media reports claiming that wild animals sold there
20 may have been the source of the virus.
21 As of early January 2020, it was the object of extensive media coverage and an unfolding
22 Worldwide fear campaign. Media disinformation 24/7 went into high gear.
23 “The Chinese authorities (allegedly) “identified a new type of virus” on January 7, 2020,
24 using the RT-PCR test. No specific details were provided regarding the process of isolation
25 of the virus.
26 Failed Identification of the Novel Coronavirus

1 Note: The development of a 2019 nCoV vaccine was announced at Davos, 2 weeks after
2 the January 7, 2020 announcement, and barely a week prior to the official launching of the
3 WHO’s Worldwide Public Health emergency on January 30. The WEF-Gates-CEPI

6 All of this was unfolding at a time when the alleged new coronavirus named 2019-nC0V
7 had not been isolated, it’s identity had not been confirmed and the number of reported

10 There was no evidence of an unfolding epidemic in China, nor was there evidence of a

14 General of the WHO Dr. Tedros declared a Public Health Emergency of International
15 Concern (PHEIC) with absolutely no evidence of a threatening epidemic.
16 On that same day there were 83 positive cases Worldwide out of China for a population of
17 6.4 billion people. See table below: 5 positive cases in the U.S, 3 in Canada, 4 in France
18 and 4 in Germany. Ask yourself does that constitute a Worldwide emergency?
19 And those (cumulative) cases were based on the RT-Polymerase Chain Reaction (PCR)
20 Test which does not detect the identity of the virus. (See Appendix).

1 What is significant in this report is that the WHO confirmed that the novel 2003
2 coronavirus entitled 2003 SARS-CoV had been isolated from patients’ samples, identified
3 and designated “severe acute respiratory syndrome” in March 2003.
4 Absence of An Isolate of the “New 2019 Virus (2019-nCoV)”
5 While the 2003 SARS-CoV was duly isolated, the WHO acknowledged in January
6 2020 that it did not have an isolate and purified sample of the new 2019 coronavirus
7 from an infected patient, which meant that they were unable to confirm the identity
8 of the (“dangerous”) 2019 novel coronavirus entitled 2019-nCoV. That was the reason
9 given. Sounds Absurd.
10 How was this matter resolved. Following advice from the Gates Foundation, the WHO was
11 in liaison with the Berlin Virology Institute at Charité Hospital.
12 Under the scientific guidance of Dr. Christian Drosten, the Berlin Virology study was
13 entitled:
14 Detection of 2019 Novel Coronavirus (2019-nCoV) by real time RT-PCR

16 The Berlin Virology Institute study firmly acknowledged that:
17 [While]… several viral genome sequences had been released,… virus isolates or
18 samples [of 2019-nCoV] from infected patients were not available …”
19 What the Berlin team recommended to the WHO was that in the absence of an isolate of
20 the 2019-nCoV virus, a similar 2003 SARS-CoV virus should be used as a “proxy”
21 (point of reference) of the novel 2019 coronavirus:
22 “The genome sequences suggest presence of a virus closely related to the members of a
23 viral species termed severe acute respiratory syndrome (SARS)-related CoV, a species
24 defined by the agent of the 2002/03 outbreak of SARS in humans [3,4].
25 We report on the the establishment and validation of a diagnostic workflow for 2019-nCoV
26 screening and specific confirmation [using the RT-PCR test], designed in absence of
27 available virus isolates or original patient specimens. Design and validation were enabled
28 by the close genetic relatedness to the 2003 SARS-CoV, and aided by the use of synthetic
29 nucleic acid technology.” (Eurosurveillance, January 23, 2020, emphasis added).
30 What this ambiguous statement suggests is that the identity of 2019-nCoV was not
31 required and that “COVID-19 confirmed cases” (aka infection resulting from the
32 2019 novel coronavirus) would be validated by “the close genetic relatedness to the
33 2003 SARS-CoV.”
34 How could the new virus be categorized as similar without having been identified, i.e.
35 without an “isolate”? Moreover, bear in mind that while the PCR test does not detect
36 the virus, it detects genetic fragments (of numerous viruses).
37 Smoking Gun
38 What this means is that a coronavirus detected 20 years ago (at the time of writing) in
39 Guangdong Province (2003 SARS-CoV) has been used to “validate” the identity of a so-
40 called “novel coronavirus” first detected in China’s Hubei Province in late December
41 2019.

2 contributed in the course of almost four years to literally destroying people’s lives.
3 In turn the incessant fear campaign had a devastating impact on people’s health, their

6 “The Big Lie” Precipitates the Lockdown
7 The unspoken truth is that the novel coronavirus has provided a pretext and a justification

10 The lockdown was an act of economic and social warfare. The labor force was confined,

49 have very mild symptoms. Most people (about 80%) recover from the disease without
50 needing hospital treatment. Around 1 out of every 5 people who gets COVID-19 becomes

3 2. Dr. Anthony Fauci Regarding SARS-CoV-2 in the NEJM
4 From the outset, Fauci has persistently warned of the imminent dangers of the SARS-CoV-
5 2 (including its variants and sub-variants), while acknowledging in his peer reviewed
6 article in the New England Journal of Medicine (together with H. Clifford Lane, M.D. and
7 Robert R. Redfield, M.D. that:
8 “The overall clinical consequences of Covid-19 may ultimately be more akin to those of a
9 severe seasonal influenza (which has a case fatality rate of approximately 0.1%) or a
10 pandemic influenza (similar to those in 1957 and 1968)…” (See Covid-19 — Navigating
11 the Uncharted, NEJM)
12 3. The WHO’s Definition of 2003-SARS
13 SARS is an airborne virus and can spread through small droplets of saliva in a similar way
14 to the cold and influenza. … SARS can also be spread indirectly via surfaces that have
15 been touched by someone who is infected with the virus.
16 Most patients identified with SARS were previously healthy adults aged 25–70 years. A
17 few suspected cases of SARS have been reported among children under 15 years. The case
18 fatality among persons with illness meeting the current WHO case definition for probable
19 and suspected cases of SARS is around 3%.
20 One month prior to the change of name of the novel 2019 nCoV coronavirus to SARS-
21 CoV-2 (On February 11), the WHO released, a detailed document pertaining to the
22 2003 Severe Acute Respiratory Syndrome (Operational Support & Logistics Disease
23 Commodity Packages pdf).
24 4. The CDC’s Comparison of SARS-CoV-2 with Seasonal Influenza
25 “Influenza (Flu) and COVID-19 are both contagious respiratory illnesses, but they are
26 caused by different viruses. COVID-19 is caused by infection with a new coronavirus
27 (called SARS-CoV-2) and flu is caused by infection with influenza viruses.
28 Because some of the symptoms of flu and COVID-19 are similar, it may be hard to tell the
29 difference between them based on symptoms alone, and testing may be needed to help
30 confirm a diagnosis. Flu and COVID-19 share many characteristics, but there are some key
31 differences between the two.”
32 If the public had been informed and reassured that COVID is “similar to Influenza”, the
33 fear campaign would have fallen flat.
34 The lockdown and closure of the national economy would have been rejected outright, not
35 to mention the subsequent imposition of the Covid-19 Vaccine.

38 Polymerase Chain Reaction (RT-PCR) Test

40 The slanted methodology applied under WHO guidance for detecting the alleged spread of
41 the virus is the Reverse Transcription Polymerase Chain Reaction (RT-PCR) test, which
42 has been routinely applied all over the world since February 2020. (This Text is an excerpt

44 The RT-PCR test has been used worldwide to generate millions of erroneous “COVID-19
45 confirmed cases”, which are then used to sustain the illusion that the alleged pandemic is
46 real.
47 This assessment based on erroneous numbers has been used in the course of three and and
48 a half years to spearhead and sustain the fear campaign.
49 “Confirmed” is a misnomer. A “confirmed RT-PCR positive case” does not imply a
50 “COVID-19 confirmed case”.

1 Positive RT-PCR is not synonymous with the COVID-19 disease! PCR specialists make it
2 clear that a test must always be compared with the clinical record of the patient being
3 tested, with the patient’s state of health to confirm its value [reliability]. (Dr. Pascal Sacré)
4 The procedure used by the national health authorities is to categorize all RT-PCR positive
5 cases as “COVID-19 confirmed cases” (with or without a medical diagnosis). Ironically,
6 this routine process of identifying “confirmed cases” is in derogation of the CDC’s own
7 guidelines:
8 “Detection of viral RNA may not indicate the presence of infectious virus or that 2019-
9 nCoV is the causative agent for clinical symptoms. The performance of this test has not
10 been established for monitoring treatment of 2019-nCoV infection. This test cannot rule
11 out diseases caused by other bacterial or viral pathogens.”8 (emphasis added)
12 The methodology used to detect and estimate the spread of the virus is flawed and invalid.
13 False Positives
14 The earlier debate at the outset of the crisis focused on the issue of “false positives.”
15 Acknowledged by the WHO and the CDC, the RT-PCR test was known to produce a
16 high percentage of false positives. According to Dr. Pascal Sacré:
17 “Today, as authorities test more people, there are bound to be more positive RT-PCR tests.
18 This does not mean that COVID-19 is coming back, or that the epidemic is moving in
19 waves. There are more people being tested, that’s all.”9
20 The debate on false positives (acknowledged by health authorities) points to so-called
21 errors without necessarily questioning the overall validity of the RT-PCR test as a means to
22 detecting the alleged spread of the SARS-CoV-2 virus.
23 The PCR Test Does Not Detect the Identity of the Virus
24 The RT-PCR test does not identify/detect the virus. What the PCR test identifies are
25 genetic fragments of numerous viruses (including influenza viruses types A and B and
26 coronaviruses which trigger common colds).
27 The results of the RT-PCR test cannot “confirm” whether an individual who undertakes the
28 test is infected with SARS-CoV-2.
29 The following diagram summarizes the process of identifying positive and negative cases.
30 All that is required is the presence of “viral genetic material” for it to be categorized as
31 “positive”. The procedure does not identity or isolate COVID-19. What appears in the tests
32 are fragments of the virus.10
33 Failures of the PCR Test, Ridiculously Low Numbers
34 Even if the 2019 nCoV had been detected and duly identified, the numbers of PCR-RT
35 confirmed (cumulative) positive cases in the period leading up to to March 11, 2020 used
36 as a justification to enforce the Lockdown of more than 190 countries were ridiculously
37 low.

1 Evidence on the effectiveness of interventions to correct or mitigate misinformation is

2 considerably more limited and rarely includes measures of true vaccine uptake
3 The evidence available does indicate ways forward to develop better methods, particularly
4 those that would be less likely to backfire in the way that blanket social media bans have
5 The need for such actions is urgent
6 Vaccine misinformation on social media has strong effects on behaviour, and the evidence
7 base for interventions to reduce these effects is limited, but better approaches to evidence
8 generation are possible, say Kai Ruggeri and colleagues
9 Effective population level vaccination campaigns are fundamental to public
10 health.123 Counter campaigns, which are as old as the first vaccines,4 disrupt uptake and
11 can threaten public health globally.4 In 2019, public health researchers linked increases in
12 measles cases with the proliferation of global anti-vaccine campaigns.5 Some of these
13 campaigns originated offline but were later amplified and expedited through social media,
14 resulting in real world harms.6 Though crises and genuine safety concerns can also lower
15 vaccine uptake,78 the return of measles after aggressive anti-vaccine campaigns prompted
16 the World Health Organisation to list vaccine hesitancy among the greatest threats to
17 global health (box 1).14

19 Vaccine hesitancy
20 Here, we use the term “vaccine hesitancy” as originally defined by WHO9: a “delay in
21 acceptance or refusal of vaccination despite availability of vaccination services.” This
22 definition, plus the expanded description of variation based on time, place, and population,
23 gives a broad understanding but also allows us to distinguish vaccination behaviour from
24 the underpinning psychological, environmental, and structural aspects influencing
25 behaviour. This definition is most commonly used in literature pre-dating covid-19.
26 Though there are debates about the most appropriate terms (“vaccine demand” is an
27 alternative, for example) or updated definitions (including the updated WHO version) to
28 use, applying the original WHO definition ensured that we captured relevant insights and
29 evidence from the literature.10111213 We also identify disinformation as a form of
30 misinformation that deliberately seeks to mislead or otherwise disrupt understanding,
31 although we cover both broadly under misinformation for the purposes of this paper.

33 Anti-vaccine campaigns proliferated during the covid-19 pandemic15 with undeniable
34 effects including substantial increases in covid related illness and death.151617 Even
35 before March 2020, vaccine hesitancy was directly linked to misinformation (false,
36 inaccurate information promoted as factual) spread on social media.18 Once covid-19
37 reached pandemic status, social media was acknowledged as the epicentre of
38 misinformation leading to hesitancy,1920 and consequently, interventions to tackle
39 hesitancy have globally focused on delivery through social media.2122
40 Despite unprecedented levels of vaccine access and nearly real time communication on the
41 development and availability of vaccines in 2020-21, public health officials struggled to
42 keep pace with misleading or inaccurate content online.23 As guidelines shifted with the
43 emergence of new information, policy decisions were often perceived by individuals and
44 groups who are prone to distrust or refute government messaging as a response not to
45 evidence but to mistakes or lack of expertise.2425 A 2021 randomised controlled trial
46 (RCT) found that exposure to misinformation about covid-19 vaccines lowered the intent
47 of recipients to vaccinate, even among those reporting before exposure that they would
48 “definitely” accept vaccination.21 Similar findings globally indicate that social media
49 dynamics exacerbated the sharing of misinformation, reduced vaccination rates,
50 undermined trust in reliable information, magnified polarisation, and damaged the

1 Approaches to reducing vaccine hesitancy

2 Standard behavioural approaches to encourage vaccination include mandatory vaccination
3 and regulation for healthcare professionals, incentives, public health communication
4 campaigns, and engaging trusted leaders.31 Contemporary methods have started to be
5 implemented on social media,10313233 including debunking (fact checking specific
6 claims after they have reached social media users) and “pre-bunking,” a behavioural
7 approach in which users are taught about how “fake news” works before
8 exposure.34 Other intervention types include warning (“inoculating”) people about
9 manipulation tactics using non-harmful exposure as a tool to identify misinformation, and
10 using accuracy prompts to trigger people to consider the truthfulness of material they are
11 about to share on social media platforms, without stopping them from
12 posting.35 Recognising the intense effect of social media on vaccine hesitancy,36 the
13 Africa Centres for Disease Control and Prevention developed a toolkit to assist countries in
14 social media strategies aimed at encouraging vaccination.37
15 Such behavioural approaches to misinformation on social media have shown promise in
16 reducing the sharing of disinformation and misinformation (box 1) and in changing
17 people’s beliefs,38 but less clear is their effect on vaccination uptake. Investigating the
18 success of such interventions on uptake is essential because there is an established link
19 between social media exposure and offline beliefs that vaccines are unsafe.39 It is clear,
20 however, that providing fact based probabilistic information alone fails to meaningfully
21 increase uptake40 and might even backfire.41 Factors such as low trust in governments
22 and health institutions are likely to be instrumental in derailing effective immunisation
23 programmmes.42 Multiple drivers and barriers to vaccine uptake must therefore be
24 considered when developing effective tools.
25 Evaluating interventions to reduce vaccine hesitancy
26 We identified 30 studies evaluating interventions to tackle misinformation on social media
27 that explicitly captured real world behavioural outcomes (see supplementary information
28 on bmj.com). After excluding 19 studies for lack of external validation, only 11 published
29 interventions were left (table 1; box 2; fig 1). There is clearly insufficient evidence from
30 field studies on social media interventions. Only two interventions that met all criteria
31 came from outside the US (Israel43 and Nigeria53), with a recent study conducted in
32 Nigeria producing perhaps the most robust level of evidence.
